In June of 2014 Angelina Jolie, actress and United Nations High Commissioner for Refugees (UNHCR) Goodwill Ambassador, visited camps—home to 130,000 Burmese exiles—along the Thai-Burma border to draw international attention to one of the most protracted displacement situations in the world. Her fourth trip to the border since 2002, Jolie's day-long visit was widely commended in popular media. I draw on ethnographic research among Burmese exiles in northern Thailand to argue that the popular geopolitics of hope she engendered is constituted through contradictory impulses of, on one hand, her signification of global capital and the concurrent widespread geoeconomic hope around Burma's deepening integration into global capitalism, and on the other, the far-reaching geopolitics of fear that has materialized around the threat of repatriation resulting from rapid political-economic change in Burma. Thus, this paper builds on recent work in popular geopolitics and geographies of emotion and affect to offer a grounded illustration of the micro-macro linkages between popular culture and everyday geopolitical experience, as well as the often politically nuanced role of celebrities in humanitarian interventions. This paper contributes to ongoing conversations around the relationship between celebrity humanitarians from the global North and the political-economic implications of the affective enrollment of their intended benefactors from the global South.  相似文献

The intersections and conversations between feminist geography and political geography have been surprisingly few. The notion of a feminist geopolitics remains undeveloped in geography. This paper aims to create a theoretical and practical space in which to articulate a feminist geopolitics. Feminist geopolitics is not an alternative theory of geopolitics, nor the ushering in of a new spatial order, but is an approach to global issues with feminist politics in mind. 'Feminist' in this context refers to analyses and political interventions that address the unequal and often violent relationships among people based on real or perceived differences. Building upon the literature from critical geopolitics, feminist international relations, and transnational feminist studies, I develop a framework for feminist political engagement. The paper interrogates concepts of human security and juxtaposes them with state security, arguing for a more accountable, embodied, and responsive notion of geopolitics. A feminist geopolitics is sought by examining politics at scales other than that of the nation-state; by challenging the public/private divide at a global scale; and by analyzing the politics of mobility for perpetrators of crimes against humanity. As such, feminist geopolitics is a critical approach and a contingent set of political practices operating at scales finer and coarser than the nation-state.  相似文献

This essay discusses the key contributions of Canadian political geographers to the remarkable growth of the subfield in the past two decades. I focus on two burgeoning strands of work: first, the transformation of state power, and second, the current phase of war, militarization and surveillance globally. My goal is not to review the field of political geography. Rather, I use the two themes to foreground prominent strands of recent work and delineate some lines of inquiry that require more attention and are likely to grow in importance. In particular, I underscore the need for closer attention to human agency—that is, capacity to act—in political geography and geopolitics.  相似文献

The rapidity of Arctic melt is no longer the phantasmagoria of B-grade movies, such as the 'Day after tomorrow', but is occurring at a rate unimaginable just a few years ago. In 2007, more than one million square miles of ice melted, leaving the region with only half the ice that existed in 1950. The Arctic has been propelled into the centre of geopolitics as global climate change has transformed the region into a maelstrom of competing commercial, national security and environmental concerns with profound implications for the international legal and political system. The prospect of longer ice-free periods in the Arctic has momentous implications for the region's commercial development, in itself a further risk to melting Arctic ice. This article argues that Arctic melt does and will continue to pose economic, military and environmental challenges to the governance of the region and explores the role of technological factors as both a barrier and an enabler of access. Working within existing institutions and building capacity is preferable to the proliferation of new institutions, although the full structure and scope of the legal and regulatory frameworks that may be needed are, at present, unclear. But what is clear, is that Arctic melt is on the increase.  相似文献

Working at the intersection of political geography and international relations, this article does two things. First, it theorises the relationship between geopolitics and anxiety. Second, it uses this conceptual lens to analyse and critique the discourse of ‘hybrid warfare’. The conceptual part draws on Lacanian political theory and contributes to critical geopolitics, ontological security studies, and the literature on politics of anxiety. It is built around the notion of anxiety geopolitics, which denotes a discourse that promises to deal with social anxiety by providing geopolitical fixes to it, yet also ultimately fails in doing so. We then move to argue that ‘hybrid warfare’ is a prime case of such discourse. Using examples from the Czech Republic, we show how the discourse of ‘hybrid warfare’ successfully connects different sorts of anxieties together and creates a sense of ontological security by linking them to familiar East/West civilisational geopolitics that points to Russia as the ultimate culprit. Yet, at the same time, the discourse simultaneously subverts itself by portraying ‘hybrid threats’ as too insidious, invisible and constantly shifting to be ever possibly durably resolved. We conclude that this makes ‘hybrid warfare’ self-defeating, normatively problematic, and strategically impractical.  相似文献

This paper represents a study of the geopolitical reasoning of the Georgian Orthodox Church (GOC) and its leader Patriarch Ilia II regarding the question of Georgia's territorial integrity. Does the GOC's territorial discourse complement or challenge Georgia's territorial nationalism? The empirical analysis of the geopolitical discourses of Patriarch Ilia II in the early 1990s and in the wake of the 2008 August (Russia-Georgia) War shows a complicated relationship between spiritual and secular geopolitical discourses on Georgia's territorial integrity. Ilia's spiritual geopolitics is neither dissident nor entirely complementary. The Patriarch's definition of Georgia's territorial integrity eschews the broadly accepted formulation of “Russian occupation” within Georgia and in its place, insufficient faith and religiosity within the Georgian society take a more prominent place in the explanation of the problem's origins. Ilia II defines the religion and the GOC as the unifying factor, spiritually, territorially, and politically, of the rival parties and alienated peoples and territories. The church's canonical territoriality, rather than the state's sovereign territoriality, plays the key object of concern in the Patriarch's geopolitical discourse. However, Ilia II frames this narrow institutional interest of the church as the basis for the nation's territorial unification. By advocating more narrowly for the GOC's canonical jurisdiction across the entire disputed territories, rather than actively embracing secular anti-Russian geopolitical narratives, the church simultaneously stands outside of the territorial conflict, taking a seemingly neutral position, and reinforces the territorial claim of the Georgian state. By distinguishing and problematizing the role of GOC's canonical territoriality in the question of Georgia's sovereign territoriality, the paper concludes that the GOC is a territorial power in its own right, not merely a spiritual wing of the state of Georgia.  相似文献

Celebrity philanthropy in mainland China is a recent phenomenon that has attracted both media publicity and public controversy. Despite its visibility, few data exist regarding how widespread the phenomenon is, and whether it has been growing over time. This paper addresses this gap, using a sample of entertainment and sports celebrities obtained from publicly available sources to answer three key questions. What proportion of celebrities in mainland China engage in philanthropic activities? When did they become involved in philanthropic activities? With what kinds of philanthropic causes and organisations are they connected, and in what capacity? The paper reveals that, in a very short period of time, mainland China’s top celebrities have become just as involved with philanthropic causes as their North American counterparts. The rapid rise of celebrity philanthropy has been correlated with a series of natural disasters and the explicit encouragement of government authorities, offsetting the absence of a tradition of private charitable activities in the People’s Republic of China since its founding.  相似文献

The Mekong is a region whose geopolitics are shifting in complex ways. They are shifting with the post-Cold War reconfiguration of ideological as well as strategic power deployments. They are also shifting with rapid economic development and associated regional integration. This paper employs these various dimensions of shifting geopolitics to explore and partially explain the (re)emergence of hydropower development in the Mekong. It does so by outlining both the shifting geopolitics of river and region, and showing how the Mekong as metaphor extends to much more than the materiality of the river from which the multiply constructed region derives its name. It suggests that the regional geopolitics produced by these shifts is key to the re-emergence of mainstream hydropower.  相似文献
