The Rise of the Creative City: Culture and Creativity in Copenhagen   总被引:1,自引:0,他引:1  
Culture and creativity as drivers of development are established features of the urban policy agenda. This article examines the interplay of culture, creativity and city planning using the example of Copenhagen, Denmark. Denmark presents an interesting example because whilst it has a tradition for linking culture with urban economic boosterism, recent research has suggested a social emphasis in its more contemporary urban cultural policies. The paper argues that the arrival of creativity upon the urban agenda has abruptly altered this policy context. Both culture and creativity have become central to attempts to stimulate the cultural and creative industries and to promote the city at an international level, attracting investment and the “Creative Class”. In tracing this development, the article discusses potential changes to the planning system designed to facilitate Copenhagen's transformation to a creative city and points to the potential impacts of these.  相似文献

In light of ongoing shrinkage processes affecting a number of cities and regions in Europe and around the world, the planning literature has suggested a need for new planning concepts and strategies, or even a new planning paradigm. This paper aims to contribute to the debate by investigating the adaptation of the process of urban regeneration to shrinkage. Urban regeneration is a common policy in cities facing population and economic decline. However, particularly for inner-city neighbourhoods, it has not been sufficiently documented how urban regeneration responds to challenges related to shrinkage. Looking first at the evolving national policy framework and then at two local case studies, this paper identifies conditions leading to the emergence of new practices of urban regeneration in inner-city neighbourhoods in Eastern Germany. These practices are characterized by the moderate usage of public subsidies combined with ‘soft’ measures like cooperation with individual property owners and potential investors as well as place marketing.  相似文献

In the paper, the author argues that cultural strategies and theories about urban planning may be irrelevant or even counterproductive outside urban and suburban contexts. In many rural settings the problem is not the destruction of the cultural heritage or how to counterbalance the influence from corporate interests, but rather the absence of such interests in the first place. From a study of two rural municipalities in southern Norway, the author demonstrates that culture-led strategies may be more of a distraction than an instrument for creating economic growth. Measured by the common goals for rural development in Norway, the cultural strategy has only been a success in one of the cases, whereas in the other case ideas about culture-led redevelopment have not prevented economic and demographic decline. The author concludes that while culture can be instrumental in creating growth in rural municipalities, it might also hamper their development.  相似文献

Elements of culture and cultural policy have now become firmly integrated within urban design and regeneration practice. Culture is recognised as a driver of economic renewal and many cities have utilised culture as an additional means of achieving regeneration outcomes through the application of designated cultural quarters. This study provides a critical evaluation of the regeneration and development of Cathedral Quarter Belfast, exploring the integration of cultural and economic strategies to encourage greater cultural provision and economic development as well as examining the role of culture as a catalyst in the regeneration process. It does so by utilising a mixed methodology incorporating qualitative key informant interviews and a quantitative survey of visitors to the quarter. This research examines and challenges existing theories in relation to culture-led regeneration making a valuable contribution to the literature on the application of cultural quarters and identifies areas for further investigation.  相似文献

Several studies have shown dense urban structures to be favourable in order to reduce greenhouse gas emissions from transport, limit energy consumption in buildings and protect farmland and natural areas in the surroundings of the city. There may, however, be some tensions between such a compact urban developmental strategy and considerations of public health in urban planning. This paper reviews findings from international research on the relationships between urban form and health and illustrates some of these effects by comparing statistics on life expectancy and the frequency of heart attacks among inhabitants of different urban districts in the Norwegian capital Oslo. Since we have only had access to aggregate figures at the level of urban districts, the results must be interpreted with caution. The currently available results do, however, suggest that the densification strategies often recommended for reducing the ecological footprints of cities might be encumbered with some important drawbacks, seen from a public health perspective. Based on the findings, some dilemmas and perspectives for sustainability- and health-oriented urban planning are discussed.  相似文献

ABSTRACT

Despite the rise of ‘child-friendly cities’ internationally, and a growing interest in youth engagement in urban planning, the role of children and young people in culture-led regeneration and ‘place making’ schemes, remains under-researched. Notwithstanding the wealth of research into childhood and youth cultures, little is known about the ways in which the abstract (and perhaps predominantly ‘adult’) notions of ‘culture’ and ‘place’ are negotiated by younger citizens. Drawing on participative research with schools across Hull, the UK City of Culture 2017, this contribution explores children’s and young people’s understandings of culture and place within this cultural regeneration event. Although our findings suggest that the City of Culture designation has brought benefits to children and young people in a marginalised city, there is still much to be learned from their often personal and informal interpretations of ‘place’ and ‘culture’, as well as the role played by schools in this context.  相似文献

CREATIVE CITIES: THE CULTURAL INDUSTRIES AND THE CREATIVE CLASS   总被引:4,自引:0,他引:4  
The aim of this article is to critically examine the notion that the creative class may or may not play as a causal mechanism of urban regeneration. I begin with a review of Florida's argument focusing on the conceptual and theoretical underpinnings. The second section develops a critique of the relationship between the creative class and growth. This is followed by an attempt to clarify the relationship between the concepts of creativity, culture and the creative industries. Finally, I suggest that policy-makers may achieve more successful regeneration outcomes if they attend to the cultural industries as an object that links production and consumption, manufacturing and service. Such a notion is more useful in interpreting and understanding the significant role of cultural production in contemporary cities, and what relation it has to growth.  相似文献

Major cultural events are increasingly seen by local stakeholders as important opportunities to stimulate urban regeneration, city branding and economic development. The European Capital of Culture programme is a prominent example. Since 1985 over thirty cities have hosted the title and today it remains a highly sought-after prize. This paper analyses competing interpretations of the success of Liverpool's hosting of the European Capital of Culture in 2008. It unpacks contrasting views of Liverpool08, from the official triumphant message of urban regeneration and economic renaissance to more critical analyses that problematise important elements of the event and its social and spatial impacts. In so doing, it challenges the hyperbole of culture-led transformation to reveal different geographies of culture, different cultural experiences and different socio-economic realities; it also offers an additional cultural reading of Liverpool in 2008. Through the example of Liverpool this paper shows how local culture is politicised, manipulated and sanitised in order to stimulate urban regeneration and construct a spatial re-branding of the city.  相似文献

Although there is a growing body of research into the cultural and creative industries, little work has focused specifically upon on the geography of design and its role in regional economies. The relative neglect of the geography of the UK design industry is surprising given recent assertions about the sector's role in national economic competitiveness; its contribution to product innovation; and its importance as an urban regeneration resource. This paper explicitly considers the extent to which existing conceptualizations of agglomeration and creativity provide insights into the realm of design. Our discussion reflects upon recent surveys of the design sector and analyses current design organization membership data, both of which reveal an overwhelming concentration of design activities in London and the South East. Our analysis of the strategies, organization and practices of agencies in London reveals that a number of the key features associated with cultural industries in general are significantly less discernible within design.  相似文献

This article aims to highlight and, whenever possible, demonstrate that the urban general plan is still the instrument of the utmost importance to trigger and steer urban transformations. Within the current Italian context, the article examines the characteristics, contradictions, weaknesses and opportunities of urban planning set of rules and practices and tries to propose concrete answers to questions and issues strictly connected that affect the municipality's urban planning: how to manage and govern a contemporary metropolis or city agglomeration, the concerns associated with overlapping jurisdictions and different rules for various hierarchical administrative levels, the costs of social and common services, the need to include in the urban plan the possible use of European Union Structural Funds, the real estate market affecting new development and urban regeneration programmes and investments. All these aspects should be included in a unifying and strong planning instrument, the urban plan, which could address and steer effectively the urban planning policies and their governance.  相似文献

本文以南锣鼓巷为例,剖析了基于文化创意产业的历史街区改造与提升方式。分析结果显示:在历史街区发展文化创意产业是一种新型的改造与提升方式,二者关系密切,互利共生;发展文化创意产业需以不破坏历史街区风貌为前提,主要应该注意开店位置、扰民现象、墙体的颜色、门窗的颜色及质地、遮阳棚放置、空调等、灯光强度等因素;发展本地文化为主要创意来源的文化创意产业是避免"千城一面"的绝佳途径,不仅可以传承保护当地文化特色传统,还可以有效避免其他城市或地区的抄袭和复制。  相似文献

The article reviews the changing strategies of Manchester's Labour-controlled city council from 1987 and the emergence of "urban entrepreneurialism" as the hegemonic framework for local strategy. It is argued that the supply-side emphasis on "bricks and mortar" regeneration, flagship developments, and place-marketing depended on the emergence of both tacit and formal partnerships and the consolidation of an elite consensus. Such partnerships were substantially directed at securing discretionary grant funding in direct competition with other cities. The article goes on to analyse the reasons for the city's relative success in this competition, and the processes through which elite consensus was secured and consolidated.  相似文献

ABSTRACT

Retaining the global mobile creative class has been considered a crucial strategy for driving creative economic development in inner cities. However, implementing the global creative city strategy overemphasizes the significance of amenity-based creative economic landscapes over institutional collaborations in contributing to the situated governance dynamics of creative clusters. Drawing on insights from an evolutionary perspective, this paper scrutinizes the extent to which creative city strategies foster the situated development of creative clusters based on a case study of Taipei. The paper argues that developing the urban creative economy requires a context-specific understanding of the urbanization process, and should involve an institutional collaboration to articulate the socio-spatial co-evolution between the diversified dynamics of creative clusters and urban form. This paper advocates reflexive thinking on neoliberal city strategies to develop a conjunctive, diverse and substantial creative policy to support alternative paths of creative city development.  相似文献

This paper addresses the theme of youth out‐migration from rural Australia, in the context of recent policy discussions about creativity and its role in regional development. Ethnographic fieldwork in one rural location – the New South Wales Far North Coast – is drawn upon to highlight how creative industries are being cast as a potential way of promoting cultural activities and jobs for young people, and in turn, how they might be imagined as a means to mitigate youth out‐migration. Yet, creative industries have contradictory employment and social outcomes. Creative industries are likely to generate higher rates of youth participation in economic activities than public data reveal. However, strategies for future job growth should also consider the limitations and instabilities of creative industry employment. Second, and more broadly, the paper discusses those socio‐cultural dimensions of nascent creative industries that may have a more substantial impact when conceived as part of strategies to stem youth exodus from rural areas. Creative activities may contribute to rural development in indirect ways, especially if linked to policy goals of increased tolerance of youth activities, better provision of cultural services, and improved well‐being for young people. While formal job‐creation may be limited, creative industries could mitigate some of the impacts of youth migration to cities by enriching regional social life and mediating perceptions of the advantages and drawbacks of rural versus urban life. This kind of policy imagination requires a shift in attitudes towards young people and a more genuine commitment to encourage young people to feel that they belong in non‐metropolitan areas.  相似文献

I review several bodies of empirical urban theory relevant to the archaeological analysis of ancient cities. Empirical theory is a type of “middle-range theory” (following Robert Merton): sets of concepts and methods that are less abstract, and have greater empirical content, than high-level social theory. The categories of theory reviewed here include environment-behavior theory, architectural communication theory, space syntax, urban morphology, reception theory, generative planning theory, normative theory, and city size theory. Most of these approaches originated in the fields of architecture, planning, and geography, and they directly link the urban-built environment to the actions of people within cities.  相似文献

This paper attempts to close specific gaps in our understanding of practice and policy concerning culture, planning and development in Ireland. This is a nation in which the development and planning impacts of cultural policy are of increasing importance, yet the state of knowledge of policy and infrastructure remains underdeveloped. The paper begins by charting the evolution of culture‐led development in Western Europe over the last few decades, highlighting the emergence of culture as a central element in both economic and social development strategies. The paper then focuses upon Ireland, reviewing the nation's rich cultural and especially musical heritage, and the direct economic impacts of this. Detailing the successful mobilization of this heritage in search of tourism, the recent incorporation of culture into strategic planning and development initiatives, and the links between culture and development in Dublin, Cork and Galway, the paper concludes that Ireland is in a strong position to avail itself of the positive social and economic impacts of planning for culture and creativity.  相似文献

Recent growth in the cruise tourism industry has been accompanied by the development of new cruise passenger terminals in many port cities, in part to assist aims for spatial planning and urban regeneration. Such terminals can bring specific benefits but also problems, though application of spatial planning and related policy can help to maximize benefits and ameliorate or mitigate problems. The cases of cruise terminal developments in Amsterdam and Rotterdam in the Netherlands are illustrative in this context, and offer lessons for spatial planning and regeneration involving cruise tourism elsewhere.  相似文献
