For more than a decade, climate change has been identified as an important emerging issue for protected areas. Utilising outputs from two equilibrium global vegetation models (GVMs) forced with six climate-change scenarios, this study assessed potential terrestrial biome-type change in Canada's protected area network (2,979 national parks, national wildlife areas, migratory bird sanctuaries, Ramsar sites, ecological reserves, wilderness wildlife areas and provincial parks). Vegetation-modelling results project that 37–48 percent of Canada's protected areas could experience a change in terrestrial biome type under doubled atmospheric carbon-dioxide conditions. Park and protected area planning in Canada have traditionally been founded upon enduring-feature analysis and ecoregion representation frameworks. These conservation-planning frameworks are based on climatic and biogeographic stability; assumptions that what these modelling results for Canada's protected areas and other vegetation-modelling studies indicate are untenable in an era of global climate change. Implications for protected area policy and planning in Canada are also discussed.  相似文献

Management of Australia's National Parks and Protected Areas originally developed according to the United State's ‘Yellowstone’ model. Aimed primarily at preserving ‘wilderness’ areas, this form of protected area management has excluded indigenous habitation and land management, effectively colonising these landscapes. Since the 1980s indigenous exclusion from protected area management has been contested in the public sphere. Indigenous peoples have become involved in protected area management in various ways, such as the joint management of national parks. However, greater indigenous control is necessary to truly decolonise protected area landscapes and fully recognise the importance of indigenous Australians in land management. This paper explores a new initiative in protected area management: the Indigenous Protected Area (IPA) program. IPAs are established through voluntary declaration of indigenous land with the aim of enhancing indigenous control of protected area landscapes. Nantawarrina, the first declared IPA, is considered as a case study. Although some manifestations of colonialism are still evident in the Nantawarrina IPA, the program has made some significant contributions to the decolonisation of protected area management in Australia.  相似文献

Canadian national parks are well‐known for protecting natural areas dedicated to ‘the benefit and the enjoyment of the Canadian people’. The history of national parks illustrates the evolution of a concept of nature from functional conservation, such as tourism, to an environmental conception, based on ecosystem protection and biodiversity preservation. Banff, Waterton Lakes and Wood Buffalo National Parks in Alberta, and Kootenay National Park in British Columbia (four of the fourteen parks established before 1930, the year the National Parks Act was passed) have been chosen for this study in order to understand how national parks have dealt with local communities since the beginning of the national park movement, and how these relationships have changed during the last forty years. Inclusion of local communities and collaborative management processes have been well developed in northern Canadian parks since the mid‐eighties. These practices have been considered successful in this region, but the situation is very different in the southern parks, especially those that were created before 1930. However, things have changed since Aboriginal culture and rights have been recognized in judgements rendered by the Supreme Court of Canada and by the Canadian Constitution. In the four parks chosen for this study, involvement of local communities and the development of their participation have been slow. Round tables and participation in the creation of interpretation sites and exhibits of Aboriginal history can be considered a step toward further cooperation.  相似文献

In 2000 Scotland finally introduced legislation to enable the establishment of its first national parks, 50 years after England and Wales. This paper considers interpretations of this event and reflects on the importance of national parks to nation‐building. Grounded within a framework which holds landscape to be an important signifier of national identity, these issues are explored through a case study of the Cairngorms National Park. This study found that it was the ‘nation‐building’ agenda which was a key factor in securing the unanimous support of the Scottish Parliament for the National Parks Act (2000) but that this agenda hid competing definitions of what shape Scotland's landscapes should be. This suggests that the National Parks Act appealed as a form of institutional, as opposed to cultural, nation‐building.  相似文献

Few Indigenous peoples have control over their heritage, despite international recognition of this right in the United Nations Declaration on the Rights of Indigenous Peoples, adopted by the UN General Assembly in 2007. In Ontario, Canada, the Ontario Heritage Act, R.S.O. 1990 regulates archaeology and grants licences to archaeologists to investigate archaeological heritage. Indigenous people want more control of their archaeological heritage in Ontario. To uphold Indigenous rights to archaeological heritage in Ontario, heritage legislation and policy needs to be revised and site protection increased. This paper recommends that Indigenous archaeological heritage in Ontario would be best protected by strengthening Ontario government land development policy and legislation to require the free, prior, and informed consent from affected Indigenous communities before removal of significant archaeological sites and remains from their ancestral territories.  相似文献

In spite of recent arguments that significant changes are occurring in the United States Department of Agriculture's Forest Service, to date little empirical evidence exists demonstrating that this is indeed the case and whether these presumed changes are impacting upon substantive policy outcomes. Most of the current evidence available is from studies that have inferred change by measuring attitudinal change in Forest Service employees. None to date has examined changes in quantitative indicators of agency policy efforts or outcomes. In this article, we analyze trends in the budget requests of the Forest Service, the United States Department of Agriculture (USDA), and the Office of Management and Budget (OMB), and appropriations made by Congress, to ascertain whether priorities of these actors concerning the commodity and non-commodity programs of the National Forests have changed since the passage of the National Forest Management Act. The data reveal shifting priorities for the Forest Service, USDA, and OMB. However, although the shifts have been greater for the Forest Service than for the other two agencies, they have been significantly less than the shifts in congressional appropriations. This fact suggests that Congress is changing its view of how the Forest Service should manage its lands more quickly than the Forest Service is changing itself, and that, as some have argued, Congress has been an important external agent of change concerning the agency and its policies.  相似文献

The purpose of the advocacy coalition framework is to explain policy change over time through an examination of the stability of advocacy coalitions within policy subsystems. Recently, scholars have confirmed that advocacy coalitions are held together by shared belief systems, specifically in distributive policy arenas. We contend that federal agencies, in distributive policy arenas, provide both the anchors and support systems for the development and maintenance of belief systems. This anchoring helps provide adequate resources, access to political institutions, ability to control administrative process, and/or the capacity to deliver public goods and services. We conducted an analysis of the policy changes that occurred during the implementation of the National Environmental Policy Act for the construction of the Bureau of Reclamation's Animas‐La Plata project. This is an example where administrators, through the management of information, were able to control the policy process. The analysis provides a needed replication of previous findings regarding policy change and offers new insights into how institutions are critical to subsystem stability over time.  相似文献

This article explores trends in participation and environmental policy in Canada and the United States over three time periods: from the early 1970s to the mid-1980s; from the mid-1980s to the early 1990s; and, finally, over the past few years. The article examines possible interactions among the two variables within each country over these periods and searches out overall tendencies toward convergence or divergence. The article argues that there was divergence between the two countries in the first period, with the U.S. providing more participatory opportunities earlier than Canada and establishing a more developed regulatory framework. An overview of progress over the second period, showing some convergence among the two countries, is then provided. Canada seemed to be catching up to its southern counterpart in terms of both participatory opportunities—although they took a distinctively Canadian form—and policy decisions. More recently, however, the trend has been toward divergence. The article explains that, over the past few years, participatory opportunities in Canada have been diminished and the environmental regulatory framework has been scaled back. Although there have been some changes in the U.S. case, the scale of these changes has not been as extensive. The final section of the article then attempts to relate these broader trends in participation and policy decisions to the political context in each country. It is argued that institutional frameworks in the two countries have played a key role in the identified trends. In particular, Canada's institutional structure—specifically the concentration of power in the executive and its federal structure—has hastened these recent developments, while the U.S. institutional framework—with its multiple power centers—has acted as a brake on those who advocate significant change to the existing environmental policy regime.  相似文献

Abstract

All archaeological sites in South Africa are protected in terms of the National Monuments Act, yet some have been badly damaged by vandals, unauthorized collectors and the effects of natural and anthropogenic erosion. In an effort to minimize such damage, the policy in the past has been either to restrict access or to keep a low profile, in relation both to rock art and excavated sites. Coupled with the fact that, in the past, the precolonial period has not been included in school history curricula, this policy has had a negative effect. South Africans generally have a limited knowledge of the results of research on rock art and archaeology and are not aware of the legislation. Furthermore, there is no infrastructure and no market for promoting such sites for tourism. The National Monuments Council has identified the need for public education in this field within a broader goal of promoting a common heritage for all South Africans in this time of political change. Three examples of recent active intervention are given in this paper. Stone Age living sites at Nelson Bay Cave and Matjes River rock shelter have been developed as local attractions, and protective conservation measures have been put into practice at rock art sites that are open to the public in the Western Cape.  相似文献

The use of National Park designations to bring about aims including the protection and conservation of the natural environment has become established in most European Union member states. In the UK, such arrangements have long featured in England and Wales, but they have not been paralleled by similar designations in Scotland. Now, however, National Parks are being introduced in Scotland. While the proposed arrangements build on the experience of National Parks elsewhere in Europe, and particularly in England and Wales, they incorporate the distinctive feature of seeking to bring about socio-economic development as well as environmental protection.  相似文献

During 1953 through 1979 estimated, the U.S. economy has exhibited a roller-coaster economic performance–six periods of inadequate upturn, stagnation, and recession, with a chronic rise in unemployment because each upturn at its peak has tended to leave us with more unemployment than the previous one. During the period as a whole, we have forfeited 7.1 trillion 1978 dollars in GNP and 80.8 million years of civilian employment opportunities, and consequently lost about 1.8 trillion dollars in public revenues at all levels, with severe neglect of national priorities, and chronically rising Federal Budget deficits. This sorry record is due primarily to reliance upon a “trade-off” between unemployment and inflation. But empirical evidence for more than a quarter century has demonstrated that inflation rises as unused capabilities increase and vice versa. The annual inflation rate during the first half of 1979 exceeded 13 percent despite recession; it ranged from 1.6–3.0 percent during periods close to full employment. We now need thorough reconstruction of national economic policies, including abandonment of (1) the unemployment-inflation “trade-off,” (2) attempts to balance the federal budget at the expense of the economy and the people, (3) the prevalent monetary policy with soaring interest rates, and (4) excessive reliance on tax reductions in lieu of increased public outlays or investment. These changes would replace improvised and frequently conflicting national economic policies with comprehensive and coherent efforts. All this is in accord with the Humphrey-Hawkins Full Employment and Balanced Growth Act of 1978  相似文献

As a nation linguistically and regionally fragmented, Canada faces unique problems of national unity and identity. The truth of Northrop Frye's observation that ‘Canada has passed from a pre-national to a post-national phase without ever having become a nation’ is illustrated by the trauma of partially sloughing the trappings of colonial status in 1982, 115 years after attaining de facto independence in 1867. National identity in Canada rests precariously on the shoulders of its peoples, for the fabric of national consciousness spun from myths and images is still being woven by its literati, bureaucrats, and politicians. Not only does Canada have a small population and, as Mackenzie King put it, ‘too much geography,’ but the country is bordered by a culturally aggressive and dynamic English-speaking nation outnumbering it by more than ten to one. If English Canadians are to formulate a distinctive cultural identity, to create their own images and myths of place, to come imaginatively into contact with the country, and to answer the fundamental question of ‘Where is Here?,’ they must do so on their own terms, not in a cultural vacuum but in a milieu protected in some measure from the onrush of values, attitudes, and beliefs emanating from beyond the borders of Canada.  相似文献

Following the growth of nature‐based tourism, national parks and other protected areas have become important tourist attractions. This article examines the legislative process of revising the Act on Pallas‐Yllästunturi National Park, located in northern Finland, to enable the renovation and enlargement of the old hotel. The first draft of the government bill published in 2008 led to widespread public opposition, and thus, construction rights were reduced substantially before the new Act was passed in 2010. The main question of this article is why the Finnish government changed its policy on national park governance that had existed for decades. We assess the extent to which the changes in park governance can be interpreted as part of the worldwide neoliberalization of nature, as well as what kind of forces and values work against neoliberal management ideologies. We examine how the process of revising the Act proceeded in the Parliament and analyse on what grounds the hotel construction was defended and opposed in the discussions. Finally we ponder how the political disagreements are explained by neoliberal frames. We conclude that the neoliberal element was one part of the process, but it intertwined with local political reality creating results hardly resembling textbook definitions of neoliberal or classic liberal ideals. Mixed ideological principles, contextual economic conditions, and complex dependencies between individual actors create cases which must be analysed carefully to find out if neoliberal elements really exist and how they are transformed. Close relations between economic and political actors and creation of economic monopolies should raise doubts if vocabulary of liberalization is just a disguise of actions supporting hidden political and economic interests.  相似文献

Scholars of Canadian politics have noted that the Prime Minister plays a dominant role in shaping domestic and foreign policy. This article examines the role of the Prime Minister in shaping Canadian foreign policy toward Israel since 1993 and shows the central role that the Prime Minister has played on this issue. It specifically argues that Stephen Harper produced a noticeable pro-Israel shift in Canada’s policy and moved Canada away from the multilateralist approach pursued by Jean Chrétien and, to a lesser extent, Paul Martin. But this article also argues that Justin Trudeau has so far embraced a policy that largely reinforces the approach of Harper rather than rejecting it. Thus, one practical implication of the dominant role of the Prime Minister in shaping Canada’s policy toward Israel is that Canada has become more one-sided in its support of Israel in the past two decades.  相似文献

Developments favouring the liberalisation and globalisation of economic exchange and increasingly rigid constraints on domestic fiscal policy have provided support for neo‐ liberal policy ideas. Neolibcralism challenges the logic of embedded liberalism that underscored trade multilateralism in the post‐second world war period, and the exclusion of sectors like agriculture from the General Agreement on Tariffs and Trade. Focusing on agricultural policy, the article examines the pace and extent to which neo‐liberal ideas have been able to gain hold and displace non‐liberal domestic policies in Australia and Canada. The article shows that neo‐liberal ideas have been more easily translated into domestic policy change in Australia than in Canada. A significant part of the explanation for this cross‐national difference is found in the differing domestic political‐institutional arrangements, including federalism, bureaucratic arrangements, the presence or absence of a neo‐liberal epistemic community, and trie structure of interest intermediation systems. These factors, in turn, have their impact on policy change through their effects on the structures of agricultural policy networks and policy communities.  相似文献

In 1996, the Geneva-based International Organization for Standardization released its ISO 14001 guidelines for environmental management systems (EMSs). By implementing an EMS, an organization is better situated to manage the environmental effects of its operations which, in turn, should lead to better environmental performance. However, research on EMS performance has only recently begun to emerge, and the relation between EMSs and genuine improvement in environmental performance has not been clearly established, particularly for organizations such as Parks Canada, whose principal mandate is to protect the natural environment. While EMSs are gaining recognition amongst parks as a systematic approach for dealing with the environmental aspects of park operations, there has been very little investigation as to the effectiveness of EMSs in improving the environmental performance of park operations. This paper presents the results of a case study of the effectiveness of Riding Mountain National Park's (RMNP's) EMS and its contribution to environmental improvement. The results confirm EMS experience elsewhere in that RMNP's EMS has been only moderately successful at best and that there exists no clear link between the EMS and the environmental improvement of park operations.  相似文献

ABSTRACT

For more than 50 years, the Inuit of Nunavik have been subjected to development plans devised in the south by the Government of Canada and Quebec that has a profound impact on Inuit people and their culture. The latest plan, known as Plan Nord, proposes sustainable development for the North based on the protection of 50 percent of the territory. However, the Inuit of Nunavik face many social challenges and this is reflected in the socioeconomic indicators of the region. In order to alleviate these social circumstances, numerous regional and local initiatives are attempting to establish programs better suited to the culture and needs of Nunavimmiut. Examples at the regional level include childcare and midwifery services supported by Quebec. At the local level, initiatives such as the Unaaq Men’s Association and the Innavik Project are making an effort to address local needs. In this paper, following a presentation of the Nunavik governance architecture, we will analyze how local (Unaaq, Innavik) and regional initiatives (Midwifery Program, Childcare, Preparation for Post-Secondary Education, Nunavik Parks) contribute to the sustainable development of Nunavik.  相似文献

Humphrey-Hawkins, enacted into law as the Full Employment and Balanced Growth Act of 1978, is the most important step the Federal government has taken for overall economic coordination since passage of the Employment Act of 1946. The centerpiece of the new law is specific goals for unemployment and inflation. All Federal programs and policies are to work toward achieving a 3 percent adult and 4 percent overall jobless rate within five years, and inflation rates of 3 percent by 1983 and 0 percent by 1988. The present article outlines the major changes made in Humphrey-Hawkins from its introduction in June 1974 to its enactment in October 1978, the contents of the Full Employment and Balanced Growth Act of 1978, and the politics surrounding its passage.  相似文献

Both the United States and Canada have made fundamental changes in their policies regarding natural resources. The province of British Columbia made major revisions to its forest policy in the earlyto-mid-1990s; in the western United States, policy efforts have been stymied by conflicts between state and federal officials and between conservationists and resource developers. The different structures of federalism in the two countries result in two different approaches to policymaking that are discussed here. However, the ultimate test of natural resource policy, I argue, should be their consistency with the goal of sustainable ecosystems and preservation of biodiversity. From the perspective of ecological science, neither country has been particularly successful in policymaking for public lands and for logging in particular. Both nations have failed to give priority to protecting old-growth forests and largely have rejected the idea that ancient forests are much more valuable than simply sources of timber  相似文献
