This article examines how contributors to the Australian Journal of Political Science ( AJPS) have conceptualised Australian politics over 50 years. It undertakes this task by examining key events in Australian politics that prompted vigorous debate. These include the election of the Whitlam government in 1972, its dismissal in 1975, and how this in turn generated discussion about the nature of responsible government in Australia. The republican debate of the 1990s shifted the focus. Since 2000, however, a few contributors to the journal have attempted to find a central focus for Australian politics in the controversy over the idea of the Australian settlement. Much recent discussion about Australian politics has been influenced by the ‘cultural turn’, and become particularistic. It is argued that despite their diversity, articles in the AJPS generally do not usually contribute to a narrative that sheds light on the larger, longstanding, structural issues of Australian politics. 相似文献

The Australian Journal of Political Science ( AJPS) has evolved from a publication that deliberately relegated articles in international relations (IR) to a secondary status to one that has defined and encouraged leading-edge contributions to that field. This development can be attributed to successive AJPS editorial teams’ realisation that contemporary political problems are increasingly interconnected and that emerging approaches to IR reflect this condition. Several recent and key IR debates that have emerged within the journal’s pages are assigned special attention here: the linking of Australia’s domestic politics to that country’s foreign policy interests and behaviour; in-depth discussions that relate to ongoing trends in the international political economy; critical analysis of national defence and regional security postures; and diverse theoretical perspectives that are increasingly shaping the IR field’s paradigmatic identity. It is concluded that the AJPS is now a leading source of IR thought and discourse. 相似文献

This article reviews the slow emergence of writing on Indigenous issues and power in the journal over its first fifty years. It notes that most of this writing is by non Indigenous authors about issues that are thought to effect Indigenous lives. More contributions by Indigenous authors would be useful and will hopefully occur with growing numbers of Indigenous post-graduate students. 相似文献

Australia’s constant experimentation with electoral system design, and its effects on voter behaviour, have been consistent themes in the Australian Journal of Political Science and its predecessor, Politics, for half a century. This article examines this research in the context of three areas: electoral institutions; election campaigns; and voter behaviour. Three distinct stages in the research are identified, starting with basic fact-gathering, then progressing to the application of rigorous methods and evidence to real-world questions. In the third stage, scholarly attention has been devoted to placing Australia within a comparative framework. An underlying theme in the research is Australian exceptionalism in electoral politics. 相似文献

This paper surveys the contribution that articles on public policy have made to this journal in its first half-century. To help organise those contributions, the paper makes a rough distinction between works of a primarily explanatory nature and those that can be thought of as having a substantive focus on analysing particular policy areas or issues. It observes the paucity of policy studies in the 1960s and 1970; the rapid rise in the 1980s; and a plateauing and even perhaps decline after that. It notes the desultory interest in theoretical questions and welcome attempts to employ the comparative method. 相似文献

This review article, written for the fiftieth anniversary of the Australian Journal of Political Science (formerly Politics), analyses articles focusing on women, gender and feminism that were published in the journal. The analysis demonstrates that the study of gender is relevant to a broad range of fields, and methodological approaches used, in political science. It also demonstrates that political science knowledge is itself historically and socially constructed, reflecting both traditional social power relations and the influence of the social movements that challenge them. Consequently, key articles have drawn attention to the ways in which the frameworks of mainstream forms of political science were gender-biased and have sometimes continued to be so, particularly in terms of narrow constructions of the ‘ political’. Such narrow constructions may still be contributing to some ongoing gaps in the literature, despite the important contributions made by work published in the journal. 相似文献

The place of political theory in AJPS has historically been a fairly marginal one, partly because Australia does not seem to have a strong national tradition of political theorizing. This is thought to be a function of living in a nation that never produced a great political theorist and was born neither in revolution or utopianism. Yet, although there has been a marked absence of high theory or exegetically-inclined history of ideas over the life of the journal, theorists have responded by contributing work that usefully illuminates applied problems with theoretical insight. Further, it may be the case that there is a peculiarly Australian style of political theory that is pragmatic and self-consciously embedded within our institutions and political culture. The paper explores this and other means by which Australian theorists have adapted in order to retain a presence within the journal. 相似文献

This article reviews publications on public administration in the Australian Journal of Political Science ( AJPS). A distinction needs to be drawn between public administration as a discipline and as a field of inquiry that engages specialists from several areas. The latter has been more significant in Australia in contrast to Europe and the United States. The questions discussed in the AJPS cover changes in the field and practice of public administration; the state and government; the structures of local government, public organisation and federalism; interfaces between public administration and other sectors and institutions; and issues with public sector reform and accountability. Despite the emphasis on governance in discourse and practice, the role of government continues to be central, and what emerges from experiments in new governance is that the authority of government and the significance of hierarchy (compared to markets and networks) very often remains pivotal. 相似文献

Abstract This is a response to the contributions to the symposium on David Walsh's trilogy on modernity: After Ideology (1990), The Growth of the Liberal Soul (1997), and The Modern Philosophical Revolution (2008). After expressing appreciation for the careful reading the work has received, it enters into a reflection on the underlying unity of the studies. This is intended to address the common concerns that center on the issue of how the modern world is to be understood. It emphasizes the impossibility of separating the attempt to understand modernity from the need to take responsibility for it. This is the perspective that has illuminated the totalitarian catharsis, the durability of liberal political regimes, and the existential turn within modern philosophy. In the latter part of the essay, a response is offered to specific objections and characterizations that individual symposiasts raise. 相似文献

Bringing culture into the analysis remains a problem for comparative political science. The notion is too vague and elusive — we are reluctant to evoke that amorphous mass of beliefs, institutions and actions which comprise the political culture of any nation when trying to compare policy processes. Only when the interplay of familiar political variables fails to correlate is culture introduced as an explanation of last resort Recent work seeks more rigour for a cultural variable. Drawing on the anthropology of Mary Douglas and the public policy of Aaron Wildav‐sky, ‘cultural theory’ argues that groups fashion their world in limited and predictable ways. Regime, belief and economy are subsumed by more fundamental choices about the organisation of collective life. Culture is people sharing values which justify social relations. This paper sketches the premises and findings of cultural theory. It suggests some possibilities for comparative research — and the problems of testing this ambitious reformulation of political culture. 相似文献

As colonial frontiers expanded in the nineteenth century, contests over access to land suitable for farming between pastoralists, small farmers and indigenous populations were the inevitable result. In colonial Auckland, this contest was particularly vigorous, firstly because the young settlement's economic survival was at stake, since environmental constraints largely prevented its participation in the lucrative New Zealand wool industry, and secondly, because the economic and military prowess of indigenous Maori meant that settlers had little room to move in. Auckland's wealthy pastoralists pinned their hopes on the occupation of Maori land to the south of Auckland, since this was more suitable for sheep than the settlement's immediate environs, but this required dispossessing the Maori population by force. Initially, this obstacle gave small farmers a political advantage over the pastoralists, but as firstly arable markets, and then plans for small farmers and Maori to rear sheep themselves, all faltered, the pastoralist cause became increasingly difficult for colonial authorities to resist. When these authorities finally turned against the Maori communities south of Auckland, and launched an imperial war against them, the pastoralists successfully lobbied for the lands they most coveted to be confiscated from Maori, an event that radically altered New Zealand's future economic geography. 相似文献

Abstract By calling for the independence of Padania from the rest of Italy, the Lega Nord has recently drawn a great deal of attention to itself. In support of this campaign the Lega has actively introduced mythical and Utopian models onto the Italian political scene, combining a degree of cultural innovation with a certain political adventurism. This article focuses on these elements, beginning with the events of the autumn of 1996 when the Lega organized a ‘grande festa’ along the banks and in the towns of the River Po aimed at marking the birth of the new nation of Padania. The principal events of the festival were dominated by the many performances of the League's founder and leader, Umberto Bossi, whose speeches were full of pseudo‐religious or pseudo‐prophetic elements. Though the festival ended in Venice with a unilateral declaration of independence by the Lega and its followers in the north, it did not lead to any immediate political consequences. Nevertheless, the situation in Padania is marked by a complex mixture of identities. The Lega has not just introduced new methods of political opposition, it has also brought many subjects (local cultures, regionalism, the right to self‐determination) into the Italian political debate. Furthermore, it has used the language of the sacred and of ‘origins’ to create new characters, new calendars and new sacred sites. 相似文献

This research note replicates Leigh's (2008) analysis of pork-barrelling in Australian politics and tests the validity of his findings using geographic techniques. Distributive politics is integral to nearly all theories of legislative politics because it is fundamental to the connection between legislators and constituents, and can be used to facilitate coalition-building. This note addresses an aspect of pork-barrelling that has been overlooked in most previous scholarship. It argues that distributive politics is, at its core, a geographic, constituency-centred process. It is therefore essential to reconsider the conventional models and take geography into account in both substantive and statistical terms. To that end, we replicate several of Leigh's results using a relatively new technique, Geographically Weighted Regression, and reveal substantial spatial heterogeneity in the coefficients. Abstract In responding to the other participants in the Symposium on Plato's Philosophers I attempt to clarify the reasons for, and the results of, my attempt to bring out the interrelations among the dialogues in order to determine what Plato thought. Recognizing that the indications of the dramatic dates of some the dialogues are controversial, I argue that the dates point to an over-arching narrative–the story of the rise, development, and limitations of Socratic philosophy. Plato uses his other philosophers—the Athenian Stranger, Parmenides, Timaeus, and the Eleatic Stranger—to bring out the problems that gave rise to Socratic philosophy and the limitations of his responses. Plato makes Socrates his “hero,” because Socrates provides the best account of the human beings who engage in the search for wisdom. By contrasting him with the other philosophers, Plato dramatizes the insoluble problems that make philosophy always a search for wisdom. 相似文献

Scotland, with just over 5 million inhabitants, is a small country relative to most of its neighbours in Europe, including England. Under the recently (re)established Scottish Parliament in Edinburgh, devolved responsibilities have provided a new context within which the characteristics of its demographic regime have come to be seen as problematic. In this paper we review the empirical evidence underpinning political perceptions of a population ‘crisis’ in Scotland and argue that spatial comparisons have been particularly influential in this politicisation of population. We then examine the dimensions of the population debate through the voices of politicians and the media. We conclude with a brief consideration of the relationships between population and devolved politics, suggesting a direction for policy‐relevant research to which population geographers could make a major contribution. 相似文献

The politics of identity and recognition regarding the Kurds in Turkey has gained momentum since 2002 but has never been implemented fully. The rightful critics emphasising the continuity of the State's authoritarian character, however, have not so far analysed if their own normative suggestions are theoretically consistent and sociologically grounded. Based on the Author's fieldwork and contemporary social surveys, this article shows that there are conflicting views within the Kurdish community about the forms that the politics of recognition could take. By exploring the conflicts of interest within the Kurdish community from a bottom‐up approach, the article concludes that the recognition of an authentic Kurdish identity is problematic sociologically. It is also more likely to harm than help the Kurds in the country from a normative perspective. The article explains how the quest for an authentic Kurdish political identity and attempts to generate it actually limit the individual autonomy and exacerbate the disparity between the Turks and the Kurds in the country. 相似文献

百年以来,占支配地位的对义和团的评价意见,主要不是来自学术本身,而是源于对中国现状与未来走向的观察与判断。整个20世纪,人们据以言说义和团的语境发生了多次深刻变迁:从五四时期反传统启蒙语境到2040年代的反帝国主义救亡语境,从50-60年代的反西方冷战语境到80年代的反封建新启蒙语境,再至90年代的反激进新保守主义语境,大体可以看作指导义和团评价的语境变迁史。语境不同,义和团这一历史事件的面貌也在不断变动。21世纪初叶,中国仍将处在义和团暴动所提出的问题的覆盖之下,对义和团的研究与评价,仍将难以完全摆脱以民族主义为主要内容的政治的制约。 相似文献
