The article explores energy policy tradeoffs faced by states that expand renewable electricity production and are part of cross-border electricity systems. We develop the concept of an impossible energy trinity (IET), which posits that many states cannot simultaneously achieve energy security, sustainability, and sovereignty. We argue that these states have three options to cope with the challenge of intermittent electricity production from domestic renewables. The dirty option resorts to base or reserve electric generating capacity from non-sustainable sources. The insecure option accepts system stability risks and/or higher electricity prices. The non-autonomous option cedes control over domestic energy rules to pursue integration with neighboring electricity grids and markets. We empirically illustrate our novel concept using the case of Switzerland, which finds itself at the crossroads of the three options. The country has to choose whether to add conventional generation capacities, accept grid instabilities and higher electricity prices, or integrate with the EU electricity market and rules. We discuss generalizations to other countries and ways to manage the IET. We conclude that public pressure for decarbonization and economic pressure to maintain secure energy supply render the non-autonomous option most likely in many states. The operation and governance of transboundary grid structure thereby influence energy transitions on national and subnational scales.  相似文献

ABSTRACT This study examines aggregate county income growth across the 48 contiguous states from 1990 to 2005. To control for endogeneity, we estimate a two‐stage spatial error model and implement a number of spatial bootstrap routines to infer parameter significance. Among the results, we find that outdoor recreation and natural amenities favor positive growth in rural counties and property taxes correlate negatively with rural growth. Comparing bootstrap inference with other models, including the recent General Moment heteroskedastic‐robust spatial error estimator, we find similar conclusions suggesting bootstrapping can be effective in spatial models where asymptotic results are not well established.  相似文献

Geopolitical contests over oceanic space and resources commonly manifest in inter-state resource management bodies. That ocean spaces and resources defy a territorial conception of the nation-state means that the environmental geopolitics that emerge are shaped by the nature of oceans and oceans resources. In this context, allocation is among the most pressing and contentious tasks that inter-state bodies managing transboundary resources face as they carve up and distribute access to valuable, shared resources. This paper examines the allocation of highly migratory, and highly valuable, Eastern Atlantic bluefin tuna to contribute to understanding of state power and institutional stability in transboundary resource management. Drawing on observation of an allocation negotiation and historical allocation patterns, the analysis animates and extends critical property scholarship to develop an environmental geopolitics of allocation. Findings reveal that states form, contest and maintain power by making claims based not only on rights, but also on duties that they perform to the benefit of other states in collective management. Powerful states also make concessions in the allocation process, giving up some historical rights in order to stabilize the multilateral body that enables their dominance in the fishery. Given new and renewed interest in managing shared species, spaces and resources in the oceans and beyond, viewing allocation through the lens of property reveals state power as expressed through a combination of rights and duties between states bound together in management by the materiality of transboundary and mobile natures.  相似文献

To a large degree, conflicts over transboundary freshwater resources arise because property rights have not been clearly defined. International water law provides only hints and suggestions as to how states should resolve their water disputes, since legal principles and clauses are ambiguous and contradictory. But conflict often creates a need for cooperation, which is achieved by means of negotiations, and the specific outcome of negotiations is almost always codified in an international treaty. This article considers bilateral water agreements for rivers with particular geographical configurations and aims to answer a fundamental question: how and why do bilateral treaties vary in their design? Further, it examines international freshwater treaties to deduce the nature of treaty remedies, particularly the side-payment and cost-sharing arrangements, used for resolving conflict over rivers shared by two countries. The theory and testable hypotheses consider geography and economics in order to explore treaty design. In essence, the ‘willingness to pay’ of one of the states reflects on the property rights solution and can be explained by geography and economics. Three geographical configurations are investigated here. The findings affirm that side-payments frequently occur to offset an asymmetric geographical relationship between upstream and downstream states, and are commonly regarded as an appropriate instrumentality for solving a property rights dispute. Side-payments are non-existent when the geographic relationship among the riparians is symmetric and costs for the joint project are most always equally shared. As expected, in this latter case, the geography of the river acts as a focal point for equal participation. When economic differences are taken into account, especially when the upstream state is richer, the side-payment outcome is reversed. As expected, richer states internalize the costs of taking action in favor of poorer downstream states. When the geographical relationship between the riparians is of a symmetrical nature, while the economic relationship between the states is of an asymmetrical nature, the richer state often assumes the bulk of the cost burden. In this way, it provides a side-payment to the poorer state. Such patterns reveal how property rights disputes over issues such as water quantity, hydropower, pollution abatement, and flood control have been concluded. They suggest how ongoing disputes may be resolved.  相似文献

中亚地处欧亚大陆中心,是“一带一路”倡议建设的重要区域。本文基于GDELT新闻媒体数据库,构建了事件影响度和双边关系度,定量分析了中国与中亚国家之间的合作、冲突关系演变,采用时空热点分析识别了中国在中亚城市尺度的合作、冲突热点模式。结果表明:①中国与中亚国家的合作日趋紧密。“一带一路”倡议提出之后,中国与中亚国家的合作趋势显著上升,与哈萨克斯坦的合作关系最为紧密。②中国在中亚地区的合作区域集中在中亚国家首都、战略要地、重要能源基地等,在乌兹别克斯坦安集延地区和塔吉克斯坦哈特隆州形成集中连片的合作区域。冲突区域集中在中亚国家首都和战略要地,与合作区域在空间上高度重合,但影响力显著低于合作事件。③中国在中亚城市的影响力以合作关系占主导,冲突关系大于合作关系的城市主要分布在吉尔吉斯斯坦。64%的中亚城市为低合作—低冲突状态,中亚国家首都、阿拉木图、安集延属于显著的高合作—高冲突城市。④时间尺度上,中国与中亚地区的合作热点以持续型为主,冲突热点以振荡型为主,哈萨克斯坦纳伦市、阿特劳州为新增冲突热点,应引起重视。  相似文献

ABSTRACT The Todaro paradox and the effects of job creation in urban areas will be re-examined in our spatial model in which the radius of the labor market is endogenously determined by the rational choices of workers. The travel cost of workers plays a crucial role in the choice between two different types of response, migration or commuting. By considering travel costs, we find that the Todaro paradox can be applied to developed, as well as developing, countries. Job creation in urban areas can produce a paradoxical increase in urban unemployment in developed countries, because the low marginal cost of travel will significantly increase the radius of the urban labor market and create new labor supply without migration.  相似文献

Do states compete in providing (or not providing) welfare services? Do competitive pressures shape state welfare program adoption? Even though interstate competition is viewed by some to be a ubiquitous feature of the American federal system and welfare state, there is mixed evidence as to whether such pressures have influenced cash assistance policy in the United States. Although evidence exists of competitive pressures in contemporary welfare program decisions, such pressures have not been found in examinations of early state welfare programs. To reconcile this seeming contradiction, I examine the impact of neighboring state behavior on the emergence of state Mothers’ Aid cash assistance programs during the early part of the twentieth century. Linking theory of intergovernmental competition to program diffusion, I argue that competitive pressures may play a greater role as programs evolve past the circumstances of initial adoption to decisions about program maintenance. Contrary to previous research, I find that state decisions regarding Mothers’ Aid were responsive to similar decisions in neighboring states. Further, there is evidence that women's political organizations were important to Mothers’ Aid adoption but not to how states subsequently structured those programs.  相似文献

COVID-19 has changed the permeability of borders in transboundary environmental governance regimes. While borders have always been selectively permeable, the pandemic has reconfigured the nature of cross-border flows of people, natural resources, finances and technologies. This has altered the availability of spaces for enacting sustainability initiatives within and between countries. In Southeast Asia, national governments and businesses seeking to expedite economic recovery from the pandemic-induced recession have selectively re-opened borders by accelerating production and revitalizing agro-export growth. Widening regional inequities have also contributed to increased cross-border flows of illicit commodities, such as trafficked wildlife. At the same time, border restrictions under the exigencies of controlling the pandemic have led to a rolling back and scaling down of transboundary environmental agreements, regulations and programs, with important implications for environmental democracy, socio-ecological justice and sustainability. Drawing on evidence from Southeast Asia, the article assesses the policy challenges and opportunities posed by the shifting permeability of borders for organising and operationalising environmental activities at different scales of transboundary governance.  相似文献

ABSTRACT This paper uses a stochastic frontier production-function model to measure and compare productivity efficiency in the manufacturing sector of states in the United States over the period 1959–1972. Based on this model we find considerable variations in productive efficiency across states. A large portion of the variation is found to be related to regional differences in labor-force characteristics, levels of urbanization and industrial structure. We also examine the relationship between productive efficiency and the subsequent growth of manufacturing and find some evidence of a weak relationship between efficiency and the growth of employment.  相似文献

ABSTRACT

Water resource management is a major challenge throughout the world. People still use traditional water harvesting and conservation techniques in many long-established societies. However, traditional methods are in decline or have been abandoned in many countries even though they are more efficient and cost effective than modern water harvesting techniques. Nevertheless, traditional approaches continue to be valuable in some countries, including Nepal. This research documents the state of such traditional methods, in this case stone spouts, in relation to their use and management within urban and peri-urban areas of Kathmandu Valley, Nepal. This study shows a somewhat surprising outcome that spout condition is better in unprotected areas than in protected areas.  相似文献

ABSTRACT State per capita income differences narrowed considerably between 1939 and 1976. However, this convergence has been incomplete. We examined the sources of relative per capita income growth using an augmented growth model and a panel of the 48 contiguous states from 1939 to 2004. We explored the effect of tax burdens, public infrastructure, size of private financial markets, rates of business failure, industry structure, climate, educational attainment, and technology production. Our results show that a state's technology and its college attainment rates are the main factors that allow some state's per capita income to remain above those of other states.  相似文献

According to Ernest Gellner's celebrated definition, nationalism is a political principle that holds that the political and the national unit should be congruent. Based on this definition, Alexander Motyl has declared that ‘nationalism and imperialism are polar types’. Even so, dozens of books and articles have used the concept of ‘imperialist nationalism’ without any qualms. Is this just a matter of terminological confusion, or does it reflect a deeper disagreement on what the phenomenon of nationalism actually is? In the lecture, I discuss the concept of ‘imperialist nationalism’ as used in the standard literature and find that numerous historical actors take pride in being both nationalists and imperialists. I distinguish between overseas colonial empires and contiguous land‐based empires and demonstrate that in both cases, ‘imperialist nationalism’ can be found. In the latter case, nationalism can take the shape of either ‘nation‐building imperialism’, in which nationalists strive for cultural homogenisation throughout the state, or ‘ethnocratic imperialism’, in which the distinction between ‘the imperial nation’ and other national groups is retained. In overseas colonial empires, I find only ethnocratic imperialism. As a case study, I analyse how Russian nationalists have related to the fact that Russia has historically been an Empire.  相似文献

ABSTRACT

Humanitarian diplomacy has always been a crucial element of humanitarianism, however it is now becoming a more prominent element of states’ foreign policies. It holds many attractions and much promise. It provides states with a way of expressing important qualities of international empathy and solidarity and can also enhance a state’s international reputation and provide valuable means for building relationship of trust and cooperation. This can in turn can be conducive to a state’s broader foreign policy objectives. However, there are also perils to the incorporation of humanitarian diplomacy into a state’s foreign policy. It can generate ambiguity and even conflict within a state’s diplomatic endeavours due to tensions between humanitarian and broader national interests. In exploring these issues it is useful to distinguish between humanitarian diplomacy and humanitarianism as diplomacy. This article explores these issues in relations to Australia’s diplomacy. It argues that Australia has actively engaged in humanitarian diplomacy and humanitarianism as diplomacy. Whilst the two are often complementary, there are areas in which they have been in tension and even at odds. This has implications for Australia’s international reputation but also for its capacity to undertake genuine and effective humanitarian action.  相似文献

Although there is evidence that regional employment growth benefits current residents, an unexplored aspect of this relationship is the industry composition of the growth. Using 1981–1991 migration data for the 48 contiguous U.S. states, this paper examines whether the industry mix of employment growth matters for migration. We find that state employment growth that results from having a larger share of nationally fast-growing industries leads to less net in-migration compared to growth that results from each industry in the state growing faster than its national average. Therefore, state employment growth that is attributable to its mix of industries yields greater benefits for current state residents.  相似文献

Despite progress made in recent decades, infant and neonatal mortality rates (NMRs) in India have remained high compared to neighbouring developing countries. This study aims at establishing quantitative links between the relatively slow progress in fight against neonatal death at national level and strikingly varying mortality patterns at sub-national level. It appears that the tempo and quantum of reductions in neonatal mortality have been inconsistent across time, states, and urban and rural sub-populations. Decompositions have shown that the total NMR decrease in India, since the early 1980s has been largely driven by mortality changes in poorer states and rural areas, whereas compositional changes had negligible impact. The disparity in NMRs across the sub-populations which had been declining earlier stabilised in the 2000s. These disparities produce a heavy burden of avoidable death. While the mortality excess in poorer states and rural areas constitutes the core of bulk of excess deaths, some richer states, and urban areas, also show unexpected slower mortality decreases. However, the experience of the two states of Kerala and Tamil Nadu highlights the potential for declines in NMRs in low-income settings with sensible health and social policies.  相似文献

Abstract. This paper examines the initial location choice of legal employment‐based immigrants to the United States using Immigration and Naturalization Service data on individual immigrants, as well as economic, demographic, and social data to characterize the 298 metropolitan areas we define as the universal choice set. Focusing on interactions between place characteristics and immigrant characteristics, we provide multinomial logit model estimates for the location choices of about 38,000 employment‐based immigrants to the United States in 1995, focusing on the top 10 source countries. We find that, as groups, immigrants from nearly all countries are attracted to large cities with superior climates, and to cities with relatively well‐educated adults and high wages. We also find evidence that employment‐based immigrants tend to choose cities where there are relatively few immigrants of nationalities other than their own. However, when we introduce interaction terms to account for the sociodemographic characteristics of the individual immigrants, we find that the estimated effects of location destination factors can reverse as one takes account of the age, gender, marital status, and previous occupation of the immigrants.  相似文献

Factors affecting regional differences in population growth in the United States are explored. "In this study, we estimated the contributions of births, deaths, and migration to changes in population size between 1950 and 1980 for the 48 contiguous states in the United States. We found that population momentum (i.e., the growth that would occur in a closed population if fertility and mortality rates remained constant) had the largest effect on population growth in most states, but that differences in net migration were the major cause of state-to-state differences in growth rates. We also found that net migration has been gaining in importance compared to natural increase as a component of population growth. We expect this trend to continue in coming decades." ABSTRACT

Digitization and its impact on regions and clusters remains overlooked in the literature, and constitute this present paper’s goal. How does an industrial district transit collectively to the adoption of new radical changes brought about by Industry 4.0? This study explores the role of collective actors and innovation platforms during the early stages of a pilot policy to stimulate a collective transition of an entire MID (Marshallian Industrial District) into Industry 4.0. We posit that institutional isomorphism and the existent social capital in MIDs is a double-sword phenomenon that can also positively constitute an enabler for fostering change on a collective-basis. Technology transitions, such as Industry 4.0, can be supported and led by collective actors that are central in facilitating the adoption of Industry 4.0 in MIDs, enticing innovative firms to engage in that transition, establishing, legitimizing, and embedding a new set of processes, practices and inter-firm arrangements for digitizing and then promoting imitation: the positive leverage of isomorphism. Thus, MID transition is facilitated through capitalizing on the MID logic of cooperation-competition and isomorphism, by developing and promoting a collective understanding of the new paradigm, building a supportive infrastructure, educating in the new technology and avoiding cognitive inertia.  相似文献
