The U.S. Department of Labor admits temporary immigrant workers to address labor shortages in local markets. Yet, do elected officials make it less difficult for some immigrants than others to secure employment in a state? Using U.S. temporary immigrant labor admissions data between 2006 and 2014, I examine the extent to which growth rates of main foreign‐born subgroups influence E‐Verify policies that require employers to authenticate the legal immigration status of employees. I find that state policymakers are less likely to enact E‐Verify policies in response to the growth of immigrants who work in specialty occupations (H‐1b visas). In contrast, the growth of immigrants working in nonspecialty occupations (H‐2a and H‐2b visas) increases the likelihood of enacting E‐Verify policies over time. The results suggest that policymakers release strict rules for employment only for highly educated immigrants who work in specialty occupations that offer higher paying salaries and career advancement opportunities. Disaggregating a monolithic foreign‐born population indicator into more specific class components provides an important contribution to public policy studies. Scholars will likely overlook the contrasting effects of specialty and nonspecialty immigrant workforce growth on policy decisions relating to immigrant employment.  相似文献

This paper explores assumptions made and measurement approaches in the nuanced pathway between enacted state immigration policies and the outcomes they affect in Latino immigrant communities. Scholars across a variety of fields have found that contemporary state immigrant policymaking is associated with outcomes in immigrant communities including political engagement, mental and physical health, access to education, and labor opportunities. In this paper, we explore questions of how state immigration policies produce these and other outcomes. Much of this literature relies on the assumption that members of the immigrant communities are aware of the state policies being enacted, yet few quantitative studies of the effects of state immigration policy contain measures of both policy and of perception. We seek to determine the extent to which Latino immigrants are aware of state immigrant policymaking to help determine whether state immigration policies are a valid approach to measure perceptions of the immigration policy environment in Latino immigrant communities. Additionally, we explore alternative measures of immigration policy. Our findings are particularly relevant to policymakers and immigration scholars as the contemporary political environment has helped to fuel anti‐immigrant sentiments and rhetoric contributing to Latinos’ perceptions of the state immigrant policy environment.  相似文献

Since the institution of the Bracero Program in 1942, Latinos (mostly Mexicans) journeyed to the United States in search of temporary manual labor. This economically driven migration continued after the termination of the Bracero Program in 1964 as Latinos from Mexico and South Texas searched for employment opportunities. The Latino population in the Texas Panhandle grew from 173,000 in 1980 to 340,000 in 2010. This new Latino population settled in counties that were predominantly Anglo and replaced some of the departing Anglos who looked for better jobs, mainly in the Dallas–Fort Worth Metroplex. This substantial shift in the ethnic composition of the region’s population resulted in a restructuring of the labor market and notable imprints to the cultural landscape. Over the years, Latinos have slowly begun to participate in city and county politics. This quantitative study investigated the impact of Latino migration and population increase on Latino political participation in the Texas Panhandle.  相似文献

This article explores the development of immigration federalism in Australia and Canada (expressed through the establishment of state/provincial/territorial immigrant selection programs) and its implications for immigrants’ rights and immigration opportunities. Given the very limited scholarship on the issue, and the lack of previous comparative studies on immigration federalism in Australia and Canada, our research is exploratory by nature. Our finding is that provincial/state/territorial programs offer some advantages to prospective applicants (such as increased immigration opportunities), but, at the same time, raise a number of concerns (such as an increased dependence on employers). As our study reveals, the costs and benefits of immigration opportunities under state/provincial/territorial programs differ for skilled and low-skilled workers, whereby the latter are given only limited access to permanent residence, and on more onerous conditions than skilled workers. Drawing on these findings, we identify areas in need of further research and policy response.  相似文献

Despite similar permanent status immigration categories (Economic, Family, and Refugee), the experiences of skilled immigrants in Canada and the United States are quite different. The point system used to select applicants for the Economic Class in Canada makes skilled immigrants vulnerable to a number of perils after the migrant lands. Foreign credentials and work experience are discounted by Canadian employers, who also impose a discriminatory income penalty on minorities. While previous cohorts of Economic Class migrants may have been warned of these perils via reliable migrant networks, new Canadian research suggests that recent cohorts have no such safety net. This article examines the economic integration experiences of Economic Class migrants in the United States in light of the Canadian experiences. The vulnerabilities reported in Canada do not appear to be transferable to the United States, because immigration policy in the US stresses pre-landing employment commitments via employer sponsorship. Accordingly, prospective Economic Class migrants to the United States do not migrate without first knowing how their credentials and “minority status” will affect employment opportunities. However, for the 85,000 skilled workers admitted to the United States on H-1B temporary visas each year, the perils noted in the Canadian experience are relevant, as are a number of additional concerns.  相似文献

During the 1920s assisted migration from Britain sparked a complex and often bitter debate in Canada. It had long been held that migrants who required assistance were highly unlikely to make desirable new citizens. While the great majority of Anglo-Canadians wished to see increased British immigration in order to strengthen imperial ties and maintain the cultural character of their nation, they feared an influx of ‘unfit’, unemployed urban workers. In some quarters, these negative attitudes intensified as a result of Empire settlement schemes. Complaints about assisted migrants have been interpreted by some historians as evidence of growing nationalist, anti-imperial feeling in Canada. However, a broader overview of the debate indicates that many observers blamed the problems of Empire settlement on Canadian economic and social conditions, calling for reforms that would help British newcomers to succeed. At the end of the 1920s, even the strongest critics of assisted migration were still eager to encourage British settlement, provided that the immigrants could be drawn from rural areas rather than the cities.  相似文献

Restrictive immigration policies and the militarization of external border controls by the US and the EU have failed to significantly curb immigration from Latin America and Africa. Rather, they have led to greater reliance on increasingly risky and costly irregular migration and have paradoxically encouraged permanent settlement. A commonly presented ‘smart solution’ to curb immigration is to address the perceived root causes of migration through increasing aid or liberalizing trade with origin countries. Recently, policies to stimulate remittances and to promote temporary and circular migration have also been advocated as enhancing home country development, so that these forms of migration become a medicine against illegal and permanent migration. However, besides the limited scope and credibility of such policies, empirical and theoretical evidence strongly suggests that economic and human development increases people's capabilities and aspirations and therefore tends to coincide with an increase rather than a decrease in emigration, at least in the short to medium term. Under unfavourable conditions, trade, aid and remittances can be complements to, rather than substitutes for, migration also in the longer term. At the same time, demand for both skilled and unskilled migrant labour is likely to persist. Trade, aid, return migration and remittances are no short‐cut ‘solutions’ to migration, and sustained immigration therefore seems likely.  相似文献

Low rates of internal migration in many European countries contribute to the persistence of significant regional labor market differences. I use the Mikrozensus, a large annual sample of households living in Germany, to further our understanding of the underlying reasons. This paper makes two main contributions: first, the paper quantifies the disutility of migrating. To this end, I estimate conditional logit models of the migration decision across the German federal states. Second, I then focus on the differences between immigrants and natives. I find significantly higher responsiveness to labor market differentials in the immigrant population than in the native population. Unobserved moving costs for immigrants are estimated to be only about 31 percent of this same cost for natives. The findings bear on the assessment of the economic impact of immigration, and the paper contributes to the current immigration‐related policy debates that feature prominently in many European countries, and that likely will continue to be important in light of the ongoing EU expansion and the resulting east–west migration.  相似文献

ABSTRACT Using New Immigrant Survey data, we identify immigrants who were unauthorized to work prior to obtaining Legal Permanent Resident status, and examine whether lacking legal status to work in the United States constrains employment outcomes of illegal immigrants. The data reveal no evidence of improved employment outcomes attributable to legal status, except among the high‐skilled. In light of evidence that unauthorized immigrants experienced increased wages as a result of receiving amnesty through the 1986 Immigration and Reform Control Act, we interpret the results as consistent with a reduced threat of employer sanctions combined with widespread availability of false work authorization documents.  相似文献

In the past decade, historians of the Armenian Genocide have productively explored broader trends in Ottoman population politics to situate the genocide within the totality of Ottoman social engineering techniques and to highlight continuities between the Second Constitutional Period (1908–1918) and the Kemalist era (1919–1950). This article contributes to the effort to understand state building, internal colonization, and state-enacted violence across regimes by examining Ottoman archival documents related to immigrant settlement. Rather than focusing exclusively on the Young Turk period, this article traces Ottoman conceptions of its territory and population from the 1850s forward. In 1857, concerns about population density and population productivity inspired the Tanzimat High Council to issue a new set of migration regulations, which encouraged immigration by promising free land, tax exemption, and religious freedom for colonists from Europe and the United States. The issuing of the 1857 regulations occurred almost simultaneously with the initiation of a decades-long mass Muslim migration from the Crimean Peninsula, Caucasus, and Balkans into the shrinking territory of the Ottoman state. In 1860, the Empire established a centralized Immigrant Commission (Muhacirin Komisyonu) for receiving, categorizing, and settling the Muslim immigrants. Most immigrants did not meet the selection criteria established in the 1857 regulations. Nevertheless, immigrant settlement became a key component in nineteenth-century Ottoman internal colonization and social engineering. Ultimately, settlement policies and data generated about the population and territory allowed officials to enact assimilative and expulsive policies based not only on ethnic or religious characteristics but also on tropes of productivity and civilization. Examining immigrant settlement as internal colonization situates the Ottoman Empire within global patterns of state building and imperialism and reveals continuity in how officials conceived of population productivity and population removal, allowing historians to understand better political, infrastructural, and ideological precursors to the Armenian genocide.  相似文献

The persistence of factory strikes in Vietnam has strained the country’s industrial relations system. This paper examines workers’ strikes from a regulatory perspective to evaluate the effects and limitations of labour law in establishing harmonious labour relationships. In Vietnam, the Labour Code regulates employment relations on a contractual basis, stipulating certain rights and obligations for both employers and employees. Workers’ struggles for their rights and interests triggered some administrative measures by the state and unions, yet these measures were insufficient to tackle business non-compliance with the law. Based on a case study of a strike-affected enterprise, the analysis shows that employers and workers appeal to different aspects of labour law, which complicates the regulatory effects of strike settlement. The paper argues that labour tensions are symptoms of regulatory loopholes stemming from weaknesses in law enforcement and the ineffectiveness of the law in defending workers’ rights. The outcomes of strike settlement therefore further perpetuate workers’ subordination and workplace injustice.  相似文献

ABSTRACT. This paper applies the production-theory approach to assess the impact on domestic wages and employment of immigration to the United States. Inputs are disaggregated between recent immigrants, non-recent immigrants, native workers, and capital. Census cross-sectional data for 1980 and for 123 metropolitan areas are used. Empirical estimates are reported for alternative functional forms with special attention devoted to required curvature conditions which have frequently been violated in previous work. Elasticity estimates are reported for alternative settings, including for the short run where we view domestic factor prices as given and the long run where we treat them as flexible.  相似文献

Abstract

Many scholars have expressed alarm at the low fertility and sustained immigration that have characterized Italy in the last decade (1.3 children per woman and an increase of more than 200,000 immigrants per year). This article takes a different approach, showing how low fertility and strong migratory balances (involving migration both between Italian regions and from abroad) have enhanced the formation of human capital, facilitating family strategies of upward social mobility, the construction of a more balanced labor market, increases in income and a decline in the graying of the population. The combination of low fertility and sustained immigration, therefore, has been and still is a fundamental resource for development of the population and of Italian society, especially in central and northern Italy. The article also discusses modifications in family and immigration policies suggested by these findings.  相似文献

Throughout the world, increasingly securitized and militarized border enforcement efforts have made transnational migration an increasingly deadly endeavor for unauthorized migrants. The deadly consequences of unauthorized migration has compelled the emergence of what William Walters refers to as the humanitarian border—the concentration of humanitarian aid and services along the edges of the global North. This paper expands on Walters work through an in-depth analysis of the emergence and transformation of the humanitarian border in southern Arizona, USA. Through an examination of transformations in how migrant care is provisioned, overseen, and regulated in southern Arizona, this paper traces a shift from humanitarian exceptionalism to contingent care whereby care is increasingly linked with enforcement efforts. In doing so, this analysis illustrates how care functions as a technology of border enforcement, increasing the reach of the state to govern more bodies and more spaces.  相似文献

Abstract: Our goal in this paper is to identify how recent escalations in immigration enforcement and changes in migration practices affect the ability of the state to continue to serve two of its key “productive” functions: protecting capital accumulation within industry and ensuring the state's own political legitimacy in the eyes of the public. We draw on our ethnographic research on Latino migrant dairy farm workers in Wisconsin to examine the ways in which a group of migrant workers experiences the process of being enforced as “illegal” bodies. We find that migrant dairy workers’ palpable sense of “deportability” articulates with the specific structure of dairy work in ways that make the economically and politically “ideal” migrant: compliant at work and invisible otherwise.  相似文献

Across states, there is substantial variation in the degree to which immigrants and their children are offered public assistance. We present a theoretical framework for analyzing the effects of policy decisions about immigrant inclusion. We apply the framework to investigate the effect of the state safety net on educational attainment. We focus on the years following welfare reform in 1996, when states gained considerable autonomy over welfare policy, including decisions about the eligibility of immigrant residents. Leveraging state‐level data from before and after reform, we estimate a difference‐in‐difference model to identify the effect of variation in immigrant inclusivity on educational attainment. We find that when states broaden the inclusivity of the social safety net to immigrants, young Latinos are more likely to graduate from high school. This effect is present beyond the group of Latino residents who receive additional benefits, suggesting that policy decisions about immigrants spill over to broader communities and communicate broader messages about social inclusion to racial and ethnic groups. We find similar patterns among Asian youth, but not among black and non‐Hispanic white youth. We conclude that immigrant inclusion has consequences for the life prospects of the growing population of youth in high‐immigrant ethnic groups.  相似文献

Canada's immigration policy is regarded globally as a best practice model for selecting highly skilled migrants. Yet, upon arrival many immigrants face challenges integrating into employment. Where immigrants settle is one factor that has been shown to impact on employment integration. In Canada, regionalization policies have resulted in more immigrants settling in small to mid-sized cities. It is important to understand how these local systems are organized to promote immigrant integration into employment. Using a systems approach, this paper presents a case study of immigrant employment in a mid-sized city in Ontario, Canada. Through a document review and stakeholder interviews, a systems map was developed, and local perspectives were analyzed. Results demonstrate that in a mid-sized city, few organizations play a large role in immigrant employment. The connections between these core organizations and the local labour market are complex. Any potential challenges to the system that interfere with these connections can cause a delay for newcomers seeking employment. As cities begin to experience growth driven by immigration, there is a need to ensure local services are not only available but also working effectively within the larger employment system.  相似文献

ABSTRACT. Countries of immigration are generally faced with a dilemma: they wish to accept immigrants for economic purposes, but also to restrict immigration for ethnonational reasons. This is especially true in ethnic nation‐states, where immigration is seen as a threat to ethnonational unity more than in civic nation‐states. However, in recent decades, various ethnic nation‐states have adopted immigration policies that have encouraged their diasporic descendants born and raised abroad to return to their ethnic homeland. Ethnic return migration apparently solves the immigration dilemma by providing ethnic nation‐states with a much‐needed unskilled labour force without causing ethnonational disruption because the immigrants are co‐ethnic descendants. After comparing ethnic return migration policies in European and East Asian countries, this article analyses the development of such policies in Japan and their eventual failure to solve the country's immigration dilemma. As a result, Japan (and other ethnic nation‐states) have imposed restrictions on ethnic return migration.  相似文献
