After three decades of armed confrontations, the Sri Lankan civil war ended in May 2009 with the military defeat of the liberation tigers of Tamil Eelam (LTTE). To sustain the war for so long, mechanisms of knowledge reproduction were used legitimizing violence and assuring the conflict's transmission across the generations involved in it. Drawing on ongoing fieldwork in the island's Eastern Province, this article addresses the processes through which Sri Lanka's war-history has been taught and learnt, empirically linking the multiple sites of knowledge transfer. It suggests a trajectory moving from the institutional (policy and textbooks) to the defiant (specific schools and armed movements) spaces of transmission, while comparing the attitudes, memories of violence and transmission strategies of educators, students and former combatants. The data are embedded within the broader discussions on social change and the cultural reproduction of war, a process illustrated with the help of a new concept: semantic alliances.  相似文献

This article examines the role of women in post-tsunami livelihoods recovery in two tsunami-affected villages in the Hambantota District, South Sri Lanka. It considers four key livelihoods recovery strategies involving women, revealing their immense capacity to overcome socially constructed disaster impacts. Their ability to respond positively is grounded in specific geographic and cultural contexts, making location and ethnicity of profound consequence. Although pre-existing ethnic backgrounds, influenced by religious and patriarchal structures, are critical indicators of the uneven ways in which women engaged in livelihoods recovery, the tsunami generated new patterns of cultural practice. The article adds to research that goes beyond the simplistic representation of women as undifferentiated ‘victims’ in post-tsunami Sri Lanka. It stimulates discussion on the lived experiences of intersectionality in feminist geography, and emphasizes the broader relevance of the study for understanding multiple and transforming positionalities that constitute the post-disaster lives of women in divergent socio-political contexts.  相似文献

In contemporary Sri Lanka, the commodification of local mask production resulting from cultural tourism has caught the traditional mask artisan in a tight spot between “tradition” and “modernity”. The impacts of tourism are diversely received and interpreted within the local mask artisan community, with tourism simultaneously resulting in what can be called a “cultural discovery” and “cultural decline”. Within this cultural debate, this paper is an attempt to understand how the traditional mask artisan arrives at a balance between “tradition” and “modernity”, and culture and commerce. Qualitative research conducted in southern Sri Lanka shows that tradition and modernity are shifting conceptions. Negotiating a balance between tradition and modernity is, therefore, largely a matter of meaning and interpretation. When cultural commodification occurs, tradition and modernity are continuously redefined and reinvented by both the traditional mask artisan and cultural consumer to fit their own needs and agendas. Cultural commodification contributes to the survival and revival of Sri Lanka's mask tradition, a strategy that is simultaneously welcomed and contested within the local mask artisan community.  相似文献

Sri Lanka is cited as an exemplary case of direct poverty alleviation because of a long history of social welfare and high values in quality of life indices. Notwithstanding, anti-poverty measures in Sri Lanka founded on the international discourse of poverty and development do not serve the interests of poor people. This discourse begins by locating poor people in a distinct poverty sector and proceeds to examine its characteristics. Several attributes of that discourse make it intellectually incapable of seeing how poverty is socially constructed in a diffused nexus of production relations that extends far beyond the so-called 'poverty sector'. An alternative 'substantive approach to poverty' is presented. The arguments are illustrated using the theme of food production in Sri Lanka.  相似文献

This article focuses on how northern non-governmental organizations (NGOs) and their partners, community-based organizations (CBOs), are ‘working’ gender after a crisis. It explores the relationship between one NGO aiming to mainstream gender and a women's CBO in a village in southern Sri Lanka after the 2004 tsunami. The gender policies of the NGO and how the CBO has co-opted these policies are analysed in terms of discourse, interdependence, power and performance. Structural and individual challenges for working gender in post-crisis situations are analyzed and the constraints for making deep reaching changes that can alter gender relations are identified. Because of differences in the conceptualization and implementation of gender policies and practices, the CBO has manoeuvred to maintain its own interests, while the NGO has experienced disconnections in working gender between organizational levels and locations of implementation. In conclusion, it is argued that for changes to take place, knowledge production on gender needs to be locally situated and sensitive to the structural conditions and power relations with which organizations and communities engage.  相似文献

The Avondster was a 17th century British ship captured by the Dutch and used by the United Dutch East India Company (VOC) trading with Asia until it was wrecked in Galle Harbour, Sri Lanka in 1659. The shipwreck was found in 1997 to be in very good condition but under threat from development in the harbour. From 2001–2004 an archaeological project was implemented by the Dutch/Sri Lankan Mutual Heritage Centre. The aims were to record and recover important cultural material as well as to build up the capacity of a Sri Lankan Maritime Archaeology Unit for implementing future work.

This article sets out to explore the strategic creativity that underlies supposedly invariant ritual performance. The ethnographic focus is on a group of Sri Lankan ritual specialists and the way they present the past in terms of mythical, historical and genealogical relationships that give power and legitimacy to their performances of healing rituals in the present. The analysis brings together local notions of “tradition” with ideas of performance and embodiment. The conclusion takes up the idea that, far from being the dead weight of tradition, invariance is a performative illusion of considerable ingenuity and persuasive power. Indeed, it is a fundamental means whereby the authority and power of ritual is maximized in performance.  相似文献

Non-governmental organizations (NGOs) are the modus operandi in the development arena at this juncture. Many, including feminists, place much faith in these actors for creating a progressive space for social, political, and economic activities to be undertaken. This article employs fieldwork evidence from eastern Sri Lanka, carried out in 1998–1999 and early 2004, to challenge this simplistic reading. The primary social group that was studied during the fieldwork period was female-headed households. This article argues that there are different types of NGO working in multiple ways in the region, and it is important to distinguish between these differences. NGOs that primarily execute development-oriented projects without considering the ethno-nationalist and gender politics are culpable of the violence of development. It is only when NGOs are in local communities for the long haul that they are able to develop a commitment to reassess and evaluate the social transformative potential of their activities. Using a feminist political economy perspective this article argues that it is important and necessary that NGOs confront social, political, and economic structures, including ethnic identity politics, if their activities are to lead to transformative feminist politics. In other words, NGOs would have to do more than pay lip service to gender mainstreaming, as is more often the case. These actors need to recognize and understand the potency of ethno-nationalist politics, social structures, social exclusion, and social injustice in order to create social spaces that are enabling of women's agency in the local communities within which they work and operate.  相似文献

This paper argues that Muslim feminisms emerge as spatially differentiated strategies and tactics to accommodate local varieties of Muslim “informal sovereignties”. These informal sovereignties are exercised by Muslim judges, scholars and lawyers regulating Muslim marriages and divorces, based on diverse readings of the Muslim Personal Law and situated in the context of different forms of violence, such as Islamophobia and ethno-religious communalism. Comparing two districts in Sri Lanka - Puttalam and Batticaloa - the paper shows how Muslim feminist activists navigate spatially diverse forms of informal sovereignties exercised by Muslim movements and institutions, in response to locally specific political, social and economic challenges that Muslims face in the aftermath of Sri Lanka's decades-long civil war. The struggles over implementing and reforming the Muslim Marriage and Divorce Act (MMDA), the Muslim Personal Law in Sri Lanka, focus on Muslim women's bodies and spaces as main sites of politics. The paper thereby contributes to debates in feminist geo-legality and Muslim femininity by pointing to the need to understand the contextuality of Muslim Personal Law within Sri Lanka's varieties of lived Islam.  相似文献

This paper adopts infrastructure as a lens through which new understandings of the inter-relationships between territory and sovereignty can be advanced. It argues that inverting the terrestrial assumption of territory can lead to “slippages” of sovereignty in which territorial sovereignty is indirectly claimed through the assertion of governance rights. For the purposes of this paper, I explore these inversions through the reclaiming of land from the ocean, and the removal of land by the ocean. Drawing on ethnographic research exploring the effects of China-backed infrastructure mega-projects in Sri Lanka, these territorial inversions are explored, respectively, through the Port City Colombo project – in which territory is claimed from the ocean through the creation of an island infrastructure – and the Hambantota International Port project – in which territory is removed by the ocean through the creation of a man-made port. Both projects reveal the ways in which infrastructure investments are implicated in the region-building ambitions of the Belt and Road Initiative, and thus provide conduits through which Chinese sovereignty can be asserted. As conduits, they foreground the realisation, but also the reimagination, of what “islandness” can mean in/to post-war Sri Lanka.  相似文献

This article explores how residents of a small coastal fishing enclave in Colombo live with cumulative waves of dispossession brought on by exclusionary projects of urban development. Drawing on ethnographic fieldwork, I introduce the analytic of navigation to describe how people move, plan and live with both present and future threats of dispossession. Navigation offers a unique perspective on questions of agency and resistance in oppressive conditions. Rather than framing subjects as “resisting” projects of world-class city-making, this analysis shows that urban residents instead engage in complex and occasionally contradictory modes of living with uncertainty. I complicate existing understandings of the term “navigation” by describing how questions of nation and belonging are crucial to comprehending how people navigate. Ultimately, I suggest that expressions of belonging and obligation to an imagined community might not only be strategic, but instead reflect some of the broader social forces which structure possibilities for action.  相似文献

Abstract

The origins of the Indian space program are typically traced back to the founding of a rocket launch base in Thumba in the state of Kerala in India in the 1960s. In creating infrastructure at Thumba, Indian scientific elites used geography as an instrument to create a vast international network of scientific and political actors committed to the science that was possible within India, particularly cosmic ray studies. They were drawing on a long tradition of linking geography to science redolent of the colonial era but were inspired by their newly constituted political imaginary of independent India as a place where science, geography, and nation were perfectly mapped on to each other. NASA’s help was crucial in this regard, enabled as a tool in Cold War high politics, as American technocrats sought to steer India towards the West, while India itself was keenly aware of a more proximate phenomenon, Pakistan’s own burgeoning efforts to do the same. Concerned about domestic opprobrium to large Indian investments in space technology, Indian and American actors shielded the Thumba project from critique by installing it under the umbrella of the international order, in this case the United Nations. This internationalism was complemented by a deep and firm belief in the universalism of modern science as a portable instrument, capable of improving the social order anywhere, regardless of political or social context.  相似文献

We identify and offer new explanations of change in water management infrastructure in the semi-arid urban hinterland of Anuradhapura, Sri Lanka between ca. 400 BC and AD 1800. Field stratigraphies and micromorphological analyses demonstrate that a complex water storage infrastructure was superimposed over time on intermittently occupied and cultivated naturally wetter areas, with some attempts in drier locations. Our chronological framework, based on optically stimulated luminescence (OSL) measurement, indicates that this infrastructure commenced sometime between 400 and 200 BC, continued after Anuradhapura reached its maximum extent, and largely went into disuse between AD 1100 and 1200. While the water management infrastructure was eventually abandoned, it was succeeded by small-scale subsistence cultivation as the primary activity on the landscape. Our findings have broader resonance with current debates on the timing of introduced ‘cultural packages’ together with their social and environmental impacts, production and symbolism in construction activities, persistent stresses and high magnitude disturbances in ‘collapse’, and the notion of post ‘collapse’ landscapes associated with the management of uncertain but essential resources in semi-arid environments.  相似文献

Soviet children of occupation were born between late 1945 and mid-1956 in Austria, some following voluntary sexual relations between local women and Red Army soldiers, others as a result of rape. They were considered by many to be ‘children of the enemy’ and encountered various forms of discrimination and stigmatisation. The children involved were largely a ‘fatherless’ group of war children. By the time of their births even fathers who wanted to stay in touch had generally either been sent home or transferred to another barracks in line with the Kremlin's view that intimate relations between Soviet soldiers and Austrians were politically and ideologically reprehensible. Even after the signing of the Austrian State Treaty and the end of the occupation in 1955, the political situation largely ruled out further contact. This situation was exacerbated by the onset of the Cold War. In many cases, the children of occupation were hemmed in by a wall of silence that in some cases persists to this day. This has led to widespread questions about personal identity and searches for their ‘roots’. Against this background, the article analyses the impact of the specific historical, political and social background of the lives of Soviet occupation children.  相似文献

The past 10-15 years has seen the growth of walking groups taking walkers from Amman to rural parts of Jordan at weekends and the development of the Jordan Trail. Through the narration and analysis of everyday accounts of walking, this paper explores political geographies of identity, movement, and territory in Jordan. Drawing on 12 months of ethnographic fieldwork, I suggest that at the heart of a growth of walking for leisure in Jordan are important political questions. How is walking conditioned by situated cultural politics? How can walking unearth intimate and embodied accounts of territory in Jordan? I build upon three developments in political geography to do this. First, research on political geography and walking; second research on everyday political geographies of the Middle East; third, critical and feminist work on territory. Literature on political geography and walking is developed by centring Jordanian walkers and the (post)colonial context of Jordan to explore what walking means under different political conditions and for individual bodies. In doing so I contribute to work on identity and nationalism in Jordan and the importance of the everyday to explore political geographies of the Middle East. I develop critical and feminist work on territory by arguing that walking bodies make and contest territory and in doing so calling for greater synergies between cultural and political geography. These arguments are made in two empirical sections. The first explores how different people talk about walking, the language for walking, and assumptions about walking bodies. The second explores how walking connects different bodies to territory, and creates territorial nationalist narratives, but also how walking can highlight indigenous and embodied relations with territory. This paper concludes that walking is political because it shapes and is shaped by situated political geographies and because it enables embodied and intimate accounts of territory to emerge.  相似文献

This article considers how the ontological challenges posed by the ocean's materiality and the porous boundaries of marine ecologies and economies aligns with scholarship emanating from Black and Caribbean thought to rethink the linear histories and unitary identities that underpin modernist narratives. Focusing on the debate in Bristol, England in 2020 and 2021 concerning the disposition of the toppled statue of slave trader Edward Colston, the article engages postcolonial Caribbean theory and art to problematise the linear temporalities associated with solid land and the singular histories that are narrated through fixed memorialisations. As an alternative, the temporality of the ocean is called upon, because of its specific role in the histories of Colston, Bristol, and British imperialism, but also because of the ways in which oceanic ontologies complicate accepted divisions between past, present, and future, between scales of experience and explanation, between rootedness and connection, and between life and death.  相似文献

Political and academic debates about the distribution of resource rents to producing areas have addressed the issue of whether or not the transfers unleash conflicts. While this kind of debate is valid, the present paper argues that such a discussion is missing the point regarding the processes behind said types of conflicts, as well as how such conflicts are framed at the sub-national political geography of the state. By more deeply exploring these dimensions, the argument of this paper is that the production of uneven development within sub-national areas is crucial for understanding the above-mentioned conflicts and how the central state internalises those conflicts, producing new political geographies of rent distribution. As such, different territorial discourses of autonomy emerge along with uneven development, but their capacity to reach institutional autonomy is grounded on the spatial politics of each state. Empirically, this paper analyses how natural gas rents are distributed to sub-national producing areas in Peru and Bolivia, and how the production of uneven development through natural gas rents at sub-national level re-activated previous territorial demands for autonomy, which were internalised by central states in different ways.  相似文献

Anglophone and North Atlantic geography is enmeshed institutionally, epistemically and racially in colonial modern privilege, highlighting the urgent task of addressing its modes of theorization, interpretation, and research. Decolonizing analysis builds from postcolonial, critical, feminist and racism critiques, and problematizes accounts of knowledge, subjectivity and power. In pursuit of decolonizing knowledge production and addressing global inequalities, this paper enjoins political geography to more systematically engage with decolonial analysis, conceptualization and theory. Political geography has much to contribute to interdisciplinary decolonial scholarship through contextualized, grounded, multiscalar and granular analysis of socio-spatial relations. The paper examines the common ground and potential tensions between Anglophone political geographies and decolonial theory (῾decoloniality’), then examines the case of Ecuador's politics of plurinationalism to illustrate a decolonizing political geographical analysis. The case highlights how the variegated political geographies of decolonization arising within and against coloniality require from political geography a decolonial turn, which would entail divesting core political geography concepts of western norms, including plural epistemologies of space and power in analysis, and recalibrating knowledge production processes.  相似文献

This paper engages with the concept of territorialization through telling the story of the transformation of Chinese former Kuomintang (KMT) soldiers of Yunnanese origin and their descendants living in northern Thailand, from being opium and heroin traders and smugglers, to becoming mercenaries fighting against the Communist Party of Thailand in northern Thailand on behalf of the Thai military, to finally transforming into tea farmers and traders through receiving development aid support provided from the Republic of China (Taiwan). Taiwan's development aid was ostensibly only for humanitarian purposes, but in reality also had important underlying political objectives. We argue territorialization is a more-than-human political technology. In particular, it is argued that territorialization frequently combines both military politics and development politics, even though the literature often separates these two elements, as if they are not frequently intertwined and interrelated. Here, we show how these two forms of politics, one explicit and one much less so, can come together to create new social and economic realities, ones with important geographical and geopolitical implications.  相似文献

Abstract

This article examines the territorialization of party support in the Republic of Georgia as political parties in Georgia try to territorialize by aligning themselves to existing societal cleavages. The article specifically focuses on the case of the United National Movement (UNM), which from its inception in 2001 was led by Georgia’s former president, Mikheil Saakashvili, and was the country’s governing party from 2004 to 2012. While in power, the UNM enjoyed nationwide support. After being unseated, instead of nationalizing countrywide, the UNM has based its support in national elections on specific areas populated by ethno-linguistic and religious minorities. By analyzing the results of the most recent five national elections and the 2014 national census, the article shows that continuing support for the UNM and the subsequent territorialization of the party is dictated by these existing societal cleavages.  相似文献
