Abstract

World War II has played a significant role in using “memory” in all kind of “memory politics” in Europe as well as in the USA. Using examples from Norway and the Soviet Union, later the Russian Republic, this article shows how successfully, but also how contradictorily, historical events can be used as memory politics. We will also see what “memory culture” and “memory policy” is predominant in circumpolar Norway and the Soviet Union/Russia after World War II. We are introduced to the concept of “memory agents”, the producers and directors of “memory politics”. The case is first and foremost the battle of Narvik in Norway in the spring of 1940. We also take a look at the circumpolar borderland between Norway and the Soviet Union during World War II, where the German “Gebirgsjäger” from the Narvik front regrouped and continued their assault on Soviet Union in Murmansk County from the summer of 1941. In what way were the war events useful in the post war era, and how could they directly affect Soviet–Norwegian relations during the Cold War? In addition we ask how memories contributed to the justification of different approaches to the foreign policy in both countries. Besides, the article demonstrates how the memory policy of World War II was affected after the end of the Cold War and the fall of the Soviet Union in Norway and Russia, respectively.  相似文献

The formerly socialist East European countries have undergone extensive political and territorial changes since the collapse of the Soviet Union in 1989. This transformation has largely been associated with two simultaneous developments in the post–socialist states: nationalisation and European integration. The concept of post–socialist borderland underlines the scope and effect of post–socialist identity politics in the countries applying for EU membership, and also points at the dramatically changing political map of Europe.
In discussions about the ongoing European integration, stability is expected to emerge through inclusive arrangements. It has generally been thought that political accommodation is not at issue at the future internal or external borders of the EU. However, the European enlargement project faces severe problems as nationalization and European integration represent contradictory tendencies in post–socialist democratisation and European stabilisation.
This article discusses the role that borderlands play in balancing between national and European goals. The evolving European integration is examined from the vantage point of the states applying for membership. Particular attention is paid to the contextual basis of political argumentation, the structural politics of the European Union, and the nationally sensitive elements of the nation–state. The example of the Estonian/Russian borderlands represents a 'post–socialist' condition, within which old loyalties of the past meet contemporary socio–economic and political realities, threats and future expectations. These issues seem to influence considerably the formation of 'common European goals' in the enlarged European Union.  相似文献

Recent comparative studies of the politics of tobacco control have ranked Australia and New Zealand as two of the most restrictive regimes in the world. Yet traditionally Australia and New Zealand were tobacco-growing countries in which the government supported tobacco agriculture with a variety of subsidies. Despite a slow start in comparison to some other countries, by the 1990s these two had developed strong tobacco-control regimes. This paper addresses the rise of tobacco as a policy agenda problem, what policy instruments were utilised to deal with it, the pattern of adoption of policies between the two countries, and what explains the rapid progress of tobacco-control restrictions in these two countries, based on a comparative perspective.  相似文献

The consensual climate of the post‐political order has been recently disrupted in Europe. The mass protests staged in different European countries and the resurgences of the extreme parties in response to the multiple European crises witness the “cracks” in consensual politics. While much of the scholarly attention has been drawn onto the socio‐political implications of large‐scale upraises, the contribution of bottom‐up sub‐national groups to the “return of the political” has been under‐researched. Therefore, this article focuses on sub‐national grassroots groups as instances of the “properly political” (Swyngedouw 2009, International Journal of Urban and Regional Research 33[3]:601–620). It is contended that these groups, by putting in place acts of solidarity, are “agonistic” political forms, containing in nuce the potential to counteract the post‐political order and to shape a new politics. To interrogate this argument, the article reports the findings of a case study analysis involving four grassroots groups based in Scotland.  相似文献

This article extends Billig's (1995) landmark thesis on banal nationalism by considering how processes of national deixis circumscribe the boundaries of citizenship and forms of belonging within nation-states. Drawing on critical analyses of sexual citizenship, the article provides a discursive analysis of the debate over civil union in the New Zealand mainstream press during 2004–2005. It argues that this mediated debate represented an historical moment where the routine deictic flagging of the nation, and the correlated flagging of the ‘banal citizen’, fundamentally broke down, thereby allowing this unmarked and ‘ordinary’ process to be systematically examined. Four major discourses are identified in press coverage: ‘Homosexual’ subjects as abnormal and disordered, tolerance, equality and human rights, the sanctity of marriage and the preservation of the family (and the social order). Although the passing of the Civil Union Act does mark a (faltering) step forward in sexual equality, we argue that the presence of these discourses suggests that forms of both ontological and cultural heterosexism persist in New Zealand society. Despite the Act conferring new legal rights, ultimately we conclude that the four discourses act to restrict the extent to which ‘homosexual’ subjects are considered ‘valid’ and ‘legitimate’ citizens. In continuing to structure the public politics of sexual citizenship in New Zealand, these discourses have influenced recent debates over legislative moves towards ‘marriage equality’ in ways that raise concerns over the continuation of heterosexist norms, as well as exclusionary forms of homo-nationalism. More generally, this research demonstrates the effectiveness of Billig's work as a valuable and productive analytic lens to explicate concerns over the exclusionary nature of citizenship itself.  相似文献

The classification of spatial planning styles in Europe has been successively reviewed a few times. Most recently, it has been done in the framework of the European Spatial Planning Observatories Network (ESPON) 2.3.2 project dealing with the territorial governance. Based on national overviews for 29 European countries, this project uses the classification of spatial planning systems in four styles: comprehensive-integrated, regional-economic, land-use and urbanism. This study did not take into account the spatial planning system in Serbia since it is neither in the European Union nor a member of the ESPON similar to Norway and Switzerland. This article uses the form of national overviews elaborated for the ESPON project and puts Serbia in a comparative spatial planning perspective, classifying it between the comprehensive-integrated and land-use planning styles.  相似文献

This paper serves as an introduction to this theme issue on the topic of post-socialist identity politics surrounding nation building, national identity and nationalism. It presents an overview of the key processes of post-socialist identity formation in Central and Eastern Europe (CEE) and the former Soviet Union (FSU) in order to contextualise this collection of papers. This introduction outlines the key processes of identity formation and the treatment of nationalism under conditions of state-socialism, and then identifies the main processes of identity formation which have emerged in discourses surrounding nations and nationalities in post-socialist CEE and the FSU. A short account of each of the papers in the theme issue is then presented to identify the common strands of their analyses of post-socialist nationalisms.  相似文献

A British economist presents a comparative study focused on the change in the technological structure of Russia's high- and medium-technology industrial exports. The export profiles of 19 countries in the post-communist region, including the former Soviet Union and Eastern Europe are compared with those of China, India, Brazil, Mexico, and Indonesia. Classifying 260 export activities for each of the 24 countries according to the level of technology intensity required in production, the author measures change in export structures by employing the Krugman Specialization Index and the Balassa Index of Revealed Comparative Advantage. The results of measures are followed by a discussion of implications for the future development of high-tech industries and higher value-added exports in Russia. Research on students' experiences in internationalised higher education largely assumes students' autonomy and privileges their public selves. New Zealand research is no exception. Little attention has been paid to students' lives beyond classroom contexts; how national policy and institutional practices shape students' everyday experiences and ‘home’ lives similarly and differently. In addition, gender is afforded scant attention or considered only as a secondary concern, and people whose partners or family members are international students are invisible. This article endeavours to address the relative inattention to gender in international education research and the invisibility of women whose partners are international students. It draws on data from interviews with 17 women involved in a broader doctoral research project during 2005 and 2006. The women were either migrant or international students or had partners enrolled as international students. The article uses ‘home’ as a lens for examining women's situated and transnational place-making and factors that promoted or precluded a sense of belonging in New Zealand. It draws connections between women's accounts of ‘home’ and feeling ‘at home’, and broader politics, policies and institutional practices in New Zealand higher education.  相似文献

Radical democrats and geographers have argued that democracy requires a vibrant contestatory politics to challenge the contemporary “post‐political” conjuncture. Despite suggestions of post‐political processes in Aotearoa New Zealand, there are signs of a more vibrant politics. In 2010 an environmental campaign called “2Precious2Mine” captured the national geographic imaginary. Drawing on this example, we argue that although a space was opened for a vibrant contestatory politics, its effects were paradoxical. The campaign both reinforced the hegemonic narratives of neoliberal (post)colonial Aotearoa New Zealand, and simultaneously produced moments that challenged this apparent post‐politicising trajectory. While we argue that such frameworks are useful, there is a risk that without cognisance of the situated nature of politics and closure, they both lose their political and academic explanatory purchase. Post‐politics becomes at risk of constructing that which it seeks to describe, while radical democracy ends up falling short of its aims.  相似文献

In 1963 the Polish journalist Ryszard Kapu?ciński published Black Stars (Czarne gwiazdy), a collection of reportage essays about the decolonization of Ghana and the Belgian Congo. Far from a neutral observer, Kapu?ciński, like other Socialist Bloc correspondents writing about the national independence movements jolting the continent, sought to build anti-imperialist consensus in his home country. Black Stars is thus foremost a literary document of Cold War Soviet foreign policy. But what one also finds in these works of reportage, I contend, are traces of the desire on the part of certain satellite states to secure for themselves the national autonomy supported by the Soviet Union in the decolonizing world. In this article I show how Black Stars chronicles the formation of unorthodox socialist currents within the politics of Second World-Third World solidarity while otherwise in the service of the official Soviet agenda. In doing so I argue that Kapu?ciński's anti-colonial reportage sheds light not only on the relationship of Postcolonial Studies to the Eastern European experience, but on the relationship of Marxist thought to Postcolonial Theory more broadly.  相似文献

The English-born New Zealand temperance activist, the Rev. Leonard M. Isitt, undertook a number of temperance ‘missions’ in Britain between 1895 and 1905, offering historians a deeper insight into the lived reality of the ‘British world’ and ‘Greater British’ identity. Addressing several areas of imperial historiography, the article uses newspapers from both New Zealand and Britain to acquire a truly ‘Greater British’ perspective of an imperially mobile individual, from which can be drawn lessons about imperial identities and ‘networks’. Isitt's participation in a self-consciously imperial temperance movement highlights the development of a New Zealand identity that depended upon both contrast and commonality with Britain, but it also points to a politics of imperial peregrination, with the temperance reformer's visits to the ‘Mother Country’ factoring in the highly divisive drink question in both New Zealand and Britain. The article concludes with reflections on the nature and limitations of a ‘Greater British’ politics.  相似文献

History shows that wars can be enormously disruptive of economic activity, especially international trade, national income, and global economic welfare. This article analyzes the impact on the European regions the Russian invasion of Ukraine using the largest and most updated multiregional input-output model for Europe. Two shocks, trade and inflation, and four alternative scenarios are simulated. The scenarios are considered regarding the number of countries applying a trade embargo, the exemption of oil and gas, and the potential trade diversions with third countries such as China. We obtained a significant fall in GDP (−1.7%), 3.7 m lost jobs and 3% raise over the prewar inflation rate. For trade shock, large indirect effects are obtained, indicating the high relevance of the sectors and countries exposed to the war and the sanctions. The republics of the former Soviet Union, as well as the satellite countries of the former communism, face the harshest adverse impacts. This work shows the importance of breaking Russia's colonial economic ties to the countries in Eastern Europe.  相似文献

In this revised text of a lecture delivered at the Royal Institute of International Affairs in June 2003, Stanley Hoffmann traces the history of America's close postwar alliance with western Europe. Out of the treaty in which America undertook to protect western Europe came the organization of NATO. Despite the difficulties and differences of opinion among its members in the early years—decolonization, German rearmament, Vietnam, US—French relations—the alliance survived and continued to survive after 1991 despite losing its main enemy, the Soviet Union. It then became a tool for managing relations between members and the newly liberated countries of central and eastern Europe and Russia. After the first Gulf War, however, NATO became a field for US—European relations, encompassing rivalry over approaches to eastern Europe, and cooperation in the Balkans. September 11 and the 'war on terrorism' marked the real turning point in the alliance and the subsequent war in Iraq in 2003 exposed deep divisions in the approach to international relations. Stanley Hoffmann concludes that it is still unclear how far Iraq has affected the substance of US foreign policy and its relations with Europe. It may be possible to predict, however, that the central importance of Europe for the US will remain under a cloud—'the days of relative harmony have not returned'.  相似文献

The relationship between religion and politics in Australia has in the past been conditioned by the peculiarities of Australian history. Traditionally religion was related to issues of moral reformation and sectarianism. Changes in Australia over the past forty years have changed this relationship as the public role of religion has waned. In recent times there has been somewhat of a religious comeback in Australian public life. This has been related to a new style of Christian politics, the presence of two strong Church leaders, Cardinal George Pell and Archbishop Peter Jensen, the presence of Islam, the election of a committed Christian Kevin Rudd as Prime Minister and the continuing importance of Australian and New Zealand Army Corps (ANZAC) as a civil religion.  相似文献

Australia and New Zealand have always been close, and the adoption of the Closer Economic Relations Agreement has brought them closer. In the context of public debate in Australia about constitutional reform it is appropriate to discuss the possibility of political union between the two countries. This article looks at some of the processes and politics involved with five scenarios under which union might or might not take place. They are: New Zealand as one or more Australian states; the Canadian model; an Australasian Parliament like the European Parliament; the abolition of the Australian states; and the secession of the Australian states.  相似文献
