This article empirically analyzes the relationship between groundwater scarcity and incidences of communal violence. Case studies suggest that appropriating water is more likely when resource scarcities are not effectively mitigated and where property rights are disputed. Yet, covering water more broadly remains piecemeal in quantitative research on communal conflict. While water scarcity features in large-N literature on climate variability and nonstate conflicts, such studies rely heavily on rainfall data which covers only one aspect of the hydrological cycle. Employing precipitation data alone neglects the use of groundwater, an important factor for drought resilience and the source for 50% of global drinking water. While rainfall remains key for agriculture, pastoralists and smallscale farmers in particular rely on groundwater as a buffer during dry periods. Thus, analyses on water scarcity and conflict ought to combine measures for groundwater, surface water, and precipitation. While controlling for other sources of water, the lack of groundwater access is hypothesized to increase incidences of violent communal conflict. The effect of groundwater on communal violence is also argued to vary with the presence of drought, low rainfall, in densely populated areas, and with state presence. These propositions are tested through large-N analyses using previously not utilized data on water availability with incidence data on violent conflict for Africa and the Middle East (1990–2014). The results show that lacking access to groundwater is associated with a higher risk of communal violence. Further, the effect of groundwater access on communal violence is conditioned by precipitation levels as well as population density. The results also suggest that the effect of groundwater on violence is smaller in areas with higher state presence.  相似文献

This paper offers a historical micro-level analysis of the impact of climate shocks on the incidence of civil conflict in colonial Nigeria (1912–1945). Primary historical sources on court cases, prisoners and homicides are used to capture conflict. To measure climate shocks we use the deviation from long-term rainfall patterns, capturing both drought and excessive rainfall. We find a robust and significant curvilinear (U-shaped) relationship between rainfall deviations and conflict intensity, which tends to be stronger in agro-ecological zones that are least resilient to climatic variability (such as Guinean Savannah) and where (pre-) colonial political structures were less centralized. We find evidence that the relationship is weaker in areas that specialize in the production of export crops (such as cocoa and palm oil) compared to subsistence farming areas, suggesting that agricultural diversification acts as an insurance mechanism against the whims of nature. Additional historical information on food shortages, crop-price spikes and outbreaks of violence is used to explore the climate–conflict connection in greater detail.  相似文献

Does the occurrence of flood disaster increase the risk of communal conflict and if so, does trust in state political institutions mitigate the adverse effect? This study addresses these questions by studying the intervening effect of trust in local governmental institutions at a sub-national level. The effect of flood disasters on the risk of communal violence is expected to be contingent on peoples’ trust that local political structures are able to address potential disputes between groups. Violent conflicts, in that sense, are neither inevitable nor directly determined by the occurrence of disasters. They largely depend on the context of a given society and political response to these external shocks. To test this expectation, the study uses survey data on trust in local state institutions in Sub-Saharan Africa from the Afrobarometer (2005–2018), combined with geo-referenced communal conflict and flood data. In line with theoretical expectations, results suggest that flood disasters are associated with communal violence only for administrative districts that are governed by distrusted local state institutions. Conversely, flood disasters tend to be negatively associated with the risk of communal clashes in the presence of highly trusted local government councils and (especially) trusted judicial courts. Changing model specifications and estimation techniques produces similar results. An out-of-sample cross-validation also shows that accounting for political variables, in addition to flood disasters, improves the predictive performance of the model.  相似文献

Quantitative research on climate variability and conflict is frequently criticized for being theoretically underdeveloped. In this article I discuss the most plausible suggested mechanisms connecting climate variability to conflict explicitly in reference to empirical testing. This approach could help solve the puzzle of how climate variability and conflict are related by highlighting how researchers can establish the key elements in the causal argument before moving on to testing it empirically. More specifically, I emphasize four key elements when evaluating each individual mechanism: first, who are the most relevant actors, second, what are the actors reacting toward (what type of climate variability), third, what conflict type is the most likely outcome, and fourth, what is the most appropriate temporal and spatial scale for each individual mechanism. Although empirical studies have moved toward more focus on theory and explicit tests of hypotheses derived from theoretical frameworks, an overview of how mechanisms are likely to manifest themselves and a discussion on how researchers can model them in analyses are missing in the research field. Adding technical fixes or new datasets to empirical testing does not automatically improve our understanding of the relationship between climate variability and conflict if the choices are not anchored in theoretical expectations.  相似文献

The conventional discourse relating climate change to conflict focuses on long term trends in temperature and precipitation that define ecosystems and their subsequent impact on access to renewable resources. Because these changes occur over long time periods they may not capture the proximate factors that trigger conflict. We estimate the impact of both long term trends in climate and short term climatic triggers on civil conflict onset in Sub-Saharan Africa. We find that both operationalizations have a significant impact. Climates more suitable for Eurasian agriculture are associated with a decreased likelihood of conflict, while freshwater resources per capita are positively associated with the likelihood of conflict. Moreover, positive changes in rainfall are associated with a decreased likelihood of conflict in the following year. We also assess the outlook for the future by analyzing simulated changes in precipitation means and variability over the period 2000–2099. We find few statistically significant, positive trends in our measure of interannual variability, suggesting that it is unlikely to be affected dramatically by expected changes in climate.  相似文献

With climate change projections indicating a likely future increase in extreme weather phenomena, it is an urgent matter to assess the effect of drought on civil conflict. However, studies of this relationship so far provide inconclusive findings. One reason for this inconsistency is that existing research has not sufficiently taken into account the local vulnerability and coping capacity that condition the effect of drought. In particular, the exposure to sustained droughts undermines alternative coping mechanisms of individuals. Moreover, reliance on rainfed agriculture for income and food provision renders individuals particularly vulnerable to droughts. Based on these observations, I suggest that areas experiencing sustained droughts or depending on rainfed agriculture are more likely to see civil conflict following drought as individuals in these regions are more likely to partake in rebellion in order to redress economic grievances or to obtain food and income. Using novel high-resolution data on civil conflict events in Sub-Saharan Africa from 1989 to 2008, this paper evaluates the relationship between sustained drought, rainfed agriculture and civil conflict violence at the subnational level. In line with the argument, areas with rainfed croplands see an increased risk of civil conflict violence following drought. There is also some support for the proposition that areas experiencing sustained droughts have a higher risk of conflict. The results are robust to a wide range of model specifications.  相似文献

Recent studies discuss the link between climate change and violent conflict, especially for East Africa. While there is extensive literature on the question whether climate change increases the risk of violent conflict onset, not much is known about where a climate-conflict link is most likely to be found. We address this question by analyzing the spatial distribution of the factors commonly associated with a high exposure and vulnerability to climate change, and a high risk of violent conflict onset in Kenya and Uganda. Drawing on recent literature and quantitative data for the period 1998–2008, we develop various specifications of a composite risk index (CRI) with a spatial resolution of half a degree for Kenya and Uganda in the year 2008. A quantitative comparison with conflict data for the year 2008 provides support for the composite risk index. Finally, the composite risk index is contrasted with the findings of three qualitative case studies, which provide mixed support for the index and help to identify its strengths and weaknesses as well as conceptual needs for further quantitative studies on climate change and violent conflict.  相似文献

Climate change is increasingly been called a ‘security’ problem, and there has been speculation that climate change may increase the risk of violent conflict. This paper integrates three disparate but well-founded bodies of research – on the vulnerability of local places and social groups to climate change, on livelihoods and violent conflict, and the role of the state in development and peacemaking, to offer new insights into the relationships between climate change, human security, and violent conflict. It explains that climate change increasingly undermines human security in the present day, and will increasingly do so in the future, by reducing access to, and the quality of, natural resources that are important to sustain livelihoods. Climate change is also likely to undermine the capacity of states to provide the opportunities and services that help people to sustain their livelihoods. We argue that in certain circumstances these direct and indirect impacts of climate change on human security may in turn increase the risk of violent conflict. The paper then outlines the broad contours of a research programme to guide empirical investigations into the risks climate change poses to human security and peace.  相似文献

Emerging and future climatic change across the Australian continent has been identified as a significant threat to the successful sustainable management of the nation's water resources. However, the impacts of climate change must be viewed within the context of past, present and future climatic variability and human agency. A qualitative screening‐level risk assessment was undertaken for Australia's 325 surface water management areas by aggregating a suite of six relevant risk indicators. Four indicators addressed the antecedent conditions upon which future climate change will act. These included 50‐year trends in rainfall, the status of surface and groundwater development, and catchment condition. Two indicators addressed future drivers of supply and demand; specifically, projected changes in runoff and population. The results indicate that the management challenges currently experienced in Australia's population centres and key agricultural areas such as the Murray‐Darling Basin are likely to increase in future decades. Furthermore, the geographic distribution of net risk, inclusive of multiple biophysical and socioeconomic drivers, is more extensive than is suggested by consideration of surface water development and availability alone. Comparison of at‐risk catchments with the spatial distribution of various social and environmental assets identified a high degree of overlap among catchment risk and human populations, water storages, irrigated agricultural land, and wetlands of international significance. This suggests that the catchments of the greatest value are also those judged to be at greatest risk. Though considerable work remains in evaluating the security of Australia's water resources to climatic and other stressors, this study provides a first‐order scheme for prioritising the risks to which catchments are exposed and an assessment of how some key drivers are likely to interact to drive risk.  相似文献

Climate-driven water variability is a natural phenomenon that is observed across river basins, but one that is predicted to increase due to climate change. Environmental change of this kind may aggravate political tensions, especially in regions which are not equipped with an appropriate institutional apparatus. Increased variability is also likely to challenge regions with existing institutional capacity. We argue that our best attempts to assess the ability of states to deal with variability in the future rest with considering how agreements have fared in the past. In this paper, we explore treaty effectiveness, or treaty resilience, by investigating whether particular water allocation and institutional mechanisms help mitigate inter-country tensions over shared water. We use water-related events from the Basins at Risk events database as a dependent variable to test particular hypotheses regarding the impact of treaty design on conflict and cooperation over time. A broad set of climatic, geographic, political, and economic variables are used as controls. The analysis is conducted for the years 1948–2001 using the country dyad as the level of observation. Findings pertaining to our primary explanatory variables suggest that country dyads governed by treaties with water allocation mechanisms exhibiting both flexibility and specificity evince more cooperative behavior. Country dyads governed by treaties with a larger sum of institutional mechanisms likewise evince a higher level of cooperation, although certain institutional mechanisms appear to be more important than others.  相似文献

River basins are an extremely important source of freshwater for Africa and the impact of climate change on these communities constitutes an important question worth studying. Among these basins, the Niger River Basin is an ideal candidate for meso-level theory testing of climate change-induced political violence because of its importance as one of the largest sources of freshwater in Africa, its high vulnerability to climate change, and its location in a politically unstable region. This paper utilizes the benefits of GIS to test whether effects of water insecurity on the various incidences of political violence are conditional on economic, geographic, and social means of connectivity. Our analysis uses the density of secondary road networks, the geographic distance to the Niger River, and a shared co-ethnicity with one's head-of-state to evaluate the impact of hydrological stress and its subsequent risk for political violence across nine West African countries from 1997 to 2012. Using climatological data and an econometric de-trending method, we measure the separate, substantive impact that individualized changes in precipitation trend and precipitation variability have for the incidence of ACLED's political violence events, conditional on local economic, geographic, and social factors. Our results reveal a complicated web of circumstances under which certain forms of political violence are more/less likely to be observed. The implications of this analysis serve as a call for a closer inspection of the micro-channels by which climate stress impacts heterogeneous communities in the developing world.  相似文献

This paper seeks to discern the influence of environmental variability on pastoral conflict in the Horn of Africa. While the literature on environmental factors in civil wars is rich in empirical research and explanatory power, the dearth of data is an obstacle to the study of other important forms of violence such as pastoral conflict. If environmental factors are associated with pastoral conflict then what are they, and can they be used as early warning indicators to prevent its escalation or mitigate its effects? These questions are increasingly important given the expected impact of climate change on pastoral societies worldwide. To help answer these questions we draw on data collected by field monitors with the Inter-Governmental Authority on Development's (IGAD) Conflict Early Warning and Response Network (CEWARN) and environmental data for the same region. Field monitors collect incident and situation reports from more than two dozen areas of reporting along the borders of Ethiopia, Kenya and Uganda collectively known at the Karamoja Cluster. We compare these conflict data with three environmental indicators: precipitation, vegetation and forage. Preliminary statistical analyses of the data suggest that aggravating behavior, along with a reduction in peace initiatives and reciprocal exchanges, is associated with an escalation in pastoral conflict, particularly when coupled with an increase in vegetation that may provide cover for organized raids. We therefore recommend that conflict early warning systems integrate both response options and salient environmental indicators into their analyses to better deal with the complexity of the relationships between pastoral conflict and the environment in an era of climate change.  相似文献

Recent research argued that the colonial policy of community-based representation in the legislative assembly strongly increases the risk of postcolonial ethnic warfare in former British and French colonies. This paper delves deeper into the relationship by using an updated dataset that codes the receipt or non-receipt of communal representation for nearly all ethnic groups in former British and French colonies. The results confirm the war-inducing effect of this communalising colonial policy and additionally find that such an effect applies relatively uniformly to groups that benefited from this policy as well as those that were excluded from it. In addition, based on sociological theory and previous research, it was hypothesised that a combination of precolonial receipt of communal legislative representation and postcolonial political exclusion would make an ethnic group particularly prone to postcolonial ethnic warfare. This hypothesis, however, was not supported by the data. This null result has theoretical implications for our understanding of the conditions that give rise to conflict-inducing psychological strain in the field of colonialism and ethnic warfare.  相似文献

Neomalthusians have regularly predicted "water wars" while cornucopians have argued that there is no inherent water scarcity and liberal institutionalists have seen cooperation as a more likely outcome of competition for limited water resources than violent conflict. Three earlier studies have found a positive statistical relationship between shared rivers and low-level interstate conflict. Based on a more comprehensive dataset, an improved model of conflict, and a more appropriate control for geographical opportunity, we argue that these results are spurious and that we cannot establish a conflict-inducing effect of shared rivers over and beyond contiguity itself. In fact, the new dataset presented here makes it clear that nearly all neighbors in the international system share at least one river. This calls for a different approach to investigating interaction in shared river basins. This notwithstanding, freshwater and other shared resources may still provide a mechanism to explain why contiguity is robustly associated with conflict, so the water-conflict scenario cannot be dismissed. Indeed, our results show that among river-sharing states, basins with an upstream/downstream configuration increase the risk of conflict. The article finally discusses how river interaction should be further investigated based on these results and what new data are needed to enable such research.  相似文献

The prospect of human-induced climate change encourages drastic neomalthusian scenarios. A number of claims about the conflict-inducing effects of climate change have surfaced in the public debate in recent years. Climate change has so many potential consequences for the physical environment that we could expect a large number of possible paths to conflict. However, the causal chains suggested in the literature have so far rarely been substantiated with reliable evidence. Given the combined uncertainties of climate and conflict research, the gaps in our knowledge about the consequences of climate change for conflict and security appear daunting. Social scientists are now beginning to respond to this challenge. We present some of the problems and opportunities in this line of research, summarize the contributions in this special issue, and discuss how the security concerns of climate change can be investigated more systematically.  相似文献

Radiocarbon dates for camelthorn trees in the Namib Desert reflect marked variation in rainfall during the last 1,000 years. These records and other proxy climate data indicate a loose teleconnection with the southern African climatic record, especially for regionwide episodes of dry conditions resulting from extreme El Niño events. However, archaeological evidence of hunter-gatherer and nomadic pastoralist occupation does not mirror the climate record by indicating that the desert was only inhabited during periods of favourable rainfall. It points instead to a specialized strategy which allowed continuous occupation of the Namib Desert despite extreme fluctuations in rainfall, by combining the use of primary resource areas with opportunistic use of secondary, ephemeral resources in an alternating density-dependent and density-independent dynamic.  相似文献

Spatial and temporal variability of soil, crop, and climate significantly affects the estimates of regional irrigation requirements. This paper incorporates soil association data and multiple-station, multiple-year climate data into four simulation models, CERES-MAIZE, SOYGRO, BEANGRO, and YIELD to account for the spatial and temporal variability of the input parameters in estimating the evapotranspiration rates and irrigation requirements of corn, drybean, soybean, and sugarbeet production in the Saginaw Bay basin, Michigan. The Thiessen method was used to delineate the spatial coverage of the weather stations in the study watershed. The results of the simulated crop irrigation requirements at the soil association level were multiplied by the weights of each soil association area to derive regional irrigation requirements. The availability of streamflow at different exceedence probabilities was evaluated to determine the maximum irrigation area the stream is able to sustain without causing water quality degradation. Through a case study of the Saginaw Bay irrigation development, this paper demonstrates that the spatial and temporal variability of soil, crop, and climate can be well represented in the simulation models to provide more realistic simulation results in support of irrigation decision making.  相似文献

Because architecture shapes and is shaped by human actions and perceptions, architectural variability has the potential to provide information about relationships among prehistoric social groups. This study examines communicative and enculturative information contained in Bonito-style architecture constructed in Chaco Canyon and outlying communities during the late eleventh century A.D. Does the appearance of Bonito-style architecture at outliers constitute direct involvement on the part of a centralized, Chacoan entity or could local people have been emulating Bonito-style architecture they saw at Chaco or in neighboring communities? These questions have implications for existing models of Chacoan social organization. To investigate, a comparative architectural analysis uses data from 61 great houses in 55 outlier communities. Analysis is based on the premise that outlier similarity should reflect a unified, direct Chacoan source for Bonito-style architecture, and diversity should reflect the converse. Because highly visible, external architectural characteristics can be emulated, five internal, low-visibility great-house architectural attributes were selected for comparison. Results indicate substantial diversity is contained within the Chacoan world. A variety of relationships probably existed between outlier communities and Chaco Canyon, and a range of explanatory models is necessary. Bonito-style architecture is more likely to be associated with a struggle to legitimate social power than with spontaneous, cooperative communal activity. Competitive emulation may account for the appearance of Bonito-style architecture in outlier communities toward the local end of the outlier spectrum.  相似文献

Scientific warnings about impending climate disaster and experts’ advocacy for more and better climate science have been largely unsuccessful for advancing evidence-based policy in Australia. Continuing expectations to the contrary stem from a reliance on the supposed ability of science to prime political understandings of climate change. This paper shows how scientists undermine this ‘deficit model’ ideal by conflating types and uses of evidence and expertise in policymaking. These tactics are unconvincing for conservative opponents, for whom climate science is far from the last word on what climate change means. This paper examines experts’ rhetorical tactics through the eyes of conservative policymakers and, thereby, proposes a strategy more likely to effect resilient climate adaptation and mitigation policies in Australia.  相似文献
