Abstract

Spacelab is the conventional name given to a manned laboratory to be carried onboard NASA's Space Shuttle, which was built in Europe under the aegis of the European Space Agency (ESA). This paper deals with the initiatives undertaken in Europe to establish a utilisation programme for Spacelab, in particular for its first flight, planned as a joint ESA/NASA demonstration mission. Two main factors will be discussed, which prevented ESA from establishing a sizeable Spacelab utilisation effort. Firstly, owing to the cost escalation of the Spacelab development programme and to NASA's charging policy for access to the Shuttle system, which did not foressee any preferential treatment to European users, most ESA member states were reluctant to commit funds in support of a long term experimental programme with the new space facility. Secondly, in a situation characterized by strict budgetary constraints, the established European space science community strongly opposed the inclusion of the new research fields opened up by Spacelab (e.g. life and material sciences in micro‐gravity condition) within the framework of ESA's scientific programme.  相似文献

This paper explores the role of regulations and economic policies implemented in post-crisis Spain in boosting a housing dispossession crisis. The article first claims that the post-2008 crisis has implied shifts in the mechanisms of rent extraction from housing in Spain. Second, it is argued that those shifts in rent extraction have been fuelled by the post-crisis economic policies and regulatory frameworks implemented since 2008. Third, it is claimed that dispossession has been a central strategy used by banks to cope with the new post-crisis regulatory framework. The article thus analyses the different strategies carried out by banks and hedge funds to enforce foreclosures and other dispossession strategies since 2008. Furthermore, it explores the different motivations and ideologies that led to the roll out of different banking regulations and the variegated impacts that these regulations have had on Spanish bank and hedge fund strategies vis-à-vis housing dispossession.  相似文献

This paper presents four case studies of policy‐making in New Zealand in an attempt, firstly, to examine the relative roles of bureaucratic and political policy actors and, secondly, to suggest some factors which might account for the variation found in both these and other observed cases. This is done on the basis of distinguishing between types of policy (as suggested by Theodore J. Lowi) according to their likelihood to engender conflict The findings are discussed in relation to the workings of other Westminster political systems (Britain, Canada, Australia). The conclusion is drawn that while politicians are sometimes involved in policy‐making to only a minimal extent, they should still be held responsible for what emerges from that process.  相似文献
