Migrant workers present a new challenge both to China's increasingly diversified industrial relations and to its state–society relationship, especially vis‐à‐vis China's developmental state. Through an examination of the situation of migrant workers in the country's labour‐intensive foreign investment enterprises, this article argues that it is difficult to establish tripartite industrial relations in China and that pluralistic labour organizations will not easily develop into civil society type labour entities. China's developmental state is in an ambiguous process in redefining its role. Its ability to micro‐manage society is weakening substantially. However, its developmental character at the macro‐level largely remains strong, allowing it to continue to restrict progress towards civil society. The future will ultimately depend on a collective determination by key players — the workers, unions and the state — to find a compromise.  相似文献

This article examines the possibility of overcoming the resource curse through case studies of the appropriation and use of mining rents derived from public–private joint ventures in Argentina and Chile in the period 1973–2000. In particular, it examines how two similar cases of sectoral liberalization resulted in divergent outcomes: the deployment of rent‐appropriation strategies around multinational corporations in Argentina and an innovative and productivist approach based on joint ventures with foreign capital in Chile. The article argues that while the liberalization of the sector created similar opportunities for appropriating rents in both countries, the existence of strong civil society pressures in Chile constrained rent‐appropriation and waste by the state, in comparison to the absence of such pressures in Argentina.  相似文献

Informed by labour geography's thrust to situate workers as active subjects of analysis, this article examines lived experiences of restructuring at Australia's single largest industrial workplace. Drawing on extended ethnographic research, the article traverses three restructuring outcomes faced by workers and their families: (1) job retention; (2) redundancy; and (3) re‐employment. Amid the turbulence and uncertainty of a major workplace restructuring episode, workers' different lived experiences illuminate uneven intra‐labour power relations. As capitalist workplaces are re‐organised and labour processes redefined, more conflictual and divisive relationships often develop among groups of workers differentially positioned within the hierarchical labour markets of large firms. Emphasising restructuring episodes as generative contexts for grounded labour geographies research, the article develops intra‐labour agency as a critical analytical frame to explore more deeply the agency implications of workplace structures, co‐worker relationships, and social life matters that shape workers' capacities for action inside and beyond workplaces.  相似文献

Evo Morales has labelled his government the ‘government of social movements’, and much has been written on relations between social movements and the state in Bolivia since the turn of the century. The Central Obrera Boliviana (COB) — Bolivian Workers’ Central — has, however, remained largely absent from discussions in much of the literature. This article seeks to analyse the position of the COB under Morales, and to explore the nature and consequences of its relationship with the government over the past 12 years. The article differentiates between the concepts of labour bureaucracy and labour officialdom and examines how they can be used as analytical lenses that shed light on the position of the COB today. The author argues that during Bolivia's neoliberal period (1985–2005) the need to look after the COB bureaucratized union structures, as personal needs of the leadership were placed above those of the Bolivian working classes. This then allowed Morales's government to easily co‐opt sections of the labour movements’ leadership to form a labour officialdom, leaving the COB unable to challenge the continuation of the neoliberal structure of the economy and represent the majority of the country's working classes.  相似文献

Kopytoff's model of the African frontier has opened room for renewed approaches to settlement history, politics, ethnicity and cultural reproduction in pre‐colonial Africa. This interpretative framework applies well to central Benin (Ouessè). Over the long term, mobility has been a structural feature of the regional social history, from pre‐colonial times onwards. Movements of people, resources, norms and values have been crucial in the production and reproduction of the social and political order. The colonial intrusion and its post‐colonial avatars gave way to renewed relations between mobility and locality, in particular in the form of a complex articulation between control over labour force, access to land and natural resources, and out‐ and in‐migrations. This article argues that the political frontier metaphor provides a useful heuristic device to capture the logic of state making, as the changing outcome of organizing practices taking place inside and outside state and non‐state organizations and arenas. Governmentality in post‐colonial central Benin thus results from the complex interplay of mobility, control over resources and state‐led forms of ‘villagization’.  相似文献

Africa-focused global value chain (GVC) scholars argue that the new mining industry practice of corporate outsourcing invalidates the traditional enclave thesis by providing new opportunities to support domestic firms and stimulate industrialization. However, this literature has clustered around Africa's middle- and high-income countries and its analytical approach abandons the centre–periphery framework within which its earlier antecedents were grounded, while overlooking labour dynamics. Correcting for these limitations, this article explores the GVC literature's claims through a single case study of a gold mine in the Democratic Republic of Congo, representative of a process of foreign-controlled gold sector (re)industrialization underway across a group of 20 low-income African countries. The findings confirm rather than invalidate the original enclave thesis, observing that corporate outsourcing has done little to stimulate broader industrialization while facilitating the arrival and expansion of foreign firm subsidiaries. Meanwhile, the new industry practice has also facilitated the adverse incorporation and fragmentation of Congolese labour, thus weakening the collective strength of workers. The findings demonstrate the value of expanding the conventional GVC framework to incorporate a consideration of peripherality and the capitalist labour process, and demonstrate the need for state intervention via pro-labour and industrial policy.  相似文献

The media discourse on recent agricultural investments — frequently referred to as the ‘global land grab’ — has been quick to label these deals as ‘neo‐colonial’, implying that these kinds of investments undermine national sovereignty. For the most part, the emerging academic literature on the ‘land grab’ has not critically examined this assumption. This article draws on the literature on state building and agrarian relations in Africa to construct a framework that can be used to analyse the impact of agricultural investment on state–society relations and state sovereignty. The article then uses this framework to examine the case of Ethiopia, illustrating how the Ethiopian state has directed investors to peripheral lowlands and, in doing so, has enhanced, rather than diminished, state sovereignty. As such, while the erosion of sovereignty is certainly one possible outcome of agricultural investment, it is by no means the only one, and is an assumption that should be subjected to critical analysis.  相似文献

Much development literature concerned with state–society relations operates with a simplistic state–people dichotomy. In contrast, this article focuses on the intersection between state and society and argues that this plays an important part in class reproduction in ‘civil society’. This issue is explored with reference to the role of the local state in class reproduction in the Indian countryside. The focus is on the means by which rural social groups negotiate access to the local state and discourses surrounding the state. The balance of colonization, co‐option and opposition that characterizes the relationship between dominant rural classes and local state officials/institutions is examined against the impact of the rise of a populist low class party. It is argued that the intersection between ‘class’ and ‘state’ is closer than even critical studies of state–society relations have posited. Moreover, the state can, within certain limits, be brought to serve interests other than those of the dominant classes.  相似文献

Soqotra Island, the remote border outpost of the Yemeni state in the Indian Ocean, is a community of mixed ethnic composition with a non‐Arabic mother tongue. It offers an ideal socio‐political context for the study of state–community relations in terms of polity formation as part of a political incorporation process. This focus provides a corrective to the still dominant segmentary society paradigm and its tribes‐driven state politics in the anthropological discourse on Yemen. Polity formation in Soqotra occurred through a series of acts of political incorporation by a succession of political regimes from the late nineteenth century to the present. The study of this process is pursued through a historical narrative of the state’s politics of administration. This narrative is aptly described as a mesography, as its analytical focus is on the meso‐level institutional web of four different political regimes with their distinctive modes of polity regimentation and their structuring effects on Soqotrans’ communal life.  相似文献

Is world‐systems analysis of any relevance to present‐day economic flows? By using methods in line with the world‐system and dependence theories, we show that economic flows – trade and foreign direct investment – still deeply separate core and peripheries. On the one hand, through the analysis of the trade by products, we show that core countries hold on to a higher position in the international division of labour. On the other hand, by using network method, we highlight that core countries are still characterized by the intensity of their reciprocal relations while peripheral countries have few economic relations with a limited number of core countries. Moreover, the article demonstrates that this core–periphery division of the world has not lost its pertinence; it is as relevant as at the end of the sixties. In the current era of globalization, economic flows are still deeply structured by basic power relations between core and peripheries. However, the article also develops a theoretical framework to understand dynamics of the world‐system and insists on the emergence of Eastern Asia as a new core area, notably by showing the rising position of some East Asian countries in the international division of labour. We conclude by underlying the necessity to integrate world‐system and global network theoretical frameworks.  相似文献

Because it associates animals with one of the most vital topics in human history, the historiography of the cross‐connections between race and animal‐breeding is at once controversial and inspiring. This article wishes to position this historiography in a more systematic framework than has been done thus far by examining both its merits and failings along with the more and less appropriate ways to write on the subject. The article identifies two main narratives in race–animal‐breeding historiography: the influence narrative and the projection narrative. The first reveals how perceptions of animal breeds and livestock‐breeding practices influenced the rise of racialist and eugenic worldviews. By contrast, the second shows how conceptualizations of human racial segregation contributed to the construction of ideas about the subdivision of domestic animal species into different breeds. The article argues that despite the projection narrative's inherent anthropomorphism, this perspective renders it possible to draft a nonanthropocentric history of the cross‐connections between race and animal‐breeding with a focus on human–animal relations rather than on human society.  相似文献

This article considers the ways in which Spanish state institutions responded to the Madrid bombings of 11 March 2004 in the context of the global ‘War on Terror’. It examines three inter‐related arenas of Spanish policy after 9/11 in which security and civil society are invoked in ways that impact upon the country's development agenda toward its southern Mediterranean partners. The first relates to Spain's external relations with its North African neighbours, and in particular the place of migration in shaping these relations over the last decade. The second concerns Spain's political relations with the representative organizations of its own Muslim populations. A third area of analysis pertains to the juridical‐institutional reactions of the state to the 11 March attacks: how have public authorities and civil society been affected and refashioned in the face of jihadist terrorism on the peninsula? The author argues that in each of these domains, the post‐9/11 context generally, and the 11 March attacks in particular, have elicited a securitization of civil society, which has in turn been associated with the country's international relations and domestic politics. Such securitization, however, has only been partially successful, thus vindicating the continuation of ‘politics as usual’ among Spain's state officials and its civil society.  相似文献

Contrary to earlier pessimistic predictions, the Comprehensive Agrarian Reform Programme (CARP) in the Philippines has achieved significant success in land redistribution, although not quite matching the original claims of the state. The dominant public policy and land reform literature, broadly divided between state‐centred and society‐centred approaches, has difficulty in fully explaining the unexpected outcomes of the CARP process. Going beyond these dichotomous views, and using Fox’s interactive framework for analysing state–society relations, this article argues that redistributive land reform can be implemented in a politically hostile situation when initiatives by state reformists ‘from above’ positively interact with social mobilizations ‘from below’.  相似文献

Abstract: This article investigates how capital–labour relations (encompassing processes of class formation, representation, struggle and compromise) impact on emerging regions’ developmental trajectories. It does so because much of development studies portray labour simply as an input (human capital) subordinate to more fundamental processes such as capital investment and accumulation. The paper draws on and extends insights gained from the “new working class studies” and global commodity chains literatures in order to examine evolving capital–labour relations—from relatively militant struggles to class compromise—in an emerging sector of North East Brazilian export horticulture. It identifies sources of workers’ structural and associational power and uses these to explain significant gains achieved by the region's rural trade union during the formation of the export horticulture sector. It then asks, why, despite continuing structural power, the region's trade union has entered into a class compromise with the leading employers via (a) reducing its militancy and its strategy of striking against employers to win concessions, and (b) shifting its objectives in terms of concessions sought. It speculates on the impacts of these changing class relations on the region's developmental trajectory.  相似文献

This article investigates how concepts from the field of public policy, in particular the Advocacy Coalition Framework (ACF) initially introduced by Sabatier and Jenkins‐Smith, can be applied to the study of foreign policy analysis. Using a most similar comparative case studies design, we examine Switzerland's foreign policy toward South Africa under apartheid for the period from 1968 to 1994 and compare it with the Swiss position toward Iraq after the Iraqi invasion of Kuwait in 1990, when the Swiss government imposed—for the first time—comprehensive economic sanctions against another state. The application of the ACF shows that a dominant advocacy coalition in Swiss foreign policy toward South Africa prevented a major policy change in Swiss–South African relations despite external pressure from the international and national political levels. Actually, quite the opposite could be observed: Swiss foreign policy increased its persistence in not taking economic sanctions against the racist regime in South Africa during the 1980s and early 1990s. The ACF, with its analytical focus on policy subsystems and the role of external shocks as potential triggers for change, provided a useful framework for analyzing the factors for policy change and stasis in Swiss foreign relations toward the selected two countries.  相似文献

Scholarship on neo‐extractivism agrees that this ‘post‐neoliberal’ model of development is founded on an inherent contradiction between the commitment to continue natural resource extraction and the need to legitimize these activities by using their revenues for poverty reduction. Using the cases of the national biofuel policies of the ‘post‐neoliberal’ governments of Argentina, Brazil and Uruguay, this article enquires why and how these policies emerged, how they were implemented, and how the resulting national experiences exemplify the inherent contradictions embedded in neo‐extractivist policies. Adopting a strategic‐relational approach to analyse state–society interaction, it is argued that the scope of progressive policies is conditioned to a large extent by pre‐existing social structures, institutions and state–society interactions. The article shows how progressive reforms intersect with the prevailing interests of agribusiness and state actors and are recast and used for different ends as these interact with powerful actors such as the multinational soybean complex and agrarian movements. It is suggested that the prevailing over‐emphasis in the neo‐extractivist literature on the politics of domination and contestation overlooks the multiple and complex rural responses of the different progressive governments. It also obscures the possibilities to explore the ruptures and continuities of these countries’ governments with previous models, and therefore fails to recognize state advances.  相似文献

Based on a case study of the South Korean automobile industry, this article explores the qualitative shift in employment practices implied by the expansion of contract labour from peripheral services to the main production activities of firms. This new phenomenon involves the greater integration of labour contracting into the production process, together with changes in employment practices and the rights of workers, which poses a challenge to our conventional understanding of labour contracting. The findings of the present study address the importance of investigating the issue of employment relationships and analysing the roles played by workplace actors in order to better understand the process of change in labour contracting and the consequences of increased numbers of non‐standard workers in the workplace. By revealing both the cooperation and the conflicting interests between workplace actors, the study highlights the sources of tension and contradiction associated with changes in labour contracting arrangements and the subsequent restructuring of the workplace.  相似文献

Organizing rural workers has always proved to be a challenge for the labour movement. This was especially the case in Scandinavia where well into the industrial era, labour and property relations in the agricultural countryside remained essentially feudal in character. Nonetheless, and especially in the rich agricultural districts of the southernmost province of Skåne, the Swedish labour movement had succeeded spectacularly by the interwar years. Perhaps unintuitively, a key to its success was that it focused as much money and energy on constructing new spaces of culture and leisure – so-called People's Houses and People's Parks – as it did to direct workplace organizing. Drawing on Kevin Cox's concepts of “spaces of dependence” and “spaces of engagement,” this paper explains how and why Sweden's labour unions succeeded in remaking Skåne's political geography and transformed the region into one of the strongest social-democratic districts in early-twentieth century Sweden.  相似文献

A focus on ‘negotiating statehood’ offers an alternative set of lenses on evolving transitions and transformations in African state–society relations to other more teleological perspectives. Notions of ‘negotiation’ and the ‘negotiability’ of authority structures allow recognition of the pliability of emerging state forms and may help in focusing on the dynamic processes through which statehood may be refounded and rationalized. This article presents a preliminary assessment of the analytical and empirical scope for employing the notion of ‘negotiating statehood’. The main argument is that although one can conceive of many processes as being negotiated, in (empirical) reality these particular lenses will be more appropriate for some situations than for others. The article therefore seeks to explore the limits of the conceptual framework associated with the idea of ‘negotiated’ statehood. It will do so through a review of selected historical and empirical contexts within which one might expect such particular dimensions to be highlighted, in contrast to situations where for one reason or another no such interactions (can) take place. In this connection the article also highlights the limitations the broader context places on the scope for realizing various state‐building designs.  相似文献
