David Ben-Gurion is usually considered a labor leader or a Zionist national leader and is less remembered as a civilian head of state. Nevertheless, as premier of a fledgling state, he played a major role in shaping Israel's civil institutions and establishing democracy and the rule of law. This article seeks to show that Ben-Gurion's policy as a political leader was derived from a well-defined civic worldview encapsulated in the idea of “mamlakhtiyut.” Ben-Gurion understood “mamlakhtiyut” as an awareness of society's need to function as a civilized, independent polity manifesting civic responsibility and participation, respecting democracy, and upholding law and order. It is argued that Ben-Gurion's civic ideas can best be explained by the political theory known in the last 40 years as “republicanism.”  相似文献

Abstract

This article reviews the introduction of the 2015 Law on Associations and Non-governmental Organisations in Cambodia (“NGO Law”) from 2011–17 and explores its connection to the rule of law. After outlining the content, definitions and regulatory environment related to the NGO Law, it provides a commentary on its initial application, and examines its potential articulation with other legislation (such as defamation and libel, telecommunications law and land law). I argue that the NGO Law should be characterised as a carefully crafted piece of legislation, developed and defended over time by the ruling political party to increase control and intimidation by invoking adherence to the “rule of law”. Narratives of national security, terrorism, neutrality and cultural cohesion have been interwoven with new regulatory requirements to obfuscate overt political interference. The article argues that the NGO Law intersects with, and consolidates, the recent trend of the government’s use of legislation as a political tool to control and manipulate political opponents and government critics. This is not to deny that there are areas of civil society action and service provision that require greater government control via regulatory compliance. Nevertheless, the state’s attempts to tighten civil space are being met with resistance and “work around” strategies from the plethora of diverse organisations functioning in Cambodia.  相似文献

ABSTRACT

This article examines the extent to which historical memory, including the symbolism of Auschwitz-Birkenau, can be considered not only in terms of its close connections to both Polish and Jewish national and political imaginaries, but also in terms of its entanglements with survivors’ memories of nature. I analyse the presence of the post-camp space of Auschwitz-Birkenau in Helena Birenbaum’s poetic testimonies. This is a space that has often been described as tainted and contaminated while being treated as a lifeless “landscape of death” and cemetery. Readings of Birenbaum’s testimonial poetry alongside archival and field research conducted at the Auschwitz-Birkenau Memorial and Museum have enabled me to talk about grey and green camp’s landscape. I have sought to demonstrate that such spaces function in Auschwitz testimonies under the cover of metaphorical constructions and poetic images that I call “the green matzevah,” that contain significant analytical and empirical potential. I explore how the camp’s dead grey zones have over the years turned into green matzevahs, i.e. terrain that has experienced post-traumatic curating by invasion of plants. I argue that drawing attention to the world of nature as represented in testimonies can expand knowledge of the camp, challenging the martyrological framing that prevailed under communism and help to imagine how to preserve a memory of this place when there are no human witnesses.  相似文献

Late in 1954, the British government convened a secret committee of civil servants to explore the implications of the hydrogen bomb for Britain in a nuclear war. Headed by William Strath, this small and secret cadre of experts thought through the destruction that would follow a thermonuclear attack on the UK. This paper examines the recently declassified “Strath Report” and its ramifications. Drawing on intelligence assessments, technical analysis and economic predictions, its conclusions were profoundly pessimistic. Its portrayal of widespread devastation and the likely collapse of civil society shocked politicians and government officials, and led not only to massive revisions in the UK's plans for war but to official attempts to suppress public discussion of thermonuclear weapons and civil defence.  相似文献

This article develops the concept of “urban frontier” to explore conflicts over state regularisation of city edge informal settlements in Zimbabwe’s capital Harare. It conceptualises the presence of “lawless” urban frontiers and “illegal” territorial authorities in capital cities as expressions of a permissive form of central statecraft. In so doing, the article takes forward debates over the politics shaping the margins of Africa’s rapidly expanding cities, redressing scholars’ tendency to neglect central party‐state strategic calculations and party politics in their analyses of unregulated settlements. Dominant interpretations generally hinge on state absence or weakness and emphasise localised influences. The case of Harare’s highly politicised city‐edge informal settlements reveals the inadequacy of apolitical approaches particularly clearly, as all were controlled by the ruling ZANUPF party. The conflicts provoked by regularisation provide a lens on disputes within the ruling party, which we interpret as disputes over different forms of clientalist statecraft. Analyses of urban frontiers can thus help move away from generic one‐size‐fits‐all explanations of informality and patronage politics in Africa’s expanding cities.  相似文献

My aim in this article is to provide a critical‐productive appreciation of witness testimony that avoids the false and crooked dichotomies that pervade contemporary philosophy of history and historical theory. My specific, pragmatist approach combines the recent accounts of Hayden White about “witness literature” with the “generative‐performative” consideration of testimony by Martin Kusch. The purpose is to appreciate, in a non‐foundationalist way, the epistemic and moral role of testimony in the constitution of the representation of the recent past. To achieve this I examine the assumed epistemic and political privilege of the testimonies of survivors of state terrorism from the recent past, and I draw on insights of three of the most relevant survivor witnesses: Primo Levi, Victor Klemperer, and Pilar Calveiro. The essay tries to avoid both an epistemic and a moral posture based on something like “the privileged victim's perspective,” and instead approaches the specific analysis of production and circulation of witness discourse in terms of its contribution to the constitution of the past. That is, it recommends that one look at witness testimony not as an attempt to return to the past but as an action in the present. The result in so doing is to follow some recent results discussed in the new epistemology of witness testimony, which insist that: first, trust in testimony is an irreducible function of the acceptance of knowledge (this means that testimonies should not be treated as secondary sources of knowledge or as parasitical on experience and reason); and second, the production‐circulation of testimonies does not function only in the context of justification but is also legitimately constitutive of knowledge.  相似文献

Sikkim, a small Eastern Himalayan state in India has twenty-seven hydropower projects proposed under the Indian Power Ministry's hydropower initiative that envisions the Himalayan region as the country's "future powerhouse" (Dharamadhikary 2008; Kohli, 2011). In 2011, a 6.9 magnitude earthquake rocked Sikkim, the epicenter of which was located eerily close to two under construction dams and the Dzongu reserve, revered as sacred by Sikkim's Indigenous minority Lepchas. Drawing on interviews with Lepcha residents of Dzongu, and state geologists and disaster management officials, I center my analysis on their encounters with disasters and hydropower infrastructure. Building on decolonial theorizations and scholarship on Himalayan borderlands, I argue that disastrous hydropower forms on historical terrains shaped not only by geophysical conditions but also generations of uneven regional development, and the racialized colonial and postcolonial governance of the Eastern Himalayan frontier. In placing ‘disastrous’ as a prefix to hydropower, I follow my interlocutors who implicate state and private developers in producing disaster conditions in Sikkim even as they evade culpability by discursively shifting blame onto the region's “inhospitable terrain” (GoI 2008: 27). I demonstrate that despite key differences in their relation to state power both Dzongu Lepchas and Sikkimese technocrats, forward a materialist, place-based understanding of precarity, differential vulnerability, and uneven regional development. Centering Indigenous and regionalist critiques, I argue that the recent entry of hydropower development in the Eastern Himalayas, conceptualized by colonial authorities as India's “Mongolian Fringe” (Baruah, 2013), requires a closer attention to the entanglements of frontier-making and racialization in India. More broadly, I demonstrate how disastrous hydropower development in a racialized frontier region offers a productive entry into decolonial theorizing in the Indian context.  相似文献

This article examines references by jurors in proof-of-age hearings from 1270 to 1430 to writing and written documents. By analysing the incidence of these references decade by decade over the whole period and by close attention to changes in the wording of individual testimonies, some important insights into the place of literacy in the lives and mentalities of quite humble medieval men are apparent. Of only ‘village status’, these jurors' testimonies provide evidence of the way literacy gradually permeated more and more intricately the day-to-day lives of ordinary people, often not replacing older ways of doing things but co-existing with them. Some conclusions as to how literacy affected different occupations and different areas of the country are drawn.  相似文献

Abstract

Seeking a responsible middle ground between complaisance and the “religious totalitarianism” of Sayyid Qutb, Miroslav Volf proposes a proper role for religion as a faithful advisor in the public square and an inspired one in the corridors of conscience. But he seems to lose patience with that theme without addressing John Rawls’ case for silencing religious counsels—or engaging the strident atheism of Dennett, Dawkins, Hitchens, or Grayling, and he takes Qutb more as a foil than an adversary to be grappled with directly. Turning away from debates over religion’s proper public role he catalogues the “malfunctions” of faith, sidestepping many of today’s more burning issues in favor of a generic call to “lives of integrity”—while acknowledging that we mortals are “powerless against the lure of evil,” too often seconded by “the power of the systems that surround us.” Prayer, Volf argues, finds its best use when we ask to be made “willing, capable, and effective instruments in God’s hand.” One only wishes he had been more explicit and more ready for down and dirty argument with those who reject the very idea of prayer and with those who imagine they become God’s best instrument when holding an incendiary device.  相似文献

India since independence has experienced a series of movements based on “identity politics” demanding separate states and reorganization of its internal state boundaries. Much of the contemporary discussions find uneven development and unequal access to power accelerated by regionalism and linguistic fanatism responsible for these movements. Through the study of social movements of Koch–Rajbanshi people in North Bengal, the paper argues that these movements display a timeless quest and aspirations of people that are rooted in their deep sense of history. People's unique sense of history or “historical imaginations” are contextualized within the secular language of socio-economic injustices and socio-cultural differences celebrated in a spectacular manner through these movements marked by re-interpretation, re-writing of the past, real yet imagined, time bound yet eternal. Today the Koch–Rajbanshi people are creating a “new past” and an identity which is a blend of colonial ethnography on one hand and Rajbanshi mythographies on the other. The paper also questions the dichotomy that apparently exists between the past and the present.  相似文献

Past studies of southwest Guizhou during the Qing dynasty tend to focus on the policy of “abolishment of the native chieftainships and extension of direct bureaucratic control” (gaitu guiliu) pursued under the Yongzheng emperor, and also to emphasize the correlation between state expansion and Miao revolts as a political process of institution building. Based on personal memoirs and ethnographic accounts of the Qing dynasty, this study focuses on the Qing incorporation of Miao territory (Miaojiang) in southeast Guizhou, where there were not even native chieftainships but only unorganized, or “raw,” Miao indigenes; it also examines the incorporation as an interactive process of cultural understanding and construction among the Yongzheng emperor, Governor-General Ortai, a group of local officials, represented by Zhang Guangsi and Fang Xian, and local Miao people, who had already interacted with Han migrants and started to seek the protection of the central government. The paper calls attention to the contribution of lower level Qing officials made in the decision-making process, the formation of knowledge by the Chinese about the long-ignored Miao territory, and the significance of mutual understanding of cultures. It argues that the tragic confrontation between the Miao people and the Qing state building was not necessarily inevitable, but contingent on the officials’ perception of the minority people’s culture and the handling of the relationship between the state and local indigenes.  相似文献

古汉语中的“社会”一词,主要指民间迎神赛会,往往与官方或儒家精英居高临下的轻蔑贬抑态度相连。来华传教士最早将society概念引入中国,使这个外来术语与“会”“社”等本土语汇之间建立联系。19世纪末20世纪初,日语中的“社会”(Shakai)这一近代新概念传入中国以后,又跟汉语中原有的旧式“社会”一词及其关联的经验和体验相混杂。由此生成的中国近代“社会”概念呈现了暧昧的特征,从理论上说指向时代变革的不二方向;但在经验和实践层面,又仍然带有官方或者精英视角之下的令人不屑、不满,甚至是不安的负面意涵。  相似文献

Hobbes anticipates many important features of liberalism, including rights, the sovereign state, social contract and constitutionalism. Yet in his insistence that the sovereign will have final authority in matters of faith he appears to repudiate what we have come to consider the core liberal assumptions regarding separation of church and state. In this article, I argue that Hobbes takes this approach because of the political challenge posed by immortality (the promise of eternal rewards and the threat of eternal torment and damnation after death). Hobbes regards immortality as one of the most important factors that transform a religion from a means to strengthen the sovereign's authority, a “humane politiques,” to a “Divine politiques,” where others come to exercise countervailing claims on subjects' loyalty. Because immortality presents such a profound challenge to Hobbes' political remedy founded on the judicious use of fear, he adopts a twofold strategy to moderate its political influence. The first is a redefinition of who shall speak and what shall be said about immortality. The second strategy is to elevate the demands of this-world, by promising an eternal peace that will ensure a commodious life.  相似文献

The construction of “citizen-state” relations in the intellectual world of modern China and the establishment of individual citizenship in political discourse have opened up a political and discourse sphere for modern women to strive for new identities, wherein some intellectually advanced women have managed to establish their individual identity as “female citizen” by carrying the debate on the relationship between women and the state with regard to their rights and responsibilities, and on the relationship between gender role and citizenship. Though the idea of “female citizen” was not provided with a political theory of practical significance, the subject identity of women, however, was repeatedly spoken about and strengthened in brand-new literary practices, resulting in a dynamic discourse of “female citizen”; in the meantime, disagreements concerning the concepts of “female rights,” “civil rights,” and “natural rights” have all helped create significant tension inside the related discourse sphere.  相似文献

This paper is based on the linguistic and cultural experiences of three francophone writers: Ahmadou Kourouma (Abidjan, Ivory Coast), Suzanne Dracius (Martinique), and Barry Jean Ancelet (Louisiana, United States). Their testimonies are discussed in the opening section. A reading of Jacques Derrida's Monolingualism of the Other; or, The Prosthesis of Origin, enables us to analyze the experiences of these three writers, “whose relation to the French language is as vexed and varied as Derrida's own Algerian inheritance” (in the words of an anonymous reviewer). It leads, in the next section, to a discussion of the impossibility of absolute monolingualism demanded by “linguistic imperialism,” the multiplicity inherent in any language, and the violence of a language which claims to be unique, while serving some ideology or power. In the last part, I address the double interdict to which Derrida believes education must respond, and the double entitlement for which it is responsible.  相似文献

While scholars frequently frame conflicts over urban waste in terms of a politics of infrastructure, this article frames such conflicts in terms of a politics of organization. In 2008, self‐employed recyclers in and around Managua, Nicaragua blockaded local dumps in an effort to secure rights to scavenge for resellable material. Over the course of this “garbage crisis”, a material and semiotic entanglement of human labor organization with animal ecology became politically salient. At different points, recyclers were compared to ants (hormigas), vultures (zopilotes), and scorpions (alacranes). State officials, NGOs, and recyclers themselves used these animal metaphors to describe the organization of waste collection. Drawing on theories of value from political ecology and economic anthropology, as well as analysis of the deployment of these “organic” metaphors, we outline an “organizational politics” of urban waste.  相似文献

As deportations from the United States rose to unprecedented levels, a nationwide immigration enforcement program Secure Communities helped identify deportable noncitizens under arrest in county jails. Examining county‐level variation in deportation activity between 2008 and 2013, this paper contributes to immigration policy research by examining how county officials in some locations facilitated exceptionally restrictive deportation outcomes while others exercised the discretion to turn noncitizens over for deportation sparingly. Consistent with a hypothesized “tiered influence” relationship, but contrary to a “racial threat” hypothesis, Hispanic concentration predicts the highest levels of exercised discretion where Hispanic concentration is neither too small nor too large. Noncitizens under arrest seem to have benefited from above‐average Hispanic concentrations, except in counties where Hispanics exceed about 40 percent of the population.  相似文献
