Postcolonial criticism in one world archaeology: Where is North Africa's place?

áfrica del Norte hace tiempo ha sido considerada una extensión de Europa del sur. Cuando fue claro que los arqueólogos de áfrica del Norte siguieron la dinámica no-europea, ellos fueron excluidos de los actuales debates y recientes rese?as. Este trabajo ofrece una crítica postcolonial derivada de muchos a?os de trabajo en el campo en dos países árabes africanos: Libia y Sudan. Yo comienzo analizando el papel de tema/objeto del arqueólogo, que conlleva hacia una vista engendrada del presente. Después, yo discuto la perspectiva del arqueólogo sobre el desarrollo económico y explotación de recursos. Finalmente, yo sugiero reposicionar al áfrica del Norte en el actual debate arqueológico, igual que en relación a los actuales eventos políticos y sociales.

Résumé L'Afrique du Nord a longtemps été considérée comme une extension de l'Europe du Sud. Quand il est devenu évident que les archéologues nord africains suivaient une dynamique non-européenne, ceux-ci ont été exclus des débats courants et des révisions. Ce papier offre une critique postcoloniale consécutive à de nombreuses années de travaux passées sur le terrain dans deux pays arabes d'Afrique du Nord: la Libye et le Soudan. Je commence par déconstruire les r?les sujet/objet de l'archéologue, qui mènent à une vision orientée du passé. Puis, j' examine la perspective des archéologues quant au développement économique et l'exploitation des ressources. Enfin, je suggère de replacer l'Afrique du Nord dans le débat archéologique courant, et de la mettre en relation avec les évènements sociaux et politiques en cours.

     

Polycentricity – one concept or many?

This paper aims to discuss polycentrism and its implications. Polycentricity plays a key role in EU Cohesion Policy and has done so since 1999 when the notion was included in the European Spatial Development Perspective. Politically, it emerged as a key tool because of its ability to fuse together the two primary and conflicting perceptions of spatial–economic development, cohesion and competitiveness. No agreed definition of polycentricity exists. Furthermore, different actors and disciplines define polycentrism differently. The absence of a concise and coherent definition makes it difficult to measure polycentricity. Moreover, several studies have concluded that it is difficult to identify empirical evidence to support the positive claims made in its name. Polycentrism is assumed toolbox to reduce regional disparities, but polycentric countries display higher regional disparities than monocentric countries. Polycentric countries do not perform better than monocentric countries with regard to competitiveness and GDP/cap. As such, this paper concludes that not only does the political meaning of polycentricity struggle over aims with the inherit dichotomy at its heart, it also struggles in terms of basic credibility.     

From rebellion to democracy: The many lives of Túpac Katari

In Bolivia, public discourse often focuses on historical personalities in terms of their importance for national identity and agency, one example being the eighteenth-century Aymara leader Túpac Katari, a declared icon of resistance. This article examines the preconditions of the historic figure's incorporation into indigenous cultural memory and how the connotations he evoked have unfolded over time. It reveals how the representation linked with him was redefined and adapted at different points of time due to the prevailing modes of reception.     

“From one April to another”: remembering and acknowledging the Holocaust in the poetry of Michael Longley

Michael Longley has written and spoken of the responsibility to commemorate the Holocaust in a manner which is free from historical or political distortion. This article will consider his poetry about the Holocaust in the light of these statements, arguing that the epigraph in Gorse Fires (1991) from the work of Paul Celan provides an indication of Longley's strategy. The close association of elegy and botanical life in Longley's work manifests in the reconfiguration of remembrance poppies in relation to Celan and the Holocaust. The article discusses Longley's work in relation to Ireland's refugee policies during the Second World War, with recourse to the poems “Buchenwald Museum” and “Poppies”. Finally, the article considers Longley's personal link to the Holocaust through his friend Helen Lewis. The representation of the Holocaust in Longley's poetry is always associated with other traumatic events and this article extracts the threads which entangle Longley's evocations of historical violence.

Abstract

The role of labor unions has increasingly been the focus of scholarly analyses in recent years as the world has experienced the most encompassing wave of democratization. In his seminal article proposing a typology of four different modes of labor union behavior depending on their treatment by the former authoritarian regimes, J. Samuel Valenzuela (1989) observed that labor unions will best contribute to a successful consolidation of the new democracies if they do not press excessively for the satisfaction of narrow interests. Conversely, if their demands are too harshly denied by the new democratic elites, unions may be disloyal to new governments and thus undermine the transition process (Valenzuela 1989, 451). In a similar fashion, Adam Przeworski argued that the containment of excessive wage increase demands by unions is critical for the success of economic transition reforms (1991, 181). In her comprehensive comparative analysis of labor union and business roles in democratic transitions in Latin America and Eastern Europe, Joan M. Nelson concluded that in both economic and political reforms within the transition processes, unions can and do play crucially supportive roles but can likewise cause slowdowns, and stalemates (1994).     

From English to British liberty, 1550–1800

This essay was written for a symposium on Dutch conceptual history in a comparative European perspective. The concept in question here is liberty, and the context first English and then (following the creation of the United Kingdom in 1707) British. What follows primarily addresses two themes, both challenging. First, what role did the concept of liberty play over an exceptionally long and turbulent period of English history punctuated by two revolutions? Second, what relationship existed during this period between English and Dutch understandings and experience of this concept?     

From “Spitsbergen” to “Svalbard”. Norwegianization in Norway and in the “Norwegian Sea”, 1820–1925

Abstract

The aim of the paper is to enhance our understanding of the Norwegian acquisition of Spitsbergen/Svalbard by using the concept of Norwegianization as a tool for analyzing the political and diplomatic background for the Spitsbergen treaty of 1920, and comparing the Norwegianization polar politics with the Norwegianization concept used to analyze the internal colonization in the Sami districts of northern Norway during the same period. The paper concludes that the politics of Norwegianization on the main islands in the North Ocean – renamed the Norwegian Sea by Norwegian oceanographers in the 1870s – was an offensive policy of expansionism, motivated by historical and geographical considerations and alleged rights to re-establish the Medieval Norse empire.     

From “Holocaust” to “Rational Choice”: Generational Change in Political Science

Abstract

David Walsh has demonstrated a unique gift for reading modernity sympathetically, for discerning within it a certain luminosity, in fact a distinctly Christian luminosity, without losing sight of modernity's darkest possibilities. In the magisterial concluding volume of his trilogy, he seeks to elaborate a “coherence” of modernity that is revealed not in concepts but only “through existence itself.” Finally, though, Walsh's enthusiasm for a purely open and therefore purely formal understanding of practical existence, articulated through brilliant, original, and remarkably comprehensive readings of the greatest authors of the continental tradition, seems to me to draw him very far away indeed from actual moral and political practice, and thus from the reality of our human condition. A truer and more truly “performative” attention to “the nature of practice itself” would be less inclined to praise pure freedom or openness and more solicitous of the actual horizons of common worlds, including implicit metaphysical and hierarchical elements.
