The Australian Journal of Political Science (AJPS) has evolved from a publication that deliberately relegated articles in international relations (IR) to a secondary status to one that has defined and encouraged leading-edge contributions to that field. This development can be attributed to successive AJPS editorial teams’ realisation that contemporary political problems are increasingly interconnected and that emerging approaches to IR reflect this condition. Several recent and key IR debates that have emerged within the journal’s pages are assigned special attention here: the linking of Australia’s domestic politics to that country’s foreign policy interests and behaviour; in-depth discussions that relate to ongoing trends in the international political economy; critical analysis of national defence and regional security postures; and diverse theoretical perspectives that are increasingly shaping the IR field’s paradigmatic identity. It is concluded that the AJPS is now a leading source of IR thought and discourse.  相似文献

This article reviews publications on public administration in the Australian Journal of Political Science (AJPS). A distinction needs to be drawn between public administration as a discipline and as a field of inquiry that engages specialists from several areas. The latter has been more significant in Australia in contrast to Europe and the United States. The questions discussed in the AJPS cover changes in the field and practice of public administration; the state and government; the structures of local government, public organisation and federalism; interfaces between public administration and other sectors and institutions; and issues with public sector reform and accountability. Despite the emphasis on governance in discourse and practice, the role of government continues to be central, and what emerges from experiments in new governance is that the authority of government and the significance of hierarchy (compared to markets and networks) very often remains pivotal.  相似文献

In a pioneering academic discussion of Australian politics written just before the First World War, William Harrison Moore reinforced the image of Australia as an increasingly autonomous part of a slowly evolving but essentially liberal British Empire. In this 34-page account of ‘Political Systems of Australia’ published in George H. Knibbs, ed., Federal Handbook (Melbourne, 1914), the Professor of Constitutional Law at the University of Melbourne arguably created the ur-text of the Australian Politics textbook. It is argued that there is an unbroken thread of Cambridge-inspired political science teaching and writing at Melbourne from Harrison Moore onwards. The early Australian politics textbooks and ‘Political Systems of Australia’ are cut from the same cloth, making the latter an important precursor.  相似文献

The place of political theory in AJPS has historically been a fairly marginal one, partly because Australia does not seem to have a strong national tradition of political theorizing. This is thought to be a function of living in a nation that never produced a great political theorist and was born neither in revolution or utopianism. Yet, although there has been a marked absence of high theory or exegetically-inclined history of ideas over the life of the journal, theorists have responded by contributing work that usefully illuminates applied problems with theoretical insight. Further, it may be the case that there is a peculiarly Australian style of political theory that is pragmatic and self-consciously embedded within our institutions and political culture. The paper explores this and other means by which Australian theorists have adapted in order to retain a presence within the journal.  相似文献

The influence of state architecture on gender policy and politics is an emergent strand of feminist research. This paper contributes to this research by undertaking a detailed case study of one specific gender policy area – domestic violence policy – in old federation Australia. Drawing on the experiences of the past decade, it confirms earlier research findings that demonstrate that under certain conditions, federal structures can influence the development of gender policy in positive ways, such as providing opportunities for ‘venue shopping’ and policy innovation. The paper engages, too, with recent research on Australian federalism and challenges the consensus about the centralised nature of the Australian federal system by demonstrating that in the area of gender policy, states and territories are more than just the implementation arms of the Commonwealth government. Sub-national governments continue to play an important and autonomous role in policy relating to women and therefore remain central sites for advancing gender equality.  相似文献

The Australian Bureau of Statistics (ABS) has experienced several significant challenges in recent years, including a declining operating budget, criticisms of its technical capability and concerns about political interference. In-depth interviews were conducted with senior ABS and Treasury Department officials to obtain their perspectives on the causes of the agency’s difficulties. Interview data were interpreted using frameworks from the political science literature on delegation, including the principal-agent paradigm, models of bureaucratic strategy and the public service bargains approach. The study finds that the principal-agent perspective does not help to explain the ABS’s difficulties, but that problems of administrative strategy and tacit bargains between the government and the ABS have contributed significantly to the agency’s challenges. The findings provide insights into the politics of official statistics, and shed light on the evolving role and status of expertise in Australian politics and government.  相似文献

The 2017 Foreign Policy White Paper emphasises the importance of ‘maximising’ Australia’s power and influence. However, the White Paper and much of the commentary on Australian foreign policy do not clearly conceptualise ‘power’ or indicate how it ought to be increased. The Lowy Institute’s recent Asia Power Index implies one possible strategy via its resource-based approach to measuring power. We outline a different approach and argue that power should be conceptualised and evaluated as a specific relationship causing behavioural change, rather than as a general attribute of its wielder. To complement the Lowy Institute’s carefully catalogued database, and facilitate a more focused conversation about maximising power and influence in Australian foreign policy, we offer a typology identifying five pathways through which states can translate their material and non-material resources into outcomes that serve the national interest.  相似文献

ABSTRACT

While Australian political studies often appears to have neglected engagements with Indigenous peoples and politics, we argue this is not a simple question of omission. In fact, the discipline is deeply implicated in imperial knowledge production and the authorisation of racialised colonial governance. As non-Indigenous scholars working within Australian political studies, in this paper we reflect on our own discipline in light of several decades of critical scholarship, identifying the production of disciplinary innocence through a theoretical and institutional analysis of Australian political studies knowledge practices. We explore this production via canonical knowledges, institutional processes that contain Indigenous people and knowledge to subjects of policy, and the operation of disciplinary divisions which neutralise scholarship on policy and political institutions.  相似文献

ABSTRACT

For over a decade, the Australian Political Studies Association (APSA) has maintained a list ranking journals into A*, A, B and C bands. However, we know little about how Politics scholars use and view the list. In this study, we firstly discuss the history of the APSA list, before then presenting the results of an original survey conducted in March 2017 with over 250 members of the discipline. While the APSA list seems to enjoy overall support, we find that there are concerns about its purpose, its assessment of journal quality and how it treats different subfields and methodologies. In the discussion section, we address some of the main criticisms that have been made of the list and offer a number of suggestions for revisions. These include widening the consultation process, making submissions to the ranking committee public and extending the range of journals included in the list.  相似文献

Australian Outlook, published initially in 1947, was Australia’s first journal devoted exclusively to the analysis of Australia’s foreign relations and of international affairs. It emerged from a context where nationalist and internationalist sentiments were taking on new prominence and in a time of heightened public awareness of global issues. The journal came to provide a unique venue for academic and expert commentary, especially on the international politics of Australia’s region, as well as on a wide range of topics from defence and trade to great-power dynamics. Early contributions demonstrated a generally sound—and sometimes remarkably prescient—grasp of regional and international trends. The journal built on earlier Australian Institute of International Affairs publications—notably, the Austral-Asiatic Bulletin, inaugurated in 1937.  相似文献

Using supervised learning techniques to code newspaper articles on the Minerals Resource Rent Tax (originally known as the Resources Super Profits Tax), this article analyses sources of partiality and emphasis in media coverage of the issue. It shows that opponents were more successful in airing their views in the opening stages of the debate, but the government's re-branding led to more favourable media coverage. There was a regional bias, however, with newspapers in states dominated by mining interests more critical than newspapers from other states. The only truly national newspaper (the Australian) was notable for having fewer ‘neutral’ articles, with a relatively high number of both negative and positive articles. The Australian Financial Review, meanwhile, had a greater number of neutral articles. Framing remained homogenous over time though variable across publications.

Abstract

This article considers risk-taking associated with the popular leisure activity of beach going in Australia. It investigates the risk-taking proclivities and cultural protocols in Australian beach use which, to date, have received little research attention. Drawing on the testimonies of beachgoers, we provide a discussion on how risk can be both voluntary as well as accidental at the Australian beach. While accidental risk-taking can be attributed to a lack of beachscape safety or lack of hazard knowledge, it is often the result of peer, sociocultural and psychodynamic influences that result in the production and reproduction of a pervasive culture of risk-taking. This culture is explored via the influence of the enculturation of risk into Australian beach practices, the attenuation of safety perceptions among beachgoers, and the attraction to risky behaviours that affect those in the beach space. The reproduction of risk in Australian beach use and the feeling of attachment observed among research participants have been conceptualised as the embodied societal subject, as identified through geographic psychoanalysis. A psychoanalytic geographic interpretation of participant attitudes and beliefs concerning risk-taking and beach use has been used to theorise how the prevailing discourses and fantasies of Australian beach use shape this site-specific culture of risk.  相似文献

Sharman's 1989 APSA Presidential Address is a welcome critique of the interpretation of Australian politics, but the questions that it raises need to be taken further. The importance of Australian political experience in the formation of an indigenous political tradition is recognised, but it is misleading to see it as stemming from the desire to limit executive power. This article explores the nature of this indigenous governmental tradition, and goes on to consider what we learn from this debate about the nature of constitutional theory, and the relationship of academic debate to constitutional models.  相似文献

ABSTRACT

This article looks at the popular image of William Gladstone which gradually emerged and evolved in the Australian Colonies throughout the nineteenth century. By using a wide variety of newspaper sources and political speeches, the piece shows how Gladstone was extensively discussed and interpreted on the far side of the ‘British World’. It tracks the ups and downs of the turbulent relationship Gladstone had with the Australian Colonies over his long career, as he influenced Australian history both directly through the policies he implemented and indirectly as an inspiration for local politicians. It concludes that although Gladstone repeatedly aggravated Australian opinion both through his time at the Colonial Office and the ‘soft’ foreign policy he pursued as Prime Minister, his domestic popularity as a successful liberal and democratic figure was enough to make him a hero in colonial eyes. This conclusion shows how ‘British World’ popular sentiment was able to trump nominal local interests. This demonstrates not only the predominance of Britishness in Australian identity during this time period, but also how as a simultaneously separate yet intimately linked part of the Empire, Australians abstracted their own significance and meaning from domestic British politics.  相似文献

Concerned by declining interest, trust, and participation by citizens in democratic politics, governments and political institutions worldwide are turning to the internet in attempts to revitalise democracy through online public consultation and citizen participation, referred to as e-democracy or ‘government 2.0’. This paper reports research into the planning and conduct of a series of online public consultation trials launched by the Australian federal government in late 2008, and it compares and contrasts Australian experiences with international e-democracy developments, including the Obama presidential campaign and findings of the Digital Dialogues review of online technologies to enhance citizen engagement in the UK, the UK Power of Information Task Force review, and experiments conducted as part of the MIT Deliberatorium. This paper presents qualitative analysis of findings in 10 areas, which it argues can be further grouped into four main areas of management focus of which technology, often the major topic of discussion, is important but less significant than policy, culture and resources.  相似文献

This paper is a discussion of the politics of every day administrative processes in one of the oldest and most highly institutionalised areas of Australian Commonwealth Government activity; income security. It begins at the bottom of administration with the encounters of service delivery. It identifies clients, welfare intermediaries and rank and file Department of Social Security (DSS) officials as the major participants in these encounters. Their interaction is highly constrained by the structures of rules and procedures surrounding service categories. But it is not without its politics. A number of systemic factors are identified which inevitably allow considerable room for strategic manoeuvre by the various actors. Though the odds favour the officials, clients and intermediaries are not entirely without strategic resources.

The latter part of the paper suggest how this highly structured politics of service delivery is empirically and conceptually linked to the larger moments of administrative decision‐making and the more recognisably ‘political’ processes surrounding income security administration; the mobilisation of groups and the articulation of arguments for or against changing existing commitments. It focuses on a number of examples of changes over time in the deployment of resources and the interpretation of the rules and procedures governing income security categories. It suggests the complex and constant nature of the interaction between activity at all levels of the social security system: from the most case specific to the most general, both within and outside the formal boundaries of the DSS.  相似文献

Abstract

For all of its political drama, the health care debate appears consumed with bureaucratic minutiae quite distant from political philosophy. Yet in important respects that debate is intimately connected with the founding premises of the modern technological project of the mastery of nature for the relief of man's estate as envisioned by René Descartes and Francis Bacon. This essay uses a recent discussion of the health care debate by bioethicist Daniel Callahan to raise some fundamental questions about the role of technology in our medical culture. It argues that modern health care is the Cartesian project come of age, and it uses Descartes' Discourse on Method to reflect on the possibility of a sensible politics of technology in our time.  相似文献

Recent research and writing about social and spatial polarisation in Australian cities is reviewed in a five-part study. The first part outlines the international context in which Australian urban restructuring and polarisation is occurring. The second considers the consequences of structural adjustment in Australia in terms of changes to the distribution of national income and social costs. There is an apparent incongruity of sharper spatial disparities developing during a decade (1982—94) when the living standards of the poor were maintained at 1982 levels by the social security system under federal Labor governments.Part three surveys several recent that explicitly set out to measure shifts in urban spatial inequality, and thereby help to clarify aspects of the debate about social and spatial polarisation under Australian conditions. Part four sets out to show how both the construction of this debate, and the response of governments to urban restructuring in Australia, are implicitly grounded in three competing theoretical frameworks: ‘post-marxist’ political economy; neoliberalism; discourses of identity and difference. Finally, practical and ethical issues are raised that stem from the triumph of neoliberal ideology over alternative visions of the ‘companionable state’.  相似文献

As religious engagement in the Australian population continues to decline, the apparent increased prominence of religion in Australian politics is puzzling. This article examines the characteristics of 2422 speeches given by prominent Australian federal politicians between 2000 and 2006 to assess whether religion has become more prominent in early twenty-first century Australian politics, and whether or not the explanations provided to explain the increase are compelling. It is argued that the framing of the September 11 terrorist attacks and the subsequent ‘war on terror’ as a religious conflict weakened adherence to Rawls' (2005 Rawls, J. 2005. Political Liberalism, New York: Columbia University Press.  [Google Scholar]) liberal consensus (exclusion of religious beliefs from the public forum) and normalised the use of Christian terminology and ideas in Australian political discourse.  相似文献
