Cross‐border residential mobility (CBRM) has so far largely been approached from a transnational perspective. However, recent developments in border studies and transnationalism give rise to certain doubts. While border studies have come to include mental borders next to physical borderlands, transnationalism today refers not just to cross‐border movements but also to identities trans‐cending the national. But border studies have shown that the increased crossing of borders is not necessarily coupled with their diminished significance. CBRM is a particularly interesting phenomenon as it entails the continuous crossing of a physical border, but the question is whether it also implies the erosion of mental borders and the emergence of transnational ties. While drawing on experiences from parallel cases, my study focuses on Poles from Szczecin moving just across the boundary to Vorpommern, Germany. Some are integrating there, but their large majority appears to carry on with everyday life in Poland as before moving. This settlement has triggered considerable resentment among local Germans, who as a reaction mark the borderland discursively and physically. As my survey shows, while both groups regularly cross the physical border, many even among the cross‐border residents consider it as a necessary dividing line or prefer cooperation to be reserved to some activities. Hence, unlike longdistance migration leading either to diaspora identities or to gradual dissolution in the majority culture, CBRM appears as a specific form of international migration where the physical proximity allows such intensive links with the country of origin that transnational effects are mitigated.  相似文献

The Canadian government and the Meadow Lake Tribal Council sponsored a forest extraction corporation in eastern Nicaragua that restructured 16 Miskitu and Mayangna villages and transformed local human‐environment interactions. The Central American aid project demonstrated paternalistic and interventionist tendencies and exposed biases in inter‐Indigenous aid that rendered it inseparable from conventional aid. This case encourages reflection on social and ecological impacts from the marketing of collective resources, the creation of Indigenous development corporations, and the decision‐making criteria and processes driving foreign aid. The case study demonstrates how foreign aid programs targeting Indigenous Peoples may actually thwart the self‐determination that they set out to encourage. Aid agencies and business partners, who had limited knowledge of local cultures and institutions, created externally defined rules that instigated resource conflicts and undermined the authority of customary leaders without resolving poverty or uneven development.  相似文献

Starting from an econometric model of local employment growth, applied to Canada (1971–2001), residuals—relative to model predictions—are analyzed over time and over space, in turn allowing us to draw a distinction between general explanatory variables and factors of a more local, cyclical or accidental nature. The model's explanatory power grows over time, founded on variables such as urban size, market access and industrial structure, allowing us to conclude that local employment growth in Canada follows an increasingly geographically predictable pattern. However, an examination of the residuals reveals more localized processes. Growth volatility is most manifest in Alberta and British Columbia, home to the most erratic local economies. Emerging patterns are visible in the last period, most notably the underperformance of Northern Ontario and of non‐metropolitan communities between Windsor and Québec City, lying along the Great Lakes and the Saint Lawrence. The over‐performance—compared to model predictions — of small and mid‐sized towns in south‐eastern Québec can, on the other hand, be interpreted as a sign of truly local social processes, generally associated with a particularly dynamic local entrepreneurial class.  相似文献

Freeze‐thaw cycles are most common at the beginning or near the end of the winter season. These cycles have various effects on the ecosystems of Eastern Canada, affecting both biotic and abiotic components of temperate cold environments. Using air temperature minima and maxima from four meteorological stations close to Québec City, we determined the frequency of daily freeze‐thaw cycles for the last 30 years. The results show no significant increase in the number of freeze‐thaw cycles despite a small increase in air temperature. Polynomial curves describing the relationship between mean air temperatures and the number of freeze‐thaw cycles were calculated. Based on these equations and anticipating a climate change scenario, we projected future freeze‐thaw cycles. Assuming a 5 °C increase in mean air temperatures by 2100, we estimated that the number of days with a freeze‐thaw cycle could increase by approximately 20 days per winter. The increase in the number of such cycles will be concentrated during the coldest months of the winter (January and February).  相似文献

African borderlands – such as those between South Sudan, Uganda and Congo – are often presented by analysts as places of agency and economic opportunity, in contrast to hardened, securitized borders elsewhere. We emphasize, however, that even such relatively porous international borders can nevertheless be the focus of significant unease for borderland communities. Crossing borders can enable safety for those fleeing conflict or trading prospects for businesspeople, but it can also engender anxieties around the unchecked spread of insecurity, disease and economic exploitation.Understanding this ambiguous construction of borders in the minds of their inhabitants requires us, we argue, to look beyond statist or globalizing discourses and to appreciate the moral economies of borderlands, and how they have been discursively and epistemologically negotiated over time. Narratives around witchcraft and the occult represent, we argue, a novel and revealing lens through which to do so and our study draws on years of fieldwork and archival research to underline how cartographies of witchcraft in this region are, and have long been, entangled with the construction of state political geographies, internal as well as international.  相似文献

This paper examines the role of the Ottawa Local Immigration Partnership in the Syrian refugee resettlement in Canada's national capital following the federal government's 2015–2016 resettlement plan. Based on the findings of qualitative data collection—including semi‐structured interviews with representatives from community organizations, settlement agencies, and the City of Ottawa—two main arguments are advanced. First, while the current literature tends to portray the Canadian settlement sector as a passive victim in the face of neoliberal restructuring and austerity measures, this paper offers a more nuanced perspective by reflecting on the sector's ability to exert agency by developing initiatives and devising strategies that are rooted in the local context. Second, the case of the Ottawa Local Immigration Partnership sheds light on the significance of intersectoral networks and partnerships that extend beyond the settlement sector to build a sound approach for welcoming refugees and newcomers more generally. These findings serve to demonstrate the potential of partnerships as a place‐based settlement model that is responsive to context‐specific needs and enhances local community strengths, thus providing important lessons that can inform future immigrant and refugee (re)settlement and integration in other Canadian cities and regions.  相似文献

The Canadian ‘staples thesis’ literature has documented both the risks (in the tradition of Harold Innis) and the opportunities (in the tradition of W. A. Macintosh) inherent in economies that are dependent on the export of minimally processed natural resources. The key risk is that of retarded long‐term growth as a result of a lack of diversification and over‐dependence on foreign capital and markets. This article argues that the demographic consequences of staples approaches to development also make it difficult to achieve diversification. It profiles Australia's Northern Territory as an example of a mining‐dependent (fiscal) economy that demonstrates a particular demographic profile consistent with what might be expected of a resource frontier. The article argues, however, that restrictive demographic characteristics persist (high sex ratios, high population mobility, disadvantaged position of indigenous people and remote dwellers) even though mining has become an insignificant direct employer (less than one percent of the workforce) and the services sector drives the labour market. This persistence can be linked to the Territory and federal government expectations of economic development patterns in the region and the frontier mythology created around the Northern Territory. Addressing the demographic imbalance is a critical step towards realizing ambitions for economic diversification.  相似文献

Although the “food desert” concept has captured the public imagination and spurred public policy efforts in many North American cities, the term has been critiqued by academics for being definitionally and methodologically vague, and for providing an incomplete picture of the complexity of food access. Rather than dismiss the study of urban, inner‐city food deserts, however, scholars can study disparities in retail food access through a historical, critical political economy lens to understand underserved retail landscapes as a product of capital formation and rescaling over time. The purpose of this article is to conduct such an analysis, using the case study of a low‐income community in Kingston, Ontario. Using historical research and qualitative interviews, the major finding of this analysis is that the physical accessibility of retail food appears to have declined over time in relation to the capitalization of the retail food sector. An imperfect relationship can be outlined over three phases of Canadian urban economic history to suggest that the food desert problem emerged largely in the transition from a decentralized, small‐scale, and neighbourhood‐embedded retail food industry to the scaled‐up, disembedded industry that now dominates the landscape. This industry‐level rescaling is contributing to a new urban politics of class and consumption through subtle, everyday activities such as food shopping.  相似文献

This invited essay responds to requests by the Suzanne Mackenzie Memorial Lecture Nominating Committee and by the former Editor of this journal to take stock of and provide intellectual‐historical context for the major preoccupations that characterized feminist urban geography in its early years, by means of a personalized reflection in light of the author's own positioning in those debates and interventions. The thread running through the article is that of the relationship between the ‘economic’ and the ‘social’ in urban geography. The geography of the Canadian economy has long been dominated by heartland‐hinterland contrasts, with manufacturing identified as the dominant function of most heartland cities in analyses of the 1961 and 1971 census data. However, the proportion of employment in manufacturing has been declining in the heartland provinces of Ontario and Quebec over the past fifty years and some geographers argue that the heartland‐hinterland dimension of the regional economy is being overridden by city‐regions that are integrated into global networks of production and trade. The heartland‐hinterland trends are examined using multifactor partitioning (MFP), an advanced shift‐share methodology, for the period of 2001–2006. This is the first intercensal period in which Canadian business has faced the full impact of the removal of North American tariff protection and the increased globalization of the Canadian economy. The data covers employment by eighteen industry sectors for the seventy‐three economic regions defined by Statistics Canada. MFP measures the region and industry‐mix effects, which are interpreted as in the traditional shift‐share model (though they are derived more accurately) and, in addition, an interaction effect. The results demonstrate that the broad heartland‐hinterland differences in the distribution of population and employment growth are increasing not decreasing and that the hinterland is in fact falling further behind the heartland in employment growth. However the Calgary‐Edmonton corridor and the Lower Mainland of British Columbia are emerging as a western heartland. The population size of cities does affect their rates of employment growth, but so too does their location: the growth of heartland cities is outpacing those in the hinterland. Parks Canada began the Northern Satellite Monitoring Program in 1997, with the objective of tracking large‐scale vegetation variation in Canadian ecosystems and helping land managers to develop appropriate management practices in response to climate change. Under this program, a sequence of 10‐day composite Advanced Very High Resolution Radiometer (AVHRR)‐derived Normalized Difference Vegetation Index (NDVI) data from 1985 to 2007 was examined to study seasonal and inter‐annual relationships between vegetation and climate data over Canadian ecosystems using statistical and wavelet analysis. Statistical analysis showed that temperature was the principal driver for seasonal variability in greenness, explaining more than 70 percent of seasonal variation in vegetation for most Canadian ecozones. In comparison with temperature, the relationships between NDVI and precipitation were weaker but still significant. Maximum annual NDVI showed increasing trends in Canadian ecozones during the study period, although increasing rates were spatially heterogeneous. Wavelet analysis confirmed that inter‐annual variation in NDVI was different at two ecozones in Canada. NDVI variation in the Northern Arctic was significant at scales of 3–4 years from 1997 to 2001, which was associated with temperature and precipitation variation. Comparatively, NDVI variation in the Boreal Shield was significant at scales of 5–8 years from 1991 to 1999, but did not correspond with climate variation.  相似文献

North American cities have undergone dramatic changes over the last century. Locations that were once inconvenient have become accessible through extensive road networks leading to population decentralization from the traditional urban centre to suburbia, creating polycentric sprawls from once monocentric communities. Hamilton, Ontario is one such city. The decentralization and urban decline of the city is widely attributed to sprawling development. This change in the sociospatial structure creates challenges for transportation planners as we see greater automobile dependency, greater commuting distances and increased congestion. Smart growth policies such as urban residential intensification (URI) aim to increase population densities in the urban core. This exploratory study estimates the benefits of such policies from a transportation aspect. It is predicted that the City of Hamilton will experience household growth of approximately 80,000 households over the period 2005–2031. Using IMULATE, an integrated urban transportation and land‐use model, a variety of development scenarios model this anticipated growth. Changes in vehicular emissions, traffic congestion and energy consumption as a result of URI are examined. Models of the land‐use/transportation relationship demonstrate how increasing population densities within a city's urban centre drastically reduce congestion, emissions and gasoline consumption.  相似文献

Abstract

The paper explores the emergence of prophetic activism as a counter-narrative to the dominance of conservative Christianity in national politics. It is based on the premise that the use of religion in American politics remains highly contested. While portions of American Christianity support an imperial project, alternative visions of a more humane future are simultaneously gaining strength. These new forms of prophetic activism are emerging in two distinct yet overlapping social locations: the borderlands and among cosmopolitans. Given the marginality of the borderlands context, prophetic activism has become firmly grounded in liberative religious paradigms that empower people to identify the commonalities between contemporary forms of exploitation and those against which the ancient biblical prophets once raged. An embrace of these same liberative paradigms also enable cosmopolitans to enter into solidarity with the struggles of others for justice.  相似文献

Metropolization and the rank/size ’law‘: the Canadian case, 1971–2001 There is currently considerable interest in the process of metropolization. One of the consequences of this process, observed by numerous researchers, is the slower growth and even decline of small and medium cities. From a theoretical point of view, this process is compatible with endogenous growth theory: metropolitan areas offer economic actors certain key factors (access to information, to global networks, etc.) that smaller cities cannot. Concurrently, however, there is a resurgence of interest in Zipf's law and, more generally, in the stability of urban hierarchies. These two bodies of work appear to be in contradiction. However, using Canadian data from 1971 to 2001, we show that whilst metropolization is indeed occurring, this is not necessarily incompatible with a regular urban hierarchy. Indeed, if it is assumed that Zipf's rank‐size rule applies to urban systems in stable socio‐economic contexts, and that this regularity can be disrupted by fundamental social and economic changes, then the current wave of metropolization can be interpreted as a re‐ordering of cities in the face of the major social and economic changes of the 1980s and 1990s, which may eventually lead to a new equilibrium compatible with Zipf's law.  相似文献

Like many other forms of scholarship in geography, tourism geography has evolved as a distinct subfield of inquiry within the discipline, although the contributions of tourism geographers are perhaps more readily acknowledged in the multidisciplinary realm of tourism studies. I trace the evolving relationship of tourism geography to both the discipline of geography and to the field of tourism studies. In doing so, I reflect on such influences as the role of institutions, paradigm shifts, technology, and other factors that affect the creation and management of geographic knowledge in the twenty‐first century. The intent of this article is two‐fold: first, to appeal to geographers for greater recognition of the importance of tourism as a quintessential component of geographic study that in today's world warrants integration into core aspects of geographic enquiry; second, to use current debates within both tourism studies and geography to reflect on issues of disciplinarity, interdisciplinarity, transdisciplinarity, and even postdisciplinarity.  相似文献

In 2013, President Xi Jinping formulated China's vision of Eurasian connectivity: The Silk Road Economic Belt. The strategy envisages the construction of infrastructure networks that will enmesh the Eurasian continent and form an interconnected space of exchange. Since the plan was announced, the Economic Belt has attracted much academic and media attention in terms of the infrastructure being built and its future potentialities. At the same time, questions about the sustainability of this infrastructure in a dynamic Sino–Inner Asian borderland, with its highly fluid terrain and socio-political geography, have been virtually absent from the debate.The inevitable decay, maintenance and social ambiguity surrounding transport infrastructure lack the appeal associated with new construction projects; yet, discussing them is crucial in the context of mega initiatives such as the Economic Belt. It is important to bring it back ‘down to the ground’ and into more mundane terms. By zooming in on a single desert road in northwest China that has been designated as a crucial conduit in the westward arc of the Economic Belt, this article draws attention to the social complexity and ecological vulnerability of transport infrastructure in the Sino–Inner Asian borderlands. At one scale, this infrastructure is part of China's vision of globalization; at another scale, however, it is firmly embedded in local contexts. By pushing the political, ecological and material complexity of road maintenance to the centre of our inquiry, the article offers a new perspective on the current construction boom and its sustainability.  相似文献

A growing number of geographers seek to communicate their research to audiences beyond the academy. Community‐based and participatory action research models have been developed, in part, with this goal in mind. Yet despite many promising developments in the way research is conducted and disseminated, researchers continue to seek methods to better reflect the “culture and context” of the communities with whom they work. During my doctoral research on homelessness in the Northwest Territories, I encountered a significant disconnect between the emotive, personal narratives of homelessness that I was collecting and more conventional approaches to research dissemination. In search of a method of dissemination to engage more meaningfully with research collaborators as well as the broader public, I turned to my creative writing work. In this article, I draw from “The komatik lesson” to discuss my first effort at research storytelling. I suggest that research storytelling is particularly well suited to community‐based participatory research, as we explore methods to present findings in ways that are more culturally appropriate to the communities in which the research takes place. This is especially so in collaborative research with Indigenous communities, where storytelling and knowledge sharing are often one and the same. However, I also discuss the ways in which combining my creative writing interests with my doctoral research has been an uneasy fit, forcing me to question how to tell a good story while giving due diligence to the role that academic research has played in its development. Drawing on the outcomes and challenges I encountered, I offer an understanding of what research storytelling is, and how it might be used to advance community‐based participatory research with Indigenous communities.  相似文献

Western firms engaged in mass retailing and in product assembly make frequent changes to their global production networks (GPNs). Indeed, some GPNs show a tendency to hypermobility, which we define as a rapid switching of economic links among manufacturers, importers, and retailers. This theme is explored in the context of the Canadian bicycle industry where domestic production collapsed between 1980 and 2008, following a century of remarkable stability. After a period of flux when Taiwan was the key player, China has emerged as the dominant original equipment manufacturer (OEM) of bicycles sold in Canada, with big‐box stores accounting for the great majority of sales. We connect this increasing fluidity in supply arrangements and in the global organization of the industry with the governance of these GPNs. Several aspects of governance are considered, including the Sloanist practices of the largest Canadian retailers, and the activist role of the Chinese state in directing regional patterns of manufacturing in China.  相似文献
