The author challenges the hypothesis developed by Caldwell and others that sexuality in Africa is inherently permissive, and that prevailing attitudes and behavior are primary reasons for the relative failure of family planning programs to reduce fertility, and thereby will be major factors hindering efforts to control the spread of HIV infections and AIDS. The article is in three parts. "The first is a summary of the thesis as presented by Caldwell et al., including their location of African sexuality and their conceptualisation of change. The second offers a critical response, focusing mainly on the problems of research into sexual behaviour and the christianisation process, with special reference to the case of the Kikuyu people, among whom, recent studies suggest, even where sexual activity may have appeared largely free of moral restraint, there was indeed a moral order.... This paper explores the geographic and environmental context of the Southern Dispersal Route, which has been proposed as a migratory route for Homo sapiens from East Africa to Australasia during oxygen isotope stage (OIS) 4 (71–59 kyr). A series of assumptions and constraints garnered from modern hunter-gatherer observations are used to build a model of coastal foragers, which is then integrated with high-resolution physiographic analyses to produce a potential dispersal route along the coastline of the Indian Ocean. Paleoenvironmental conditions that may have supplied critical resources or served as obstacles to human colonization are identified and discussed in regards to human subsistence, the speed of migration, and demographic expansion. These factors suggest that rapid dispersals along coastlines and river valleys would have occurred upon the initial expansion out of Africa, but slowed as populations expanded demographically into South Asia and the Sunda Shelf. This also suggests that archaeological signatures relating to the earliest modern Homo sapiens are more likely to be recovered in South Asia.  相似文献

Tensions over the control of improper sexuality were a key concern of African converts and Scottish missionaries in Xhosaland, South Africa, in the first part of the nineteenth century. Missionary preoccupations with sexual behaviour meant that sexual acts became key sites for the negotiation of status and identity. Reading the case of Jan Beck, which is represented in unusually rich detail in the mission archive, allows us to see how converts used European understandings of sexual morality to gain access to mission resources as well as to exclude other converts from them. In the process, male converts were mediating between Xhosa and missionary evangelical sexual mores and identities. Their ability to do so reveals both the power of local figures to influence colonial outcomes, and the relative fragility of missionary authority in these contexts.  相似文献

Ethnoarchaeological research in sub-Saharan Africa began as a distinct study in the late 1960s and early 1970s and developed rather differently in different areas of the continent. This variability is related to a number of research circumstances in these regions: the presence of an important francophone archaeological tradition in West Africa, palaeoanthropological studies that have taken place in East and southern Africa over the last 60 years, and a concentration upon the study of forager groups in different parts of the continent. Ethnoarchaeology in West Africa, in East and Central Africa, and in southern Africa are examined in turn, with particular attention paid to the influence of research lineages in each region and to changes in methodologies and theoretical perspectives through time.  相似文献

The late‐Victorian social purity movement heralded a new phase in the history of moral regulation, generating significant levels of Anglican and Nonconformist support for male chastity and the elimination of the sexual double standard. Historians have so far highlighted the more repressive aspects of these campaigns such as their willingness to use criminal legislation and censorship to elevate standards of public morality. This article rehabilitates the discourse and activity of churchwomen — not least Ellice Hopkins — who were prominent campaigners for social purity. Women purity workers exerted enormous pressure upon the professional hierarchies of church and chapel, actively reworking Christian readings of the body so as to bring the moral influence of the churches to bear upon public opinion. In so doing they brought about a significant transformation in clerical attitudes that regarded discussions of sex as beyond the boundaries of civilized discourse and led in the promotion of a regulatory, but nonetheless highly public, religious discourse on sexuality.  相似文献

A former major base of British colonialism, East Africa, has served as one of the testing grounds for what has been referred to as neo-colonialism. According to Kwame Nkrumah, neo-colonialism indicates that although ‘in theory’, a colony attains independence, ‘[i]n reality its economic system and thus its political policy is directed from outside’ (Neo-Colonialism: The Last Stage of Imperialism. London: Panaf Books, 2004 [1965]). This article challenges this image of neo-colonialism. Based on British documents of the late 1960s and early 1970s, most of which have become available to the public only in the last decade, and sources in East African libraries, it casts new light on British external relations with East Africa in the heady days of independence. These documents demonstrate that the new states of East Africa enjoyed a substantial degree of autonomy, that Britain's development aid was inconsistent and that Britain's involvement in the affairs of its former colonies was reluctant. These accounts reveal that the impact of British policy on newly independent states was actually limited, and thus the nature of Britain's relationship with its ex-colonies and the discourse of neo-colonialism are debatable.  相似文献

For the first time since the era of the slave trade, African trade is arguably re-orienting from the “Global North” to the “Global East.” Chinese investment and trade with Africa is rising quickly. At the same time, the U.S. has increased its strategic engagement with Africa very significantly since the terrorist attacks of 2001. As a consequence of this, the continent has moved centre stage in global oil and security politics. This paper investigates the nature of Chinese and American investment and trade in Africa; the ways in which these governments view the continent, and explores the economic and political impacts of enhanced geo-economic competition between the West and the East there. It finds that current trends are reworking the colonial trade structure, strengthening authoritarian states, and fuelling conflict. However, there are also progressive dimensions to the current conjuncture which could be built on with more robust international coordination and action.  相似文献

Much work has recently explored the remarkable legislative achievements that have benefited queer groups in South Africa. Less well understood has been an appreciation as to how the links between histories of racism and histories of sexuality deployed to legitimate such legal challenges may also have directly helped to entrench the ability of others to argue against queer rights. Drawing on the work of Stuart Hall, this article will explore how queer activist's association with an ideology of ‘equality’ (and the link between racism and sexuality-based discrimination) has not simply concluded discussion about the rights (or wrongs) of queer rights. Instead that association has helped align the issue of sexuality within a far broader debate as to what the ‘New South Africa’ should mean after a racist past. This may help us appreciate a so far little understood and yet key reason why homophobia remains such a pervasive problem in the country.  相似文献

Drawing on various historical documents, the article uses process tracing methods and analytic narratives to establish a relationship between historical contractual practices and state formation in nineteenth-century East Africa. I trace the process through which local political leaders historically sought to secure monopolistic deals over trade with foreign entrepreneurs through incomplete contracts for tangible economic goods (arms and slave trades, manufactured goods) and intangible political goods or services (security, knowledge, independence). By showcasing agents’ bargaining strategies in contractual agreements, the article sheds light on notions of sovereignty and independence articulated through public contracting in Africa’s political development. Historical understandings of notions of independence and sovereignty by procurement practitioners in East Africa provide seeds for thought in controversial debates about government outsourcing today. Is outsourced sovereignty always threatening? Can we outsource sovereignty and remain independent? These are perhaps the most important conceptual queries that make East Africa’s historical contractual experience pertinent today as new public-private partnerships for development, including government outsourcing, increasingly call for the use of private means to solve public problems in the developing countries.  相似文献

For Italy, unprecedented mass migration in the late nineteenth century overshadowed the European Scramble for Africa. To secure Italy's place in the new imperial order, Francesco Crispi proposed to harness emigration for colonial expansion, by settling Italy's East African colonies with the surplus Italian population. Defeat at Adwa in 1896 shattered Crispi's project, and turned attention to colonial possibilities elsewhere. Luigi Einaudi and other Liberals trumpeted the value of Italian collectivities or colonie across the Atlantic, where Italy exerted only indirect influence. In theory, these 'spontaneous colonies' would boost the Italian economy at little expense. Italian colonialist societies turned from Africa to the Americas, working to make Italian migration more prestigious, successful and profitable. After 1908, however, Enrico Corradini and the Italian Nationalists mocked these initiatives, and called upon the Italian state to return to traditional imperialism in Africa.  相似文献

This study considers the role of epistemic turning points in the historiography of sexuality. Disentangling the historical complexity of "scientia sexualis," I argue that the late 19th century and the mid-20th century constitute two critical epistemic junctures in the genealogy of sexual liberation, as the notion of free love slowly gave way to the idea of sexual freedom in modern western society. I also explore the value of the Foucauldian approach for the study of the history of sexuality in non-western contexts. Drawing on examples from Republican China (1912-49), I propose that the Foucauldian insight concerning the emergence of a "homosexual identity" in the West can serve as a useful guide for thinking about similar issues in the history of sexuality and the historical epistemology of sexology in modern East Asia.  相似文献

This article examines the nature of US oil intervention in West Africa and in particular the ways in which US strategic policy is increasingly being wedded to energy security. It argues that academic debates of a ‘new oil imperialism’ overplays the geostrategic dimensions of US policy, which in turn underplays the forms of globalization promoted by Washington in the postwar world. Specifically, the US has long sought to ‘transnationalize’ economies in the developing world, rather than pursue a more mercantilist form of economic nationalism. This article argues that US oil intervention in Africa conforms to this broader picture, whereby processes of transnationalization and interstate competition are being played out against the backdrop of African oil. The recent turmoil in the Middle East and North Africa will add to these dynamics in interesting and unpredictable ways.  相似文献

It is commonplace to observe that pornography drives the development of media technologies. Examples abound, from the mania for capturing naked bodies that led Charles Baudelaire to complain in 1859 that photography had been coopted, to the story of how American pornographers in 1976 decided that JVC’s VHS would dethrone Sony’s Beta videotape format. It is also common to assume that sexuality is more stimulating when it is most technological, most divorced from ‘nature.’ By severing sex’s connection with reproduction, says Georges Bataille, pornographic representations become more exciting than the real thing. The history of pornographic film, however, suggests that makers of both early stag films and modern videotapes and DVDs are highly ambivalent about the representational technologies they employ. Of the hundreds of stag films made before 1965, only five were shot in sound, and only four were shot in color. Although the whole point of a hard‐core genre would seem to be graphic realism, stags clung to primitive technology. Stag filmmakers deliberately subverted not only realism but also the medium through conscious ineptitude: the performers knocked over light stands, or the cinematographer intruded into the frame, for example, and they did so time and again. By choosing retrograde technology, producers asserted their outlaw status; cultivated amateurishness asserted the authenticity of human sexuality as well. Despite much better equipment, today’s more sophisticated pornographers exhibit similarly ambivalent postures. Complicating matters is the ostensible purpose of such films, which calls for performers to demonstrate techniques for management and control of unleashed desire. On the one hand, the pornographic filmmaker’s conflicted stance points backward to traditional issues of representation faced by any artist determined to depicit sexuality, and on the other, forward to more recent obsessions with hegemonic gazes, gender regimes, and old‐fashioned fetishes. But such contradictions also raise questions about the fundamental relationship of the technological and the erotic. Those questions in turn should give pause to those who are enthralled by pornographic movies and those who are appalled by them. This paper will, so to speak, flesh out the discussion.  相似文献

A growing number of studies identify “morality policy” as a distinct category of public policy and have tested several related hypotheses. This article reexamines morality policy as a conceptual category and an empirical phenomenon. As others have pointed out, we should distinguish morality policy from other policies by how political actors frame issues rather than by its substantive content. In the first part of the article, I argue that we should view morality “policy” as one of two broad strategies for framing issues, rather than try to fit it into existing policy typologies. Next, I move beyond viewing morality policy as a single, broad category by identifying several distinct subtypes of morality frames. In the second part of the article, I challenge a basic assumption of the morality policy paradigm—that advocates frame morality policy issues by engaging in moralistic discourse that reflects their basic beliefs and values. Gay rights issues are a strong test of this claim because the literature cites them as typical examples of morality policy, and gay rights opponents would seem especially likely to engage in “morality talk” in framing these issues. Very few studies of morality policy actually observe framing behavior and what it reveals about the political strategy of each side. Congressional and state‐level data reveal that opponents usually do not frame gay rights issues in terms of the morality of homosexuality or religious injunctions against it, even in most states where we would expect to find it. Instead, they emphasize frames that focus on alleged negative social consequences from gay rights and procedural arguments about who should make policy and how it should be made. Although many opponents of gay rights disapprove of homosexuality on moral and religious grounds, their framing behavior reflects more complex strategic considerations. I speculate that opponents deemphasize morality talk because it is politically disadvantageous compared with other kinds of frames, and because of greater acceptance of gays in society. In reducing gay rights debates to moral and religious judgments, the morality policy perspective obscures the complexity of advocates' framing strategies and ignores many of their most important arguments.  相似文献

Successfully reframing a political issue as morality policy should strengthen the hand of those charging immorality. However, reframers face a daunting task in shifting public opinion. In 1989, Christian conservatives attempted to reframe the debate over federal funding for the arts from waste to immorality, by attacking grants for "anti-Christian" and "homoerotic" art. Using General Social Survey data from before, during, and after the attempted reframing, this article assesses the reframers' success in heightening the salience of religion, commitment to civil liberties, and attitudes toward sexuality in public thinking about government spending on the arts.  相似文献

Previous studies have highlighted the differences between Africa and the Near East with regard to the earliest phases of food production. However, later innovations and changes, which constantly reshaped food production, have received much less attention. In an attempt to fill this lacuna, at least partially, this paper focuses on the emergence of specialized pastoralism. Through a diachronic overview of the appearance of the characteristics shared by most present-day specialized pastoral groups in Africa and the Near East, it is clear that only at a late date could this mode of livelihood have taken its present shape. This should serve as a warning that projections of recent pastoral lifestyles back in time should be made with caution. It appears that both Africa and the Near East went through two stages of development: a first stage with general food economies, and a second phase of specialization. Archaeo(zoo)logical evidence from the Sahel in Nigeria and Burkina Faso illustrates these developments on a more local scale.  相似文献

In Modern Chinese, xing is the character most commonly used to denote sex, gender and sexuality. However, the character was a specialist Confucian term originally meaning ‘human nature’ in Classical Chinese, and only came to signify both sex and human nature in the early twentieth century. This usage was invented by Japanese intellectuals in the late nineteenth century for their translations of sexological texts from Europe, in which they encountered the concept of sex as a natural drive and the fundamental core of individuals. This article investigates the convoluted linguistic career of xing, and argues that in China in the 1920s, sex/xing became the point of anchorage for a new politics, which naturalised sex, legitimised talk about reproduction and desire, and made imperative the intensification of the production of scientific knowledge on sex (and by extension ‘human nature’). It is emphasised that the history of xing in China in the 1920s is not just a curiosity or appendage to more ‘mainstream’ history of sexuality; rather, it is impossible to appreciate the global nature of modernity without a thorough understanding of the circulation of sexual ideas.  相似文献

This article juxtaposes three types of illegitimate motherhood that came in the wake of the Second World War in Nazi Germany. The first found institutional support in the Lebensborn project, an elite effort to raise the flagging birth-rates, which at the same time turned a new page in the history of sexuality. The second came before the lower courts in the form of paternity and guardianship suits that had a long precedent, and the third was a social practice that the regime considered a ‘mass crime' among its female citizenry: namely, forbidden unions between German women and prisoners of war. Through these cases the article addresses issues such as morality, sexuality, paternity, citizenship and welfarism. The flesh-and-blood stories have been culled from the Lebensborn Dossiers and Special Court files, as well as cases from the lower courts.  相似文献
