Today pilgrimage is experiencing an increasing interest, although motives are notable changing. Sites along pilgrim routes normally profit in an economically way. But until today regional economic effects of even very small pilgrimage sites are underexplored. Therefore economic impulses of the pilgrimage site in Biberbach (Bavaria) were identified using interviews and calculations. According to that the 10,000 visitors per year generate nearly 30,000 € gross turnover and 0.5 jobs. So even small pilgrimage sites can obviously produce a notable increase of local EVA.

The European Union (EU) constitutes a space that offers a wealth of opportunities for regional learning. This article addresses how the learning process takes place in an interregional project and how contextual factors affect the learning process. The work presented here draws upon theories on regional learning and the dissemination of management ideas, as well as taking agency and structure components into account. The internal project arenas are investigated in order to shed light on the learning process and how spatial relations play a critical role. A conclusion is that the learning process within EU financed projects will gain from developing the practice of reflection and space-sensitive dialogues. One challenge to be dealt with is the relationship between the metamessage of the project, and local variations and various gender narratives.

The emphasis of Finnish innovation policy has very much been on promoting actions that can be labelled as science–technology–innovation mode of innovation, which is based on the production and use of codified scientific and technical knowledge. However, recent research has emphasized also the importance of more experienced-based mode of learning and innovation, which can be labelled as doing–using–interacting mode of innovation. This study is an attempt to shed light on the current development phase of Finnish innovation system facing the new paradigm. The Finnish innovation system is seen as a mosaic of regional innovation systems. The regional innovation systems are analysed through a developed framework including elements of theories of innovation systems and cluster theories as well as two recent national-level strategy documents. One of the main concepts of the study is related variety in regional innovation platforms. This study also aims at creating a pragmatic framework for describing related variety at the regional level by combining aspects from two theoretical frameworks. The empirical data were gathered in a series of workshops in all the Finnish regions during the year 2008. The result maps Finnish thematic regional innovation platforms fuelled by related variety.

Venture Investments in Israel—a Regional Perspective
This paper analyses the geographic distribution of venture investments in start-ups in Israel, using data for the period 1995–2004. The findings show that their location behaviour differs from that of high-tech activities: they show a pattern of “dispersed concentration” (as compared with a pattern of “concentrated concentration” of high-tech activity), with high levels of concentration in focal places, but at a commuting distance from the main metropolis. This is explained by the fact that venture investors also play the role of entrepreneurs and managers. The comparison between different types of venture investors shows that local venture capital funds lead to the heaviest concentration in the metropolis, in comparison with foreign venture investors. This heavy concentration of venture investments implies increasing regional gaps, with a minimal participation of peripheral regions, even those that enjoy some high-tech activity.

The aim of the paper is to provide an overview of the development of Czech innovation policy which started to get its shape in the first years of the 21st century. The article traces its origins to a number of interlinked factors—the introduction of European regional policy in the Czech Republic, the increased inflow of foreign direct investment into R&D-intensive sectors and also the devolution of power to Czech regions that were established in 2001 and gave a new, regional dimension to research and innovation policy. It pays particular attention to the process through which the regionally-based innovation policy advocated by the European Union (EU) has been translated and adapted in the context of a new EU member state. As an illustration of the efforts at the regional level to make a better use of the potential of R&D and innovation in the regional development, a case study of a regional innovation strategy of the City of Prague is analysed. The City of Prague was selected for a critical analysis of an innovation system and innovation policy due to the fact that it is a region with significant but until now not fully exploited innovation potential and, in addition, its first innovation strategy has been recently adopted. The innovation strategy is closely scrutinized and the process of its elaboration is critically examined within the European and especially national context. The authors demonstrate that there is a lot of conceptual ambiguity and confusion associated with the process of transferring the experiences of Western European regions to the Czech Republic. The authors believe that at least some of their observations and analysis of weaknesses of the process through which the regional innovation strategy (RIS) has been carried out will have relevance for other Czech regions and even for other regions in the new EU member states.

This article reviews current developments in European regional studies. A brief history of settlement archaeology as practiced in Europe is followed by a discussion of new approaches to regional analysis and surface survey. I argue that recent, steady investments in the technology, methods, and theory of regional archaeological analysis and surface survey have stimulated advances in the study of settlement patterns and settlement pattern change through time in many parts of Europe. When innovative technologies (e.g., remote sensing, GPS, GIS), methods (e.g., geoarchaeology, “siteless” survey), and new theoretical frameworks (both processual and postprocessual) have been combined, breakthroughs in our understanding of European settlement have resulted. In the last half of the article, I describe some of these breakthroughs in a broad discussion of European settlement history, beginning with the earliest prehistory of Europe through the Middle Ages. Shifts in perspective are particularly apparent for phases of transition: from the Middle to Upper Paleolithic, Paleolithic to Mesolithic to Neolithic, and with the rise and expansion of states.

This paper provides regional GDP estimates for the 24 Swedish regions (NUTS-3) for the benchmark year 1571 and for 11 ten-year benchmarks for the period 1750–1850. The 1571 estimates are based on tax sources and agricultural statistics. The 1750–1850 estimates are produced following the widely used methodology by Geary and Stark (2002 Geary, F., and T. Stark. 2002. Examining Ireland's Post-Famine Economic Growth Performance. Economic Journal 112(482):919935. doi:10.1111/1468-0297.00064.[Crossref], [Web of Science ®] [Google Scholar]): labour force figures from population censuses at regional level are used to allocate to regions the national estimates of agriculture, industry and services while wages are used to correct for productivity differentials. By connecting our series to the existing ones by Enflo, Henning, and Schön (2014 Enflo, K., M. Henning, and L. Schön. 2014. Swedish Regional GDP 1855–2000: Estimations and General Trends in the Swedish Regional System. Research in Economic History 30:4789.[Crossref] [Google Scholar]) for the period 1860–2010, we are able to produce the longest set of regional GDP series to date for any single country.

This article summarizes and evaluates the effects of spatial interdependencies in Italian regional specialization over the period 1995–2006. First, we perform an exploratory spatial data analysis (ESDA), and then we estimate a spatial panel data model built according to the new economic geography theory. ESDA reveals positive spatial interdependence overall and detects hot spots in the north and cold spots in the south for all sectors, but agriculture shows the reverse. Similarly, an econometric investigation furnishes evidence of the presence of spillover effects, implying that the determinants of the specialization of a region influence its neighbors' specialization.

In recent years, the qualitative evolution of relocations (from low-cost offshoring to more technologically intensive relocations) has become a new concern in political debate. Focusing on these new trends, the aim of this paper is to better understand relocations from the firms’ point of view. The concept of relocation is reformulated by adopting a broad definition considering it as a specific dimension of firms’ mobility options. We consider three analytical dimensions: relocation as a productive problem (“relational space” for coordination), relocation in a territorial dimension (“geographical space”) and relocation as a complex decision-making process (“political space”). On this basis, we combine two strands of literature (economics of proximity and institutional approaches of the firm) for a better understanding of the decision-making process and the resulting diversity of situations. The framework is finally applied to the specific case of the Aquitaine region of southwest France in order to identify the conditions of anchoring and mobility of firms in spatial terms. Our aim is to show that the decision-making process of relocations cannot be reduced to a simple cost calculation, leaving room for local public policies.

The Regional Allocation of Public Investment: Efficiency or Equity?
In this paper we examine the effect of public investment on the regional economies of Japan. The efficient policy for regional allocation of public capital is to invest in highly productive regions, whereas the actual policy pursues equity goals by allocating more public investment to depressed regions. We determine the effects of this equity- oriented allocation by estimating the aggregate regional production function and calculating the productivity of public capital stock for each region, using a cross-sectional time-series data set. Our results show that the marginal productivity of public capital has recently declined in most depressed regions, whereas the productivity in developed regions (e.g., Tokyo, Osaka) has increased slightly. We compare alternative policies of allocating public investment and their effects on the regional and national economies using numerical simulations. We then quantitatively describe the trade-off between the efficient and the equitable allocation of public investment.

This paper explores the impact of industrial clusters on regional growth at the German labour market region level using a regional convergence model. Based on the results of an exploratory study of the geography of German industrial clusters, we are able to differentiate the impact of industrial clustering from a horizontal and a vertical perspective while taking regional convergence into consideration. The results indicate that in addition to an all-German process of convergence, a specific East German one can be identified. The different types of industrial clusters show mixed effects within this framework. While vertically isolated industrial clusters have a negative impact on regional growth in this period, positive growth effects can be identified when industrial clusters show an intra-regional vertical interconnectedness.

Recent years have witnessed a tremendous academic and political appeal to the regional scale as the key with which to rear economic and social revitalization. Learning from exemplars such as Baden Württemberg, certain proponents of a purported 'new regionalism' advocate that the economic and democratic deficit in less-favoured regions may be revitalized by fostering a series of interacting social, economic and institutional networks. This paper provides a discussion of some of the more sophisticated approaches heralding a regional renaissance. These are then deployed through a case study of the restructuring and rescaling of England's economic governance in the late 1990s via the establishment of Regional Development Agencies (RDAs). Focusing on the experience of the North-West region, their analysis reveals that, whilst useful as a form of contextualizing regional transformation and governance, the new regionalist approaches are unable to provide a rigorous framework through which to consider England's own peculiar regional 'resurgence'. In turn, the authors call for a serious consideration of the state as a critical animateur in both structuring and scaling economic and civic life. The paper concludes that in future research, a lack of sensitivity to situated path-dependent regional economic and political geographies may serve to reproduce the 'fantasies' inherent in some earlier (post-Fordist)'transition models'.

There is currently considerable interest in and debate overthe impact of increasing European economic and monetary integration(EMU) on the regions of the EU. Opinion is sharply divided overwhether EMU is leading to regional economic convergence or regionaleconomic divergence. This paper examines the theoretical argumentsand empirical evidence for these opposing views, and presentssome additional analysis of patterns of regional productivitytrends and employment growth over the period 1975–98.The picture that emerges is a complex one: whilst worker productivityshows only very weak convergence across the EU regions (a processwhich halted altogether after the mid-1980s), regional employmentgrowth has been sharply divergent. Although there is littlesupport for the claim that EMU will lead to regional convergence, these findings suggest that until much more detailed investigationof the specific impacts on particular types of region is undertaken, the regional implications of EMU will remain a contentious issue.

Regional Forest Agreements (RFAs) are the latest institutional response to conflict over the allocation, use and management of forests in Australia. RFAs involve a process of resource assessment leading to a long-term agreement between federal and state governments. This paper examines the approach to assessment being used in RFAs with reference to the literature on the practice of resource and environmental assessment and the changing shape of intergovernmental relations in Australia. It concludes that RFAs have not succeeded in resolving conflict over forestry, as was intended, but have successfully managed forest politics, both between governments and in the broader policy community.

Abstract

Theorizing within evolutionary economic geography on regional branching of industries has so far been depicted as evolving through routine replication among different economic actors that hold various degrees of relatedness. Methodologically, related variety and unrelated variety have been studied quantitatively, treating relatedness between economic agents as pre-defined industrial classifications. This represents a need for a complementary qualitative and in-depth understanding of how knowledge is re-combined in various settings. Based on a qualitative case study in the publishing industry, whose technological platforms and business models are currently facing severe challenges associated with digitization, this paper seeks to improve our understanding of how knowledge is re-combined and re-applied in various ways. The paper explores and discusses how this industry branches out into new activities, and reflects upon the channels through which these processes unfold. How is the old and the new in the economy bridged? How is the relationship between specialization and diversification played out? In this sense, the paper seeks to contribute to improving our understanding of the epistemic micro-foundations for regional branching and economic development.

In order to accommodate the recent enlargements of the European Union (EU) there has been considerable changes to the operation of EU regional policy which means that Scotland along with other regions in the EU-15 will receive considerably less money from the Structural Funds in the future. This article discusses the extent to which the reduction in EU funding for economic development will impact on the Scottish economy. The issue is explored by considering the contribution, which Structural Funds have made in the past to economic development in Western Scotland, which has received the lion's share of the money allocated to Scotland. It is suggested that whilst the amount of economic development in Scotland will not be significantly reduced as a result of the decline in EU funds the types of projects and organizations receiving funding will alter because of changes made to the way in which the funds are administered in Scotland.

An American urban geographer specializing in China explores whether a commercial and urban redevelopment model successful in Beijing (Wangfujing) can be transferred to a more remote region of the country (Qinghai Province), and whether the potential benefits outweigh the costs of dismantling the traditional commercial core of the relatively large provincial capital of Xining, with one-half million inhabitants. The Xining project is investigated in the contexts of globalization, secondary globalization, and the diffusion of urban planning and development practices in China. The biases in Chinese planning practice toward methods employed in large eastern cities are considered in light of global trends toward neoliberalism and the new regionalism.
