This article examines whether Australia is a middle power. It identifies the three most popular approaches to defining a middle power: by a country's position, behaviour and identity. The article tests each definition against Australia, highlighting the strengths and weaknesses of each. Highlighting an earlier systemic approach to defining states, an alternative ‘systemic impact’ definition for middle powers is proposed. This approach, it is argued, provides a more comprehensive manner for identifying whether a country like Australia is a middle power, along with the implications for international security.  相似文献

This article juxtaposes two prominent discourses accompanying the neoliberalisation of EUrope's borders. The first is the emerging notion of humanitarian ‘migrant-centredness’ found in the policies of elites and security professionals in the field of EUropean border security and migration management. The second is the use of animalised metaphors and imagery that pervade narratives of ‘irregular’ migrants' embodied experiences of detention across and beyond EUrope. It argues that what is at stake in this juxtaposition is more than simply a discrepancy between the ‘rhetoric’ of neoliberal bordering and the ‘reality’ of ‘irregular’ migrants' experiences. Such a view, which is commonly held among diverse critics of border violence, ultimately makes a problematic appeal back to the very humanitarian frame that has already been coopted by authorities associated with or even complicit in that violence. Seeking an alternative diagnosis and ground for critique beyond the ‘rhetoric/reality’ bind, the analysis draws on conceptual resources found in (post)biopolitical theory – particularly Jacques Derrida's concept of ‘zoopolitics’ – in order to identify and explore animalisation as a specific spatial technology of power. Understanding the work that the zoopolitical threshold does in shaping contemporary spaces of incarceration and producing animalised subjects offers new insights into both governmental logics of border security and the limits of humanitarian-based critiques.  相似文献

In this two‐part article, explored are the many funded programmes by which security agencies and private companies mine ‘big data’ and attempt to measure the sociocultural and psychological states of whole populations. How is failure or success measured? What kinds of new institutions/practices might these give rise to? Part 1 ‘The Pentagon's quest for a “social radar”’, published in this issue, comes to terms with today's many sociocultural modelling and forecasting efforts, looks in detail at one company in particular, and ends up reviewing the role of anthropologists in their development and critique. Part 2 ‘“Big data”, algorithms, and computational counterinsurgency’, to be published in a future issue, will analyze the rise of ‘predictive policing’ and its Pentagon connections, reviews two programmes, and poses these in the context of scientists' concerns over artificial intelligence and long‐term human survival.  相似文献

China's foreign policy has been long committed to a principle of non-interference in the internal affairs of sovereign countries. While one could easily point out past and present-day inconsistencies in its implementation, this article argues that defenders and critics of the principle both rely on a limited interpretation of ‘interference’ or ‘intervention’ based on an ideology of Westphalian sovereignty. Particularly problematic is the conceptual distinction between the ‘political’ or ‘diplomatic’, on the one hand, and the ‘economic’, on the other. As Polanyi's concept of embeddedness reminds us, markets, society and politics occur simultaneously, and can only act as discrete realms in epistemological abstractions. It is thus argued that non-interference is a semi-formal institution that governs China's diplomatic engagements and affects its economic activities. While the totality of China's interactions with the world has diverse and sometimes contradictory impacts on global governance, non-interference itself has apparent consequences for the rescaling of regional economic governance. Specifically, this article contends that Chinese non-interference results in the empowerment of political elites at national levels, and thus in the (re-)emergence of the nation state as a gatekeeper and facilitator of the advancement of capitalist enterprises. As a result, through non-intervention, China's foreign policy undermines supranational regulatory approaches and fosters state-based regional architectures.  相似文献

Children's and young people's access to and use of digital technologies have received increasing attention in recent years. While influential UK media commentators have often focused on associated risks, researchers have taken a less exclusively problem-focused approach. Children and young people's use of, for example, social media and computer games to extend the spaces available to them in which to maintain relationships, to experiment with social identities, and to engage in an ‘economy of dignity’, however fragile, have all been highlighted. This paper builds on this work to further consider the role of such resources, accessed primarily through computers and mobile phones, as means of caring for oneself or ‘self-care’. It draws on a qualitative study which employed visual and audial methods to explore the sense of belonging (or not) of young people who have been ‘looked after’ by others than their biological parents, often in less affluent circumstances.  相似文献

All of the communist party‐ruled states of Eastern Europe, from the elder brother of the ‘socialist family’, the Soviet Union, to non‐aligned, sui generis Yugoslavia, are in some degree of economic crisis. Gone are the once loudly trumpeted assurances that the socialist ‘economic formation’ by its very nature — its centrally planned and directed economy, its leadership by a communist party armed with the ‘scientific’ social and economic theory of Marxism‐Leninism and its foundation on the principles of proletarian social justice — excluded the possibility of economic ailments such as sluggish growth rates, inflation, social inequality and unemployment. It is now admitted that precisely these problems currently threaten virtually all communist systems. The principal issue for the political elites in these countries (with the perhaps temporary exception of relatively prosperous East Germany and Czechoslovakia and perennially contrary Romania) is not whether radical reform is necessary, but how to implement the requisite economic, social and quasi‐political reforms without undermining the foundations of ‘socialism’ and of the communist party's domination that they identify with it Yugoslavia is a valuable test case of the general project of reform in communist systems, since it consciously undertook to dismantle the of Stalinist system it had been establishing under Soviet tutelage at the end of World War II in response to Stalin's ostracism of Tito in June 1948. From its inception the Yugoslav reform process was informed by a commitment to return to the sources of Marxian social and economic theory in order to build an authentic socialist system untrammeled by the structures and immoral practices of Stalinist ‘etatism’. Worker self‐management, ‘market socialism’, the decentralisation of political and economic decision‐making, periodic rotation in office, and a number of other formally democratic, participatory socio‐political processes, most of which Gorbachev and his supporters have been discussing under the rubric of perestroika, glasnost’ and demokratizatsiia, have all been tried in one form or another in Yugoslavia during the past four decades.  相似文献

ABSTRACT

This article compares the development of specialty food in Denmark, Norway and Sweden using a number of quantitative indicators as well as a qualitative analysis of government policy. The analysis shows that specialty food has increased in importance in all three countries over the last twenty years, but there are important differences in the kind of specialty food that has developed and the nature of government intervention and governance structures. Overall, Sweden appears to have the largest production of specialty food and drink and is particularly strong in organic production and consumption, farm processing and farm shops. Norway has a large number of products with protected origin and also leads in the number of farmers’ markets. Denmark lags behind the other countries on most indicators, but has witnessed the fastest growth in microbreweries over the last five years. Theoretically, the article challenges the ‘negative’ definition of specialty food as ‘non-industrial’ or ‘alternative’, and suggests a more nuanced approach. Empirically, it points towards the possible existence of a ‘Scandinavian model’ of specialty food governance with extensive interaction between central government, local government and private firms to stimulate the growth of specialty food.  相似文献

This paper considers the Australian intervention in Solomon Islands as evidence of Mark Duffield's claim that the concept of development has been reinterpreted or ‘radicalised’ in the post-Cold War period. Duffield's contention that development now incorporates more transformative measures to address the concern among Northern states for conflict resolution is presented as a manifestation of the security–development nexus. The following argues that although Duffield's analysis cannot be applied to Solomon Islands without qualification, his claims provide insights into the disjuncture between Australian governmental declarations, policy and policy outcomes in regard to the ongoing Regional Assistance Mission to Solomon Islands.  相似文献

The proposition that Australia faces an ‘arc of instability’ to its north has been an important feature of the Australian strategic debate in the early twenty-first century. Prompted by worries in the late 1990s over Indonesia's future and East Timor's uncertain path to independence, the ‘arc’ metaphor also encapsulated growing Australian concerns about the political cohesiveness of Melanesian polities, including Papua New Guinea and Solomon Islands. While tending to overlook the divergent experiences of countries within its expanding boundaries, the ‘arc’ fed from Australia's historical requirement for a secure archipelagic screen. As such it has became an important weapon in the debate over whether the locus of Australia's strategic priorities should be increasingly global in the ‘war on terror’ period or remain closer to home in the immediate region. The ‘arc of instability’ metaphor was consequently adopted by leading Australian Labor Party politicians to argue that the Howard Coalition government was neglecting South Pacific security challenges. It became less prominent following the Howard government's greater activism in the South Pacific, signalled by Australia's leadership of the East Timor intervention in 2003. But its prominence returned in 2006 with the unrest in both Honiara and Dili. In overall terms, the ‘arc of instability’ discussion has helped direct Australian strategic and political attention to the immediate neighbourhood. But it has not provided specific policy guidance on what should be done to address the instabilities it includes.  相似文献

This article demonstrates that Iran conforms to Richard K. Betts' model of a ‘pariah’ nuclear aspirant, as its nuclear program is driven by a potent combination of security, normative and domestic political motivations. The regime's commitment to its nuclear program is influenced by Iran's long-standing sense of vulnerability to both regional and international adversaries, and an enduring sense of national humiliation at the hands of foreign powers, in parallel with a powerful belief in the superiority of Persian civilisation. This has resulted in the development of a narrative of ‘hyper-independence’ in Iran's foreign policy that simultaneously rejects political, cultural or economic dependence and emphasises ‘self-reliance’. The presumed security benefits that a nuclear weapons option provides are seen as ensuring Iranian ‘self-reliance’ and ‘independence’. This suggests that current strategies that focus exclusively on Iran's security motivations or on a heightened regime of sanctions are fundamentally flawed, as they fail to recognise the mutually reinforcing dynamic between Iran's security and normative/status-derived nuclear motivations.  相似文献

This paper discusses Mark Duffield's theory of the merging of development and security. It introduces failed states as a key linkage between these concepts. To subject the theory to a partial empirical test, the use of the term ‘failed state’ in Australian security discourse vis-à-vis three countries in the South Pacific is presented. Evidence from these cases supports the notion that security and development are indeed coming together. This threatens to strip development policy of its meaning, subordinating it to security concerns.  相似文献

This paper argues against dismissing as ‘populist nationalism’ every positive view of one's nation and ignoring patriotism as its antithesis. The European nation exists in two senses: as a large ‘social group’, a community of real people, and as an abstract community of cultural values promoted by intellectual elites grounded in a humanities‐based education. The widespread prejudice that condemns every positive expression of one's relationship to the nation has proved counterproductive because it has prompted ever stronger spontaneous reactions in the form of primitive nationalistic egoism. This has weakened the commitment people feel towards their nation and the humanistic potential that the nation possesses as a cultural community of values. Consequently, anti‐national European intellectual elites bear some responsibility – along with those preaching neoliberal individualism – for the success of populist demagogues and the decline in patriotic values. Given the state of education today, a revival of humanist culture for national elites seems impossible, making the continued rise of primitive nationalism appear unstoppable.  相似文献

This article argues that George Savile's thought casts light on international relations in the seventeenth century. Halifax's life and works concern not only England's domestic politics, but also its foreign affairs. Indeed, he develops a clear vision of international politics. This article analyses Halifax's international thought, in particular three concepts that are closely related to one another: ‘interest’, ‘reason of state’, and ‘balance of power’. Through the study of these ideas, this article will try to point out both the novelty of Halifax's thought compared with that of his contemporaries, and to reverse the stereotypical understanding of his intellectual legacy and political behaviour. The ‘trimmer’ contrasts with Louis XIV's attempt to establish a universal monarchy across Europe, outlining a doctrine of moderation that seeks to ensure liberty, security, and restraint in international relations.  相似文献

The entry into force of the Lisbon Treaty invites and enables Europe to develop elements of a common foreign policy. Europe should resist the tendency of listing all issues calling for attention, and be aware that it will have to address three agendas, not just one. The first agenda is the Kantian one of universal causes. While it remains essential to European identity, it presents Europe with limited opportunities for success in the 2010s as could be seen at the 2009 Climate Summit in Copenhagen. The ‘Alliance’ agenda remains essential on the security front and would benefit from a transatlantic effort at rejuvenation on the economic one. Last but not least, the ‘Machiavellian’ agenda reflects what most countries would define as their ‘normal’ foreign policy. It calls for Europe to influence key aspects of the world order in the absence of universal causes or common values. While Europe's ‘Machiavellian’ experience is limited to trade policy, developing a capacity to address this third agenda in a manner that places its common interests first and reinforces its identity will be Europe's central foreign policy challenge in the 2010s. A key part of the Machiavellian agenda presently revolves around relations with Ukraine, Turkey and the Russian Federation, three countries essential to Europe's energy security that are unlikely to change their foreign policy stance faced with EU soft power. Stressing that foreign policy is about ‘us’ and ‘them’, the article looks at what could be a genuine European foreign policy vis‐à‐vis each of these interdependent countries, beginning with energy and a more self‐interested approach to enlargement. The European public space is political in nature, as majority voting and mutual recognition imply that citizens accept ‘foreigners’ as legitimate legislators. At a time when the European integration process has become more hesitant and the political dimension of European integration tends to be derided or assumed away, admitting Turkey or Ukraine as members would change Europe more than it would change these countries. Foreign policy cannot be reduced to making Europe itself the prize of the relationship. What objectives Europe sets for itself in its dealing with Ukraine, Turkey and Russia will test whether it is ready for a fully‐fledged foreign policy or whether the invocation of ‘Europe’ is merely a convenient instrument for entities other than ‘Europe’.  相似文献

This article aims to illustrate the trajectory of Japan's security identity transposition. As one of the catalysts in identity transposition, it focuses on the constitutive roles of norms regulating Japan's overseas dispatches of the Self-Defense Forces (SDF). Whilst keeping the identities of ‘a peace state’ and ‘a civilian power’, the authors argue that Japan has crafted a new security identity after the end of the cold war and the 9/11 terrorist attacks—namely, ‘an international humanitarian power’. As evidence of this transposition, the authors illustrate a dramatic increase in the number of overseas SDF dispatches on humanitarian missions, and the shift of domestic and foreign responses to it. The authors note that Japan has been on the road to remilitarisation and internationalisation during the past four decades through the enactments of laws for overseas SDF dispatches, the general public's shift of attitude on the SDF's roles, the evolution of the alliance in a more operational direction, and the creation of threats from North Korea and China. Lastly, the authors argue that there is still a long way to go before Japan emerges as a normal state because of the presence of many domestic and structural barriers, especially multiple identities defining the Japanese state.  相似文献

Iraq has not enjoyed regular foreign relations since 2003, and arguably for several years before. Looking ahead, Iraq is now in a position to develop its foreign relations fully, yet how these relations will be constructed remains unclear. As with all states, Iraq's foreign policy remains conditioned by geopolitical factors— and in particular control of resources, access to waterways, and its geographical location between the Arab world, Turkey, and Iran. There are also the legacies of the Ba'athist regime to consider—and especially the way foreign policy was constructed, and how ‘foreign’ was defined in terms of foreign to the regime, rather than to Iraq. Layered on top of these geopolitical determinants and legacies is the reality of the post‐2003 state. With the removal of the structures of the Ba'athist regime and the emergence of new political elites under the guidance of the US, Iraq's foreign relations are now clearly different, yet some of the patterns of the past still remain very much in place.  相似文献

Russia's military incursion into Georgia in August 2008 and formal recognition of South Ossetia and Abkhazia raise fundamental questions about Russian regional policy, strategic objectives and attitudes to the use of armed force. The spectacle of maneouvre warfare on the periphery of Europe could form a watershed in post‐Cold War Russian relations with its neighbourhood and the wider international community. The speed and scale with which Russia's initial ‘defensive’ intervention to ‘coerce Georgia to peace’ led to a broad occupation of many Georgian regions focuses attention on the motivations behind Russian military preparations for war and the political gains Moscow expected from such a broad offensive. Russia has failed to advance a convincing legal case for its operations and its ‘peace operations’ discourse has been essentially rhetorical. Some Russian goals may be inferred: the creation of military protectorates in South Ossetia and Abkhazia; inducing Georgian compliance, especially to block its path towards NATO; and creating a climate of uncertainty over energy routes in the South Caucasus. Moscow's warning that it will defend its ‘citizens’ (nationals) at all costs broadens the scope of concerns to Russia's other neighbour states, especially Ukraine. Yet an overreaction to alarmist scenarios of a new era of coercive diplomacy may only encourage Russian insistence that its status, that of an aspirant global power, be respected. This will continue to be fuelled by internal political and psychological considerations in Russia. Careful attention will need to be given to the role Russia attributes to military power in pursuing its revisionist stance in the international system.  相似文献

The books included in this review article are essential for the understanding of what I call Putin's sistema—the governance model that originated in the Soviet system but has transformed and adapted to global change. Each book tackles, from a different angle, the issues of Russia's transition and suggests ways to describe its political consequences. The books all attempt to identify some underlying logic or organizing force in a Russian society that has emerged through weak institutions. Although I join the authors in their criticisms of the ‘transition paradigm’ and its ‘opening‐breakthrough‐consolidation of democracy’ formula, transformations of the Soviet sistema seem to resonate with the ‘opening‐breakthrough‐consolidation of capitalism’. Perestroika can be seen as an ‘opening’ in shaking the foundations of sistema; Yeltsin's era as a ‘breakthrough’; and Putin's regime as the ‘consolidation’ of capitalism but with its distinct characteristics.  相似文献

This article employs fieldwork research and literature analysis to examine contemporary perceptions of China's emergence in popular and elite opinion in Russia and the Central Asian states, particularly Kazakhstan. It initially establishes a framework for understanding China's emergence, emphasizing a trilateral dynamic between the hegemonic position of the US in Asia, the evolution of the strategic choices of China's neighbours and the development of strategic regionalism as a mechanism for managing regional spaces. Choosing to take the Commonwealth of Independent States as a particular case of this framework, it argues that the interaction between Russia, China and the US remains highly fluid, particularly under the conditions ‘of re‐setting’ the US‐Russian relationship. This means that regional contexts are highly significant; and it establishes Central Asia as an important new strategic region for working out relations between Russia, China, and the US through their interactions with regional states. The second part of the article examines Russian and Central Asian responses to China's emergence. It looks at three categories of motivation in China's regionalism: its system for accumulative growth; its problems with weak constitutionality and transnational security in its western regions; and its concern with US/NATO encroachment on its western frontier and the US attempt to turn Central Asian elites away from their traditional alignments. The third part looks at China's promotion of the Shanghai Cooperation Organisation (SCO) as its mechanism for strategic regionalism in Central Asia. The article questions the SCO's significance in terms of its capacity for governance and functionalism, and points to the problem of institutional competition, notably with Moscow's preferred structure of the Collective Security Treaty Organization. The article concludes that China will be an unconventional superpower that presents different facets of itself in different regional contexts. There will not be a single model of China's emergence and it will continue to develop its international role through a mix of adaptation and experimentation. However, China's strategy will pose a problem for Russia and Central Asia since it seeks to create a strategic space that does not challenge the West, but exists substantially outside the West. Russia, in particular, has to decide whether it will be able to maintain its current stance of independence between Europe and Asia as China's rise shifts the frontiers between East and West.  相似文献

This study analyses British and local Iraqi elites’ efforts to avoid social revolution through promotion of economic development during the last years of the Iraqi monarchy. Discussing the complex set-up of domestic Iraqi elites and their ambiguous relations with British officials in Iraq, it argues that the structural composition of the Iraqi state itself is an important explanatory factor for the swift overthrow of the old regime in 1958. Using British archival records, this article analyses the politics of avoiding reform and promoting economic development to which Iraqi elites and the British were privy. It shows how economistic ideas of ‘modernisation’ and economic growth were believed to be the solution to Iraq's endemic problems of social unrest and politicisation of large parts of the population. Arguing that increased wealth through oil-fuelled development programmes would ultimately trickle down to all strata of the population and thus stave off the danger of revolution, the British failed to realise that Iraq's structural setup with its unscrupulous politicians and wealthy landowners at the apex of power, along with an all-permeating patronage system, effectively hampered any dispersal of what little new wealth was generated through these projects.  相似文献
