Historically, Australia's interests in the Middle East related primarily to its role in the Commonwealth imperial defence system which resulted in the deployment of Australian forces in the Middle East during both the First and Second World Wars. Similarly, the current involvement of Australian troops in Iraq and Afghanistan is driven by the country's strategic alliance with the United States. However, Australia's current involvement reflects a multifaceted relationship that spans economic, political and strategic spheres. Yet it is at the level of cultural and civilisational contacts that this relationship appears at its most vulnerable. This paper argues that a deeper understanding of this cultural dimension combined with a broader emphasis on good governance and human rights would be conducive to more robust ties in the longer term.  相似文献

In 1840 the South Australian judge Charles Cooper wrote an opinion in which he suggested that Aborigines who had not been in contact with British settlers were not within the jurisdiction of the Supreme Court. The resulting controversy led the Colonial Office to clarify its view on the subjecthood of Aborigines within the colony and the colonial courts' jurisdiction over all subjects in the colony. The criminal jurisdiction of the Supreme Court over Aborigines became politically important because it raised wider questions of imperial authority and colonial policy. By placing Cooper's views in a broader Australasian perspective, the formation of Colonial Office policy and the distinctions between legal categories that informed that policy may be better appreciated. Cooper continued to question the general application of Supreme Court jurisdiction to Aborigines into the late 1840s. This caused a clash with Lieutenant-Governor Robe, who felt that any weakness in the formal authority or jurisdiction of the courts threatened the ability of the government to implement effective policies.  相似文献

The historiography of Australian imperialism before the First World War has often neglected a context wider than the relationship with Great Britain. Yet this era also implicated non-British governments and their emigrants. Despite their small numbers, Italian settlers are significant for highlighting Italy's empire-building and Australia's struggles for national and imperial unity. Italy's foreign policies after 1901 opened commercial opportunities across its diasporic networks, which included subsidising agricultural ‘colonies’ in Australia. The contemporary discourses of sectarianism and racism voiced before Federation articulated political and popular resistance against Italian immigrants. The rhetoric shifted after Federation as state governments examined the issue of land tenure for closer settlements (small agricultural farms), appealing to an argument about serving unemployed Australians before approving foreign settler schemes. The history leading up to two Italian projects in Western Australia and Queensland in 1907 allows reflections on Italy's diaspora colonisation and Australian responses to foreign imperialism.  相似文献

The scholarly reappraisal of the British imperial system as the ‘British World’ has given scholars the opportunity to examine anew the financial, commercial and industrial ties which held the empire together. This article examines the experience of one such tie, the New Zealand and Australian Land Company, a Scottish-based agricultural and land company which operated in late nineteenth- and early twentieth-century Australasia. This company contributed to the colonies' economic development directly, opening up new farming lands and initiating wool and protein exports, as well as influencing the development of the communities which grew up around its stations and factories. The article details the strategic development of the company until c. 1900 in the wider context of Australia and New Zealand's economic development, demonstrating that studying the evolution of commercial organisations can contribute to the wider debate around the role of British capital in development.  相似文献

In April 1994, the United Nations Human Rights Committee communicated its view to the Australian Government that Tasmanian anti-gay laws were inconsistent with Australia's international human rights obligations. Issues of Australia's human rights protection, treaty accession and Commonwealth-State relations, each of which have traditionally been characterised by major partisan differences, were brought to the fore of political debate. While the HRC decision at first appeared to give the coalition much scope to advance its arguments, subsequent developments highlighted considerable weaknesses in the rhetorical strategies of conservatives, and the difficulty of using the Tasmanian laws as a federalist cause ce le bre. In the long term, ironically, the coalition may well have weakened the efficacy of sovereignty-based arguments in Australian political debate.  相似文献

ABSTRACT

While Australian political studies often appears to have neglected engagements with Indigenous peoples and politics, we argue this is not a simple question of omission. In fact, the discipline is deeply implicated in imperial knowledge production and the authorisation of racialised colonial governance. As non-Indigenous scholars working within Australian political studies, in this paper we reflect on our own discipline in light of several decades of critical scholarship, identifying the production of disciplinary innocence through a theoretical and institutional analysis of Australian political studies knowledge practices. We explore this production via canonical knowledges, institutional processes that contain Indigenous people and knowledge to subjects of policy, and the operation of disciplinary divisions which neutralise scholarship on policy and political institutions.  相似文献

This article examines attempts to naturalise the alpaca in the British Empire. In the nineteenth century Britain made concerted efforts to appropriate useful plants and animals and acclimatise them within its own colonies. The alpaca was a prime target for acclimatisers on account of its silken wool, which was manufactured into a range of luxury textiles. Its export was, however, banned by law in Peru and Bolivia, so the animals had to be smuggled out of the Andean states and shipped illegally to Britain and Australia. The article studies the circuits of exchange that facilitated the transfer of alpacas from one continent to another and considers how British subjects in places as diverse as Bradford, Liverpool, Sydney and Arequipa promoted and benefited from the naturalisation scheme. It situates alpaca acclimatisation within a wider discourse of agricultural ‘improvement’, bio-piracy and imperial adventure.  相似文献

Nineteenth-century Australian wine makers saw Britain as the natural market for their wines and envisioned themselves as participants in a greater imperial economy, so Australian wine should be considered in discussions of imperial commodities and the reception of popular imperialism in advertising. The Australians’ concentrated efforts to sell their wines to British consumers were stymied, though, by high tariffs and negative impressions of the quality of Australian wines, and Australia would remain a marginal player in the British wine market until the second half of the twentieth century. This article uses four case studies to argue that Australian wines were promoted in Britain in the nineteenth century and that the marketing strategies hinged on associating Australian wines with imperial unity and the civilisation of Australian settler society.  相似文献

The Defence White Paper of December 2000 declares that the main task of the ADF is to maintain the capability to defend Australian territory from any credible attack without relying on the combat forces of any other country. Australia is unusual among contemporary Western states in affirming such a policy. Most other states are reordering their priorities to put less emphasis on conventional conflict and more on tasks such as peacekeeping and border protection, while assuming that in the event of major conventional conflicts they are likely to be involved as subsidiary members of a coalition led in most cases by the United States. Should Australia follow this trend? The article reviews this question in the light of a number of scenarios for the use of Australia's armed forces in the period ahead, and concludes that the arguments for change are not persuasive.  相似文献

ABSTRACT

For historians interested in the settler colonial world, one of Professor John Darwin’s most important interventions has been to argue for the reintegration of the dominions into the wider history of the British empire. In re-engaging with the history of Britain’s white settler colonies in North America, Australasia, and South Africa, Darwin’s work has sought to emphasize the place of the dominions in relation to the rise and fall of the British world system, as well as their value as vantage points from which to consider imperial and global history more generally. In this regard, Darwin’s systemic approach has encouraged a more dynamic conception of ‘British world’ history – one deeply embedded in a series of overlapping imperial, regional, and international contexts. This article focuses on a particular moment in imperial history where some of the internal dynamics of the late-Victorian British world system, and the changing place of the settler colonies within it, were brought into sharp relief: the 1887 Colonial Conference. It argues that we might look to the conference as a valuable window onto the impact of Anglo-Australian relations upon the wider struggle for imperial unity in the 1880s.  相似文献

This article discusses the rationale behind British intervention in the Taiping civil war in China and the episode’s wider significance for understanding nineteenth-century British imperial expansion. I argue that the most productive way to understand the shape of the limited British intervention in the war is through analysing the relative strength of distinct bridgeheads of British interest in China. British interests in Shanghai grew rapidly in the Taiping period and helped to draw in intervention against the Taiping armies when they attacked the port in 1860 and 1862. The strict limitation of this intervention, which did not result in any imperial expansion in China, was a result of the consistent underperformance of the wider British trade with China. Without a growth in this trade, the expense of an extensive intervention and its potential consequences could not be justified. The episode suggests that analyses of local conditions and the strength of local ties to metropolitan resources are important for understanding the wider pattern of British imperial expansion.  相似文献

Despite the amplitude with which Prime Minister W. M. Hughes voiced Australian claims during the First World War, his conduct in the immediate postwar years shows that his nationalism remained consistent with an imperial and British standpoint. This proposition is illustrated with reference to Hughes' role in the 1921 imperial conference, the Chanak crisis, and his post-prime ministerial memoir. While obsessed with expedients to improve the speed and scope of intra-imperial communications and thus facilitate consultation, Hughes was concerned to ensure that Australia played a proper role in arriving at a consensus on the deep common interest that unified Britain and the Dominions. His lack of concern for extending the scope for independent action won by the Dominions during the war, his dismissive remarks regarding the British role in the League of Nations, and the vehemence of his communications with London in 1922, must all be seen within the context of an imperial loyalty that survived the war undiminished.  相似文献

In Western democracies armed forces perform a variety of internal functions. This paper examines the principles and issues relating to the use of the Australian Defence Force in the enforcement of law against individual citizens and aliens. This function is normally the responsibility of the police but there are pressures in Australia and overseas for the wider use of armed forces in this field. Traditional restraints on the employment of armed forces in this capacity date back to parliamentary resistance to the power of the Crown. Several barriers, constitutional, legal and institutional, have developed to ensure that the executive cannot easily abuse its necessary control over the armed forces in a way that endangers civil liberties. While there is no serious danger of such abuse at present, several issues need to be monitored.  相似文献

It is a rare moment when free speech becomes a potent political issue within the Australian polity. But the Andrew Bolt affair, the Abbott government's subsequent move to repeal §18C of the Racial Discrimination Act 1975 (Cth), and its ultimate abandonment of this reform, is one of those moments. This article seeks to place these political events in a broader political and philosophical context, investigating how the conflicts and tensions to which these events gave rise can be understood in terms of competing perspectives within a wider liberal tradition, producing rival imperatives centred on free speech and equal respect. The differing priorities which these competing liberal perspectives placed on free speech and equal respect give rise to two very different conceptions of toleration, and its application within liberal democracies.  相似文献

The Third Plague Pandemic in Asia during the 1890s, and the institutional stresses it produced, exposed inherent vulnerabilities within the global networks that sustained the British Empire. While commercial and informational routes meshed disparate imperial dominions, they also functioned as pathways for disease and conduits of panic, undermining imperial commerce and threatening social order. Focusing in particular on the 1894 outbreak of bubonic plague in Hong Kong, the paper suggests that an analysis of a ‘local’ epidemic episode and its wider reverberations provides a new perspective on the often heated debates during the turn of the nineteenth and twentieth centuries about the meaning and scope of empire in relation to new communication networks. The paper shows how expanding global networks were construed alternatively as sustaining and jeopardising imperial power. The bubonic plague in Hong Kong—a hub of ‘free trade’ in East Asia—and the panicked reactions elicited by the disease's diffusion westwards revealed the economic priorities that informed colonial public health concerns as well as the challenges posed to laissez-faire economic policy and ‘free trade’ by the expanding influence of capital in the ‘New Imperialism’. In so doing, the paper suggests that contemporary preoccupations with ‘globalisation’, ‘biosecurity’ and ‘emerging diseases’ have antecedents that lie beyond the Second World War and the interwar period in a late-nineteenth-century imperial biopolitics.  相似文献

The 1923 deportation of two Irish republican envoys was a signal moment in the construction of Australian immigration policy, remembered more in legal than political history. The arrival of the Irish envoys, anti-treaty, anti-Free State and anti-British, provoked anxieties about imperial loyalty and domestic harmony. This article contextualises the role of the envoys as a performance of Irish republican politics in the dying stages of the Irish Civil War before analysing the responses to them by Australian governments determined to curb their activities. Immigration policy and administration were constructed in this episode as an element of national security, one that implied a consideration for relations between states of a changing empire as well as the need for domestic harmony within Australian borders.  相似文献

During the October 2004 Australian federal election campaign the expected or possible effect of the election outcome on interest rates was a key point of differentiation between the Australian Labor Party and the Liberal–National Party coalition. The purpose of this paper is twofold. First, we examine whether this effect was a significant factor in the election outcome, as measured by the percentage swing towards the coalition in each electorate. Second, we use standard methodology from financial economics to examine whether the election outcome had an effect on interest rates. Contrary to media coverage of the campaign, we find that the election result did have an effect on interest rates but that the possibility of interest rate changes was not a dominant factor in the election result.  相似文献

I examine the controversial questions of whether or not partisanship and electoral motives shape the fiscal policies of Australian governments. I also extend the partisan model of policy choice for the Australian case. Specifically, using time‐series data for the financial years 1962–63 through 1989–90,1 explore partisan and electoral influences on the overall fiscal stance and the personal income transfer payments of the Commonwealth government Results indicate that, net of the influences of inertia in the policy process and of variations in economic forces, partisanship and elections play significant roles in determining both overall fiscal policy and income transfer outlays. Analyses reveal that fiscal policies become more expansionary across the electoral cycle while Labor and coalition governments have large but diminishing partisan effects cm policy over their terms in office.  相似文献

The formation of a coalition government by the Conservatives and Liberal Democrats, combined with the need for important cuts to Britain's armed forces has raised significant uncertainties about Britain's attitude to defence cooperation within the European Union. Since taking office the coalition, while grappling with the implications of Britain's fiscal challenges, has shown an unprecedented interest in strengthening bilateral defence collaborations with certain European partners, not least France. However, budgetary constraints have not induced stronger support for defence cooperation at the EU level. On the contrary, under the new government, Britain has accelerated its withdrawal from the EU's Common Security and Defence Policy (CSDP). This article assesses the approach of the coalition to the CSDP. It argues that, from the perspective of British interests, the need for EU defence cooperation has increased over the last decade and that the UK's further withdrawal from EU efforts is having a negative impact. The coalition is undermining a framework which has demonstrated the ability to improve, albeit modestly, the military capabilities of other European countries. In addition, by sidelining the EU at a time when the UK is forced to resort more extensively to cost‐saving synergies in developing and maintaining its own armed forces, David Cameron's government is depriving itself of the use of potentially helpful EU agencies and initiatives—which the UK itself helped set up. Against the background of deteriorating European military capabilities and shifts in US priorities, the article considers what drove Britain to support EU defence cooperation over a decade ago and how those pressures have since strengthened. It traces Britain's increasing neglect of the CSDP across the same period, the underlying reasons for this, and how the coalition's current stance of disengagement is damaging Britain's interests.  相似文献

The article seeks to identify a neglected dimension of the ‘crisis’ and schism of British social democracy in the 1970s from within the ranks of the parliamentary Labour ‘right’ itself. Accounts of the so‐called ‘Labour right’ and its influential revisionist social democratic tradition have emphasized its generic cohesion and uniformity over contextual analysis of its inherent intellectual, ideological and political range and diversity. The article seeks to evaluate differential responses of Labour's ‘right‐wing’ and revisionist tendency as its loosely cohesive framework of Keynesian social democracy imploded in the 1970s, as a means of demonstrating its relative incoherence and fragmentation. The ‘crisis of social democracy’ revealed much more starkly its complex, heterogeneous character, irremediably ‘divided within itself’ over a range of critical political and policy themes and the basis of social democratic political philosophy itself. The article argues that it was its own wider political fragmentation and ideological introspection in the face of the ‘crisis’ of its historic ‘belief system’ which led to the fracture of Labour's ‘dominant coalition’ and the rupture of British social democracy.  相似文献
