This article examines Russian energy policies toward China over the past decade as reluctant engagement changed into a priority energy partnership. From 2008 to 2016 Russian and Chinese companies signed several major oil and gas agreements, a period in which Moscow reassessed China as a future energy consumer and lifted bilateral cooperation to a new level. The article utilizes the strategic partnership concept as an analytical framework and finds traditional realist concepts and hedging inadequate for this particular case. The study illuminates Russian geopolitical considerations and acceptance of vulnerability, which combined make long-term Russian energy policies more China dependent. Officially, Russia seeks diversification among Asian energy buyers, but its focus has increasingly been on China. Western sanctions imposed in 2014 for Russia’s role in Ukraine accelerated this trend. Moscow’s energy policies toward Beijing with its pipelines and long-term agreements are permanent arrangements that resemble strategic partnership policies. China is eager to increase energy relations with Russian companies, but Beijing also ensures that it does not become too dependent on one supplier. Russian concern over its increased dependence on China in the East is deemed secondary to expanding Russia’s customer base beyond the still-dominant European market.  相似文献

Abstract

As the whole point of feminism is to empower women and girls and to improve the circumstances of their lives, most feminist geographers would claim that indeed feminist geography is — or at least aims to be — relevant; they would then hasten to point to the contradictions and ambiguities inherent in this claim: what counts as relevant and relevant to whom are complicating questions. The work of feminist geography encompasses teaching, activism and scholarship — all potentially relevant activities. In considering what counts as relevant, I discuss the difficulties of equating relevant with applied and of knowing whether or not our teaching, research and activism will turn out to be relevant. Complicating any claim to relevance is our inability to know, and lack of control over, how others will use our work. Asking ‘relevant to whom?’ points to the difficult truth that what some women view as positive change others may see as harmful to their interests; in this senserelevance is specific to particular contexts, scales and places. At the same time, relevance can enter the intricate web of global interconnections and transcend particular contexts, scales and places. Relevance itself is therefore a geographic concept. Feminist geographers struggle to hold together these sometimes contradictory geographic dimensions of relevance. I close by arguing that the growing body of feminist geography work engages with a range of social issues around the world and certainly has the potential for relevance at a variety of scales. But the relevance question will remain a complex and ambiguous one for feminist geographers.  相似文献

This study aims to provide preliminary insight into facilitating international fieldwork in New Zealand by researchers and universities who support visiting university groups. Anonymous online surveys sought views of supporting researchers (15 respondents), and supported scholars (8 respondents). The extent to which international fieldwork is facilitated by partnerships with local institutions depends upon the nature, scope and location of the visiting field trip, and the willingness and ability of the local community to provide that support. Where provided, support was diverse and perceived to contribute positively to student learning. Both supporting researcher and supported scholar perceive value in these connections.  相似文献

Two “flagship” World Bank reports, entitled The Long March—A Reform Agenda for Latin America and the Caribbean In The Next Decade (1997) and the World Development Report, 1999–2000 (2000), are the subject of this paper. Both publications attempt to come to terms with the policy and practice of structural adjustment in the context of a new geography of global finance. This paper argues that the geographical imagination employed in both World Bank reports is the product of a dominant statist geographical imagination that struggles to explain contemporary developments in the geography of money. The paper starts with a brief discussion of the Mexican peso and debt crisis, and the World Bank’s practice of structural adjustment. Through an interrogation of both World Bank papers, thought is then given to the purchase of territorialized state-based mappings of the global economy. The paper wraps up with a brief conclusion concerning the explanatory salience of scale.
Internationally mobile capital is here to stay. Growing trade links, new communication technologies, and increasingly sophisticated financial products are making national borders more porous to financial flows. The challenge facing policymakers in developing countries is how to navigate through this financially integrating world (World Development Report 1999-2000, 2000: 85).

Research into geography provision in primary initial teacher education [ITE] courses in the United Kingdom and worldwide is very limited. England educates pre-service primary teachers of 5–11 year olds to be “generalists” who teach the full range of curriculum subjects, including geography. This article identifies that the provision of teaching time for geography is low and declining in England’s primary ITE courses. It presents a picture which may not seem dissimilar in other parts of the world. With only about half of pre-service primary teachers in England having studied geography after age 14, their subject knowledge appears weak. University-based ITE subject sessions rarely extend beyond introducing them to England’s primary geography requirements and to some approaches to teaching geography. Prospective primary teachers observe and teach limited, if any, geography in primary schools. Developing their geographical understanding and teaching capability is highly challenging for tutors. There are concerns that the current situation may well decline further. Encouragement exists to develop geography provision in primary ITE but the opportunities to achieve this appear increasingly constrained as the pre-service environment moves from university-led to school-led provision. International comparative research is essential to understand better pre-service primary teachers’ learning to teach geography.  相似文献

Drawing primarily on my own work, speculations are offered on a range of possible futures for feminist geography. It is suggested that the most likely trajectory is one of incorporation as feminist geography is dismissed, regarded with indifference or included within a pluralist, but basically unaltered discipline. While a contentious and depressing suggestion, an alternative trajectory is offered by a feminist geography which actively engages with other progressive developments in the discipline and creatively incorporates new developments in feminist scholarship on, for example, the body, deconstruction and post‐colonialism. A third future builds on such engagements to offer various transformations of the subject, power relations and conceptual baggage which presently constitute feminist geography, through a process of self‐reflection and critical positioning. These three trajectories of incorporation, engagement and transformation I see as simultaneously operating in my own work. Reflections on them are offered for others to consider and to stimulate debate.  相似文献

ABSTRACT

This article explores the ways in which British socialism may have supported and strengthened liberal ideas held by postcolonial leaders who were educated in Britain. It attempts to do so by examining the role of liberalism in Harold Laski’s teaching at the London School of Economics and Political Science (1920–50), with particular attention to his Indian students. Laski, a self-declared Marxist, promoted socialism in his voluminous writings, frequent speeches, and in his lectures, which were attended by many future post-colonial leaders. Although often rigid in its adhesion to socialist dogma, Laski’s thought nevertheless reflected the malleability of political ideologies, incorporating liberal and pluralist elements in its makeup, which were in turn conveyed to students. This article focuses on how two former pupils, G.L. Mehta and Renuka Ray, responded to Laski’s thinking in the context of early Nehruvian India. Drawing on students’ lecture notes, political writings and assessments of their former professor, I suggest that Laski, and British socialism more generally, served to both radicalise students’ desire for economic planning while moderating their understanding of how to generate political change by reinforcing liberal norms, including a belief in constitutionalism and representative government.  相似文献

Geographical work on men and masculinities has expanded and diversified since the 1990s. Gender, Place and Culture has been, and continues to be, a significant outlet for this research. Geographies of masculinities now range across diverse sub-fields – social, cultural, economic, health, post-colonial, urban and rural geographies. We provide a brief overview of this scope, including the expansion of geographies of masculinities beyond the Anglo-American sphere. We then focus on two vibrant fields of research on geographies of men and masculinities, which cut across the various sub-fields of the discipline: men’s embodied and emotional geographies, and their experiences in relation to religion, faith and spirituality. We discuss these fields, suggesting further productive developments for geographies of masculinities, which include work on the body and wellbeing, body size, male care giving, men’s experiences in diverse faith communities, and men and alternative spiritualities. Ongoing development of geographical work on men and masculinities is important for helping to contest patriarchal structures and knowledge production.  相似文献

Developing a critical analysis of the relational and situated practices of social policy, this paper draws on an evaluation of an early intervention project in Scotland (UK) where volunteer adult mentors supported young people ‘at risk’ of offending or antisocial behaviour. Contributing to ‘enlivened’ accounts of social practice, we explore how practices of mentoring developed through the co-presence of mentor and young person in the often transitory spaces of care which characterized the ‘diversionary activities’ approach in the project. We expand the notion of the relational in social practice beyond the care-recipient dyad to include wider networks of care (families, programme workers, social institutions). The paper explores how such social interventions might both be ‘good’ for the young people involved, and yet recognize critiques that more individualized models of intervention inevitably have limitations which make them ‘not enough’ to deal with structural inequalities and disadvantages. Acknowledging the impacts of neoliberalism, we argue critical attention to diverse situated relational practices points to the excessive nature of engagement in social policy and provides scope for transformative practice where young people’s geographies can be ‘upscaled’ to connect to the realms of social policy and practice.  相似文献

This article analyses the career paths of Swedish and Finnish sailors from the mid-19th to the mid-20th century. The article shows that, for the most of the men, the seaman’s occupation was just a passing phase before taking up a job on shore, but many of them also created a long-lasting and advancing career by going to sea. There was not necessarily, however, a clear distinction between job opportunities at sea and those on shore in those days: men worked both at sea and on shore. We therefore argue that an individual’s advancement in a maritime career was a context-specific socio-economic phenomenon. In Scandinavia, work on board ships was dependent on features that characterized the division of labour in a predominantly agricultural domestic economy on land and emerging industrialization during the turn of the century. Here we present an analysis of the career paths of almost 60,000 men recruited to serve on Swedish and Finnish merchant vessels from the 1840s to late 1940s.  相似文献

This article explores Newfoundland women’s experiences of outmigration as a gendered process of displacement. Experiences of displacement can provide significant insight into Newfoundland and Labrador’s fractured political relationship with the nation of Canada. This article argues that Newfoundland outmigration must be viewed through the lenses of diaspora and intersectionality, as nationalist sentiment and the province’s peripheral place within Canada affect women’s experiences of outmigration. Tensions shaped by gender, ethnicity and socio-economic status affect their ability to integrate into Canadian society and influence their decisions about returning home.  相似文献

Abstract

To be efficient, geographers must teach not facts, but how to learn. This means teaching theories, methods and models, and also the languages of investigation, which include mathematical languages. These are important because some human knowledge and discourse, including growing conceptual areas in geography, cannot be translated from mathematics. Mathematical languages are tools of inquiry, the teaching of which can quickly open up new lines of thinking. Mathematical geographers can make a unique contribution to applied areas through their ability to model and clarify complex problems. An example of teaching mathematical languages is given using a simple directed connectivity matrix, which in turn can be manipulated to introduce advanced ideas. During this process, students are learning naturally about mathematical languages.  相似文献

Using the methods of textual analysis and in conversation with both Latin American cultural studies and queer studies, the essay examines the ways that Pedro Lemebel’s diverse body of work – ranging from live performances, fiction, non-fictional crónicas, and interviews – engages the limits of subversion in neoliberal times. On the one hand, Lemebel’s work has been routinely framed in terms of its subversion of gendered, sexual, and political norms. On the other hand, scholars and commentators have not deeply engaged the many ways that Lemebel’s own work comments on and represents the challenges of producing subversive cultural productions in a globalized, late capitalist environment in which subversion, including his own, can be undone precisely when it is most celebrated, valued, and commodified. Reading Lemebel’s commentaries and interviews as producing cultural criticism that complements his better-known crónicas’ and performances’ ideological narratives, the essay argues that Lemebel’s oeuvre repeatedly addresses the challenges of performing a delicate dance between resistance and co-optation, given his acknowledged inseparability from the market. Taking Lemebel as a model for this balancing act, the essay ultimately aims to reveal and critique some of the ways that we academics tend to read sexual dissidence as successful subversion without recognizing its complications and limits.  相似文献

Abstract

A spatial analysis of the geography of insurgency in the North Caucasus of Russia from 1999 through the end of 2016, focused on the period since 2010, corroborates other work on the incidence of violence in the region. A sharp drop in the absolute number of conflict events over the past half-decade occurred as violence diffused from Chechnya in the mid-2000s and is attributable to a range of domestic and international factors. Domestically, the decline is broadly linked to the securitization of the region around the 2014 Winter Olympics in Sochi, the return to the use of the Kremlin power vertical as a system of political management after an interlude focused on economic development as a mitigation strategy, and the wider adoption of harsh management tactics at the regional and republic scales. Internationally, potential insurgents have left Russia to fight in the Middle East and Ukraine. Using a conflict-event data-set (N = 18,960) from August 1999 through the end of 2016 and focusing on the period since the creation of the North Caucasus Federal District in January 2010, the paper identifies a set of notable trends within the decline and shift in violence. Key findings include a percentage increase in arrests carried out by Russian security services, a decline in retaliation across conflict actors, and the failure of federal subsidies to contribute to declines in violence in the region. The long-term prospects for continued insurgency in the North Caucasus, specifically in light of the collapse of the Islamic State and Russia’s domestic challenges, remain uncertain and should acknowledge the recent decline in violence in the region.  相似文献

The article, ‘Italy’s Unification and its Discontents: Verga’s Cos’è il Re, focuses on the mental confusion of the protagonist, Cosimo, which becomes symptomatic of the southern rural masses’ disenfranchisement from the unification process. Verga’s political disillusion with the new state, for which he fought, comes to the fore, underlining how the Savoy kingdom’s constitution was no guarantee of a real improvement for the rural masses. Verga’s story contrasts the Savoy king, whose power is limited by the constitution, with the Bourbon Monarch’s Corpus Mysticum, as described by Ernest Kantorowicz, whose power is absolute, like that of Jesus Christ. The story denounces, then, the paradox that the Bourbon monarch, in his paternalistic governance, was better for the impoverished rural masses than the constitutional Savoy king. Moreover, Italy’s unification under the Savoy sovereign further developed a national discourse that systematically racialized Southerners because of their subaltern position within the nation.  相似文献
