EUrope has created a space of human suffering within which military‐humanitarian measures seem urgently required if the mass drowning is to be halted. The framing of migration governance as humanitarian has become commonplace in spectacular border practices in the Mediterranean Sea. Nonetheless, maritime disasters continue to unfold. This article discusses three non‐governmental actors, part of an emerging “humanitarian fleet” that seeks to turn the sea into a less deadly space: the Migrant Offshore Aid Station, Médecins Sans Frontières, and Sea‐Watch. While the rescue of precarious lives and the alleviation of suffering are central concerns, they imagine their humanitarian practices, the subjects of their compassion, and EUrope's role in shaping borderzones in different ways, pointing to a wide humanitarian spectrum. Engaging with the different discursive frames created by the three “border humanitarians”, the article explores what possibilities exist for political dissent to emanate from within humanitarian reason.  相似文献

European border externalization to “sending states” throughout Africa is a well-documented phenomenon. Less clear, however, is the role that African governments and implementing organizations play in border externalization, nor the precise mechanisms by which European borders are “mobilized” (Szary & Giraut, 2015) and projected into everyday spaces in “sending states”. Drawing on a case study of three different European border enforcement projects in The Gambia, I argue that a collaboration between the International Organization for Migration, the EU Emergency Trust Fund for Africa, and the Gambian government makes Gambians themselves agents of the European border. Drawing upon Szary and Giraut's notion of “borderities” (2015), I illustrate how the border is projected into The Gambia through an articulation of humanitarian borderwork with developmental approaches intended to solve the “root causes of migration” (Zaun & Nantermoz, 2021). Furthermore, I argue that the Gambian government is not passive in the process of border externalization, but actively involved in interpreting and rearticulating European policies and narratives about migration. Following Adamson and Tsourapas' (2020) reworking of the “migration state” concept, I demonstrate the Gambian government's active interests in bordering its own citizens: simultaneously encouraging emigration for the sake of national “development” while immobilizing young Gambians as part of a broader strategy to cooperate with European states. This research illustrates both the immense value of a “borderities” approach to studying contemporary migration management, and the close association between borderwork and nationhood in African post-colonial states.  相似文献

Mostafa Malekian has yet to receive much attention in Western academic literature pertaining to Iranian intellectual life, but inside Iran, he has emerged as a popular public intellectual; seen as both a culmination of and rupture with the project of “religious intellectualism.” Rather than offer a revolutionary and politically engaged vision of Islam, or a “reformist” or “democratic” interpretation of Shi?ism, his project seeks to integrate what he calls “rationality” (?aqlaniyat) and “spirituality” (ma?naviyat). As Malekian's project has developed, it has broken, in a number of important respects, with mainstream Islam as practiced in Iran, the religious reformist project, and even organized religion as a whole. This article seeks not only to offer one of the first comprehensive analysis of his existential and social thought in English, but also to analyze his project's deep affinities with a pervasive fatigue vis‐à‐vis collective projects of political emancipation and even “politics” tout court, in the latter phases of the “reformist” President Hojjat al‐Islam Seyyed Mohammad Khatami's tenure.  相似文献

In this paper, I deal with representations of Palestinian women and their experiences with Israeli national security. In particular I explore how the political philosophy of Agamben and feminist psychoanalytic ideas of “abjection” could assist in understanding the nature and flexibility of the power relationships between Palestinian women and the Israeli state. I pay specific attention to moments when women carry out suicide attacks or when pregnant women in labour are forced to give birth at the checkpoint. I argue that, from a Western perspective, pregnant and exploding women's leaky bodily boundary embodies Israeli fears about the leakiness of the border between Israel and Palestine, fears which necessitated the construction of a so‐called “security fence” in order to create a hermetic border. As such, I emphasize women's capacity to produce, heighten and dissolve boundaries, bodily and political, thereby advancing a radically different kind of political geography.  相似文献

Migration and border scholars have argued that the Europeanization and securitization of borders and migration have led to forms of population regulation that constitute a questionable divide between EU and non‐EU groups, as well as between different non‐EU groups. This paper argues that these processes have impacted not only centrifugally, on non‐EU populations, but also centripetally, on the “intra‐EU” divide regarding minorities such as Europe's Muslims and Roma. I explain how a de‐nationalization of the concepts and methods of migration and border studies—beyond methodological nationalism and Eurocentrism—sheds light on the under‐researched impact of the EU's external border regime on minoritized EU citizens. I introduce the notion of “evictability” to articulate this de‐nationalization and discuss the case study of Europe's Romani minority to show how contemporary forms of securitization further divide Europe bio‐politically along intra‐European lines.  相似文献

This paper engages with the military‐humanitarian technology of migration management from the vantage point of the European Union Naval Force Mediterranean (EUNAVFOR MED) “Operation Sophia”, the naval and air force intervention deployed by the EU in the Central Southern Mediterranean to disrupt “the business model of human smuggling and trafficking” while “protecting life at sea”. We look at the military‐humanitarian mode of migration management that this operation performs from three vantage points: logistics, with a focus on the infrastructure of migrant travels; subjectivity, looking at the migrant profiles this operation works through; and epistemology, building on the mission's first stage of intelligence and data gathering. Through this multi‐focal approach, we illuminate the productivity of this military‐humanitarian approach to the migration crisis in the Mediterranean.  相似文献

What is time? This essay offers an attempt to think again about this oldest of philosophical questions by engaging David Hoy's recent book, The Time of Our Lives: A Critical History of Temporality, which proposes a “history of time‐consciousness” in twentieth‐century European philosophy. Hoy's book traces the turn‐of‐the‐century debate between Husserl and Bergson about the different senses of time across the various configurations of hermeneutics, deconstruction, poststructuralism, and feminist theory. For him, what is at stake in such a project is to distinguish between the scientific‐objective “time of the universe” and the phenomenology of human temporality, “the time of our lives.” Hoy's approach is to organize his book around the three tenses of time—past/present/future—and to view objective‐scientific time as derived from the more primordial forms of temporalizing lived experience that occur in our interpretation of time. In my reading of Hoy's work, I attempt to explore how “time” (lived, experiential, phenomenological) can be read not in terms of “consciousness” (Hoy's thematic), but in terms of the self's relationship with an Other. That is, my aim is less to establish a continental tradition about time‐consciousness, understood through the methods of genealogy, phenomenology, or critical theory, than it is to situate the problem of time in terms of an ethics of the Other. In simple terms, I read Hoy's project as too bound up with an egological interpretation of consciousness. By reflecting on time through the relationship to the Other rather than as a mode of the self's own “time‐consciousness,” I attempt to think through the ethical consequences for understanding temporality and its connection to justice.  相似文献

Abstract: This article examines a little‐known project funded by the US Air Force and CIA, and carried out by communications scientists at the University of Washington during the early 1950s. Project Revere sought to investigate how the seemingly humble information leaflet could be deployed, via air drops, as a “flexible weapon” to spark “interpersonal communications” and spread rumours throughout particular target populations. While the testing ground for these aerial experiments was the northwest United States (Washington State, Utah, Idaho), Revere scientists were aware that their work would find particular application in supporting America's Cold War activities overseas, not least in the Korean peninsula. At the same time, however, the Revere tests were implicated in the intensification of domestic anxieties as leaflets dropped over rural Washington State and Utah mobilised issues of civil defence, emergency procedures and warnings about “enemy bombers”. In this way, we suggest that Revere corresponded with, and heightened, efforts by national and local governments to mobilise citizens into a Cold War “call to arms”.  相似文献

Cartographies for “migration management” are part and parcel of controversial border practices far from conventional borderlines. Focusing on the i‐Map, this study renders how the European Union's current practices of remote border control are visualised among migration policy circles and expert security actors through a “mapping migration matrix”. The lines portraying migration flows in recurrent maps generate a shared expert language and a common geographical imaginary reinforcing practices of contention and classification of those assumed to move toward the European Union irregularly. It is argued that illegality is constructed in ways that target border crossing long before any border is crossed, making someone illegal at the very moment and place where s/he might decide to migrate. This paper analyses the cartopolitics and limits of cartographic expertise in the production of a “routes thinking” able to legitimise extra‐territorial interceptions and practices of remote border control.  相似文献

Since 2001, state governments have adopted 287(g) cooperative immigration enforcement agreements with the federal government that authorize their law enforcement personnel to assist in detaining violators of civil federal immigration law. Employing a theoretical framework drawn from theories of policy adoption, intergovernmental relations, and immigration research, we test which state‐level political, sociodemographic, geographic, and economic determinants influence states to enter into such a cooperative agreement. In addition to finding that the partisanship of a state's governor, a state's effort on public welfare, and an increase in a state's percentage of Hispanics are related to the adoption of a cooperative immigration enforcement policy, we found evidence of “steam valve federalism” working not at the state level as Spiro (1997) first theorized but at the local level. When a state's localities adopt immigration enforcement agreements with the federal government, the state itself is far less likely to adopt their own. Understanding the reasons states would adopt this type of policy sheds light on current trends in state immigration policy and their effect on future state/federal intergovernmental relations.  相似文献

This essay reconsiders Karl Polanyi's famous thesis about the “embeddedness” of the economy through an examination of two recent books: For a New West, a collection of previously unavailable essays by Polanyi, and Fred Block and Margaret R. Somers's The Power of Market Fundamentalism: Karl Polanyi's Critique. The guiding thread of this analysis is the claim that a constant in Polanyi's thought was his belief in what he called “the reality of society,” that is, that society exists as a social fact over and above the individuals that constitute it. The essay begins by tracing Polanyi's intellectual development, drawing primarily on the essays found in For a New West. Polanyi's quest to reconcile individual freedom with social solidarity led him first, in the years between the First and Second World Wars, to embrace liberal socialism, before his readings in anthropology persuaded him that traditional economies “embed” the economy in social relations and that the nineteenth‐century liberal project of a “disembedded” economy (through the so‐called free market) is a departure from this anthropological norm. The essay then examines and questions Block and Somers's claim that Polanyi maintained that the economy is always “already embedded,” arguing notably that Polanyi believed that the advent of market society entailed an economy that was actually disembedded from social relations, not merely one that was re‐embedded in an alternative set of institutions.  相似文献

Utilising the concept of “geo‐cultural breakthroughs,” the article briefly describes the process of Babi‐Baha'i expansion, tracing the way in which the early Babi movement was later transformed into the Baha'i Faith, and the Baha'i movement itself underwent a succession of massive transformations in the range and diversity of its following. Three main stages and three “worlds” of expansion are identified: (i) an initial “Islamic” stage (1844–c. 1892), in which Babism and the early Baha'i movement were largely confined to the environing culture and society of the Islamic Middle East and its cultural extensions; (ii) an “international” stage (c. 1892–c. 1953), during which Baha'i missionary expansion succeeded in transcending the religion's Islamic roots, in particular by gaining a small but intensely active Western following; and (iii) the present “global” stage from about 1953 onwards, in which the Baha'i Faith has begun to assume the characteristics of a small‐scale world religion, with larger numbers of adherents having been gained, particularly in some parts of Africa, Asia, and Latin America, regions outside of both the religion's original Islamic heartland and the West.  相似文献

The following article will give an overview of the interdependence of aesthetic and scientific/technical developments in German composer Karlheinz Stockhausen's early works of electronic music. It is an outline of the major steps in his artistic evolution between the works “Etude (Musique concrète)” and “Kontakte”, their relation to innovations in psychoacoustic and sound‐studio technology as well as the impact, that the works from that period had on the fundamental changes in musical aesthetics during the course of the 20th century.  相似文献

July 2015 marked the 40th anniversary of Jaws, the blockbuster film directed by Steven Spielberg and based on the novel of the same name by Peter Benchley. At the time, the enormous success of the film was attributed to the way it tapped into the primal instincts of the audience, exposing people to primitive fears usually hidden in their collective unconscious. In later years, Benchley became a committed conservationist and announced that he would never again write a story in which an animal was depicted as ‘a conscious villain’. Benchley was by no means repudiating his earlier work. He claimed he was simply acknowledging that society (in his case, the USA) had moved on, that ideas about animals had progressed, and that portraying animals as villainous creatures was no longer socially acceptable. Writing from South Australia where some of the original footage for Jaws was filmed, Adrian Peace argues that great white sharks continue to be construed by many Australians as rational and ruthless killers (‘assassins’). Peace takes as problematic the idea that sharks occupy a particular place in the Australian psyche, especially when commentators draw on evolutionary psychology to explain the response to great whites in terms of an instinctual and hard wired primal fear. By carefully unpacking the current public discourse surrounding shark attacks in Australian waters, Peace provides a cultural interpretation of the relationship between Australians and great white sharks which is firmly focused on current beliefs and contemporary interpretations. Back cover EUROPE'S REFUGEE CRISIS Irish naval personnel from the LÉ Eithne rescuing migrants in the central Mediterranean, June 2015. The Irish vessel took part in Joint Operation Triton, coordinated by the European border agency Frontex and by Italian authorities. Following a series of shipwrecks off the Libyan coast, in late April 2015 European Union (EU) leaders agreed on the need to extend Triton's scope to 138 nautical miles south of Sicily. The EU is expected to finance Operation Triton throughout 2016. Several countries are participating in the operation, with vessels, helicopters, planes, and teams of border agents. Transshipping migrants takes time and is a skilled task that requires specific training. There have been cases of boats in distress capsizing upon sighting a rescue vessel, as passengers suddenly move to one side. Thus, large navy vessels usually dispatch two smaller units, approaching migrant boats from both sides. Everyone is immediately instructed to sit down, and then to don a lifejacket. How do we distinguish between a humanitarian and a border patrolling exercise? Kojin Karatani's Structure of World History seeks to rescue the philosophy of history and restore to it the relationship between philosophical reflection and historical practice. This connection is particularly pertinent in Karatani's case since he had earlier worked out the philosophical scaffolding of this monumental study in his book Transcritique: On Kant and Marx, which embarked on a “return to Capital once more to read the potential that has been overlooked.” By juxtaposing Marx to Kant and vice versa to discover the importance of exchange over production, he found what was to become the informing principle of his later philosophy of history. While Karatani's accounting of the structure of world history presumes to recount the passage of the world's history from nomadic societies to the present as a condition to rethink “social formations” from a perspective that recalls the form of a stagist philosophy of history attributed to Marx and Engels, he has abandoned its informing principle of the modes of production. Instead, he offers the perspective of modes of exchange, which means waiving any consideration concerning who owns the means of production: the putative “economic base” underlying superstructural representations like the state, religion, and culture upheld by a vulgate tradition of Marxian historical writing and discounted by bourgeois historiography as deterministic. The decision to shift to modes of exchange means rooting the primary mode of exchange taking place first in nomadic societies, rather than forms of production and archaic communal ownership of land. Although his revised scheme still accords priority to the economic, the putative division between base and superstructures still persists, even though the latter are still produced by the former, which is now the mode of exchange. Whereas Marx privileged commodity exchange as dominant, Karatani places greater emphasis on the earliest mode of exchange, which consists of the “pure gift,” associated with early nomadic social formations and reciprocity practices by clans, and seems to offer nomadic/clan communalism as a model that resembles Marx's own strategic linking of the surviving Russian commune and contemporary capitalism. The point to this project is to transcend the hegemonic trinity of capital, nation, and state and satisfy a desire to share with other globalists a vision that aims to overcome the defects of capitalism and the nation‐state and the failure of a Marxian expectation that nation‐states will simply wither away with the final surpassing of capitalism. To this end, Karatani's appeal to Kant offers to inject a moral element absent in the merely economic structure of history that will thus provide the promise of “world peace,” which ultimately requires an abolition of the nation‐state as a condition for realizing a “simultaneous bourgeois revolution” that would finally overcome state and capital and establish a world federation.  相似文献

Following its colonial project, Western Europe imposed a political and cultural understanding of state nationalism and religious homogeneity on the entire world in the nineteenth and twentieth centuries. In parallel with this twofold process, “Religious Nationalism” emerged during the Cold War, affecting the Middle East and framing an updated Abrahamic version of religious supremacism: Wahhabi Islam, the Iranian Revolution, and Israeli Orthodox Judaism were politically backed, becoming the frontrunners of a new Global‐Religious narrative of conflict. This article aims to critically analyse the Western‐Islamic manipulation of “Jihadism” as an artificial and fabricated product, starting from the “deconstruction” of Jihad–Jihadism as an anti‐hegemonic narrative. The anti‐colonial “Islamic” framework of resistance to the Empire (United States) has effectively adopted the same colonial methodology: using violence and sectarianism in trying to reach its goals. Is the Islamic Supremacist “narrative” more influenced by Western thought than by a real understanding of Islam? At the same time, this article aims to stress the historical reasons why the Arab world has been artificially affected by a peculiar form of “Religious Revanchism” which can be understood only if O. Roy's Holy Ignorance dialogues with Steve Biko's Consciousness in emphasising the need for an updated Islamic Liberation Theology.  相似文献

The questions of forgiveness and political justice have recently become intertwined with the “transitional justice” project, the aim of which is the coming to terms with past human rights violations. This article demonstrates that “transitional justice” is less concerned with providing justice than with achieving historical closure, moral redemption, and a “new beginning.” It proposes that justice requires a profound reflection of a political nature by introducing and discussing Jean Améry's concept of resentment. Central to Améry's view of resentment is the restoration of the victim's social status and dignity, the validation of the experience of victimhood; his view therefore contrasts with the Nietzschean derogative view of ressentiment. On the basis of Améry's conceptualizations and with reference to Derrida's notions of “hiatus” and “forgiveness as impossibility,” the article problematizes the relation of ethics and politics—which the “transitional justice” project takes as given. It suggests that to theorize on justice, one needs to parenthesize the moral imagery of forgiveness and bring thirdness (or plurality) to the fore as the space where the identities of “victims” and “perpetrators” are established and played out.  相似文献

Abstract: A new field of “public geographies” is taking shape ( Fuller 2008 ) in geography's mainstream journals. While much is “traditional”, with intellectuals disseminating academic research via non‐ academic outlets ( Castree 2006 ; Mitchell 2008 ; Oslender 2007 ), less visible is the “organic” work and its “more involved intellectualizing, pursued through working with area‐based or single‐interest groups, in which the process itself may be the outcome” ( Ward 2006 :499; see Fuller and Askins 2010 ). A number of well‐known projects exist where research has been “done not merely for the people we write about but with them” ( Gregory 2005 :188; see also Cahill 2004 ; Johnston and Pratt 2010 ). However, collaborative writing of academic publications which gives research participants authorial credit is unusual ( mrs kinpainsby 2008 ; although see Sangtin Writers and Nagar 2006 ). This paper is about an organic public geographies project called “Making the connection”. It is written by a diverse collection of (non‐)academic participants who contributed to the project before it had started, as it was undertaken, and/or after it had finished. This is a “messy”, process‐oriented text ( Cook et al. 2007 ) working through the threads (partially) connecting the activities of its main collaborators, including a referee who helped get the paper to publication.  相似文献

California's state constitution prohibits the “wasteful” use of water; however, waste is subjective and context dependent. This paper considers political, biopolitical, and material dimensions of waste, focusing on the role of legal processes and institutions. The paper examines a case involving legal accusations of “waste and unreasonable use” of water by the Imperial Irrigation District in Imperial County, California. The determination that water was being “wasted” justified the transfer of water from agricultural to urban areas. However, defining these flows of water as a waste neglected water's complexity and relationality, and the enclosure of a “paracommons” threatens to bring about negative environmental and public health consequences. The paper shows that the project of discursively labeling certain material resource flows as waste and re‐allocating these resources to correct this moral and economic failure relies upon legal processes, and carries political and biopolitical implications.  相似文献
