The interactions of nature and society are intimately reflected in the degradation of the vast, yet diverse, landscapes and ecosystems of arid western China. The development of agriculture, especially irrigation, has altered rivers, soils and ecosystems so much that major ecological rehabilitation and restoration efforts have been needed since 1950. The catchments of the Tarim River in southern Xinjiang (the Tarim Basin) and of the Black River (Hei He) in Gansu Province and western Inner Mongolia provide examples of the benefits, difficulties and conflicts involved in dryland water management. In the early stages of the human development of these catchments, agriculture depending on irrigation using water from these inland rivers was encouraged. The over‐exploitation of these water resources led to such ecological problems as desiccation of lakes, drying out of rivers, degradation of soils and vegetation and lowering of groundwater levels, with consequent environmental and economic impacts. Since 1990 several high‐cost, national projects to re‐establish ecosystems have been initiated. Water is now released from dams in the headwaters of the rivers in order to restore water flows to the dried out lake basins. Such schemes have inevitably led to social problems and difficulties for the people who depended on the water from the dams for local irrigation. The contrasts in adjustments and attitudes over the use of water for agriculture and other economic activities, as opposed to schemes of restoration of ecosystems and ecological engineering, stem largely from two issues; inconsistent provision of information from the scientific community, and differing ideologies, namely environmental protection versus economic development.  相似文献

Environmental decision support systems (EDSS) are designed to assist natural resource managers and stakeholders to assess problems and select options for change. EDSS that combine community engagement in developing future scenarios with computer‐based land use planning and modelling tools are widely used internationally. However, these EDSS are often not used after the research and development phase. To best understand why the EDSS are not being used in the long term, the end users of the EDSS should be consulted—a perspective that is lacking in the literature. The research reported here presents the perspectives of stakeholders involved in a community climate change adaptation project in western Canada. Evidence from the community suggests that this project was successful in instigating change. However, the EDSS was not used after the project's end. Our findings indicate that, from the end users’ perspective, the project could have had much greater and sustained success had there been ongoing engagement and communication with them, particularly in the form of continued support for the use of EDSS after the development project.  相似文献

Vegetation stress or mortality can be the result of many factors including drought‐induced water deficit, insect infestations and failures of, or fluctuations in, precipitation sources typical to an area. Reduction of cover and reduced health are identifiable in remotely‐sensed multispectral satellite images. A suite of images from NASA's MODIS sensor was used to calculate the Normalised Difference Vegetation Index (NDVI) during the 2000–2006 North American growing seasons. Fluctuations in NDVI over this period show a significant decline in vegetative health in the region with specific areas showing changes linked to moisture sources, prevailing wind patterns, slope aspect and solar radiation receipt. Ground‐truthing of these areas has confirmed the extent and magnitude of the dieoff signal. Historically, dieoff has been reversed through regeneration as climate conditions return to a normal regime. However, quantification of recent vegetative change in western North America suggests that the degree of change may be too severe for regrowth to occur and may have far‐reaching impacts on a scale unseen in modern times. The loss of vegetative habitat and native species in semi‐arid regions and lack of regeneration in these marginal ecosystems due to prolonged drought are growing global problems. Similar drought stress impacts on marginal ecotypes have also been observed in semi‐arid regions of Australia, South America, Asia and Africa. Observations of the spatial pattern of temperate forest vegetation globally can be used to develop a precise picture of vegetative health in these regions and how they are reacting to global climate change.  相似文献

This paper describes the design features and capabilities of a portable automated in‐situ closed chamber (ISCC) for the quantification of CO2 fluxes in dryland soils where both photosynthetic and respiratory components may be associated with a cyanobacterial crust. The processes of CO2 flux in dryland soils are briefly described in order to clarify the conditions that make quantification of these fluxes problematic. The instrumentation currently available for in‐situ soil CO2 flux measurements is then reviewed demonstrating their inadequacies for the dryland environment. The ISCC described here is a member of the closed or enrichment class of soil respiration chambers. The ISCC, however, features an optical window possessing high (>90%) transmission in the photosynthetic active region (PAR) of the solar irradiance spectrum, permitting observations of photosynthesis. The ISCC possesses automatic venting and purging so that gaseous concentrations inside the chamber do not change from ambient sufficiently to significantly affect diffusion. The ISCC features both active and passive cooling employing internal solid‐state Peltier coolers and external aluminised Mylar respectively. This avoids severe disturbance of the microclimate within the chamber due to admission of high fluxes of PAR and permits in‐situ operation under a wide range of ambient field temperatures (~ ?5 to 40°C). Sensors internal to the chamber monitor temperature, relative humidity, irradiance and pressure. In this implementation the ISCC is coupled to a portable gas chromatograph (Agilent GC‐3000) to sample the chamber atmosphere. Indicative data for Kalahari Sand soils of Botswana are presented as an illustration of the general performance characteristics.  相似文献

This paper begins with a review of the literature on tourism in rural economies, to establish a framework for analyzing large‐scale tourism products in rural and small town regions. The review is followed by the development of a typology of large‐scale attractions in rural and small town regions, including parks, casinos, events, heritage, and cultural products. The typology leads into the example of the Canadian Fossil Discovery Centre (CFDC) in Manitoba, Canada. Located in an agricultural region of south‐central Manitoba, the community of Morden is located 125 km from the provincial capital city, Winnipeg, which had a population of 811,900 in 2016. Morden is also located 35 km north of the border with North Dakota. Thus, while a small town in a traditionally rural region still dependent upon an agricultural economic base, Morden has been recently successful in diversifying its economy, including through manufacturing, services, hospitality, and tourism. In part, this success is due to a south‐central Manitoba location; however, it is also the result of innovative local leadership, including the prioritization of hospitality and tourism related to the CFDC. This paper describes the case study as an example of successful tourism development within an already economically and socially diversifying region.  相似文献

Megacities situated on flood plains face escalating risks of waterlogging and inundation. Tianjin is one of these megacities in China where residents are exposed to these risks and not well prepared for their consequences. Government policies should support the most vulnerable and less resilient groups. This study can inform policy‐making by identifying the socio‐economic characteristics of those who are financially better prepared for the consequences of catastrophic rainstorms and flooding. A structured questionnaire survey was administered to 332 Tianjin residents. Results confirm that financial conditions crucially determine household resilience to these natural hazards. Lower‐income and less educated urban residents have lower resilient capacity. Weak engagement in the community, including residential committees and other organisations, is related to lower capacity to cope with the economic consequences of extreme weather events. Less resilient groups are therefore those who are subject to urban poverty and have limited social capital. Tianjin and other cities in the developing world require resilience strategies that attend to this segment of urban population.  相似文献

After a decade of relative neglect post‐Soviet Central Asia has become a foreign policy priority for the transatlantic community. Both the United States and Europe have engaged with the region in recent years in pursuit of new strategic interests, including maintaining military basing access in support of coalition operations in Afghanistan and securing the export of Central Asian oil and gas to the West. Despite this period of renewed engagement, however, the quality of democratic governance within the region remains poor, especially in comparison with other post‐communist regions that successfully completed their political transitions. In fact, the United States and the European Union have often tempered promoting their Central Asian democratization agendas in order to maintain access to these strategically important fixed assets. The transatlantic struggle to balance the pursuit of strategic interests and democratic values has been rendered more difficult by Russia's recent resurgence as a regional power. Backed by the Central Asian governments, Moscow has challenged the purpose and influence of western‐based international and non‐governmental organizations in the region, thereby further diminishing the transatlantic community's capacity to promote sustained democratic reforms.  相似文献

Universities are increasingly seen as potential contributors to regional innovative capacity by serving as local knowledge conduits, bringing global state-of-the-art science and technology into the region. In practice, however, more active university engagement with their regional innovation systems is not as straightforward as it may seem. The article uses examples from a successful case by which less successful regions could be inspired. Our analysis considers how various forms of technological learning intersecting within Lund University around three distinct sectoral engagement efforts have been built up and how this created new structural regional innovation capacity.  相似文献

In the Central Australian community of Amunturrngu the Luritja management of the State is not only subversive to the development of representative democracy and a capitalist economy, but this discourse of (dis)engagement empowers community members. This offers autonomy, albeit marginal, from the mainstream. The ‘problem of the cultural’ emerges in this engagement and the production of meaning requires enunciating the ‘third space‘: the ambivalent space of the cultural interface. Within this post‐settlement space certain modalities have been reformulated to structure a complex locality that defies the reification of social structures that anthropology so readily draws. How do people operate in this space and what type of person is most active here? The theoretical tools for this examination of Amunturrngu's engagement with the State are taken from political anthropology and post‐colonial theory.  相似文献

Where community ownership of renewable energy projects is not feasible, there remains potential for residents to profit from locally sited projects through a ‘community benefits’ package from a commercial developer, usually as an annual cash payment to a community organisation. Despite support from policy-makers and developers for community benefit packages, the relationship between the benefit package and acceptance of renewable energy projects is not straightforward. Drawing on semi-structured interviews with local residents and other community actors near a wind development in central Scotland, this paper examines the ‘process’ and ‘outcome’ dimensions of the design and provision of community benefits, and considers how the relationship between these two dimensions affects local perceptions of the benefit of community benefits. Analysis of interviewees’ perceptions of the community engagement ‘process’ at the planning stage and the community benefit package ‘outcome’ reveals how a poorly defined engagement process, combined with a benefits package that is not deemed suitable for the needs of the community, can lead to negative perceptions of the project, even when these were initially positive. These findings have implications for renewable energy policy in Scotland, particularly as there is currently no legal obligation for developers to consult communities on community benefit arrangements.  相似文献

The development of economic, ecological, social, cultural and political conditions has a lasting influence on the development of individual regions and economic areas, and is in turn influenced by them. Background conditions in Germany have changed over the last few years, with reunification and the upheavals in Eastern Europe, the prospective completion of the Singh European Market and the increasingly insistent new challenges in the areas of the environment and transport. This paper gives some examples of the changes taking place in some of these background conditions, and discusses their foreseeable future regional impacts in the FRG. In the last 10 years, Baden‐Württemberg in south‐west Germany has been considered as one of the most successful examples in Europe of regional structural adaptation combined with a dynamic innovation system. The characteristics of the economic development of this region and their causes are dealt with.  相似文献

This paper proposes a holistic framework called dynamic resistance for analysing and animating third‐sector organizations’ contestations of neoliberalization. It argues that the third sector constitutes a rich terrain for transforming neoliberalization processes to promote human flourishing and social justice. Dynamic resistance comprises four elements—rejection, resilience, resourcefulness, and reflexive practice—within a cyclical process which can occur simultaneously at different organizational scales. Four vignettes, drawn from participatory action research, illustrate these processes at Oblong, a grassroots community group in Leeds which now runs a community centre. Despite engagement with neoliberal mechanisms, Oblong provides an example of dynamic resistance in practice, avoiding “mission drift” and prioritizing self‐defined core values of equality, collectivity, empowerment, sustainability, respect and care, and being community led. Dynamic resistance suggests third‐sector organizations’ capacity to construct transformative social empowerment through ever‐changing practices which are proactive and self‐directed as well as responsive.  相似文献

This article is about a campaign that was initiated by Somalis in London in 2013 against Barclays Bank's decision to shut down the accounts of four Somali remittance companies in the UK. It explores how young Somalis mobilized politically around the issue, and how, in the process, they created and reified a particular ‘imagined community’. By drawing on multicultural notions of community, and development idioms of diaspora engagement, they fashioned themselves around a notion of ‘good diaspora’ based on generation, pan‐Somali unity, and ideas of ‘professionalism’. In so doing, they were able to mobilize politically as both national and transnational actors, but were also confronted with some of the limits of the ‘good diaspora’ identity category. This article establishes a dialogue between the literature on diaspora engagement and that on migrant political mobilization by exploring how young Somalis navigate across these different national and transnational conversations, discourses and social categories.  相似文献

This paper re‐examines the chronology of reserve selection in South Australia in the context of changing social, political and economic attitudes. The effect of these changing attitudes on reserve selection in South Australia is assessed in the light of the principles of a comprehensive, adequate and representative (CAR) National Reserve System. The outcome of reserve selection in South Australia is the establishment of a vast network of reserves in the arid regions and many fragmented and small reserves in the agricultural regions. It is likely that the remnant ecological system in the agricultural regions is not representative of the regional environmental diversity and that land clearance has precluded the establishment of a CAR reserve system in South Australia. The rate of reserve selection for nature conservation has decreased over the past decade as the opportunities for reserve acquisition decrease. It is concluded that large‐scale and strategic revegetation will be required to facilitate a CAR reserve system in South Australia.  相似文献

ABSTRACT

Local sustainability initiatives are studied from two scholarly perspectives: the perspective of sociotechnical innovation, which relates to the capacity of bottom-up initiatives to contribute to the development of sociotechnical alternatives; and the perspective of civic engagement which relates to the capacity of citizens to organize themselves in order to pursue community goals. This paper argues that taking both these perspectives into account overcomes the problem of being too instrumental or the problem of neglecting the role of technology and innovation in local initiatives. The perspective of sociotechnical innovation presents different types of innovation pursued by local initiatives: the creation of new technology, the application of existing technology and the development of social innovation. Furthermore, innovations might diffuse over wider society by: replication, scaling up, and translation. In turn, civic engagement may take the shape of: the strengthening of social capital, the formation of social movements, and the substitution of functions and services. The insights from literature are illustrated and qualified by applying them in the context of concrete local initiatives. Finally, local initiatives will be portrayed as social contexts that are successful in gathering actors with different motivations and world views and that may contribute to the democratization of innovation.  相似文献

This article is focused upon exploring the development of the green economy in particular locations, with the aim of identifying why some cities and regions have been successful in engendering green growth. To date we have little idea where the green economy is developing, nor much insight, beyond anecdotal evidence, into why certain cities and regions appear to be more successful than others in this regard. We position our analysis within the context of research on socio‐technical transitions that has theorized the potential shift to a more sustainable economy. We review the literature on sustainability transitions and the development of the multi‐level perspective encompassing niches, regimes and landscapes. However, most research into socio‐technical transitions has not given adequate consideration to the influence of places and spatial scale in these transition processes, and we therefore critique the socio‐technical transitions literature from a geographical perspective. In this article we are interested in four key questions. What role does the enabling and facilitative state play in these cities and regions? What new institutional forms and governance structures are being developed? How do actors in particular cities and regions construct their green vision, and how do they encourage other actors to buy‐in to this vision? How are links across levels and spatial scales developed to connect niches with the regime? We address these through a focus upon the Boston city‐region in the USA, drawing upon both primary and secondary research material. We utilize this case study example to re‐examine and re‐theorize work on sustainability transitions from a spatial perspective.  相似文献

This paper undertakes a meta‐analysis of the effect of agglomeration economies on foreign direct investment (FDI) location. It finds strong differences in these economies arising from both measurement and study‐specific characteristics. Economies generated from domestic rather than foreign activity have the strongest effects on FDI, with the latter only significant if related to the home country of the investor. Support is also found for studies that identify different sources of agglomeration economies, although this is largely underexplored in the empirical literature. The average agglomeration economies estimate is not influenced by publication bias and indicates genuine effects for agglomeration economies on FDI location choice.  相似文献

Rights‐based approaches have become prevalent in development rhetoric and programmes in countries such as India, yet little is known about their impact on development practice on the ground. There is limited understanding of how rights work is carried out in India, a country that has a long history of indigenous rights discourse and a strong tradition of civil society activism on rights issues. In this article, we examine the multiple ways in which members of civil society organizations (CSOs) working on rights issues in the state of Rajasthan understand and operationalize rights in their development programmes. As a result of diverse ‘translations’ of rights, local development actors are required to bridge the gaps between the rhetoric of policy and the reality of access to healthcare on the ground. This article illustrates that drawing on community‐near traditions of activism and mobilization, such ‘translation work’ is most effective when it responds to local exigencies and needs in ways that the universal language of human rights and state development discourse leave unmet and unacknowledged. In the process, civil society actors use rights‐based development frameworks instrumentally as well as normatively to deepen community awareness and participation on the one hand, and to fix the state in its role as duty bearer of health rights, on the other hand. In their engagement with rights, CSO members work to reinforce but also challenge neoliberal modes of health governance.  相似文献

This paper explores how women used their social networks within the ancient Greek urban environment in two spheres: first with regard to their civic engagement, and second with regard to their social relationships. By examining the types of social networks in which women were involved, how they were used and their impact on social relations, it argues that historians should broaden their conception of women's contribution to the Greek civic environment. Such an approach shows how women negotiated social and economic status within the polis community, how they used their social capital as a resource for social and civic engagement and sheds light on their personal relationships. These relationships not only enhanced women's well‐being and allowed them to determine their own roles in community life, but also formed the basis of their engagement with the polis. Considering the social networks to which women belonged, and the differing types of social capital embedded in them, further enables an examination of female friendship. Recognising the contribution of women to the polis community is necessary in order to understand the wider social and civic relationships within the ancient city.  相似文献

Initiatives aimed at protecting aquatic ecosystems often prove difficult to implement—particularly in water‐stressed, semi‐arid regions where the demand for water for human consumption is high. This article reports on an investigation of the factors that shaped the development and implementation of policies for aquatic ecosystem protection in the Oldman River Basin (ORB), a crucial watershed in semi‐arid southern Alberta. The analysis reveals critical cultural and historical considerations that confront those attempting to protect and restore aquatic ecosystems in the ORB and highlights specific factors that influence implementation of measures to protect it. In addition to the most basic consideration—demand for water exceeds supplies—eight specific factors that influenced aquatic ecosystem protection in this region are identified and evaluated. These include (1) clarity of actors’ roles/ jurisdictional responsibilities; (2) communication; (3) definition of key terms; (4) funding and organizational capacity; (5) leadership; (6) legal standing; (7) data and monitoring; and (8) public education. We argue that while these factors are important, critical cultural and historical considerations that influence water policy in the province also must be addressed in any efforts to protect aquatic ecosystems in southern Alberta.  相似文献
