This contribution to the Forum Debate responds to Horner and Hulme's analysis on the ‘rise of the South’, which they see as suggesting a dramatic redrawing of the global map of development and inequality. This response presents a critical South feminist perspective, informed by the lived realities of women in the South. It is based on a historical and political perspective that goes beyond income inequality to understand gender inequality in development within the persistent North–South divide.  相似文献

This article argues that Horner and Hulme's call for moving towards ‘global development’ to do justice to changing 21st century development geographies neither contributes to advancing our understanding of contemporary development challenges nor helps articulate realistic responses to tackle them. A key problem is that they try to explain several general trends in the geography of development with reference to mainstream statistics without appropriate critical reflection or adequate theorization. Focusing specifically on the environmental and conservation aspects of development, this article contends that these omissions not only confuse the debate on the current state and geographies of development, they risk something more serious, namely the reinforcement of a generic development narrative which will intensify 21st century development challenges. The article concludes that what we need is not global development but revolutionary development.  相似文献

This contribution assesses the ‘converging divergence’ thesis that global inequality is falling and national inequality is rising. The article argues that falling global inequality is primarily due to China's development and that national inequality has risen in some developing countries and fallen in others. In light of the dominance of China's development in the global picture, questions arise as to what has changed and what has not changed outside of China. A set of changes and continuities is presented. It is then argued that these changes and continuities provide for the contemporary relevance an older conceptual lens — that of ‘late development’.  相似文献

Recent claims of 21st century global convergence and the ‘rise of the South’ suggest a profound and ongoing redrawing of the global map of development and inequality. This article synthesizes shifting geographies of development across economic, social and environmental dimensions, and considers their implications for the ‘where’ of development. Some convergence in aggregate development indicators for the global North and South during this century challenge, now more than ever, the North–South binary underlying international development. Yet convergence claims do not adequately capture change in a world where development inequalities are profound. Between‐country inequalities remain vast, while within‐country inequalities are growing in many cases. Particular attention is given here to exploring the implications of such shifting geographies, and what those mean for the spatial nomenclature and reference of development. This article concludes by arguing for the need, now more than ever, to go beyond international development considered as rich North/poor South, and to move towards a more holistic global development — where the global South remains a key, although not exclusive, focus.  相似文献

Japan and China's ability to manage their bilateral relationship is crucial for the stability of the East Asian region. It also has a global impact on the security and economic development of other regions. For just as China's rise has inevitably involved an expansion of its global reach, so Japan's responses to the challenges posed by China have increasingly taken a global form, seeking to incorporate new partners and frameworks outside East Asia. Japan's preferred response to China's regional and global rise in the post‐Cold War period has remained one of default engagement. Japan is intent on promoting China's external engagement with the East Asia region and its internal domestic reform, through upgrading extant bilateral and Japan–China–US trilateral frameworks for dialogue and cooperation, and by emphasizing the importance of economic power to influence China. Japan is deliberately seeking to proliferate regional frameworks for cooperation in East Asia in order to dilute, constrain and ultimately engage China's rising power. However, Japan's engagement strategy also contains the potential to tilt towards default containment. Japan's domestic political basis for engagement is becoming increasingly precarious as China's rise stimulates Japanese revisionism and nationalism. Japan also appears increasingly to be looking to contain China on a global scale by forging new strategic links in Russia and Central Asia, with a ‘concert of democracies’ involving India, Australia and the US, by competing for resources with China in Africa and the Middle East, and by attempting to articulate a values‐based diplomacy to check the so‐called ‘Beijing consensus’. Nevertheless, Japan's perceived inability to channel China's rise either through regional engagement or through global containment carries a further risk of pushing Japan to resort to the strengthening of its military power in an attempt to guarantee its essential national interests. It is in this instance that Japan and China run the danger of a military collision.  相似文献

This article examines the effectiveness of UNIDO in addressing the challenges of environmental degradation and in helping developing countries promote sustainable development paths. The analysis suggests that the slow process of integrating environmental concerns in UNIDO's activities was affected both by internal organizational factors, such as the shared professional values in UNIDO's institutional culture and its organizational flexibility and responsiveness, and by factors relating to the external context, including financial constraints and interagency conflicts. In contrast to studies of successful persuasion of ‘epistemic communities’ in international negotiations, this article looks at the factors which have impeded the process of persuasion. At the theoretical level, it seeks to analyse the difficulties of changing the policy agenda in a specific international organization.  相似文献

Since the mid‐1970s, opposition has grown within developing countries to the use of ‘top‐down’ development approaches by foreign consultants. Disenchantment with these development strategies, it is often claimed, has led to the current incorporation of participation in consultants’ development practices. This study is concerned with the practice and methods of participatory development planning. It evaluates the Strategic Plan adopted by the Fiji sugar industry in 1997 in response to challenges that are attributed to the pressures of globalization and international competitiveness. The authors assess the external consultant’s self‐proclaimed ‘participatory methods’ in the articulation of these challenges, in the design of restructuring programmes, and in shaping the discourses of reform more generally. The consultant’s use of the fashionable ‘benchmarking’ methodology is seen to be one of the most problematic features of the ‘participatory’ process.  相似文献

In response to the article by Horner and Hulme which opens this Debate section, this contribution argues that while the call for a shift from international to global development by Horner and Hulme is justified, their approach is confined to what has been called traditional or problem‐solving theory. On the levels of concepts, theory and metatheory, it fails to transcend orthodox approaches in development theory. Concerning concepts, it employs the traditional concept of ‘development’ without recognizing its ambiguity, referring at different times to social change, positive social change or social change according to the European model. Concerning theory, it is based on the nation state as a unit of analysis, not differentiating between different socio‐economic groups or classes, and neglects questions of power. Concerning metatheory, its knowledge interest, epistemology and methodology also remain within orthodox boundaries, for example reproducing the measurement of aggregate per capita income and its evaluation as progress. In the last section of this article, the author presents an outline sketch for a more critical theory of ‘development’.  相似文献

This article considers the regional order-building challenges that Australia presently confronts in the Indian Ocean region (IOR). The author argues that while regional stability within the IOR constitutes an increasingly important Australian security interest, policy makers will struggle to translate the order-building strategies they have previously pursued in East Asia into an Indian Ocean context. In East Asia, Australia has historically pursued a ‘dual track’ order-building strategy centred on its participation in a US-dominated ‘hub and spokes’ alliance system alongside multilateral regional engagement. The absence of an equivalent alliance system or an established tradition of multilateral security diplomacy conversely precludes an extension of this strategy into the IOR. Growing tensions between the USA and China and between China and India, meanwhile, further complicate IOR security dynamics, while underscoring the urgent need for a more coherent approach to regional order-building. With these challenges in mind, the author concludes by proposing a range of bilateral, minilateral and multilateral initiatives that Australia should pursue to stimulate the emergence of a more cooperative IOR security environment.  相似文献

Aboriginal totemic systems - sections, subsections and to some extent moieties are not only intricate systems of ordering the universe, but also magical devices designed to harness cosmic power, as similar systems in other cultures were evidently meant to do. Comparisons with East Asia and European magico-philosophical systems (especially the hermetic traditions, alchemy etc.) reveal striking similarities in the manner in which the universe is ordered by such systems. A major code of ordering is provided by the doctrine of affinities (sympathies and correspondences to which are attached notions of causality. Such similarities in structure and form allow the inference that totemic systems, too, are informed by universal maxims of ‘power through order’ and ‘like affects like‘.  相似文献

The European Union has become an important shaping factor in international relations, but how and under what conditions it can exercise influence and contribute constructively to global order are still not well analysed. In fact, the EU's contribution may resemble more that of a force in physics than of a great power in the traditional sense of international relations (which the EU is not, and will not become in the near future), and its influence depends probably more on what the EU represents and how well it manages its own realm, rather than on what it can do externally. In this sense, European influence in international relations presently benefits from past achievements, and may therefore have peaked if the twin challenges of enlargement and national structural deficiencies are not addressed effectively. But even if the European Union does master those challenges successfully, and thus manages to sustain and perhaps even enhance its influence as a force in international relations, it will still have to proceed cautiously and clearly focus its attempts on shaping its external environment and contributing to a ‘concrete’ or ‘civilized’ global order. In a global setting that, despite appearances to the contrary, seems characterized by a diffusion rather than a concentration of power and by strong tendencies towards entropy rather than order, the EU can and will probably not remain America's principal ally in sustaining Pax Americana. Nor does it seem likely to become an equal partner in a constructive, balanced transatlantic relationship, let alone a great power capable of challenging, perhaps together with others, America's apparent pre‐eminence. The most plausible assumption for the EU's future role in the new balance of global order is that of a ‘civilian force’ with a regional focus. It may best be able to contribute to global order by managing its own realm well, promoting the normative and institutional infrastructure for civilized international relations, not least in the sense of functioning statehood, and working towards effective multilateralism.  相似文献

This article examines how, in a global strategic context presided by the rise of Asia and the US rebalance towards that region, Europeans are contributing to transatlantic burden‐sharing—whether individually or through the EU/NATO. As Asian powers reach westward and the US shifts its strategic priorities eastward, classical geostrategic delimitations become gradually tenuous. Particularly important are the ‘middle spaces’ of the Indian Ocean, central Asia and the Arctic, in that they constitute the main avenues of communication between the Asia–Pacific and the European neighbourhood. The article seeks to understand how evolving geostrategic dynamics in Europe, the ‘middle spaces’ and the Asia–Pacific relate to each other, and how they might impinge on discussions on transatlantic burden‐sharing. It is argued that the ability of Europeans to contribute to a more equitable transatlantic burden‐sharing revolves around two main tenets. First, by engaging in the ‘middle spaces’, Europe's key powers and institutions are helping to underpin a balance of power in these regions. Second, by stepping up their diplomatic and economic role in the Asia–Pacific, strengthening their security ties to (US) regional allies and maintaining an EU‐wide arms embargo on China, Europeans are broadly complementing US efforts in that key region. There are a number of factors that stand in the way of a meaningful European engagement in the ‘middle spaces’ and the Asia–Pacific, including divergent security priorities among Europeans, the impact of budgetary austerity on European defence capabilities and a tendency to confine foreign policy to the immediate neighbourhood. The article discusses the implications of those obstacles and outlines some ways in which they might be overcome.  相似文献

Abstract

Using Bakhtin’s concept of ‘heteroglossia,’ this article examines the layering and intersections of multiple claims to heritage places that form dialogics about heritage truths. Social groups derive their collective-self, in part, through association with a place, or places, to which they attribute their origin, described here as a ‘first-place.’ Identity maintenance can occur through the praxis of heritage tourism in which group members exhibit emotional performances during their visits to a first-place. Through the extended example of the Tsodilo Hills in Botswana and the various social groups – local ethnic communities, national citizens, and segments of the global community – who each form a collective-self using Tsodilo as a first-place, this article addresses the roles of science (archaeology) and tourism, and their interplay, in enabling several languages or dialects of belonging to coexist without dissonance. The argument is that heteroglossic heritage is possible because visitors’ affect-mediated encounters with heritage places facilitate the reaffirmation of their shared group identity. While all heritage discourse is heteroglossic, the article focuses on claims to a first-place set within a postcolonial context of nation building and modernising that involves the politicisation and re-spatialization of heritage places through tourism development.  相似文献

Kuwait’s support of civilians in war-torn Syria has been commended by the international community. In addition, the Gulf state has joined US-led coalitions against the ‘Islamic State’ and affirmed many international agreements designed to choke off international assistance to militias operating in Syria. In 2015, Kuwait paid a heavy price for its involvement, becoming a victim of IS-affiliated terrorism. Whilst this suggests that Kuwait’s position on radical Islamist movements involved in the Syrian conflict is clear cut, this article will argue that Kuwait’s government has had to balance this official position against domestic support for elements of the radical Islamist opposition in Syria. These cross-cutting tensions were underscored by the US designation of the state as the ‘epicentre’ of private fund raising for militias in Syria. To explore these contradictions, this article will analyse Kuwait’s engagement with the Syrian war, its new anti-terror legislation and the tensions between the official and unofficial views on support for foreign militias. This analysis will highlight the challenges the Kuwait government has faced in addressing unofficial Kuwaiti engagement with the radical Islamist opposition in Syria.  相似文献

This article is a contribution to the re-evaluation of the formative years of the emergent international relations discipline. Work on this topic, extensive over the past decade and a half, has overturned a number of the foundational myths of the global discipline, especially regarding the period between the two world wars. The literature on international relations in Australia, slow to reflect this re-evaluation, generally still locates the first important developments in the 1960s, and characterises the scholarship that emerged as predominantly ‘realist’. This study both pushes back the boundaries and challenges the theoretical perspectives used to categorise thinking in Australia at that time. A student of C. A. W. Manning and thus conversant with British ideas of ‘international society’, George Modelski's early exposure to theoretical work in the USA and his endeavours to give his department a strongly regional focus gave his work a richness and multifaceted character not easily captured by the ‘realist–rationalist’ dichotomy. Modelski went on from the Australian National University to become a major figure in international relations in the USA, contributing to the original debates on globalisation and best known for his work on ‘long cycles’ in world politics.  相似文献

The proposition that Australia faces an ‘arc of instability’ to its north has been an important feature of the Australian strategic debate in the early twenty-first century. Prompted by worries in the late 1990s over Indonesia's future and East Timor's uncertain path to independence, the ‘arc’ metaphor also encapsulated growing Australian concerns about the political cohesiveness of Melanesian polities, including Papua New Guinea and Solomon Islands. While tending to overlook the divergent experiences of countries within its expanding boundaries, the ‘arc’ fed from Australia's historical requirement for a secure archipelagic screen. As such it has became an important weapon in the debate over whether the locus of Australia's strategic priorities should be increasingly global in the ‘war on terror’ period or remain closer to home in the immediate region. The ‘arc of instability’ metaphor was consequently adopted by leading Australian Labor Party politicians to argue that the Howard Coalition government was neglecting South Pacific security challenges. It became less prominent following the Howard government's greater activism in the South Pacific, signalled by Australia's leadership of the East Timor intervention in 2003. But its prominence returned in 2006 with the unrest in both Honiara and Dili. In overall terms, the ‘arc of instability’ discussion has helped direct Australian strategic and political attention to the immediate neighbourhood. But it has not provided specific policy guidance on what should be done to address the instabilities it includes.  相似文献

Whichever party or parties form the next UK government, a Strategic Defence and Security Review (SDSR) is expected to begin soon after the general election in May. The review might be a ‘light touch’ exercise—little more than a reaffirmation of the SDSR produced by the coalition government in 2010. It seems more likely, however, that the review will be a lengthier, more deliberate exercise and one which might even last into 2016. For those most closely engaged in the process the challenge is more complex than that confronted by their predecessors in 2010. The international security context is more confused and contradictory; the UK's financial predicament is still grave; security threats and challenges will emerge that cannot be ignored; the population's appetite for foreign military engagement appears nevertheless to be restricted; and prevailing conditions suggest that the risk‐based approach to national strategy might be proving difficult to sustain. Two key questions should be asked of the review. First, in the light of recent military experiences, what is the purpose of the United Kingdom's armed forces? Second, will SDSR 2015–16 sustain the risk‐based approach to national strategy set out in 2010, and if so how convincingly? Beginning with a review of the background against which SDSR 2015–16 will be prepared, this article examines both enduring and immediate challenges to the national strategic process in the United Kingdom and concludes by arguing for strategic latency as a conceptual device which can complement, if not reinvigorate, the risk‐based approach to national strategy and defence.  相似文献

Is the much hyped ‘rise of Asia’ translating into global public good? The leading Asian powers, China, India and Japan, demand a greater share of the decision‐making and leadership of global institutions. Yet, they seem to have been more preoccupied with enhancing their national power and status than contributing to global governance, including the management of global challenges. This is partly explained by a realpolitik outlook and ideology, and the legacies of India's and China's historical identification with the ‘Third World’ bloc. Another key factor is the continuing regional legitimacy deficit of the Asian powers. This article suggests that the Asian powers should increase their participation in and contribution to regional cooperation as a stepping stone to a more meaningful contribution to global governance.  相似文献

The Third Plague Pandemic in Asia during the 1890s, and the institutional stresses it produced, exposed inherent vulnerabilities within the global networks that sustained the British Empire. While commercial and informational routes meshed disparate imperial dominions, they also functioned as pathways for disease and conduits of panic, undermining imperial commerce and threatening social order. Focusing in particular on the 1894 outbreak of bubonic plague in Hong Kong, the paper suggests that an analysis of a ‘local’ epidemic episode and its wider reverberations provides a new perspective on the often heated debates during the turn of the nineteenth and twentieth centuries about the meaning and scope of empire in relation to new communication networks. The paper shows how expanding global networks were construed alternatively as sustaining and jeopardising imperial power. The bubonic plague in Hong Kong—a hub of ‘free trade’ in East Asia—and the panicked reactions elicited by the disease's diffusion westwards revealed the economic priorities that informed colonial public health concerns as well as the challenges posed to laissez-faire economic policy and ‘free trade’ by the expanding influence of capital in the ‘New Imperialism’. In so doing, the paper suggests that contemporary preoccupations with ‘globalisation’, ‘biosecurity’ and ‘emerging diseases’ have antecedents that lie beyond the Second World War and the interwar period in a late-nineteenth-century imperial biopolitics.  相似文献
