This paper presents the specification, estimation, validation, and application of a modeling study which analyzes the possible impacts of a resource industry on a state economy. The Commodity Regional Econometric Annual Macro Model of West Virginia (CREAM model) is composed of a commodity model of the West Virginia coal industry and a macroeconometric regional model of the West Virginia state economy. The model describes the detailed interrelationship between the primary commodity sector and the rest of the economy of the region. The CREAM model utilizes the concept of engine of growth at the regional level and shows the impacts of market fluctuations in the demand for and value of coal on the economy of the state.  相似文献

ABSTRACT. This paper presents a set of Miyazawa interrelational multipliers, which measure how direct changes in the income of each income bracket result in indirect and induced income changes in all other brackets. The multipliers have been calculated for a 9-by-9 pairing of income brackets for West Virginia in 1982. Their estimation is based on a combination of survey and nonsurvey data in three forms: a 1982 West Virginia input-output table, a multisector income-distribution matrix, and an income disaggregated consumption matrix. The paper illustrates the usefulness of the multipliers by showing how they provide insight into the viability of trickle-down theory and the incidence of regional development policy.  相似文献

A total of 33 ancient glass beads unearthed from the Kizil reservoir cemetery and Wanquan cemetery in Xinjiang are studied using Raman spectroscopy, scanning electron microscopy with energy‐dispersive spectrometry (SEM–EDS) and other methods. The detailed study of the glassy matrices, the crystalline inclusions and the microstructural heterogeneities for these glass beads has revealed some valuable information to help in the understanding of their possible manufacturing technology and provenance. At least two different types of glass were present in the two cemeteries. For the first time, antimony‐based colourant/opacifier—for example, Pb2Sb2O7 or CaSb2O6—was systematically identified in some beads of plant‐ash type soda–lime glass dated to about 1000–500 bc . The limited number of potash glass beads from the Kizil reservoir cemetery, which were dated to about 500–300 bc , used tin oxide as an opacifier. The diverse resources of the soda–lime and potash glasses indicate the existence of a complex trade network between China and the West much earlier than the Western Han Dynasty.  相似文献

外来经营者对旅游社区的依恋是一种特殊的人地关系现象,尚未引起学界的关注。文章基于地方依恋理论,探索性地提出"经济依赖"和"情感认同"两个维度,据此归纳了"生活方式主导型"、"商业联结主导型"、"利益驱动型"和"厌倦地方型"四种分类谱系,并通过对阳朔西街外来经营者的深入调研,运用质性方法剖析了其地方依恋产生的原因、发展变化及影响诸方面的特征表现。研究发现:外来经营者对阳朔产生了不同程度的情感性依恋,并非简单的功利关系;地方依恋的变化与西街商业环境的发展密切相关,经济性依赖与情感性认同既可以相互促进,也可能互相抑制;较高的地方依恋对外来经营者的商业行为有一定的规范作用。提高经营者对旅游地的依恋程度,有利于地方资源的可持续规划管理。  相似文献

In recent decades, many Appalachian households have experienced declining incomes due to the loss of traditional male jobs in the mining and manufacturing sectors. One response to this decline has been an increase in female employment in formal sector activities. Another response is homework, or the home-based production of goods and services for sale in the formal and informal sectors. In rural Appalachia, where formal jobs are often unavailable or inadequate to support a household, many women are engaging in homework as an economic strategy. Consequently, economic restructuring cannot be fully understood without analyzing household strategies and gender relations. This paper examines the intersection of gender, households, and economic restructuring as it relates to women's homework and employment shifts in rural Appalachia. Research for this paper entailed qualitative interviews with 50 West Virginia women who are engaged in the home-based production of goods and services. The study analyzes the variety of homework activities done by rural women, their contribution to household incomes, and the effect of these activities on gender relations and divisions of labor in the home. The research forwarded in this study advances a conceptual understanding of household economic strategies and has some practical applications for women and economic development in underdeveloped regions .  相似文献

也木勒遗址位于新疆维吾尔自治区塔城地区额敏县,是北方丝绸之路上的重镇,考古发掘确定其为宋元时期的大型遗址。为探讨该遗址出土玻璃的成型工艺和来源,本研究以该遗址中的9个玻璃碎片作为对象,通过观察成型工艺,并利用激光剥蚀电感耦合等离子体原子发射光谱(LA-ICP-AES)技术分析样品的化学成分。结果显示,这批素面透明的玻璃片为无模吹制而成的日常实用器皿,成分上属于钠钙玻璃体系,Na_2O含量低,K_2O含量较高,并含有P_2O_5,助熔剂可能是含有草木灰的混合碱,成分特征与同时期葱岭以西中亚地区、新疆地区生产的玻璃器相似。结合新疆同时期玻璃器发现,多是装饰简洁,出土地点等级一般的普通实用性器皿,说明玻璃器已进入平民的日常生活之中,反映出新疆地方民族政权较中原地区先融合了中西亚将玻璃器作为日常生活用具的文化,形成了与中原玻璃器功用的差异之处。研究结果为丰富国内宋元时期新疆玻璃器的研究资料,揭示新疆地区玻璃器的使用面貌,探讨宋元时期少数民族地方政权的文化交流提供重要信息。  相似文献

The Australian Workers Union (AWU) represents the miners on the West Coast of Tasmania. When the future of mining on much of the West Coast was threatened by the environmentalists' proposed National Heritage listing of the Tarkine region, the union campaigned to prevent the listing. Through its embeddedness in place, the AWU was able to use a sense of place, memory and identity to construct a community campaign that moved beyond the West Coast into the North West Coast where many of the miners lived. The union was able to renew its narrative resources by moving work out of the workplace and into the Tarkine. In this way the AWU was able to mobilise community support and shift political power to the local where workers could regain control over their lives and the place where they lived and worked.  相似文献

Abstract

In 1955, northern Nigerian government officials, working together with the British textile firm, David Whitehead &; Sons, successfully began arrangements to build the first large textile manufacturing mill in Nigeria, Kaduna Textiles Ltd (KTL), which began production in 1957. In the following decade, several textile mills opened in Kaduna, northern Nigeria, including Arewa Textiles, United Nigerian Textiles Ltd (UNTL) and Nortex among others. Textile production, spinning and dyeing operations expanded in Kaduna during the oil boom years of the 1970s. Yet by 1997, KTL, Arewa Textiles and UNTL were barely functioning, operating with obsolete equipment, without capital to obtain spare parts and without a regular source of electricity. By 2007, all three mills had closed. In this paper, we examine the growth and the reasons for the subsequent decline of textile manufacturing in Kaduna. We argue that the industry’s decline reflected both internal problems — such as frequent changes in political leadership, which contributed to abrupt shifts in industrial policy and a failure to maintain power infrastructure — and external factors — such as the implementation of a structural adjustment programme in 1986 that deregulated the currency and made imports of spare parts and modern weaving equipment prohibitively expensive. In addition, changes in international textile trade agreements and the liberalisation of Nigerian-Chinese trade after 2010 have undermined present efforts at revitalising local textile manufacturing. The paper concludes with an assessment of efforts in the first decade of the twenty-first century to reopen these Kaduna textile firms.  相似文献

The creation of devolved administrations in Scotland and Wales, coupled with the proposals for the English regions are creating new operational environments for local government in different parts of the UK. This paper reviews both the key factors affecting these new environments and their relationship with local government. The paper assesses the factors influencing the context for change, and considers these comparatively within England, Scotland and Wales. Attention is focused on emerging forms and practices of spatial planning within the devolved countries at the local level, caused by sub-national, local and community institutional change. Spatial planning is utilized as an example of the changing nature of central–local government relationships within the UK. The article concludes that there is evidence of convergent and divergent trends occurring at different speeds within the three countries and that the new local government relationships in Scotland and Wales may be more defined as a direct consequence of devolution. In England, by contrast, the new relationships between local government and central government appear more complex, not least as a result of the emerging picture of governance being brought about by regionalization. This leaves the future structure and powers of spatial planning within English local government more uncertain at the present time.  相似文献

The finding of considerable collections of glass artefacts, together with considerable lumps of glass chunks, fuel ash slag and kiln fragments related to glass processing strongly suggests a local secondary production (working) of glass at the Beit Ras/Capitolias archaeological site in northern Jordan from the late Roman to the early Byzantine period. The chemical analysis of ancient glasses can provide important information regarding the manufacturing technology of the glass made during a specific period. The aim of this study is to characterise the chemical and technological aspects of late Roman to early Byzantine glasses excavated from this main archaeological site. Furthermore, the present paper aims to provide incontrovertible evidence that this site must be considered as a major centre for the secondary production of glass during a period between the 3rd and the 6th centuries. For this purpose, a considerable group of raw glass chunks and vessel fragments of different colours and typologies were collected. The results of chemical analyses indicated that the glass did not show a clear difference in chemical composition between late Roman and early Byzantine times. All the glasses (artefacts and chunks) are of the soda-lime-silica type and correspond to the previously defined Levantine I glass group. The chemical composition of the glass chunks, identical to that of contemporary glass of the same colour, strongly suggests that these chunks were used for the manufacture of late Roman to early Byzantine glass at Beit Ras. The observation of technological features indicates that glass chunks were produced in massive tank furnaces in other primary production centres elsewhere, and were meant for local reworking. According to the microscopic examination, it can also be observed that mould-blowing was the main technique used for forming glass.  相似文献

Analysis has been conducted on 19 blue glasses from Amarna in Middle Egypt dated to around 1350 BC. The results suggest that these glasses fall into two distinct types: cobalt coloured glasses with a natron based alkali made from local Egyptian materials, and copper coloured glasses with a plant ash alkali, which follow a Mesopotamian tradition of glass making. It is suggested that at least some of this copper/plant ash glass is imported into Egypt during the Amarna period despite extensive local production of cobalt/natron glass. Existing analyses (Lilyquist and Brill 1995) of the earliest glass from the reign of Tuthmosis III (c. 1450 BC) suggest that during this period the same two types of glass are present. Local Egyptian cobalt and natron in these early glasses implies that, despite the lack of archaeological evidence for production sites, glass was produced from its raw materials in Egypt as early as the reign of Tuthmosis III.  相似文献

Abstract

This article considers the structure of the Halifax Mechanics' Institution, located in one of the principal manufacturing and commercial towns in the nineteenth-century West Yorkshire, based on the local primary sources, printed sources and my original historical computer database. Although some established works have described Mechanics' Institution as one of the most active societies in the second quarter of the nineteenth century, the hitherto-research has paid little attention to an aspect of its urban public institution. The Mechanics' Institution dealt with disputes within the institution, established hierarchical structure among its members, made social relationships inside and outside the institution, and aimed to have interrelationships with other urban bodies. Such practices were of vital importance for strengthening the ties between the institution and the urban local community of Halifax in order to bring about stability and order in the urban society.  相似文献

This paper explores the situation of community engagement in the heritage sector in China, which is facing increasing international pressure particularly through donor agencies. It is argued that government-led residents’ committees do not essentially serve the interest of the local communities, whilst grassroots civil societies and NGOs are, to a great extent regulated, by the prevailing political power. Given the situation of insufficient community involvement in the sector of cultural heritage conservation in China, local government has adopted the international approach introduced by donor agencies, but this has not resulted in power sharing and the state constrains community involvement within certain limits. Although the three tiers of government in Australia are becoming much more aware of environmental issues, it is frequently up to local government to implement policies impacting on the land, water and air. In Victoria, Local Conservation Strategies are one mechanism to have been utilised by local government to decentralise environmental management and enable a greater community contribution to environmental decision-making and management. Governance of risks to native flora and fauna and agriculture from disease and pests increasingly emphasises the importance of a ‘shared responsibility’ for biosecurity. Few studies, however, have examined factors that influence stakeholders' engagement with such risks and responsibilities, particularly in community, rather than agricultural, settings. In this paper, we focus on a group of stakeholders in a context of heightened regional biosecurity activity, in northern Queensland, Australia. We explore the role that community garden actors may or may not play in biosecurity surveillance. Through interviews with 16 community garden group leaders and local government representatives, we unpack external social factors that contributed to stakeholders' engagement, unengagement, or disengagement with and from biosecurity risks. These factors included institutional characteristics such as land tenure and the presence or absence of management policies and guidelines. However, we found that less formal institutional characteristics such as social networks played a greater role in shaping stakeholder engagement. Unengaged stakeholders were typically unaware of risks posed by plant pests and diseases and had limited network connections to relevant government agencies but expressed an interest in learning and participating in biosecurity surveillance networks. Disengaged stakeholders were more knowledgeable of biosecurity risks and had established network connections but expressed a low interest in or willingness to report a potential biosecurity threat. This case study provides insights into important social dimensions of governing risk among stakeholders and offers recommendations to improve stakeholder engagement within biosecurity surveillance networks.  相似文献

Local community action groups in Katoomba have changed the structure of the tourism industry in New South Wales. Although community action groups did change the local tourism industry, their effectiveness was limited chiefly by their reliance on the state to provide them with access to and influence over the development process. In the age of decolonisation, Whitehall generally accepted the case for political advancement even in small British colonies like St Helena judged too lacking in resources to become independent states, provided this could be granted without risk to good government. The previous experience of Sir John Field in West Africa and his sensitivity to UN expectations lay behind the democratic reforms he introduced, which by 1968 had established an elected Legislative Council and an Executive Council made up mainly of LegCo members. But the steps he took owed little to sustained popular demand for self-government, as was common elsewhere, and much to his determination to make islanders politically more responsible. Public engagement was inhibited by practical constraints, local culture and a discouraging financial dependence on the UK government.  相似文献

In this paper, I propose to set out a logit spatial association model for binary spatial events and develop a scan algorithm to search for spatial associations. I extend the traditional logit model with a spatial autocorrelated component so that the model includes not only known risk factors, but also spatially autocorrelated regions as control or explanatory factors. The case study of West Virginia lung cancer shows that the model effectively captures cool and hot spots in lung cancer mortality.  相似文献
