The conventional discourse relating climate change to conflict focuses on long term trends in temperature and precipitation that define ecosystems and their subsequent impact on access to renewable resources. Because these changes occur over long time periods they may not capture the proximate factors that trigger conflict. We estimate the impact of both long term trends in climate and short term climatic triggers on civil conflict onset in Sub-Saharan Africa. We find that both operationalizations have a significant impact. Climates more suitable for Eurasian agriculture are associated with a decreased likelihood of conflict, while freshwater resources per capita are positively associated with the likelihood of conflict. Moreover, positive changes in rainfall are associated with a decreased likelihood of conflict in the following year. We also assess the outlook for the future by analyzing simulated changes in precipitation means and variability over the period 2000–2099. We find few statistically significant, positive trends in our measure of interannual variability, suggesting that it is unlikely to be affected dramatically by expected changes in climate. 相似文献

The prospect of human-induced climate change encourages drastic neomalthusian scenarios. A number of claims about the conflict-inducing effects of climate change have surfaced in the public debate in recent years. Climate change has so many potential consequences for the physical environment that we could expect a large number of possible paths to conflict. However, the causal chains suggested in the literature have so far rarely been substantiated with reliable evidence. Given the combined uncertainties of climate and conflict research, the gaps in our knowledge about the consequences of climate change for conflict and security appear daunting. Social scientists are now beginning to respond to this challenge. We present some of the problems and opportunities in this line of research, summarize the contributions in this special issue, and discuss how the security concerns of climate change can be investigated more systematically. 相似文献

Neo-liberal theories of informality have emphasized the potential of the informal sector for independent employment creation and growth. An alternative perspective is provided by the structuralist ‘informalization’ approach which regards the expansion of informal activity as part of the restructuring strategy of the formal sector in the face of economic recession. The informalization perspective challenges the traditional notions of the informal sector by focusing on such issues as differentiation, social networks, subcontracting and supply linkages with the formal sector, and the role of the state in informal sector expansion. Despite its First World and Latin American focus, the informalization approach offers important insights for the study of urban informal sectors in Africa. 相似文献

Climate change is expected to bring about major change in freshwater availability, the productive capacity of soils, and in patterns of human settlement. However, considerable uncertainties exist with regard to the extent and geographical distribution of these changes. Predicting scenarios for how climate-related environmental change may influence human societies and political systems necessarily involves an even higher degree of uncertainty. The direst predictions about the impacts of global warming warn about greatly increased risks of violent conflict over increasingly scarce resources such as freshwater and arable land. We argue that our best guess about the future has to be based on our knowledge about the relationship between demography, environment and violent conflict in the past. Previous rigorous studies in the field have mostly focused on national-level aggregates. This article represents a new approach to assess the impact of environment on internal armed conflict by using georeferenced (GIS) data and small geographical, rather than political, units of analysis. It addresses some of the most important factors assumed to be strongly influenced by global warming: land degradation, freshwater availability, and population density and change. While population growth and density are associated with increased risks, the effects of land degradation and water scarcity are weak, negligible or insignificant. The results indicate that the effects of political and economic factors far outweigh those between local level demographic/environmental factors and conflict. 相似文献

Climate change is increasingly been called a ‘security’ problem, and there has been speculation that climate change may increase the risk of violent conflict. This paper integrates three disparate but well-founded bodies of research – on the vulnerability of local places and social groups to climate change, on livelihoods and violent conflict, and the role of the state in development and peacemaking, to offer new insights into the relationships between climate change, human security, and violent conflict. It explains that climate change increasingly undermines human security in the present day, and will increasingly do so in the future, by reducing access to, and the quality of, natural resources that are important to sustain livelihoods. Climate change is also likely to undermine the capacity of states to provide the opportunities and services that help people to sustain their livelihoods. We argue that in certain circumstances these direct and indirect impacts of climate change on human security may in turn increase the risk of violent conflict. The paper then outlines the broad contours of a research programme to guide empirical investigations into the risks climate change poses to human security and peace. 相似文献

Examination of African barbed bone points recovered from Holocene sites provides a context to interpret three Late Pleistocene occurrences from Katanda and Ishango, Zaire, and White Paintings Shelter, Botswana. In sites dated to ca. 10,000 BP and younger, such artifacts are found widely distributed across the Sahara Desert, the Sahel, the Nile, and the East African Lakes. They are present in both ceramic and aceramic contexts, sometimes associated with domesticates. The almost-universal presence of fish remains indicates a subsistence adaptation which incorporates a riverine/lacustrine component. Typologically these points exhibit sufficient similarity in form and method of manufacture to be subsumed within a single African tradition. They are absent at Fayum, where a distinct Natufian form occurs. Specimens dating to ca. 20,000 BP at Ishango, possibly a similar age at White Paintings Shelter, and up to 90,000 BP at Katanda clearly fall within this same African tradition and thus indicate a very long-term continuity which crosses traditionally conceived sub-Saharan cultural boundaries.
L'étude des pointes barbelées en os del' Holocène africaine fournit un contexte à l'interprétation de trois gisements du Pleistocene superieure, notamment, Katanda et Ishango (en République Démocratique du Congo, ex-Zaire), et White Paintings Shelter au Botswana. Cettes pointes ont une distribution étendue à travers le Sahara, le Sahel, le Nil et les grands lacs du rift d'Afrique orientale, notamment sur certains sites datant de 10,000 ans avant notre ère. Ces pointes sont associées avec des types d'industries céramiques ou acéramiques, avec ou sans squelettes de faune domestiques, mais toujours avec des squelettes de poisson, indiquent une subsistence comportant des ressources lacustres ou riveraines. Sur le plan typologique, cettes pointes présentent une telle ressemblance, soit de forme, soit de manufacture, qu'elles constituent une tradition unique africaine. Au Fayum en Egypte, les formes des pointes rappellent, par contre, plutôt les series Natufiennes du Levant. Les pointes barbelées d'Ishango, datant de 20,000 ans environ, celles de White Paintings Shelter, datant probablement de la même époque, et celles de Katanda datant au maximum de 90,000 ans BP, appartiennent à la même tradition africaine, ce qu montre ainsi l'existence d'une continuité de très longue durée àtravers les frontières culturelles traditionelles. 相似文献

This article reviews discussions concerning some of the main methodological difficulties surrounding the evaluation of structural adjustment policies, before suggesting a procedure to ‘save’ empirical discussion about new patterns of economic and social relations. In this light it proceeds to examine evidence gathered by the structural adjustment research programme of Nordiska Afrikainstitutet (Scandinavian Institute of African Studies) on the changing character of the ‘private sector’ and of the voluntary development sphere in contemporary Africa. The main conclusions are that, in what can be called ‘adjustment situations’, the main tendencies in these spheres are for a rise of trading capitals enjoying illicit relations to the state and for a privatization of local development. The article concludes with an argument that, had adjustment been implemented in a fuller and more consistent way, these tendencies would probably have been still more pronounced. 相似文献

In a world of rising sea levels and melting glaciers, climate change is most likely occurring but with uncertain overall effects. I argue that we can predict the effects of climate change on migration by exploring the effects of environmental problems on migration in recent decades. People can adapt to these problems by staying in place and doing nothing, staying in place and mitigating the problems, or leaving the affected areas. The choice between these options will depend on the extent of problems and mitigation capabilities. People living in lesser developed countries may be more likely to leave affected areas, which may cause conflict in receiving areas. My findings support this theory, and suggest certain policy implications for climate change. 相似文献

The failure of public sector investment projects in Sub-Saharan Africa can often be described in large measure as a technological one, where technology is defined not just in the narrow sense of alternative factor proportions, but in the wider terms of scale and import intensity as well. In confining itself mainly to the economic dimensions of the problem, the existing literature fails to consider the reasons for the extraordinarily rapid and widespread expansion of the public sector in Sub-Saharan Africa and it hence ignores the possibility that this expansion might itself be related to the observed patterns of technological behaviour in the sector. Such a possibility, I suggest, resides in the political and institutional compulsions that drive industrial firms in the public sector to increase the size of their operations. 相似文献

This paper offers a historical micro-level analysis of the impact of climate shocks on the incidence of civil conflict in colonial Nigeria (1912–1945). Primary historical sources on court cases, prisoners and homicides are used to capture conflict. To measure climate shocks we use the deviation from long-term rainfall patterns, capturing both drought and excessive rainfall. We find a robust and significant curvilinear (U-shaped) relationship between rainfall deviations and conflict intensity, which tends to be stronger in agro-ecological zones that are least resilient to climatic variability (such as Guinean Savannah) and where (pre-) colonial political structures were less centralized. We find evidence that the relationship is weaker in areas that specialize in the production of export crops (such as cocoa and palm oil) compared to subsistence farming areas, suggesting that agricultural diversification acts as an insurance mechanism against the whims of nature. Additional historical information on food shortages, crop-price spikes and outbreaks of violence is used to explore the climate–conflict connection in greater detail. 相似文献

Why does biodiversity conservation matter, and what can be done about it? The article discusses the options in the case of Sub-Saharan Africa, drawing on the results of a Darwin Initiative project on the ecology and economics of biodiversity conservation in the continent. It uses the case of Sub-Saharan Africa to illustrate both the consequences of biodiversity loss and the constraints within which policy-makers operate. To most people the biodiversity loss that matters is not the global extinction of species, but the effects of local change in flora and fauna on watershed protection, soil conservation, habitat, productivity and amenity. For this reason, biodiversity conservation concerns even the poorest communities. But because poverty, indebtedness, insecurity of land tenure and other social conditions affect the way in which people respond to incentives, the policy options for biodiversity conservation may be different in different parts of the world. 相似文献

This paper presents an update on some of the activities that have taken place since a World Bank report; “Guidelines for Education and Training in Environmental Information Systems in Sub-Saharan Africa: Some Key Issues” was published and provides details on the current situation. It shows how organizations such as the African Association on Remote Sensing of Environment, International Society of Photogrammetry and Remote Sensing, European Association of Remote Sensing Companies, Group on Earth Observation, and several others have helped to increase manpower resources in the region and strengthened institutional capacity in the field of geoinformatics, through capacity building, technology transfer, international cooperation and the provision of internal African resources. After reviewing what has happened in the field of geoinformatics education and training, we focused on current initiatives taken and challenges in five Sub-Saharan countries: Ethiopia, Nigeria, South Africa, Tanzania, and Zimbabwe. We reviewed GIS education and training in the private sector, government, information communications technology in higher education institutions, GIS application areas and challenges facing GIS education and training. Findings show that; change should involve education stakeholders in all levels of education and curriculum quality, regional and international cooperation through exchange programs, should be a priority for Sub-Saharan Africa countries. 相似文献

All politics is local. In spite of this familiar dictum, most studies that have investigated how institutions shape the conditions for violence and peace have focused on national institutions, and neglected the local dimension. This paper investigates the effects of high-quality local political institutions on the location of violence in internal conflicts in Africa, demonstrating that the quality of local political institutions matters even when the characteristics of national institutions are accounted for. We combine georeferenced survey data from the Afrobarometer surveys with georeferenced conflict data, allowing us to study the links between institutional quality at the subnational level and the occurrence of conflict-related violence. Crucially, we find that administrative districts with high-quality local government institutions are less likely to experience violence in an internal conflict than poorly governed districts. This relationship holds when controlling for a number of relevant factors like economic development, demographics, political opinions, urbanization and country-fixed effects. We also use matching techniques to improve inference, finding rather robust indications that local institutional quality pacifies. 相似文献

Despite the antiquity of domestic cattle in the Sahara-Sahel, archaeological evidence from two sub-Saharan regions indicates that the first pastoralist colonization of sub-Saharan Africa may not have proceeded so smoothly as modern appearances suggest. The first appearance of cattle-based economies seems to have been delayed by as much as a thousand years after the first appearance of small stock, in both eastern and southern Africa. This article reviews the relevant archaeological evidence and argues that the lag in successful introduction of cattle stems from new animal diseases encountered by pastoral colonists entering biogeographic zones south of the Sahel. Diseases that are often fatal to cattle, including wildebeest-derived malignant catarrhal fever (WD-MCF), East Coast fever (ECF), foot-and-mouth disease (FMD), and Rift Valley fever (RVF), as well as trypanosomiasis, are described as probable barriers to the early entry of cattle-based economies into these regions.Malgré l'antiquité des animaux domestiques dans le Sahara-Sahel, les données archéologique de deux régions subsahariennes indiquent que les premières colonisations pastoraux des zones au sud du Sahel ne se propagèrent pas aussi promptement que suggèrent les apparences actuelles. Increased resource scarcity, the social construction of nature, the disintegration of moral economy and associated policy shifts are often cited as the main drivers of resource conflicts in East Africa. Research in geography, anthropology and rural sociology has unveiled how common explanations of resource conflicts overlook multi-scalar political, economic, social, cultural and environmental tensions. The purpose of this study is to provide more nuanced explanations of resource conflicts by incorporating three disparate but related threads of literature. Using literatures on the commodification of nature, multi-stranded notions of identity and geographical conceptualizations of ‘place’, I demonstrate how three transformational moments structure and propagate conflicts between herders and protected area managers around a national park in Kenya. I argue that the rise of a commoditized form of nature tourism coupled with idealized notions of ‘nature’ and ‘wilderness’ have altered the micro-geography of interaction between herders and protected area managers. These altered geographies of interaction have diluted the shared history and traditional relations of reciprocity, created new social milieux, and lead to the creation of binary identities among herders and protected area managers. Almost all African states experience substantial and widespread political insecurity in a variety of forms. This analysis explains how relationships between groups and governments create incentives and disincentives for distinct forms of political violence to emerge. It argues that ethno-regional communities across Africa are situated within a power hierarchy that determines their relative importance to, and inclusion in, regimes. A dynamic power landscape emerges from relative group positions. Various positions within a hierarchy are associated with particular dominant forms of organized political violence as groups challenge political elites, but are bounded by their goals and characteristics. A failure to consider the political hierarchies and landscapes operating within African states has led to an under specification of the causal mechanisms driving different forms of violence, and an overstatement of benefits from declining civil war rates and inclusive governing coalitions. 相似文献
