Australia was the first United Nations member state to commit to the United Nations Peacebuilding Fund when it was established in 2006, and it has made annual contributions since then. Australia has also made significant contributions towards enhancing gender equality in peace and security governance, most recently during its 2013–14 term of office on the United Nations Security Council, recognising that gender matters in and to all aspects of peacebuilding activity. This article offers a discourse-theoretical policy analysis of a range of Australian Agency for International Development guidelines and strategies addressing gender and peacebuilding issues, and reads these against the international framework to explore the discursive construction of gender-sensitive peacebuilding in Australia. The authors argue that the representations of peacebuilding in the documents they analyse shape how Australia engages in peacebuilding-related activities and inform how Australia is positioned internationally as a peacebuilding actor.  相似文献

In 1986 Jonathan Parry’s ‘The Gift, the Indian Gift and the “Indian Gift”’ claimed to overturn conventional understandings of Marcel Mauss, by arguing that market societies most idealize the distinction between gifts and commodities, and gift giving need not entail reciprocity. Based on an analysis of Hindu religious gifts, Parry proposed a broad framework for understanding how ideologies of exchange function in different economic and cosmological contexts. Thirty years later, this symposium considers the intellectual milieu in which The Indian Gift was written, and interrogates whether or not the work remains relevant to contemporary research and analysis. The symposium opens with a short introduction that provides some background to Parry’s essay and incorporates material from a recent interview with him. This is followed by critical comments on it by five influential thinkers on gift exchange: James Carrier, Chris Gregory, James Laidlaw, Marilyn Strathern and Yunxiang Yan. It ends with a short ‘revisionist’ note by Parry in which he tries to identify some of the limits of the Maussian approach for contemporary anthropology.  相似文献

Australia’s commitment in Vietnam can be interpreted as a small ally drawing its superpower partner into war for its own ends. Two studies by eminent Australian authors throw light on the role of human agency, and in so doing bring Australian historiography of the war closer to the trend in the United States. Peter Edwards’s history just about describes Vietnam as ‘Menzies War’. However, he finds no new sources on Menzies’s mindset, and diminishes the roles of his foreign ministers, Garfield Barwick and Paul Hasluck. The late Geoffrey Bolton’s intimate biography of Hasluck shows him as an active minister and also that his private papers are thin on Vietnam, the part of his distinguished career on which he never wrote. The Cabinet meeting of 17 December 1964 reveals much more about Australian decision-making on going to war than can be gleaned from Edwards’s cursory treatment and Bolton’s second-hand account. Barwick’s different approach, and even Hasluck’s last-minute caution, show Australia had a choice. Barwick, if he had remained Foreign Minister, might have kept Australia out of the Vietnam war, so freeing it to continue to play a leading regional political role.  相似文献

State sovereignty, in terms of the organisation and expression of political authority by nation states, is traditionally interpreted as a political container that is being weakened by increasing human and non-human mobilities. However recent research indicates that states are themselves becoming more mobile as executive bodies move and sovereign spaces are tactically reduced and expanded to intercept and control global mobilities. While challenging dichotomous notions of mobility and sovereignty, such research frames the movements of governments, territory and sovereign agents as the tactics of already established states. This paper builds on extant research by drawing on both a mobile ontology and Giorgio Agamben's theory of sovereignty to examine how mobilities constitute modern state sovereignty. To do so I examine Australian sovereignty and the related material and symbolic exclusion of asylum seekers arriving by boat. My analysis finds that mobilities, in terms of material movements and their representation, are essential to the construction of Australian sovereignty and the position of maritime asylum seekers as its outsider and limit identity. Through their mobile interception and management, and their representation as mobile ‘others’, maritime asylum seekers are used to create sovereign borders between specific types of movement; between ‘correct’ and ‘incorrect’ (im)mobilities. I argue that this form of state sovereignty is disarticulated from space and follows populations who construct territories as being ‘inside’ or ‘outside’ of the Australian state as they move.  相似文献

Lobbying as a form of engagement with the US Congress has long been studied from a domestic perspective. Lobbying, however, is not a practice confined to actors with domestic interests—it is also used as a form of diplomacy by many foreign governments, including Australia. Diplomatic lobbying is a vastly understudied phenomenon and its impact on US foreign relations is rarely examined. Unlike most Westminster-based democracies, the USA has two branches directly involved with foreign affairs—the Executive and Congress—each of which is important for different aspects of foreign policy development. Australia has found lobbying the US Congress to be a powerful tool for diplomatic engagement. This article looks at the role of the US Congress in foreign affairs, the effects of lobbying, and the ways in which diplomats engage with and lobby Congress. Australia’s specific lobbying efforts and their effects on the US–Australia relationship are then examined.  相似文献

The 1981 Australian Financial System Inquiry, known as the Campbell Committee, is widely seen as the start of the reform movement of the 1980s and 1990s. Accounts of its origins have been dominated by a debate about which policy actor can take credit. This paper utilises cabinet and Reserve Bank archives to reassess the origins of the Campbell Committee. The inquiry had its origins in an earlier attempt by the Whitlam government to take federal control of the regulation for non-bank financial institutions and the building society crisis of the mid-1970s. In its response to these political and economic challenges we can identify the moment in which the Fraser cabinet turned towards market-based reform. The political decisions made in the context of crisis set the path for regulatory change in subsequent decades, particularly in the area of prudential regulation, where we have seen regulatory consolidation and expansion rather than ‘deregulation’.  相似文献

This article examines the public discourse that emerged in the aftermath of the 2011 decision of the Federal Court of Australia in Eatock v Bolt. We characterise the narrative of ‘the Bolt case’ as a ‘mobilising discourse’ that countered rather than echoed the decision itself. This discourse had three main messages: encouraging scepticism about the authenticity of fair-skinned Aboriginal persons and judgment by non-Aboriginal persons about the legitimacy of Aboriginal identity according to skin colour; questioning the legitimacy of racial vilification laws and strengthening a libertarian conception of freedom of speech. We explain how such a contrary discourse became dominant in the wake of a successful racial vilification action and consider the implications of these events.

At the end of World War II the Italian welfare system, which had taken shape under Fascism, was in need of a radical overhaul. Nevertheless, the wait for organic, structural reform dragged on for over two decades without arriving, even in the Sixties, at an efficient framework for the welfare state capable of dismantling the corporatist, familist one inherited from Fascism. This article reconstructs the debates on social security and social rights after World War II. Beginning with the interest that was sparked, even in Italy, by the Beveridge Report, I will investigate the meaning given to the expressions “social security” and “social rights” by politicians and technocrats engaged in trying to reform the Italian Welfare State.  相似文献

Over the course of the post‐war period, Australian voting behaviour has manifested a marked degree of aggregate stability, whereas British voting patterns have become increasingly volatile. Since class voting has declined at a similar rate in both countries, it cannot explain this divergence. This article suggests that the explanation is to be found in the differential electoral impact of the two countries' macroeconomic performance in this period. Conventional wisdom notwithstanding, the state of the economy, as measured by the rates of inflation and unemployment, is shown to have been a less influential force in Australian general elections than in British ones. The greater aggregate volatility in Britain, in other words, would seem to reflect‐the electorate's greater sensitivity to its ‘hip pocket nerve’, especially when it is touched by inflation. Why this same relationship does not characterize Australian commonwealth elections can be speculated upon, but is a puzzle that remains to be solved.  相似文献

This work takes existing justifications for Australian asylum seeker policy at face value. For the past five years now both major parties have articulated themselves using the rhetoric of consequentialism, arguing that the policies of offshore detention and boat turn backs are all about securing the safety of refugees. This work puts the personal opinions of each member of parliament aside and examines whether these rhetorical justifications are internally consistent. What will become clear is that the utilitarian framework used in this debate does not sit on terra firma. Rather, its foundations lead to conclusions many might find uncomfortable – suggesting that existing theoretical justifications for Australian asylum seeker policy are ultimately implausible.  相似文献

This article critically evaluates the agenda and strategy of the Australian American Leadership Dialogue (AALD) for protecting and strengthening the Australia–US alliance. Nominally an exercise in informal diplomacy dedicated to fostering mutual understanding, the AALD functions more like a pro-American lobby group as it seeks to preserve orthodox thinking and eschew dissenting perspectives. The AALD performs this function in three main ways: by carefully framing discussion and debate, by socialising Australian elites into the alliance orthodoxy and by serving as a ‘gatekeeper’ of the status quo.

Current US military research focused on the development of pharmacological ‘super soldiers’ – soldiers enhanced through a variety of pharmaceuticals and biomedical technologies to perform far beyond what unenhanced soldiers can do – draws from and often mimics popular or pop-cultural conceptions of the superhero. These biomedical and pharmacological interventions pose profound ethical problems and possibilities that are solved – in part – by imagining the new US super soldier as a superhero. Drugging soldiers to enhance their ability to fight and survive is a frightening proposition, and one that makes people uncomfortable; the solution is to imagine them as superheroes – as positive representations of the enhanced soldier on the side of good, somehow contained and controllable and fundamentally safe and unfrightening.  相似文献

The deepwater part of the Gulf of Mexico has shown a remarkable increase in oil and gas exploration, development, and production. In part, this is because of the development of new technologies reducing operational costs and risks, as well as the finding of reservoirs with high-production wells. With expanding development in deep water come increasing challenges in managing our nation’s Submerged Cultural Heritage on the Outer Continental Shelf and Slope. To fulfill obligations under Section 106 of the Historic Preservation Act of 1966 (36 CFR 800), managers need a clearer understanding of the size of debris fields expected around deepwater shipwrecks, as well as their state of preservation and future research potential—both cultural and biological. With this in mind, the Minerals Management Service, in partnership with the National Oceanographic Partnership Program and the National Oceanographic and Atmospheric Administration’s Office of Ocean Explorations, launched the Deep Gulf Wrecks Project.  相似文献

There have been a number of studies of the White Australia policy and some examination of white Australia's relationship to the new, multiracial Commonwealth that emerged after the Second World War. Drawing extensively on Indian sources, this article examines how Australia was viewed by India's high commissioner to Australia and New Zealand, General K. M. Cariappa. In the period from September 1953 to April 1956 he sparked considerable controversy by suggesting that the White Australia policy ran the risk of alienating Asian opinion and undermining the Commonwealth ideal in India and Pakistan. Cariappa maintained a high public profile throughout his stay in Australia and was widely regarded as one of the most prominent diplomats posted to Canberra in the 1950s.  相似文献
