This article presents a new interpretation of Conservative attitudes towards house of lords' reform in the early 20th century. Coinciding, as it did, with the introduction of universal adult suffrage, the campaign to reform and strengthen the second chamber has traditionally been understood as a reaction against democracy. Conversely, this article, emphasizing the politics rather than policies of reform, argues that many Conservatives sought to establish a legitimate role for a second chamber within the new democratic settlement and that the campaign for reform is, consequently, better understood as a constitutional means of ‘making safe’, rather than resisting, mass democracy. The account sheds new light on how the impulse behind reform was frequently rooted in a commitment to democracy, how reform commanded the support of a wide cross section of the Conservative parliamentary party, and why the reform campaign had folded by the early 1930s. In doing so, it reframes an important episode that helped close the long‐19th‐century tradition of constitutional reform in British politics.  相似文献

The conflict between the crown and parliament in the 17th century inevitably disrupted the orderly succession to the offices of the house of commons, as is illustrated by the case of the serjeant‐at‐arms. Existing lists of the holders of this office tend to oversimplify the situation. The small minority of Scots who entered the house of commons in 1707 were slow to make their mark. Besides lack of numbers, they suffered several significant disadvantages. The Westminster scene was strange, and the style and tone of debate more vigorous and informal. Moreover, the aristocracy had dominated the unicameral Scottish parliament, and commoners found it difficult to emancipate themselves from noble tutelage. Most importantly, Scottish politics did not yet reflect the two‐party system dominant in England. Thus in the first sessions the Scots were unable to make headway in the essential business of parliament, legislation. Scotland suffered in comparison with the English provinces, and even the Irish, who were able to muster a more effective lobby. Soon, however, a new generation of debaters appeared, able to use their wit to discomfit English antagonists, and a new class of ‘men of business’ who grasped the rules of the legislative game. The fortuitous deaths of leading magnates and the polarisation of sectarian antagonisms in Scotland permitted the coalescence of the Scottish representation into two broad factions allied with the English parties. It was with English tory support that bills were passed to benefit the sectional concerns of Scottish episcopalians, accompanied by other measures of a more general nature. The combined attempt by Scottish peers and MPs in 1713 to secure the repeal of the union does not point to a lasting breakdown in Anglo‐Scottish relations, since it was also a manifestation of political opportunism by English whigs and discontented tories, and their Scottish allies. But the dawn of a party system in Scotland was dispelled by the death of Queen Anne and the ensuing jacobite rebellion. The complicity of tories in the Fifteen resulted in the destruction of the party in Scotland, and the construction of a whig hegemony.  相似文献

Impeachments have long since ceased to be a feature of British politics. Much scholarly attention has been given to past impeachments, particularly the unsuccessful prosecution of Warren Hastings. Little consideration, however, has been given to the last such case, the impeachment of Henry Dundas, 1st Viscount Melville, from 1805 to 1807. The Melville scandal held the interest of the country until the middle of 1806, when it was diverted by naval battles. Although generally neglected by historians of the period, the Melville affair was a significant event in the course of then‐contemporary British politics, and of wider society. Examination of the reactions to the attempted impeachment can illuminate a number of developing themes and concerns within both elite circles and in the wider political nation. These include dislike of patronage and the Pittite ‘system’, anti‐Scottish bias, and advocacy of financial and parliamentary reform. Moreover, it helped to revive the radical movement both in parliament and out of doors. While the affair may not have been as significant as the later Mrs Clarke and Queen Caroline scandals, the reactions to it were generally comparable. In fact, reactions to the attempted impeachment presaged reactions to these later events. The issues and passions stirred forth by the proceedings will be shown to have significantly contributed to the revival of a dynamic national political atmosphere which itself enabled and fuelled those reactions.  相似文献

This prosopographical article demonstrates that the traditional British landed interest suffered very little by the terms of the 1832 Reform Act. They maintained their customary dominance of the house of commons, although voting records show that they had lost some of their ability to push legislation through the House that spoke to their more parochial interests. By contrast, the 1867 Reform Act caused serious erosion of their legislative power in the Commons. The 1874 election, especially in Ireland, saw great landowners losing their county seats to tenant farmers. Democracy was coming to Britain; just not as soon as some would have it.  相似文献

As one of the most memorable campaigners for the New Interest whigs in the Oxfordshire election of 1754, Lady Susan Keck inevitably became the subject of press ridicule and criticism. Undaunted and irrepressible, she not only continued to campaign, but also turned the criticism back on the Old Interest, effectively neutralising it. This detailed examination of Lady Susan's electioneering illustrates the possibilities for electoral involvement at mid‐century that were available to a woman of rank and spirit who was determined to make a difference. Propelled into action by sheer frustration with the poor planning and lacklustre campaigning that had marked the New Interest campaign in the 1751 election, Lady Susan put her, not inconsiderable, energy into securing a victory for the New Interest. Driven by ideology rather than by family interests, she used her age, rank, sex and connections, to political advantage. Confident and characterful, she was ideally suited to the rumbustious, personal politics of the age. Most importantly, her canvassing achieved results and the eventual New Interest victory owed, at least in part, to her efforts.  相似文献

Abstract. This article examines the structural and ideological factors that paved the way for the eruption of violence against non‐Muslims in Turkey on 6 September 1955. I argue that the conventional explanations that treat this instance of collective violence either as spontaneous rioting caused by over‐excited masses or as a government conspiracy that eventually got out of control are insufficient in that they fail to answer how and why so many people participated in these riots when we know that nothing on this scale ever took place in the history of the republic. In order to adequately understand the dynamics behind these riots one first needs to situate them in the broader historical context of the emergence, development and crystallisation of Turkish nationalism and national identity that marked the non‐Muslim citizens of the republic as the ‘others’ and potential enemies of the real Turkish nation. This historical analysis constitutes the first part of the article. Since ethno‐national riots do not always occur whenever there are conflicting identities, one also needs to explain the processes through which ethno‐national identities become radicalized and polarized. Thus, in the second part of the article, I focus on the economic, political and social conditions of the post‐single‐party era (post‐1950) that helped to radicalise the sentiments of the growing urban populace against the non‐Muslim ‘others’. I argue that it was the socio‐economic, ideological and political transformations of the Democrat Party era that made it possible for ethnic entrepreneurs and state provocateurs to mobilise the masses against a fictitious enemy.  相似文献

The article reflects on the distinguished record of publication, in around 130 articles over nearly seventy years, on nuclear politics in International Affairs. Although constituting a small drop in the torrent of writings on nuclear matters since 1945, it can fairly be regarded as the most significant contribution to nuclear discourse by any journal outside the United States. The articles published in International Affairs have covered a wide range of issues including nuclear deterrence and strategy, arms control, non‐proliferation and disarmament, and the policies—and drivers of policy—of countries, in particular the UK and US. Authors have included P. M. S. Blackett, Wyn Bowen, Alastair Buchan, Hedley Bull, Pierre Hassner, Michael Howard, Rebecca Johnson, Michael MccGwire, Michael Quinlan, Nick Ritchie, John Simpson and David Yost. The discussion concludes with Ian Smart's article of 1975 in which he contemplates the nature of the ‘nuclear age’ and its persistence or passing, and comments on governments’ ‘fatuous’ attachment of prestige value to nuclear weapons.  相似文献

Recent interest in the historiography of ‘high politics’ has centred mainly on historians writing in the 1960s and 1970s, above all Maurice Cowling. Less attention has been paid to the modified agendas pursued by the next generation of scholars. This essay explores some pioneering attempts to make sense of the structural relationships between 19th‐century British ‘high politics’ and its ‘intellectual’ contexts, focusing on a cluster of seminal 1980s studies by the historians Michael Bentley, Richard Brent, Boyd Hilton, and Jonathan Parry. Abstract. National identities are socially constructed and inherently relational, such that collective imagination depends on a dialectical opposition to another identity. The ontology of otherness becomes the necessary basis of social imagination. National identity can hardly be imagined without a narrative of myths, and the Turkish nation is no exception. This article argues that the Turkish nation was imagined as a modern nation with territorial sovereignty after the erosion of traditional Ottoman umma (religious community) identity. During the process of this imagination, the Armenians became the first ‘others’, whose claims over eastern Anatolia were perceived as a real threat to Turkish territoriality and identity. Based on the analysis of modernist theories of nationalism, the methodological concern of this study is twofold: to explore the causal link between the policies of Ottoman modernisation and the emergence of Turkish nationalism; and to incorporate the self and other nexus into the relationship between the emergence of Turkish nationalism and the process of ‘othering’ the Armenians.  相似文献
