In the context of national trade union decline, this paper explores the geography of trade union organization through case study research at the Shredded Wheat Factory in Welwyn Garden City (Herfordshire, UK). This example highlights the geographical constitution of trade union traditions, focusing upon the ways in which collective practices and ideas are forged in particular places but also how trade union traditions can be translated across space, from one place to another. This translation is argued to take place in three ways: (i) through the direct migration of workers, (ii) through the "demonstration effects" of strikes, trade union defeats and the ensuing media and trade union coverage of these events, and (iii) through solidarity initiatives taken by workers themselves. Rather than understanding workers' traditions as being historical products in place, I argue they are simultaneously geographical in their constitution. Trade unionism is shown to be processual, constantly evolving in and across time and space. Through such insights the research enhances existing geographical work in the field, advocating an approach which focuses upon the agency involved in trade union organization, the processual nature of trade union organization and the importance of the spatial translation of trade union traditions.  相似文献

This paper highlights the importance of organising workers in the low‐paid services sector if British trade unions are to secure themselves for the future. After outlining the scale of the challenge and the new efforts being made to promote organising by unions, the paper looks at the hotel industry in more depth. A case study of a union campaign to win union recognition at the Dorchester Hotel in London is used to highlight the limitations of workplace‐focused campaigns in this sector. Drawing on the lessons of experience in North America, the paper then argues that an extra ‐workplace, occupational and/or sectoral approach may well secure better results. In so doing, workplace issues could be recast as matters of economic and social injustice, widening the scale of any campaign.  相似文献

In this paper I examine two case studies of workers fighting against transnationally organized corporations. In the first case, a 1990–1992 dispute between the United Steelworkers of America and the Ravenswood Aluminum Corporation, union workers developed an international campaign to pressure the corporation to rehire them after they had been locked out in a dispute over health and safety issues. In the second case, a 1998 dispute between the United Auto Workers and General Motors, strikes by workers at just two plants in Flint, Michigan over the corporation's plans to introduce new work rules resulted in the virtual shutdown of GM for several weeks. Drawing on these two cases, I suggest that, in challenging transnationally organized employers, workers may on some occasions best achieve their goals through engaging in practices of transnational solidarity aimed at matching the global organization of their employer ("organizing globally"), whereas on other occasions they may be able to do so through highly focused local actions ("organizing locally") against strategic parts of a corporation. Of course, which of these two strategies is most likely to succeed in particular cases will depend on a coterie of contingencies, such as how interconnected the corporation's component parts are. However, the fact that different geographical strategies may be open to workers challenging globally organized capital means at least two things. First, some workers may not have to organize at the same geographical scale (ie globally) as corporations in order to challenge them. Second, through their choices of which strategy to pursue, workers are clearly shaping the very process of globalization itself and the new global geographies which globalization is auguring.  相似文献

International labour migration programs provide a vulnerable workforce that services various sectors in developed economies. The agriculture sector is one arena in which the employment of migrant workers has become more pervasive. Annually, approximately 30,000 workers are employed in the Canadian agriculture sector through the Seasonal Agricultural Workers Program (SAWP). In this paper, I focus on the SAWP workers in tobacco farming, and investigate the ways that labour control is achieved on two small‐scale farms. I draw upon original empirical evidence from interviews with three Mexican and nine Jamaican workers, two union representatives, and two farm owners in South‐Western Ontario, Canada. My findings show that various factors at multiple scales shape the labour control regime and significantly advantage farm owners over workers. Based on my findings, I argue that the labour control regime is conditioned exogenously by multi‐scalar factors and generated endogenously at the point of production.  相似文献

For years, the countries of east central Europe and the former Soviet Union were described as workers' states. The formal commitment of the governing parties to the construction of states run by workers for workers was reflected materially and ideologically in the landscape. The end of communism in 1989 brought new challenges for workers and workers' organisations in the region as the processes of transformation led these countries towards neoliberal and globalising economic and political systems. This paper explores these transformations in the case of Nowa Huta in southern Poland, mapping the role of workers in the shaping of economic landscapes. After considering the importance of labour in the construction of Nowa Huta, the paper considers the place of workers and workers' organisations, especially Solidarity, in shaping political and economic issues at both the local and national scale as socialism in Poland began to falter. The latter half of the paper explores the role of labour in shaping the experience of reforms after 1989. This discussion is set in the context not only of wider literatures on postsocialist transformations, but also of the growing body of work in labour geography. The paper argues that the particular development of labour movements and institutions in Poland presents opportunities for a community-based renaissance of worker influence, but that other historical and political factors—such as union support for marketisation and the divided nature of Polish labour politics—have, in practice, hindered the ability of Polish labour to shape the economic landscapes of postsocialism. The paper concludes on a note of optimism, recognising that the faltering of the Polish economy might open spaces for a successful labour intervention.  相似文献

The purpose of this contribution is to identify some of the issues which need to be addressed in order to advance the organisation of workers, and in particular women workers, in informal employment. The organisation of these workers, collectively described as the "informal sector", represents an existential challenge to the trade union movement: unless and until it puts itself in a position to effectively address this challenge, it cannot halt its decline, but in order to do so it has to undergo fundamental changes in its culture, its self-awareness and the way it relates to society. The issue of organising the informal sector is at the heart of the necessary transformations the trade union movement must undergo to recover its potential as a global social force.  相似文献

This contribution explores the ways in which trade unions have sought to organise workers in transnational corporations (TNCs) before looking at the pitfalls and possibilities of European Works Councils in more detail. The EWC directive covers an estimated 1400 companies across Europe, employing at least 15 million workers, and there are now more than 500 EWCs in existence. These new institutions are designed to allow employee representatives from across Europe to meet together for the purposes of information exchange and consultation with the senior managers from the TNC concerned. EWCs thus provide new horizontal networks of employee representatives across Europe and create new opportunities for information exchange, the formulation of transnational trade union responses and strategy and even active solidarity across national divides. This contribution draws upon original empirical evidence that highlights the difficulties of making EWCs work in this way. It is argued that there are at least four areas in which trade union intervention would make a difference to the operation of EWCs: (1) building active networks within and beyond any EWC; (2) sharing corporate intelligence; (3) formulating strategy at the level of the EWC; and (4) fostering identification with colleagues in other parts of the corporate network.  相似文献

This paper explores the theory and practice of community unionism. It is now widely argued that if trade unions are to reach employees in small workplaces, those on part-time or temporary contracts, and women, black and ethnic minority workers, they need to sustain alliances beyond the walls of the workplace. Increasing the scale of political mobilization in this way can help secure trade union organization amongst new groups of workers while giving unions the power to raise questions of economic and social justice at a wider scale. After summarizing current developments in North America, the paper focuses on the situation in the UK in more detail. By highlighting the pioneering community unionism of the Iron and Steel Trades Confederation (ISTC) and Battersea and Wandsworth Trades Union Council (BWTUC), the paper explores the implications of community unionism for the future of trade unionism in the UK.  相似文献

This paper sets out the need to conceptualise labour internationalism in the public sector, given its distinct political character and orientation. Our analysis adds to a literature on labour internationalism that hitherto has mainly depicted strategies of unions in private sector industries. To better understand the reasons for upscaling trade union efforts in a sector where the main employer remains the institutional apparatus of the nation-state, we have interviewed office bearers in the most important global union federation organising across different public services – Public Services International (PSI) – asking them to explain their political and strategic considerations. We find that the distinct role of the nation state as an employer, the public character of work and specific relations between public sector workers and the users of services, are all determinants in shaping labour transnationalism in the public sector. This in turn leads to a greater emphasis on alliances with social movements and oppositional campaigns, representing a radical global political unionism. Neoliberal austerity and privatisation measures have reinforced the importance of such political relationships and power, but also challenged their organisational foundations. However, alliance-building is not PSI's sole strategy. We find that office bearers at the transnational level combines three strategic rationales through orientations that we have labelled the political-institutional, the movement-popular and the industrial-corporate. We also suggest that employing these sensitising concepts can bolster the scholarly treatment of understanding labour internationalism and its strategy repertoires more generally.  相似文献

Low levels of unionization in the United States have led to much attention being devoted recently to the development of new models of organizing workers. In contrast to those which dominated for most of the past half century, the models currently being embraced by many labor leaders are typically grassroots and bottom‐up in nature and call for a high level of participation by rank‐and‐file workers. The Justice for Janitors (JfJ) campaign is an example of just such a model, one which has been widely lauded for its innovativeness and success. However, whereas the campaign is often thought of as representing a highly decentralized approach to organizing because of the sensitivity it pays to local labor market conditions, the Service Employees’ International Union which developed it has recently called for a concentration of power in a small number of national union bodies. This has raised questions about the geographical scale at which power should rest within the union movement and how to develop organizing strategies which are locally sensitive yet also capable of challenging nationally and/or globally organized firms.  相似文献

This essay deals with active labour recruitment from Yugoslavia to Sweden at the end of the 1960s and early 1970s. It is a case study of recruitments of foreign-born workers to one particular manufacturing industry. It focuses primarily on trade-union actions and strategies in connection with the recruitments, analysed in the light of the power relations within the corporatist Swedish labour market model. This approach illuminates how the Swedish labour market model dealt with an issue involving both conflicting and coincident interests between labour and capital, with the state as an intermediary. But the recruitments are also analysed from the recruited workers' points of view. The essay reveals great union influence in the process of labour recruitment, and suggests that the national Swedish labour market authority only approved as many work permits for non-Nordic workers as the trade union concerned accepted. This power, in combination with the shortage of workers, could be used by the unions as a forceful instrument in their struggle to transform working life according to their members' interests. Accordingly, the labour recruitments to Sweden were framed by the power relations and the corporative practices within the Swedish labour market model.  相似文献

This paper follows the struggles of Russian coal miners who first challenged the Soviet regime in 1989 and helped precipitate its downfall in 1991. In the Arctic city of Vorkuta, the movement's most militant and radical center, the dreams of workers have again, as in 1917, become bonds of their affliction. In response to invading market forces, the city strike committee has turned from support of the new regime to renewed opposition, the independent trade union movement increasingly throws its weight behind the once reviled mine management, and the mines themselves have rallied around the conglomerate, long a symbol of arbitrary power.  相似文献

On February 11th, 1985, Sir Joh Bjelke‐Petersen, then Premier of Queensland, sacked 940 linesmen employed by the South East Queensland Electricity Board (SEQEB). For the next ten days Queensland was the scene of a massive industrial conflict in which many industries were forced to shut down, there was a large‐scale stand‐down of workers, and the State's economy suffered the loss of an estimated $1 billion. The SEQEB dispute represented a major turning‐point in the Premier's anti‐union crusade which climaxed in a successful confrontation with the union movement. The Premier continued his crusade — introducing a variety of legislative measures which severely curtailed union activities. (1) For the Queensland labour movement the SEQEB dispute represented an historic defeat. The Queensland Trades and Labor Council (QTLC) concluded that ‘the actions of the Government have had a similar effect on the trade union movement as the defeat of 1891’ (QTLC 1985:1).  相似文献

In this article we argue for the continuing relevance of the national scale in understanding the geographies that shape and constrain labor agency. Recent contributions to labor geography have held that some of the central concepts used to understand the transformative capacities of labor, such as agency and scale, are under-theorized. On the basis of our study of the emergent labor movement in the Chilean aquaculture industry, we suggest that this field suffers from what we term “glocalocentrism”, which overshadows the fundamental importance of structures and processes that are primarily scaled nationally. With the labor repression of the Pinochet regime imprinted in current national institutions and organizational traditions, the aquaculture sector was able to develop in southern Chile from the early 1980s onwards, without a significant union movement to press workers’ claims, and it benefited from exploitative practices and low wages. The first company level unions did not appear until the late 1980s, and a national confederation of aquaculture unions was formed as late as 2006. After the outbreak of the ISA virus in 2007, thousands of workers were left unemployed, and the young union movement struggled for state intervention and programs, with some success. International networks brought attention to the issue, but structures and processes at the national level conditioned the possibilities for the emergent labor movement to press its claims successfully.  相似文献

The paper gives an overview of the recent development within the Ethical Trade Initiative (ETI), especially the development of corporate codes of conduct, and considers the prospects they offer for improving labour conditions for workers in the international garments industry. It argues that two specific features of the industry—competitive production systems based on international subcontracting and the use of predominantly female production workers—are likely to undermine the effective development of a codes-based strategy. Nevertheless, the labour rights agenda at the centre of ETI does provide a space for labour activists, whether operating in or out of formal union structures, to build campaigns and connections around global production networks.  相似文献

The scale of the tragedy at Rana Plaza in Bangladesh, in which more than 1,000 garment factory workers died when the building collapsed in April 2013, galvanized a range of stakeholders to take action to prevent future disasters and to acknowledge that business as usual was not an option. Prominent in these efforts were the Accord on Fire and Building Safety in Bangladesh (hereafter the Accord) and the Alliance for Bangladesh Workers’ Safety (hereafter the Alliance), two multi-stakeholder agreements that brought global buyers together in a coordinated effort to improve health and safety conditions in the ready-made garment industry. These agreements represented a move away from the buyer-driven, compliance-based model, which hitherto dominated corporate social responsibility initiatives, to a new cooperation-based approach. The Accord in particular, which included global union federations and their local union partners as signatories and held global firms legally accountable, was described as a ‘paradigm shift’ with the potential to improve industrial democracy in Bangladesh. This article is concerned with the experiences and perceptions of workers in the Bangladesh garment industry regarding these new initiatives. It uses a purposively designed survey to explore the extent to which these initiatives brought about improvements in wages and working conditions in the garment industry, to identify where change was slowest or absent and to ask whether the initiatives did indeed represent a paradigm shift in efforts to enforce the rights of workers.  相似文献

Domestic work represents a significant share of global wage employment, but domestic workers – the majority of whom are women – remain to a large extent excluded from the scope of labour laws and, consequently, from the legal protection enjoyed by other workers. Since they work behind the closed doors of private homes, domestic workers are also shielded from public attention and are often hard to mobilise. In Hong Kong, women’s activism involving local and migrant domestic workers illuminates points of connection and distance as they are simultaneously privileged and marginalised along the hierarchies of class, ethnicity and nationality. Building on feminist and social movement scholarship, I illustrate how global frames facilitate our understanding of feminist solidarity among local and migrant domestic workers. I argue that the meanings of solidarity that dominate at any particular moment are not stable and enduring, but rather formed out of negotiation and struggle within and across domestic workers’ unions. This framing process involves these women working deliberately to make connections between global processes and local contexts.  相似文献

This paper discusses the impact of the conference ‘Las Olvidadas: Gender and Women's History in Post‐Revolutionary Mexico’ that took place at Yale University in May 2001, into my own work on women's political mobilisations. It points out from where I departed and how it changed my perspective from women's history to gender history by focusing on women workers in the tortilla industry, a union cacicazgo (political bossism), civic culture, narratives, cultural memory and female political trajectories after the granting of women's suffrage in 1953 in Jalisco.  相似文献

This article explores the “cultural project” of a hotel workers’ union in Toronto, Ontario, Canada. It is an examination of the efforts of HERE (now UNITE‐HERE) Local 75 to transform the identity and image of hotel workers through the promotion of cultural activities involving rank‐and‐file members. Part of a larger union renewal project, the cultural project attempts to build solidarity by connecting with members’ lives beyond the workplace. Furthermore, the union's cultural strategies are linked to the development of the city's tourism sector, situating the union's efforts in broader processes of place promotion. The investigation seeks to identify how worker engagement with the cultural implicates organized labour in contradictory processes producing both emancipatory and oppressive economic landscapes.  相似文献
