This article examines the symbolic construction of Canadian national identity by the 1993–2006 Liberal governments and the 2006–2015 Conservative governments. To do so, it employs the concept of a ‘national symbolic order’, which refers to the complex set of public symbols that invoke, transport, and define claims to a shared national identity. Within Canada's national symbolic order, we focus on the state's use of national symbols across two domains: Speeches from the Throne and banknotes. Our analysis shows that Canada's recent Conservative government has used both of these domains to reshape Canadian national identity in ways that accord with neo-conservative values and ideology, and that it has done so in a coherent, consistent, and comprehensive fashion. This analysis highlights the symbolic strategies employed by state actors in linking particular ideologies to their nation-building projects; these strategies span multiple political and policy spaces.  相似文献

Thomas Hill Green (1836–82) has been widely recognized for his contributions to Liberal political‐social theory and for his Liberal partisanship. Historians and political theorists continue to emphasize his advocacy of limited state interference and democratic localism, as well as his anti‐imperialist statements. Recent scholars of English nationalism, national identity and patriotism, including Peter Mandler, Julia Stapleton, Krishan Kumar, H.S. Jones, Roberto Romani and Georgios Varouxakis, acknowledge Green as an acolyte of Giuseppe Mazzini, a Cobdenite and a Little Englander. While they place Green's ideas within a continuum of Victorian Liberal nationalist ideas (blending into Conservatism and socialism during the 20th century), their investigations foster the view that Green placed little value in the nation as a focus of individual and collective identification. In their readings of Green, the abstract ‘community’, free of national peculiarities, was to him the antidote to both individual and national narrowness. However, examination of Green's statements about community, the moral ideal and religion reveals that his theorising was informed by a view of national character different from that of most contemporary liberal intellectuals. Green rejected the ‘Liberal anglican’ view that a national church or clerisy was necessary to guide the development of the English nation. He identified ideas and practices of protestant dissenters as progressive forces in English history and endorsed them as means of national development. Religious pluralism and forms of ecclesiastical organisation promoting democratic localism were to Green among the essential characteristics of Englishness.  相似文献

The politics of accommodation in multinational states sometimes features an important, yet often overlooked, fiscal dimension. In fact, the scholarly literature on the accommodation of nationalist movements emphasizes territorial autonomy, access to power and representation within central institutions, and the promotion of the state national identity, but it is virtually silent on how patterns of territorial fiscal redistribution, and more specifically programs of horizontal fiscal equalization, may contribute to accommodating sub‐state nationalism. This article looks at the Canadian case and analyses the multidimensional relationship between equalization policy and Québécois nationalism. It explains how a key motivation behind the creation of Canada's fiscal equalization program in 1957 was to “end” the institutional and political isolation of Québec and how equalization may have, thereafter, contributed to making Québec's secession less appealing to a good number of Quebeckers than it would have been in the absence of this program. Simultaneously, the article discusses how equalization may have contributed to a certain political backlash against Québec in the other provinces, thus providing mixed evidence in the assessment of the accommodation potential of equalization policy.  相似文献

Traditionally, research on political preference has primarily focused on adults within their local political context. This research attempts to show that the perceived political preference of children is part of their national identity, and encompasses not only local politics but also the global and regional discourse. The present study surveyed 1187 Palestinian adolescents attending school, grades 5–7, in the West Bank to examine whether children's future political party preference is grounded in local/global discourse. The findings revealed a discrepancy between participants' perceptions of the local dominant political party and their projected political party preferences. This research argues that political party preference is facilitated through the transcendence of national identity embedded in children's geopolitical agency. The significance of the findings emphasizes that territorial boundaries are artificial; therefore, children's geopolitical agency is impacted by extraterritorial discourse and is able to transcend the local and regional context into a global politics.  相似文献

A significant body of work examines the presence and strength of territorial political identities (either subnational, national or supranational). A common assumption of this literature is that the presence and strength of these political identities are invariant over time. Given the importance of political identity, it is surprising that this assumption has not been empirically tested. We address this omission by testing this assumption through considering the question of who is most likely to exhibit variation in the reporting of territorial identities and why. We posit that one source of instability in territorially based political identity is rooted in cognitive dissonance which emerges through the interaction of partisanship and electoral outcomes. We explore these questions using panel data from the British Election Study (1997–2001), the Canadian Election Study (2004–2008). Results reveal that the territorial identities of Labour and Liberal partisans, in Britain and Canada respectively, are compatible with expectations.  相似文献

This article explores Newfoundland women’s experiences of outmigration as a gendered process of displacement. Experiences of displacement can provide significant insight into Newfoundland and Labrador’s fractured political relationship with the nation of Canada. This article argues that Newfoundland outmigration must be viewed through the lenses of diaspora and intersectionality, as nationalist sentiment and the province’s peripheral place within Canada affect women’s experiences of outmigration. Tensions shaped by gender, ethnicity and socio-economic status affect their ability to integrate into Canadian society and influence their decisions about returning home.  相似文献

This article examines the gender undertone of China's nationalist discourses, especially in familial metaphors of nationalism, and how such an undertone shapes people's understandings of state authority and state-citizen relations. Conventional nationalist discourse of the ‘motherland’ evokes the image of an insulted and raped mother as the symbol of national humiliation and calls for actions from patriots (masculinised in the discourse). In recent years, however, we have seen the emergence of a new discourse that depicts the nation-state as a rich, powerful and masculine ‘daddy’. Using discourse analysis and Foucauldian genealogical methods, this article argues that the discursive development has to be analysed against China's historical backgrounds, especially considering new standards of masculinity and femininity in the era of economic reform. Capital is equated to masculinity and righteousness, whereas femininity is shaped by the middle-class values of consumerism and political disengagement. The ‘daddy state’ discourse conjures strong paternalistic power from China's economic capacity that can be projected onto challengers of state authority, while also constructing the nationalist public as feminised consumers whose consumerist enjoyment relies on patriarchal state protection.  相似文献

Using depictions of ‘Miss Canada’ in editorial cartoons and political campaign posters published in English Canada between 1867 and 1914 as a case study, this article argues that the repetitive deployment of feminised and eroticised images of the nation summoned particular gender, sexual and political identities into being and entangled viewers’ psychic investments in masculine, heterosexual and nationalist subjectivities. It also considers how Miss Canada's normative representation as white conflated racial whiteness and Canadian‐ness, and how images hailed viewers into racial subjectivities that were leashed to national identity. Rather than querying how or why the woman‐as‐nation trope elicited nationalist sentiment in an already‐constituted subject, this analysis examines how imagery provoked viewers’ identification with subject positions that were co‐constituted with nationalism. Impassioned and even violent nationalism becomes more comprehensible when we consider that the woman‐as‐nation was capable of producing attachments to national identity that, for some, were inseparable from and tantamount to psychic investments in gender, sexual and racial identities. While Canadian scholars have recognised that Miss Canada was a significant popular culture icon during the long nineteenth century and acknowledged this icon's embeddedness in gender, sexual and national discourses, studies have tended to describe Miss Canada's role in consolidating hegemonic ideologies and power relations and underestimate visual culture's constitutive capacities. The extent of Miss Canada's hetero‐erotic coding has also largely escaped historians’ notice. Although a few scholars have explored visual culture's role in Canadian national identity formation during this era, this study makes a unique contribution by foregrounding the productive work of popular imagery in co‐constituting and entwining national and sexual subjectivities.  相似文献

This paper overviews the emergence of medical/health geography in Canada. The paper discusses the key questions that Canadian health geographers have explored in the past two decades, how these enquiries have featured in the field and how they contribute to the wider discourse of human geography. It also addresses questions on emerging themes and where Canadian health geography will go in the years ahead. With shifting health landscapes in terms of changes in social, political and physical environments, and changes in health care restructuring, Canadian health geographers are entering a new phase of research, teaching and policy. The complexity of the questions that health geographers seek to address means it is necessary to continue to highlight the policy implications of their findings. Health geographers need to emphasize the public agenda through interdisciplinary research and by continuing to work with geographers in other subfields.  相似文献

ABSTRACT. This paper focuses on how indigeneity has been constructed, deployed and ruptured in postcolonial Malay(si)a. Prior to the independence of Malaya in 1957, British colonial administrators designated certain groups of inhabitants as being ‘indigenous’ to the land through European imaginings of ‘race’. The majority, politically dominant Malays were deemed the definitive peoples of this geographical territory, and the terrain was naturalized as ‘the Malay Peninsula’. Under the postcolonial government, British conceptions of the peninsula were retained; the Malays were given political power and recognition of their ‘special (indigenous) position’ in ways that Orang Asli minorities—also considered indigenous ‐ were not. This uneven recognition is evident in current postcolonial political, economic, administrative and legal arrangements for Malays and Orang Asli. In recent years, Orang Asli advocates have been articulating their struggles over land rights by drawing upon transnational discourses concerning indigenous peoples. Recent judicial decisions concerning native title for the Orang Asli potentially disrupt ethno‐nationalist assertions of the peninsula as belonging to the ‘native’ Malays. These contemporary contests in postcolonial identity formations unsettle hegemonic geopolitical ‘race’/place narratives of Peninsular Malaysia.  相似文献

Current debates on Australian citizenship overlook its partisan dimension. Until very recently, the term citizenship fitted more comfortably into nonlabour's discourse than into Labor's. Nonlabour's understanding of citizenship is embedded in Australia's constitutional framework. As well, in the first half of the century the term was as much moral as political, concerned not so much with the rights and entitlements which dominate contemporary understandings but with individuals' duties and obligations to their fellow citizens. For nonlabour, citizenship was linked to ideas of service and the national interest, and explicitly opposed to Labor's commitment to sectional, class-based interests. This conception of citizenship was realised in the meeting procedures of voluntary associations in which there was a clear line of implication from the government of the self through the government of the community to the government of the nation. The working man is not merely a working man, nor can all his interests be subsumed (classed) under the term Labour. The working man is and knows himself to be, the citizen of a great State. This paper analyzes geopolitical themes prevailing in dominant sectors of the Finnish government and society that have shaped Finland's national identity from the early 19th century to the present. The focus is on the ways cardinal markers (compass directions) have become geopolitical and identity markers. Notions of "West," "Between East and West," "Neither West nor East," and "North" have been used both to position Finland on the world political map and to forge a Finnish national identity. The influence of Russia and Karelians are examined at some length as part of the eastern dimension of Finnish identity. This article charts the broad and transforming effects of the European Enlightenment and the Jewish Haskalah on Zionism and on modern Israel’s government, judiciary, and political discourse. It traces this complex legacy using a semantic distinction between two Modern Hebrew terms for the Enlightenment, haskalah and ne’orut, that illustrates their importance in the political and discursive legacies of the State of Israel. This article discusses the role of women in the contemporary ethno-territorial struggle of Kurdish Question in Turkey. I argue that gendered development has become the primary terrain where Turkish and pro-Kurdish political groups articulate their nationalist interests. The Kürt Sorunu (Kurdish Question) – the enduring debate over the political status and rights of Turkey's Kurdish population – is Turkey's largest geopolitical challenge to date. In the last decade, Turkish government policy towards the predominantly Kurdish south-east region has shifted from military intervention to gendered and socio-economic development. Simultaneously, the popularity and growth of a formal pro-Kurdish political movement has given the campaign for Kurdish rights an institutionalized voice and stronger role in regional affairs. The primary work of both the Turkish national government and local pro-Kurdish municipality of late has focused on women. Drawing on historical analysis and participant observation of development activities, I describe the symbolic and physical role women play in the contemporary Kurdish Question. Geographically, this pointed focus on women marks a territorialization of political power upon gendered spaces of the home and neighbourhood. I describe this process of territorialization through an examination of education curriculum, neighbourhood mapping and nationalist landscapes.  相似文献

Canada is a diverse society with several historic divides, which makes democratic governance challenging. There are reasons to suppose that governing in Canada may be becoming even more complex, and this could have important implications for political support. It is also conceivable that the Canadian case may reflect some of the same challenges that could affect many other post-industrial democracies. Several structural and lifestyle changes have been altering the socio-cultural mix of Canadian society, possibly contributing to the expansion of various new value divides. Because values play a prominent role in shaping people's policy demands and political preferences, it is plausible that such a transformation could elevate the degree of intra-societal stress on Canada's political system and make governing more complex. In this essay, we have two main objectives. The first is to employ data from the Canadian World Values Surveys to explore the possibility that value diversity across various new value divides may be on the rise. The second is to test whether the degree of value diversity between different social groups poses negative implications for political support – specifically, support for people in government.  相似文献

Abstract. The aim of this article is to offer an account of the Catalan nationalist discourse contained in the works of Jordi Pujol, leader of the Convergence and Unity Party (Convergéncia i Unió or CiU) which has been in power since the first democratic election to the Catalan parliament in 1980 having renewed its mandate for the fifth time in 1995. The article is divided into three parts. First, it explores the political scenario set up by the 1978 Constitution which recognised the existence of ‘nationalities and regions’ within Spain and allowed the country to be divided into seventeen autonomous communities. Second, it analyses the image of Catalonia contained in the 1979 Statute of Autonomy. Third, it offers an account of the nationalist discourses put forward by the four major Catalan nationalist parties emphasising their different content depending upon the political ideology with which they are associated. This section provides a detailed examination of the Convergence and Unity Party's nationalist discourse which is based upon the defence of a non-violent nationalism aiming at the development of Catalan identity without seeking independence from Spain and stressing the potential role of nations without a state in the constitution of a united Europe.  相似文献

George Woodcock was anarchism's most influential historian and an important public intellectual in Canada. This article focuses on his engagement with Canadian nationalism in the 1960s and 1970s. It argues that a ‘philosophical anarchism’ was at the heart of his intellectual project, and this informed his reading of Canadian cultural development and subsequent political challenge to Pierre Elliott Trudeau's civic nationalism. Woodcock decoupled the concepts of ‘nation’ and ‘state’ in order to develop a radically different model for Canada—the ‘anti-nation’—defined by regionalism, federalism and direct democracy. His reading of Canada's cultural history supporting this position was therefore part of a strategy to repurpose nationalist rhetoric towards anti-state ends.  相似文献

Municipal boundaries shape the influence of local government on patterns of development and disparities. Based on a largely qualitative assessment of initiatives to change municipal boundaries of Arab localities in Israel between the 1960s and 2001, we aim to demonstrate the tension between geographical‐administrative considerations and political, particularly geopolitical, issues at two levels: Arab claims and central government decisions. We emphasize that municipal boundary conflicts provide broader insights on societal transformations and dilemmas, as well as influencing them. Growing activism of Arabs and trends of political decentralization led not only to class‐based demands, but also to ethno‐national‐based demands. In addition to development needs with an emphasis on equality, claims of Arab municipalities also reflect aspirations to reverse consequences of the 1948 war and to redefine the Jewish essence of the state. A major dilemma among Arabs is whether to emphasize geographic‐administrative justifications or to explicitly take the ethno‐national path. Among central government decision‐makers, an explicitly political discourse has apparently given way to a professional one, which faces dilemmas of incorporating unique political‐cultural attributes of Arabs in professional assessments, and balancing them with concerns of security and state identity. Whereas professional jargon is not value free and can mask political agendas, dialogues based on a professional jargon could lead to solutions in otherwise dead‐end political disputes, although such dialogues could gain momentum only if showing results.  相似文献

Abstract

Conflicting concepts of identity have long exercised the Canadian imagination. The central focus of this paper is the role of institutionalised memory in promoting centralist patriotic sentiments. The association between the development of a consciousness and knowledge of the nation is illustrated by the founding of the Canadian Club, the Champlain Society and the Canadian Geographical Society. Attention is also directed to Canada's Historic Sites and Monuments Board, founded in 1919. Throughout its 75‐year history, the HSMB has commemorated events, places and people of historical significance for Canada in some 1600 sites. As may be expected, there have been shifts in emphasis in the national meta‐narratives over time, as is also demonstrated by the recent Charles Richard Bronfman Foundation's ‘Heritage Moments’. Taken together, these initiatives demonstrate a dynamic agenda of reconstituting national memory, national self‐knowledge, and national identity.  相似文献
