New settlements play an important role in planning for new residential needs. These arise from population growth, household change or de‐concentration from urban centres. The designation of a new settlement is a complex process as shown by the experience in Grampian Regional Council. This paper presents the results of the analysis carried out on a polychrome wood mask from Papua New Guinea during conservation work at Pigorini Museum's restoration laboratory. The significance of this study is that no prior work has characterized the painting materials of Papua New Guinea masks both with spectroscopic and internal microstratigraphic analysis. In fact, these objects were studied especially from an anthropological or conservative point of view and the wood was wrongly defined by its visual appearance. Microstratigraphic and spectroscopic investigations discovered a refined execution technique that up to now has not been demonstrated. The stratigraphy of the painted layers demonstrates a deep knowledge of the materials and of the application techniques on the part of the Papua New Guinea people, together with the ability to foresee the aesthetic result for the artefact. The analysis of the constitutive materials and of the stylistic features supplied valid results in favour of provenance of the mask from Papua New Guinea.  相似文献

This note describes the traditional reincarnation belief system of the Guminis, a small group of people living in the south‐east of the Simbu Province of the Highlands of Papua New Guinea. This system embraces the belief that the spirit of some humans is, after death, reincarnated within the body of another living person of similar age and probably of the same sex as the deceased. This person, a stranger, then represents the continuation of the life of the person who died in terms of his/her social and kinship relationships. It is demonstrated that this belief system was functional in traditional Gumini society but may not continue to be so in future due to rapid changes in rural and urban life currently affecting the people of Papua New Guinea.  相似文献

This paper addresses a recent and popular rhetoric in academic literature that women are discriminated against, often in the name of ‘custom‘, in the male‐dominated village courts of Papua New Guinea. The rhetoric is interrogated with reference to academic research findings and reports since the early days of the legislatively introduced village court system, and to data from the author's own research in recent years. On the basis of these two sources, it is argued that the evidence does not support the rhetoric, and further that the latter does less than justice to grassroots women in Papua New Guinea by portraying them as relatively passive victims of village courts. On the contrary, fieldwork research findings indicate that women are confident and reasonably successful disputants and that village courts are a community‐level resource which is becoming increasingly useful for grassroots women with limited avenues for seeking justice and recompense.  相似文献

In September 1994, an eruption of the Rabaul Volcano in East New Britain, Papua New Guinea, devastated the town of Rabaul and many surrounding Tolai villages. Many villagers were resettled or lived in refugee camps far from their homes. Many non-Tolai residents of Rabaul were repatriated to other parts of Papua New Guinea. Tolai villagers and former residents of Rabaul, be they Papua New Guineans or expatriates, mourned the passing of ‘Rabaul’. This article examines the different nostalgias for Rabaul which are articulated in the Australian print media, by Tolai villagers, and by migrants from the Sepik provinces who had lived in Rabaul prior to the eruption. The article concludes with a reflection on Rabaul as a symbol for the Papua New Guinean nation.  相似文献

Western New Guinea constitutes a frontier zone physically, politically, culturally and conceptually between Island Southeast Asia and the Pacific. Despite this pivotal position, archaeological information for the region is scarce due to limited investigations, limited publication and the multilingual nature of publications. Consequently, little archaeological information about western New Guinea has percolated into the mainstream literature. This paper aims to fill this gap and provides a detailed review of archaeological research, including rock art, published in Dutch, English, French, German and Indonesian. The resultant findings are discussed in terms of continuities and discontinuities with Papua New Guinea and Island Southeast Asia.  相似文献

This paper deals with how the Yupno's mental image of proper settlement patterns has been changed through the experience of an ‘outside world’. The Yupno inhabit a rugged, extremely remote, mountainous region of the Eastern Finisterre Range in the Madang Province of Papua New Guinea. Teptep is the administrative centre. The region is one of the last unexplored areas of Papua New Guinea. The old Yupno grew up in an isolated world, which was bounded both externally (they knew only their own valley) and internally (the fenced-in dwelling house was the centre of the settlement structure). After the Second World War, however, the valley was ‘opened’: schools were established and some younger Yupno left their valley to visit the cities of Madang and Lae. This experience of the ‘outside world’ changed the mental image of their own settlement territory. When asked to draw their own area, i.e. to externalise their mental image in the sense of Piaget, the Yupno without ‘outside’-experience (the old men and the children without school education) drew a closed, usually oval world with the Yupno river at its centre (the valley as the ‘world’), whereas those who had ‘outside’-experience drew an open, rectangular map laden with details.  相似文献

Abstract

Papua New Guinea has had great difficulty distilling the complex experiences of World War II into national history, but at the same time Australians have elevated and celebrated the significance of Kokoda. The 1942 battles on the Kokoda Track have been the subject of major Australian books and a feature film, and the numbers of trekkers on the Track have increased sharply. But in Papua New Guinea, Kokoda has been narrowing to an association with the Koiari and the Kokoda Orokaiva landowners. In Papua New Guinea, where the nation needs a sense of values and experiences in common, Kokoda is neither well known nor ‘national’.  相似文献

The goldmining project on Lihir Island in New Ireland Province, Papua New Guinea, has brought dramatic socio‐economic changes. In this matrilineal society, while women's economic contributions were substantial, their political status was not. Women's participation in decision‐making about the mine has been restricted, mainly because men have excluded them. The mining company established a women's section that has supported the development of women's organizations and a range of economic development projects. The women's organizations provide the context for new political roles for women but have experienced many setbacks that are common in such groups across Papua New Guinea. Through the Lihir experience in the first five years of the mine, this paper examines the tensions and divided loyalties that constrain women's organizations and often lead to the failure of income‐generating women's projects in Papua New Guinea.  相似文献

When Papua New Guinea attained independence two decades ago an absolute distinction was created between Papua New Guinea and the Torres Strait: Papuans were firmly placed in Papua New Guinea territory and Torres Strait Islanders in Australian territory. In constituting themselves as Torres Strait Islanders and more specifically as Australians, Yam Island people's contemporary expressions of their connection to, yet distance from, lowland Papua New Guinea can be best described as ambivalent, pulsing between identification and incorporation, distance and disavowal. I argue that this ambivalence is not an artefact of the establishment of the border per se, but rather it was through the establishment of the border that a new layer was added to Self and Other constructions by Yam Island people in terms of how they see themselves and their Papuan neighbours. The sometimes fraught nature of this relationship can be understood in light of the continuing socio‐political impacts of these international border lines on people who have recently combined a somewhat legalistic and political definition of themselves, and of Papuans, with perennial extra‐legal definitions. I suggest it is in isolating and exploring domains of interaction that we can see the fluidity and dynamism of Self and Other definitions in operation, and in so doing better appreciate their essential imbrication.  相似文献

In August 2001, in a constitutional reform of potentially far-reaching consequences, Papua New Guinea's parliament voted to change the country's electoral system. As a result of this decision, all elections held after 2002 will be conducted under a system of preferential voting. A similar system was used for Papua New Guinea's first three elections between 1964 and 1972, before the change to a first-past-the-post system at independence in 1975. This paper, drawing on a combination of historical records, election studies and recent observations, looks at the historical impact of both electoral systems in Papua New Guinea, and at the different kinds of political behaviour encouraged by them, including their divergent influences upon election campaigning, candidature rates, support levels for successful candidates, electoral violence and the party system. It concludes by examining the potential consequences of a return to preferential voting in Papua New Guinea.  相似文献

This paper has two goals. Its specific aim is to establish the prehistoric migrations of the Boiken people of the East Sepik Province, Papua New Guinea, using a large corpus of Boiken settlement histories supplemented by linguistic, genetic, and ecological data. In the course of the analysis, a method of applying cluster techniques to detect underlying directional patterns in settlement histories is demonstrated. The migration history thus revealed fits well with the picture of Middle Sepik prehistory emerging from recent geoarchaeological research. At a more general level, the paper seeks to verify that the spatial aspects of Boiken settlement traditions are indeed historically accurate. This finding is of intrinsic importance for anyone attempting to understand the construction of ethno-historical knowledge, and particularly for regional analysts and historical ethnographers, who are often faced with reconstructing the diachronic dimensions of ethnography in regions of New Guinea where archaeological research is little developed. In the case of the Boiken, the migrations that emerge from ethnohistory help resolve the puzzle of why the symbolic culture of the Ndu-speaking Yangoru Boiken exhibits much closer affinities to that of the Torricelli-speaking Mountain Arapesh than that of any Ndu-speaking group, including some of the Boiken dialect groups to the southeast.  相似文献

In Papua New Guinea (PNG) more rural people, and especially rural women, earn cash from selling in marketplaces than from any other source. PNG's marketplaces are critical for food security, and for the redistribution of wealth. They are also important meeting places where people gather to see friends, hear the latest news, attend court cases, play cards and be entertained. This introduction to this special issue on ‘Marketplaces and Morality in Papua New Guinea’ reviews the history of PNG marketplaces and their contemporary forms. It charts their transformation from introduced colonial spaces into dynamic Melanesian places, which, as places to buy, sell and socialise, have become pervasive institutions in the lives of both urban and rural Papua New Guineans, and places where people interact with both known and unknown others. From this, marketplaces emerge as important spaces of moral evaluation and contestation in relation to what constitutes morally acceptable exchange and what practices are acceptable in these places. The paper demonstrates that exchange in the marketplace should not be reduced to commodity transactions, and questions assumptions about the types of people marketplaces create. It argues that the country's marketplaces are productive sites to consider ideas of exchange, social relations and social personhood, and that there is a critical need to understand the concrete details of what takes place in contemporary marketplaces.  相似文献

The Australian Army, while having a long association with Papua New Guinea after the Second World War and before independence in 1975, is often conceptualized as a small player in the decolonization process, of interest to scholars because of its cost and potential threat to democratic government. This article examines the Army’s education programme and associated policies in the decade before independence to argue that the institution was acutely aware of looming decolonization, and actively sought to create a national Papua New Guinean military by repurposing policies originally designed to serve Australia’s defence needs, in particular through ‘civic’ education. It embarked on this path without direction from the Department of Territories. While the results of ‘civic’ education are difficult to determine, this article shows that the Australian Army was engaged in the profound shifts occurring around it in Papua New Guinea.  相似文献

Stilt structures in the inter-tidal zone or over shallow water on fringing reefs are widely accepted as a feature of settlements of the Lapita cultural complex in Near Oceania. Claims for similar structures in a pre-Lapita context at the Apalo site in the Arawe Islands, New Britain, Papua New Guinea, have been queried on several grounds. Re-evaluation of the Apalo evidence, together with 10 additional AMS radiocarbon dates, establishes human activity associated with some form of structure and possibly with a ground stone axe about 400–500 years before the Lapita pottery occupation. The paucity of occupational refuse suggests a non-residential structure perhaps associated with water transport. Comparisons with the older Dongan midden site in the Sepik-Ramu basin suggest stilt structures were probably used there as well. An apparent shift in depositional processes between the pre-Lapita and Lapita use of Apalo could reflect changed sea conditions arising from increased ENSO activity.  相似文献

This paper reports on ongoing research on migration and circulation between the Wosera sub-district, East Sepik Province, Papua New Guinea, and the island province of West New Britain. We examine the pressures contributing to increased family migration and longer-term, possibly permanent, migration from the Wosera. While rising resource/population pressure and stricter forms of land tenure arrangements are altering patterns of out-migration, the situation for long-term and temporary migrants in West New Britain is becoming less certain as land shortages begin to limit opportunities for further settlement and indigenous landowners become less tolerant of migrants from other provinces. We discuss these influences on migration patterns within the context of emerging social stratification of Wosera society, and consider the implications for both migrants and non-migrants.  相似文献

There is increasing recognition in the development literature that foreign aid can have malign effects on the recipient country, especially in failing states. This paper considers the impact of Australian aid on macro-level development in Papua New Guinea. After a review of official evaluations of the effectiveness of aid, the potential sources of ‘aid failure’ and ‘aid accountability’ in Papua New Guinea, it is argued that the current Australian macro-level aid program needs to be reassessed. In particular, the focus, coherence and impact on civil society of Australian aid should be modified in order to minimise its debilitating effects.  相似文献
