How can we analyse the (re)emergence of squatting in relation to the current housing crisis in Italy? Centred on the case of Rome, the paper theorizes this return as resulting from processes of subjectification in the housing sector linked to the raising of indebtedness as a main dispositif of capitalism under neoliberal/austerity urbanism agendas. The political economy‐oriented literature on neoliberal/austerity urbanism is bridged with the post‐Marxist approach of Maurizio Lazzarato. Debt is seen as the archetype of social relations, shaping and controlling subjectivities, making the “work on yourself” essential to the reproduction of (indebted) society. However, given the circular nature of power, indebtedness can be generative of new processes of subjectification aimed at subverting the same power relation. In this sense, the paper operationalizes the conceptualization of Foucauldian subjectification recently proposed by Judith Revel, emphasizing how subjectification always results from (1) an action/gesture and (2) a consequent deconstruction of the identity.  相似文献

Access to adequate, affordable housing is an essential first step in the re-settlement process for immigrants and refugees. It is the basis from which newcomers look for jobs, language training and other services. Without such housing, newcomers may have limited security of tenure, compromised health, jeopardized education and employment opportunities and impaired social and family life. Refugees generally face the greatest challenges of all newcomers and find their housing choices constrained by many factors. This article presents the results of a study of refugee housing circumstances in Winnipeg. Key socio-economic, housing and neighbourhood characteristics important to successful re-settlement are documented and analyzed. The longitudinal nature of the study facilitates exploration of trajectories in a variety of indicators over time. The picture that emerges is one of the improving trajectories in many key indicators but also of very difficult circumstances that negatively affect the re-settlement process and the effective integration of refugee households. The article ends with suggestions for policy and program changes that would improve the housing circumstances of newly arrived refugee households.  相似文献

While a great deal is known about the international politics of refugee policy in Europe since the appointment of the first international commissioner for refugees by the League of Nations in 1921, relatively little attention has so far been paid to similar questions involving the plight of refugees in Asia. This article examines one of the first attempts by the newly established UNHCR to extend its mandate beyond the European context for which it was originally conceived. During the early 1950s the British colony of Hong Kong briefly became the focus of intense UN and international attention over the issue of how to treat the hundreds of thousands of Chinese refugees who fled China's communist revolution for the colony. The influx of refugees, many of whom were destitute, threatened to overwhelm Hong Kong's infrastructure and prompted urgent calls for their resettlement abroad. The ensuing UNHCR investigation into the legal status of the Hong Kong ‘refugees’ offers an instructive example of the politicisation of the UNHCR in the context of the unfolding Cold War in Asia and reveals the deep divisions that emerged within the Anglo-American alliance over how to deal with Hong Kong's refugee population. The paper argues that the UNHCR Survey Mission in Hong Kong was doomed to fail given the mutual suspicions and incompatible agendas of the various players involved.  相似文献

At the height of the ‘refugee crisis’ in Europe, right‐wing critics challenged refugees’ rights to asylum. One of the ways they did this was by predicting chaotic, doom‐laden futures. In reality, nobody – neither the communities hosting the refugees, nor the refugees themselves – knew what the post‐crisis future would bring. Anthropologists are in a position to consider that future ethnographically. This article discusses the emerging future expectations of one Afghan family in the German post‐industrial city of Bremerhaven. It attends to the local production of representations of the future during the aftermath of the crisis. The author uses this material to literally look ahead with ethnography and to thereby intervene in the broader context of the politics of expectations. He argues that the earlier we anthropologists can provide detailed accounts of how the future is starting to take shape in our fieldsites, the more efficiently we can stop further fearmongering and the deprivation of human rights. These ‘ethnographic prospects’ may allow us to ask different questions and offer different imaginations of the future.  相似文献

This paper engages with state, citizen, and civil society responses to refugees in Budapest and Hungary more widely in order to ‘provincialise’ European migration policy and politics. We introduce grounded, eastern ‘frontline’ realities and histories to complicate European claims to universality and hierarchies of “goodness”. Through ethnographic work that documents and analyses refugee reception after the so-called 2015 refugee crisis, we shed light on the diverse forms of existing crises affecting the EU. These conflicts involve contestations over i) who is deemed European (questions that have been asked both of migrants and East Europeans), and ii) the ‘Europeanisation’ project as it has entailed new governance and funding arrangements for the development of civil society organisations. These new governance modes have attempted to re-shape city-state-EU dynamics, purposefully eliding problematic nation-state responses to refugees. These have heightened opposition to EU power-creep from conservative governments. Through an empirically rich discussion of the Hungarian context in relation to Europe, this paper speaks to the broader spectrum of grounded and politicised populist responses that have challenged the EU's governance and future.  相似文献

Abstract

This article examines the US Army’s role in the post-war refugee crisis in American-occupied Germany. American policy placed all responsibility for ethnic German expellees in the hands of German authorities. However, as the example of the Bavarian city of Würzburg illustrates, the expellee issue played a prominent role in relations between Americans, Germans, and refugees during the post-war and early Cold War periods. By outlining the synergistic relationship between these groups, this article proposes to integrate the social history of West Germany within the speci?c context of the changing security situation in Europe and American Cold War planning.  相似文献

It covers broadly three main fields of enquiry: White Australia, postwar immigration and refugees since the Vietnam War. ‘The Game’ is how many refugees describe their attempts to informally travel to Western Europe via the so-called Balkan Route. This article conceptualises The Game as a spatial tactic implemented by refugees as a response to the impossibility of legally entering the EU and as a gray area in the governance of informal migrant mobilities. It does so by engaging with the recent literature on the Balkan Route to analyse how The Game has been performed and ‘managed’ in Serbia, a key ‘buffer state’ along this corridor. Drawing from Tazzioli's work on ‘The Making of Migration’, and in particular on her understanding of refugee forced mobility as a form of ‘migrant management’ on the part of the authorities, this article shows how the ambivalent connotations of The Game reveal the troubling configurations of EU border politics and of its formal and informal geopolitical arrangements. At the same time, it argues that the practices related to The Game ultimately reflect the extraordinary determination of the refugees in creating new itineraries, spatial interstices, invisible networks and ‘holes in the border walls’ that allow them, despite all the difficulties, to challenge such border politics. We conclude by proposing to understand The Game as part of the biopolitics of migration and by suggesting that it represents a powerful manifestation of the condition (and the field of possibility) of thousands of refugees along the Balkan Route today.  相似文献

1971年印巴危机是冷战时代一次具有重大国际影响的地区危机。危机期间,因受东巴内战与印巴冲突的双重影响,大量东巴居民逃往印度,沦为难民。东巴难民持续涌入印度不仅是东巴危机转变为印巴危机的主要诱因,同时也是导致南亚持续紧张、敌对氛围难以消解的重要根源。为妥善解决难民问题,美国积极谋划,投入大量人力、物力、财力,意图妥善解决难民问题,化解危机。但是美国采取的积极措施并未减缓危机冲突的不断升级。在处理难民问题的过程中,美巴政策协调趋于一致,而印度与美巴在难民问题上的政策倾向却渐行渐远。归根究底,是否应该在难民问题上附加最终促成东巴独立的政治条件是美巴与印度的根本分歧所在。而这一根本分歧的悬而未决最终成为引爆第三次印巴战争的导火索。  相似文献

Abstract

Non-state organisations were important actors in the international refugee regime after the Second World War. This article traces connections between refugee crises and geo-politics by focusing on the interaction of three NGOs with the new Office of the United Nations High Commissioner for Refugees (UNHCR) in the 1950s. One non-state actor, the World Council of Churches (WCC), highlighted the suffering of German expellees as illustrating the limitations of the refugee regime. The second non-state organisation, Jami’at al’ Islam (JAI), asserted its right to represent all Muslim refugees in Europe. Along with its anti-Communist stance it adopted an anti-colonial rhetoric and denounced the limitations of UNHCR’s mandate, but it was later exposed as a front for the Central Intelligence Agency (CIA). The third organisation, Comité Inter-Mouvements Auprès des Evacués (CIMADE), formed in 1939 to help French Jews escape deportation during the Vichy era, subsequently aided Algerians who suffered persecution by the French authorities. Like WCC, this began a long ‘career’ in humanitarianism. In its dealings with these NGOs, UNHCR trod cautiously, because it was constrained by its mandate and the governments that contributed to its budget. Each example demonstrates the challenges of ‘non-political’ efforts to offer humanitarian assistance to refugees and the limits to the autonomy of non-state organisations.  相似文献

In this article, I will analyse how the Italian reception system has been transformed after the ‘refugee crisis’, showing how the change cannot be reduced to a mere expansion of the reception capacity. I will do this by tracing a genealogy of the Italian reception system and highlighting its main features before and after the ‘refugee crisis’. My hypothesis is that the ‘refugee crisis’ and the sense of emergency it created has stimulated the emergence of distinct segments within the Italian reception system functioning according to radically different philosophies and objectives. This, in addition to increasing the overall lack of consistency of the system, is having a profound impact on the rights of asylum seekers, greatly increasing the risk of their spatial and social segregation within Italian society.  相似文献

Trans and gender nonconforming (TGNC) people who make refugee claims in Canada negotiate a complex nexus of identity, belonging, and citizenship. Drawing on insights from TGNC refugees, immigration lawyers, and frontline workers, in this paper we examine the ways the state controls the trans body through the refugee claims process and in the process of integration into life in Canada, while also highlighting trans refugee methods of survival and resistance. What emerges is an understanding of the ways that refugees navigate the tension between gender, sexuality, and homecoming as both intimately felt and geopolitically managed. We convey TGNC refugee narratives to demonstrate how they both confirm and expand upon the existing literature on Canadian LGBTQ+ refugees. TGNC refugees' experiences at the Immigration and Refugee Board confirm insights from existing LGBTQ+ refugee studies. However, TGNC refugees' day-to-day lives differ significantly from LGB refugee lives as recounted in the literature. In TGNC refugees' attempts to access gender-affirming documentation, healthcare, housing, and income, they confront distinct systems of transgender exceptionalism, border imperialism, and racial and heteropatriarchal capitalism that limit their access to basic necessities and impact how they build home both conceptually and materially.  相似文献

This article examines how the image of the refugee has been defined through the fear of the other, and how the mechanisms of detention have transformed the conditions of belonging. I examine the contemporary geopolitical forces propelling the rise of a new authoritarianism, growing border anxieties and hostility towards refugees, and argue that these emerging shifts provoke an urgent need for a new conceptual framework to understand the dynamics of contemporary global flows and concepts of belonging. I introduce what I call the ‘invasion complex’, a new conceptual hybrid that draws upon elements of psychoanalytic theory and complex systems theory, and Giorgio Agamben's analysis of sovereignty and ‘the camp’, to explain heightened border anxieties and the legitimization of violence towards the Other. I consider the value, applications and limitations of Agamben's analysis, and contend that both the state‐centric moral debate on the refugee crisis, and Agamben's method of privileging political agency in terms of sovereign power, tend to discount the role of complexity. Drawing on the Australian political and public discourse on refugees, and the 2001 Tampa crisis, I argue that the hostile reactions can be traced to a complex interplay between old phobias and new fantasies. I conclude by urging the need to move beyond nation state centric critiques of racism, and propose the development of a new paradigm — a potential politics that recognizes the complex dynamics of global flows, and which opens the way for a discourse of hope based on the rights of the human being, rather than the citizen.  相似文献

The field of Refugee Studies is relatively unfamiliar to Middle East area specialists despite the significance of refugees in the region. The strong policy orientation of much of the work in the field has often shaped the way refugee issues are framed by scholars as well as practitioners. Concerns and discourses about refugee‐producing regions in general, and the Arab Middle East in particular, have tended to reflect Western notions of belonging, citizenship, and the state; and in recent years, have been seen through a lens of securitization in the region. This article addresses the development of the field, the subject of displacement and dispossession in the Arab Middle East from a Western perspective, the significant role that Arab cities play as sites for hosting refugees, and the challenges presented by the continued existence of Palestinian refugees.  相似文献

This article considers the meanings attached to refugeehood, repatriation and liberal citizenship in the twentieth century. Refugees are those who have been unjustly expelled from their political community. Their physical displacement is above all symbolic of a deeper political separation from the state and the citizenry. ‘Solving’ refugees’ exile is therefore not a question of halting refugees’ flight and reversing their movement, but requires political action restoring citizenship.

All three ‘durable solutions’ developed by the international community in the twentieth century – repatriation, resettlement and local integration – are intended to restore a refugee's access to citizenship, and through citizenship the protection and expression of their fundamental human rights. Yet repatriation poses particular challenges for liberal political thought. The logic of repatriation reinforces the organization of political space into bounded nation–state territories. However, it is the exclusionary consequences of national controls over political membership – and through this of access to citizenship rights – that prompt mass refugee flows. Can a framework for repatriation be developed which balances national state order and liberal citizenship rights?

This article argues that using the social contract model to consider the different obligations and pacts between citizens, societies and states can provide a theoretical framework through which the liberal idea of citizenship and national controls on membership can be reconciled.

Historical evidence suggests that the connections in practice between ideas of citizenship and repatriation have been far more complex. In particular, debate between Western liberal and Soviet authoritarian/collectivist understandings of the relationship between citizen and state played a key role in shaping the refugee protection regime that emerged after World War II and remains in place today. Repatriation – or more accurately liberal resistance to non-voluntary refugee repatriation – became an important tool of Cold War politics and retains an important value for states interested in projecting and reaffirming the primacy of liberal citizenship values. Yet the contradictions in post-Cold War operational use of repatriation to ‘solve’ displacement, and a growing reliance on ‘state-building’ exercises to validate refugees’ returns demonstrates that tension remains between national state interests and the universal distribution of liberal rights, as is particularly evident when considering Western donor states’ contemporary policies on refugees and asylum. For both intellectual and humanitarian reasons there is therefore an urgent need for the political theory underpinning refugee protection to be closely examined, in order that citizenship can be placed at the centre of refugees’ ‘solutions’.  相似文献

In the aftermath of the 2008 financial crisis, neoliberal governments embarked on austerity programs that include reducing public services, imposing public sector wage restraint, and reorganizing public sector working conditions and labour relations. In this context of economic crisis and austerity, populism has risen across North America and Europe on both the right and left of the political spectrum. The rise of right populism in particular confronts unions with key organizational and strategic challenges as neoliberal governments seek to mobilize right populist discourses in their efforts to restructure work and labour relations. Using a socio‐geographic framework, and based on an examination of post‐2008 legislative and policy measures undertaken at the federal, provincial, municipal levels in Canada, this paper explores the nexus between “uneven austerity”, rising populism, and union strategic capacities. We examine this intersection of austerity and populism at multiple scales to reveal the implications for organized labour.  相似文献

The article examines the gender micropolitics of non-governmental assistance to refugees in the Czech Republic – a post-socialist society which is becoming a country of immigration. It critically examines relations of power between refugees and local non-governmental organisations (NGOs). These NGOs act as mediators between refugees and the state, media, wider public and academic production of knowledge. It is argued that despite the important roles they play in securing refugees' access to rights, their assistance is often perceived as problematic by refugees. The article analyses these relations in a wider context of the institutions of the refugee system where the state has increasing power in defining the conditions under which NGO assistance to refugees is provided. The study is based on qualitative research among recognised refugees from the former Soviet Union living in the Czech Republic and local NGOs assisting them with integration into society. I demonstrate how particular forms of assistance and public representation depoliticise refugees in a sense of fostering rather than challenging unequal power relations that lock refugees in a position of clients lacking political means of influencing their place in a receiving society. This is done by conceptualising ‘a refugee’ as a performative identity that is being produced and enacted in feminised NGO spaces. The analysis highlights refugees' critical reflections on their position in the relations of assistance.  相似文献

This article discusses how the values and aspirations of the neo‐liberal competition state (konkurrencestat) and self‐dependent society (selvstændighedssamfund) have affected recently arrived refugees in Denmark. Besides a stricter border regime, the so‐called ‘refugee crisis’ of 2015 also resulted in a new version of ‘integration’ in Denmark that emphasizes the values of responsibility (ansvar), self‐sufficiency (selvforsørgelse) and independence (uafhængighed), as refugees are expected to start working more or less from day one after their arrival. This has led to numerous creative integration programmes in Danish municipalities.  相似文献

Existing sub-national studies on the geography of armed conflict mainly focus on observed battle events. Other dimensions of the conflict cycle, including battle events that remain undetected in news reports, one-sided violence against civilians and the indirect death toll, have gone largely unstudied due to lack of systematic data. This article demonstrates how these different dimensions of a conflict cycle can be detected and how their relative importance can be assessed. The basic tools include population census data, principal component analysis and spatial analysis. When applied to the Rwandan case, the method reveals high excess mortality from the civil war, genocide, (counter)insurgency and the refugee crisis. Hidden violence is detected by presenting the first quantitative evidence to date of high excess mortality in Gisenyi, the northwestern province which was the location of (counter)insurgency and served as a corridor for more than a million refugees. The spatial regression analysis indicates that both the refugee crisis and (counter)insurgency contributed to a high death toll in Gisenyi. This latter finding is important because it provides empirical weight in support of contentious qualitative reports by various human rights groups.  相似文献

In South Africa, the provision of collective consumption and urban racial segregation have always been closely connected. This article examines changes in apartheid urban policy with specific reference to two predominantly working-class colored suburbs on the periphery of Johannesburg: Eldorado Park, begun in the mid-1960s during a period of relative growth and stability, is largely an expression of socialized housing produced by an interventionist state and construction of this suburb, despite its racially exclusive character, appears to fit all too well within the theory which sees collective consumption in terms of the reproduction of labor power. However the apartheid regime, confronted by a deepening economic and political crisis, later withdrew from the provision of collective consumption, and appears to be abandoning its racist urban policies and ideology. Thus construction of Ennerdale, beginning in the mid-1970s occurred within a context of privatization and austerity. Analysis of the apparent “deracialized” and market-oriented provision of urban goods and services in Ennerdale reveals, at a local level, contradictions of South African crisis policies.  相似文献
