This article provides an explanation for North Korea-Zimbabwe bilateral relations from the late 1970s to the early 1980s, in the context of Cold War in the Third World. Supporting the military resistance of African nations, North Korea sought to gain its dominance over South Korea in the diplomatic war between the two Koreas. North Korea contributed to the liberation of Zimbabwe and helped Robert Mugabe establish his political foundations in the country. However, North Korea’s political gain from Zimbabwe was less than it expected and hence did not make any significant changes in its competition with South Korea.  相似文献

Cartographic visualization of past changes in ownership and management of real estate provides a basis for historical research, decision-making, and political discourse. Surveys associated with land title deeds represent unique and legally valid geographic records of historical boundaries, including those of some Spanish-Mexican land grants in the American Southwest that are currently administrative subdivisions of state. Accurate representation of land grant boundaries that were surveyed during the nineteenth century is problematic due to imprecise instrumentation, error of record, and uncertainty in landmark location. This study assesses the utility of coordinate points from US Bureau of Land Management (BLM) “brass-cap” monuments (cadastral points) for cartographic reconstruction of three New Mexico land grant surveys that exhibit distinct geographic characteristics. Findings reveal discrepancies with respect to land ownership maps produced by the BLM and provide insight to decisions made during surveying. These reconstructed boundaries are also compared to boundary maps produced by the BLM, based on comparisons with the original surveys and relative to known boundary markers. This study highlights the practical importance and potential scholarly applications of reconstructing geographic boundaries of politically active community land grants in a contemporary context.  相似文献

Abstract

Intelligence work is based on the gathering of information, including cartographic material for preparing new maps. This paper examines copies and re‐editions, produced by British, Egyptian, and PLO military authorities, of topographical maps of Israel on a scale 1:100,000, which were published from the later part of the Mandate (1930s and 1940s), up to the 1980s. Certain features in the copies reflect distinctive political attitudes to the local situation or illustrate a lack of cartographic awareness of their significance. No serious attempts were made to hide the sources of the maps.  相似文献

This article explores the securitisation of water aimed at avoiding a political crisis for the Chun Doo-Hwan regime in South Korea (1979–1988) using the case of the Peace Dam. The legitimacy of the Chun regime was vulnerable because of diverse factors such as internal and external crises inherited from the previous regime and Chun’s rise to power through a military coup and civilian massacres. In this political situation, the securitisation of nature could be an effective method of curbing potential resistance and ruling a people facing a complex crisis. The constructed threat of an attack by flooding by North Korea and the consequent alleged need for the Peace Dam were part of a scheme by Chun to maintain political power through the securitisation of water, specifically by establishing North Korea as an external enemy and unifying the South Korean people.  相似文献

This paper analyzes the linkages and feedback between green electromobility, lithium extractivism, and water injustices affecting the Atacameño's indigenous communities in the Salar de Atacama basin (Atacama Salt Flats). Currently, lithium is in high demand in the international markets as a strategic resource for the green electromobility industry, which represents part of the Global North policies established by the Paris Agreement to mitigate climate change's effects. Using both documentary and ethnographic methods based mainly on semi-structured interviews conducted with Atacameño people, public officials, and lithium companies' representatives and workers, we propose a decolonial interpretation of lithium extractivism in brine mining through the lens of Latin American political ecology combined with a decolonial and water justice approach. The results demonstrate how the linkages and feedback between global and local dynamics of lithium mining in the Salar de Atacama constitute a form of green extractivism that further replicates the historical inequalities between the Northern and Southern hemispheres and especially affects the indigenous Andean territories and the water ecosystems in the Global South. We call this phenomenon the colonial shadow of green electromobility. We conclude by exposing the need to rethink global proposals addressing climate change by reducing the commodity demand and aiming for water justice at global and local levels.  相似文献

The 2006 Switkowski review report commissioned by the Howard government highlighted some of the economic and foreign policy benefits that could flow from a major expansion of Australia's uranium export program. It also identified the long-term advantages for Australia's energy security flowing from the development of a national nuclear industry. The report has been condemned by anti-nuclear groups, who argue that proposals for Australia's continuing and, possibly, deeper involvement in the nuclear fuel cycle are unacceptable. The primary risk identified is that Australian uranium exports will contribute to global nuclear proliferation pressures, but claims concerning nuclear-related terrorism are also an increasingly common theme in anti-nuclear commentary. These arguments, in turn, are framed within a broader set of assumptions about the ‘immoral’ nature of any engagement in the nuclear fuel cycle. This article examines the most prominent claims put forward by anti-nuclear proponents and argues that many of them are based on an unnecessary inflation of risk.  相似文献

On 5 and 6 January 1979, US President Jimmy Carter, British Prime Minister James Callaghan, French President Valéry Giscard d’Estaing, and German Chancellor Helmut Schmidt met on the Caribbean island of Guadeloupe. These secret talks à quatre were intended to be a relaxed frank and free exchange on the current state of global politics, though Western security issues lay at the discussions’ heart. As we now know, it had been Schmidt who, behind the scenes, had been pressing the Carter administration to pursue informal (transatlantic) summitry - the Chancellor's preferred modus operandi. In view of growing Euro-strategic imbalances due to Soviet arms build-up, he sought to achieve political co-ordination among the key North Atlantic Treaty Organization (NATO) players on the theatre-nuclear-forces-modernisation-cum-arms-control issue. Schmidt's pushiness reflected West Germany's new political assertiveness, but also the Chancellor's desire to personally promote national interests in nuclear politics at the top table (similar to his approach as a shaper of international economic and energy policies). This article will explore why this ‘parley at the summit’ mattered, how within this intimate forum Schmidt pursued his goals, what diplomatic tactics and methods he employed, and to what extent he managed to control and shape proceedings and outcomes.  相似文献

This paper argues that cartographic calculation can be considered as a form of ‘capture’. It suggests that surveillance narratives, typically used to illustrate sovereign forms of power, can be augmented by other socio-technical approaches. Accordingly, the paper develops the idea of capture from media studies to reframe cartographic calculation in computational terms. In doing so, it engages with work in political and digital geography, arguing that the rise of digital devices, apps, platforms and services have led to the generation of huge volumes of event-based knowledges; with significant implications for the study of the calculation. It subsequently argues that cartographic calculation is not, however, solely composed of calculative practices that simply capture cartographic data, but also necessarily composed of calculative practices that add knowledge into, and proliferate renders of, the world. Two dynamics of this oscillating process – anticipation and correspondence – expose the ontogenetic tendencies of cartographic calculation. The paper draws on the use of a digital protest mapping app to exemplify these forces.  相似文献

The uprisings that swept the Middle East and North Africa (MENA) region beginning in December 2010 set in motion a series of political transitions. One of the most striking elements in the post-spring 2011 experiences of the countries affected has been not only the holding of elections, but also the expansion of expatriate voting (EV) rights to include out-of-country voting (OCV). A close examination of the processes through which the right to OCV was secured and the forms of its implementation reveals an intriguing parallel with the depth of the respective country transitions. This article explores the involvement of emigrant civil society in securing OCV rights and in the process of voting from abroad, thereby expanding our understanding of the role of such rights in the critical category of countries in transition. The cases reveal how the extension of the right to vote from abroad redraws political boundaries. However, they also make clear that expanding the physical boundaries of participatory nationality does not necessarily translate into more meaningful transnational citizenship.  相似文献

Colonial-era borders continue to be sites of intra- and inter-national territorial conflicts across the Indian Sub-continent. The State of Nagaland in North East India has been witness to one of the oldest armed struggles in the region to redraw colonial borders. The Nagaland government finds itself sandwiched between an irredentist insurgency and the union government. This paper examines the cartographic-statistical fallout of the Nagaland government's balancing act that is reflected in, among other things, the diversity of conflicting maps published by different tiers and wings of the government. The paper suggests that the cartographic/territorial conflicts between Nagaland and its neighbouring states are driven by the use of political-geographic arguments to advance political-economic interests along contested borders. These conflicts are not amenable to a technical resolution as they are rooted in the as yet inconclusive search for a stable basis for Naga identity and the ongoing dispute over Nagaland's place within the Union of India. Nagaland's borders are, in fact, sites of collision of different conceptions of nationhood (Indian and Naga) and understandings of constitutional federalism. The union government tolerates Nagaland's parchment transgressions and occasional physical “encroachments.” Its cartographic laxity is motivated by the need to avoid a strictly legalistic approach that would necessitate the use of force to implement a singular, exclusive solution to protracted territorial disputes involving several states.  相似文献

This article examines the different conceptions of racial identity and ‘geography’ in two landmark Supreme Court decisions, Shaw v. Reno (1993) and Easley v. Cromartie (2001). Both decisions evaluated similar Congressional redistricting plans in North Carolina, but reached opposite conclusions. In Reno, the Court based its reasoning on the ‘objective’, ‘natural’ and ‘rational’ geography of North Carolina. Such geographic relationships create political communities and constrain the way in which state legislatures can draw electoral districts. In contrast, the Easley decision based its reasoning on voting behaviour, and makes an implicit appeal to deliberative democratic principles. From this perspective, political relationships create the geographic relationships defined by Congressional district boundaries. Where the Reno decision treats race as an arbitrary social distinction that the state should not use as the basis of political representation, the Easley opinion argues that the state can consider differences in racial voting behaviour during the redistricting process. More fundamentally, the Easley decision implies that racial identity is formed by deliberative political communities, rather than being an objective, static characteristic. This suggests that disputes over spatial relationships are critical to the construction of hegemonic racial identities, and that space is fundamental to the conception of racial difference.  相似文献

Since the 1970s, the tapping of James Bay's hydroelectric potential has been synonymous with the tapping of divergent national imaginaries for native and non-native people in Québec. Exploitation of natural resources in the region has activated different narratives of political identity for each community. I explore this evolving political context by examining how, for each group, water has emerged simultaneously as a physical entity possessing economic value and a social artefact supporting the consolidation of national boundaries. I do so by analysing three phases of changing relationships around resource management, namely: hydroelectric development on the La Grande river in the 1970s; the Cree opposition to Great Whale in the 1990s; and the recent agreement concerning a new relationship between the two parties. In each of these phases, nature has been both the symbolic and material tie that binds different national identities and materialises their boundaries. While these are not boundaries in the traditional geopolitical understanding of the term, the forging of an equitable framework of development in the region depends on the recognition of nature as a historical and political formation that answers to different sets of national preoccupations.  相似文献

Nationalism, as a political discourse requiring a fundamental connection to a particular territory has constantly referred to maps as evidence of the eternal existence of the respective nation. In the case of modern Turkey, the national map has been a symptomatic signifier of a constant anxiety of territorial loss. Built around such anxiety, Turkish nationalism has been sensitive towards the borders defining national territory. This article analyzes the use of national maps as instruments for the cultural production of nationalism in Turkey throughout the last three decades. In the process, it is intended to differentiate between official maps produced under state authority and popular maps circulated in mass media.Throughout the 1980s, national maps included in school textbooks presented a country surrounded by hostile neighbors on all sides, in tune with the political climate of the Cold War. A crucial aspect of these official maps was the cartographic awareness they generated which, in the following decade, would become operational in the widespread use of the map as a nationalist sign. With the emergence of the Kurdish question in the 1990s, the national map became a key instrument in promoting nationalist sentiments with the invention of the flag-map logo as a favorite symbol. After the US-led invasion of Iraq in 2003, the Kurdish issue was projected on to Northern Iraq, and a new mode of cartographic representation was invented. “Appropriated maps” produced through the digital retouching of random maps found on the Internet visualized irredentist desires enlarging the country’s territory especially into Northern Iraq and invoking the Ottoman past. These maps, which consciously distorted geographical information, turned to historical references to sustain their cartographic validity.  相似文献

This paper examines the interactions of sovereignty and political economy that shape North Korea's Kaesong Industrial Complex (KIC)—an economic zone jointly operated by North and South Korea. Drawing on contemporary literatures concerning sovereignty, territoriality, and sites of political economic experimentation in East Asia, we argue that the KIC represents an experimental form of territoriality: one that is particularly volatile due to its unique geopolitical location where interaction among the various actors that compose it periodically shuts down or threatens to suspend the project. This volatility cannot be reduced to the structure of the North Korean regime alone, however. Rather, it must be situated within the continuation of a framework of enmity on the Korean peninsula as well as the ethical and political conundrums raised by the largely capitalist nature of the KIC as a form of inter-Korean economic cooperation.  相似文献

Abstract

Henry's visit to the North in 1541 has been seen as, alternatively, a powerful response to the ongoing threat to order in the years after the Pilgrimage of Grace or a move in diplomatic relationships with Scotland and France. This paper suggests the level of immediate threat of disorder in the North was low and that the role of the journey in relations with Scotland was more its consequence than its cause. Rather it finds the significance of the visit in a potential renegotiation of the position of the North within the wider realm, a question opened by political and constitutional changes since 1530, a negotiation which the King himself overthrew. Instead of accommodation, Henry sought to emphasise the extent of his defeat of the Pilgrims and the Percy interest, and to humiliate utterly all but the most clearly loyal elements, especially in York itself. Yet the memory of his triumph, if triumph it was, was poisoned for Henry by his failure to meet James of Scotland and by the collapse of his marriage to Catherine Howard; and it passed remarkably quickly from the collective memory of the North, overlain by a developing sense of relations with the Tudors, as with their predecessors, as supportive of a distinctive northern identity.  相似文献

Over the past three decades North Africa has experienced a wave of Islamic activism. From the emergence of groups such as Shabiba Islamiya in Morocco in the 1970s to the recent appearance of Al-Qaeda in the Islamic Maghreb, the region has been home to a plethora of different Islamist movements, each with its own national characteristics. As such the region has displayed a general propensity to Islamist activism. However, certain areas within each North African state have proven particularly receptive to the ideology of political Islam. Although this trend is by no means universal, given the strong appeal of the Islamist ideology that has been able to transcend geographical boundaries, these areas have nonetheless been a key source of recruitment not only for the more moderate strands of the Islamist opposition, but also to the militant movements and networks that espouse violence. As such there would appear to be a correlation between localism and Islamist activism in North Africa. Focusing on Morocco, Tunisia and Libya, this article will examine some of these local issues and will argue that in order to understand better the causes of radicalization in the region, the rise of Islamism in North Africa should be considered within the broader historical context of political and cultural resistance by certain peripheral regional elements to a dele-gitimized and stagnated central authority.  相似文献

Is North Korea ready and willing to give up its nuclear weapons? Proponents of arms control and sustained engagement with North Korea maintain that Pyongyang's desire to acquire nuclear weapons stemmed from ingrained insecurity vis-à-vis the United States or more specifically, the threat that the US poses to fundamental regime security.

However, the primordial source of Kim Jong Il's existential insecurity stems largely from the abnormal, structural idiosyncracies of his regime and not, as many naively believe, the hardline policies of the Bush administration. Accordingly, the Kim Jong Il regime's fundamental dilemma boils down to the fact that the domestic political costs of giving up its nuclear capabilities are just as high as the costs of retaining them.

Debunking the myth that the US, rather than North Korea, poses the greater challenge to South Korean security is as important as ensuring that North Korea dismantles its nuclear arsenal.  相似文献

This article examines the portrayal of non-North Koreans in North Korean textbooks to assess the influences on the formation of North Korean identity, and how such identity formation is important in Kim Jeong-il's retention of power. This study not only looks closely at textual representations; it also examines how political and ideological changes in North Korea had a critical influence on these texts. The study encompasses both lexico-grammatical analysis and the analysis of textual and visual images, based on an examination of six North Korean language textbooks published from 1954 to 2000. It demonstrates that North Korean identity is defined through the portrayal of non-North Koreans, particularly enemy others. The portrayal of non-North Koreans facilitates the formation of a solid North Korean identity – an identity that entails serving their political leaders, remaining vigilant against threats to their country, and liberating South Koreans from poverty and oppression by America and its puppet states.  相似文献

By 1970, the United States had undergone a remarkable volte-face on dealing with People's Republic of China as a nuclear weapon state, from outspoken opposition to political recognition. Aware of the importance of co-opting Beijing in the emerging multipolar order, President Richard Nixon sought any possible opening to the Chinese leadership. One secret backchannel passed through Bucharest, whom Washington rewarded with sensitive atomic assistance for its good offices. If in the mid-1960s dealing with China was regarded as detrimental to the cause of non-proliferation, by the early 1970s, the United States relaxed its nuclear exports policy towards useful adversaries, such as Romania, all in pursuit of geopolitical interests.  相似文献
