As China has grown stronger, some observers have identified an assertive turn in Chinese foreign policy. Evidence to support this argument includes the increasingly frequent evocation of China's ‘core interests’—a set of interests that represents the non‐negotiable bottom lines of Chinese foreign policy. When new concepts, ideas and political agendas are introduced in China, there is seldom a shared understanding of how they should be defined; the process of populating the concept with real meaning often takes place incrementally. This, the article argues, is what has happened with the notion of core interests. While there are some agreed bottom lines, what issues deserve to be defined (and thus protected) as core interests remains somewhat blurred and open to question. By using content analysis to study 108 articles by Chinese scholars, this article analyses Chinese academic discourse of China's core interests. The authors’ main finding is that ‘core interests’ is a vague concept in the Chinese discourse, despite its increasing use by the government to legitimize its diplomatic actions and claims. The article argues that this vagueness not only makes it difficult to predict Chinese diplomatic behaviour on key issues, but also allows external observers a rich source of opinions to select from to help support pre‐existing views on the nature of China as a global power.  相似文献

As a case study, Canadian diplomacy during the Falklands War is emblematic of the confused, and at times contradictory, components of Canadian Prime Minister Pierre Trudeau's utopic and idealistic foreign policy. Canada's diplomatic actions during the war were based on four principles. The first, and most significant, was the safeguarding of what were deemed to be Canada's economic interests: chiefly nuclear exports. The second was Trudeau's ‘Third Option’ policy and the belief of ‘the vital importance of the North-South dynamic to Canada’. Third was the desire to distance Canadian foreign policy, economics, and military commitments from those of both the United States and Great Britain. Trudeau had mixed feelings about the Commonwealth and disliked both President Ronald Reagan and Prime Minister Margaret Thatcher. Lastly, during the war Canadian politicians and diplomats took the position of an ambiguous neutrality to protect and promote what they perceived to be Canadian interests. Many of the political and economic decisions made by Canada during the Falklands War were met by harsh criticism nationally and internationally in both public and political spheres.  相似文献

China's release of a White Paper to document its Arctic Policy in 2018 has attracted widespread academic and popular commentaries. In particular, Beijing's ambition to build a “Polar Silk Road” (冰上丝绸之路) in the Arctic so as to link Asia and Europe via logistic and transportation networks have garnered intense ‘external’ speculations about whether China is using the initiative to gain geopolitical power and domination in the region. This paper however focuses on the under-researched dimension of how the idea of the Polar Silk Road is understood, debated and portrayed in the Chinese scholarly community. Specifically, by hinging on the conceptual and methodological tenets offered by framing theory, I seek to critically examine the representational themes and tropes that are mobilized by Chinese scholars in their discussions of the Polar Silk Road amidst China's increasing forays into the Arctic. Indeed, I argue that Chinese academic discourses about the Polar Silk Road evoke positive frames broaching a diversity of concerns (economic, environmental, diplomatic and so on) to not only justify but also defend China's ongoing interests and interventions in the Arctic region. By engaging in this study, this paper responds to critical geopolitics' call to pay nuanced attention to under-represented ‘non-Western’ geopolitical ideas, philosophies and traditions. Moreover, given the claim that the academic and foreign policy realms in China are intertwined in intimate and complex ways, the viewpoints of Chinese scholars thus becomes critical and relevant to understand insofar as they help to signal to the possible future developmental trajectories of China's approach in the Arctic (and beyond).  相似文献

As China rises, it has become increasingly aggressive in applying its soft power in the Pacific. What does China's arrival mean for the emerging regional order in the Pacific? What is it up to in the strategic backwater of the Pacific, which has traditionally been regarded as an ‘American lake’ and Australia's ‘special patch’? Setting my analysis in the broad context of China's new global diplomacy, I argue that the pattern of China's assertive behaviour in the Pacific is no different from its approach to other regions in the global South. I further argue that with only limited strategic, diplomatic and economic investment in the Pacific, China has become a regional power by default. The arrival of China, therefore, is unlikely to provoke any new round of great power competition. Rather, it offers opportunities for the world's second most formidable development challenge.  相似文献

This paper critically analyses the European Union's regional policy framework and considers its implications for Australia's multi‐level governance system. The analysis is made with reference to the ‘new regionalist’ debates in Europe and North America that have asserted the importance of regional economic development in the context of globalisation. New regionalism's advocacy of ‘economic normalisation’ as a leading regional policy aim is critically evaluated against the EU policy experience. Conclusions about the adequacy of new regionalist claims are drawn for Australian policy debates.  相似文献

Europe and the United States—the West—urgently need political leadership, economic fortitude and a clear vision of the future if they are to contend with the challenges posed by emerging regional powers and to resist the downward pressures of ‘relative decline’, the central focus of David Marquand's book, The end of the West: the once and future Europe. Central to this goal will be the West's ability to ‘rebalance’ between its institutions and democracy; its power and commitments; and its political and moral authority. Europe must ‘rebalance’ on issues related to ethnicity and identity, governance and authority, and civilization and territory. EU enlargement and its institutional reform processes have exacerbated this imbalance. American foreign policy objectives currently exceed its resources and are hampered by lack of strategic clarity and intellectual vision which keeps the United States from achieving an adaptive leadership model more capable of successfully operating in an increasingly complex and multipolar world. For Europe to become internally healthy and externally productive—both politically and economically—it needs to regain balance between its utopian, institutional objectives and democratic support for its future ambitions and policy course. Strong leadership and a powerful vision of prosperity from the West will be vital to return the transatlantic partnership to global economic and political advantage.  相似文献

This article demonstrates that Iran conforms to Richard K. Betts' model of a ‘pariah’ nuclear aspirant, as its nuclear program is driven by a potent combination of security, normative and domestic political motivations. The regime's commitment to its nuclear program is influenced by Iran's long-standing sense of vulnerability to both regional and international adversaries, and an enduring sense of national humiliation at the hands of foreign powers, in parallel with a powerful belief in the superiority of Persian civilisation. This has resulted in the development of a narrative of ‘hyper-independence’ in Iran's foreign policy that simultaneously rejects political, cultural or economic dependence and emphasises ‘self-reliance’. The presumed security benefits that a nuclear weapons option provides are seen as ensuring Iranian ‘self-reliance’ and ‘independence’. This suggests that current strategies that focus exclusively on Iran's security motivations or on a heightened regime of sanctions are fundamentally flawed, as they fail to recognise the mutually reinforcing dynamic between Iran's security and normative/status-derived nuclear motivations.  相似文献

China is the least disadvantaged major economy in the current era of global economic uncertainty. Thus it is becoming the focus of attention of its neighbours and is achieving a prominence in the world political economy unparalleled in its modern history. To a great extent, China's success is the result of ‘good neighbour diplomacy’ such as ‘win–win’ and the policies of reform and openness of the past thirty years. However, despite continuity in policy, China's ‘peaceful leap forward’ since 2008 has changed the context of its external relationships. The increasing asymmetries between China and its neighbours, as well as decreasing asymmetry with the United States, require an adjustment of win–win values beyond mutual benefit to credible reassurance. As China's neighbours become more dependent, they also become more anxious concerning their interests. Meanwhile, China's relative gain on the US requires a different kind of confidence‐building diplomacy.  相似文献

The entry into force of the Lisbon Treaty invites and enables Europe to develop elements of a common foreign policy. Europe should resist the tendency of listing all issues calling for attention, and be aware that it will have to address three agendas, not just one. The first agenda is the Kantian one of universal causes. While it remains essential to European identity, it presents Europe with limited opportunities for success in the 2010s as could be seen at the 2009 Climate Summit in Copenhagen. The ‘Alliance’ agenda remains essential on the security front and would benefit from a transatlantic effort at rejuvenation on the economic one. Last but not least, the ‘Machiavellian’ agenda reflects what most countries would define as their ‘normal’ foreign policy. It calls for Europe to influence key aspects of the world order in the absence of universal causes or common values. While Europe's ‘Machiavellian’ experience is limited to trade policy, developing a capacity to address this third agenda in a manner that places its common interests first and reinforces its identity will be Europe's central foreign policy challenge in the 2010s. A key part of the Machiavellian agenda presently revolves around relations with Ukraine, Turkey and the Russian Federation, three countries essential to Europe's energy security that are unlikely to change their foreign policy stance faced with EU soft power. Stressing that foreign policy is about ‘us’ and ‘them’, the article looks at what could be a genuine European foreign policy vis‐à‐vis each of these interdependent countries, beginning with energy and a more self‐interested approach to enlargement. The European public space is political in nature, as majority voting and mutual recognition imply that citizens accept ‘foreigners’ as legitimate legislators. At a time when the European integration process has become more hesitant and the political dimension of European integration tends to be derided or assumed away, admitting Turkey or Ukraine as members would change Europe more than it would change these countries. Foreign policy cannot be reduced to making Europe itself the prize of the relationship. What objectives Europe sets for itself in its dealing with Ukraine, Turkey and Russia will test whether it is ready for a fully‐fledged foreign policy or whether the invocation of ‘Europe’ is merely a convenient instrument for entities other than ‘Europe’.  相似文献

A pair of Hong Kong and U.S. specialists on China examines the dynamic international environment China's new leadership now faces, focusing on East Asia. They first examine the complex balance the leadership seeks to strike between: (1) China's projection of increasing economic, military, and political power internationally; (2) the primary domestic goals of economic growth and stability; and (3) rising public awareness, demand for information access, and (in some quarters) nationalism among the Chinese people. The authors then proceed, in successive sections of the paper, to assess in greater detail China's international and regional security environment, Sino-American relations, China's relations with its East Asian neighbors, and the complex interconnections between the country's domestic and foreign policy. They conclude that Sino-American relations will continue to be pivotal to Beijing's foreign relations in general and its relations with countries in the East Asian region more specifically.  相似文献

This article examines the economic and political impact of the Second World War upon a small outpost of Britain’s informal empire. It analyses the multiple ways in which the economy, trade and governance of the Trucial Coast were disrupted, disturbed and challenged by the exceptional circumstances of the war. In response to these circumstances, a variety of emergency arrangements were introduced, resulting in an unprecedented degree of involvement of outsiders and foreign agencies in the management of the local economy. The transformation of Britain’s traditional policy of non-interference in the internal affairs of the Trucial Coast is traced back to the exigencies of wartime conditions.  相似文献

While foreign policy featured prominently on the Australian political agenda in late 2014, the manner of Australia's engagement with the world challenges the idea of a ‘pivot’ from domestic politics to foreign policy. In particular, the government demonstrated a tendency to prioritise domestic political considerations, in particular public opinion, in its dealings with the outside world. This was evident across a range of issue areas: from the ‘internationalist’ agenda of asylum, climate change and aid to more traditional concerns such as bilateral relations with Indonesia and international security. This article explores these dynamics and asks what implications this has for both Australian foreign policy and theoretical accounts of the role and desirability of public engagement with foreign policy in international relations thought.  相似文献

This paper explores how territorial economic governance is discursively constituted in a globalising and neoliberalising world. It acknowledges both the increasingly recognised formative role of spatial imaginaries in economic interventions and the workings of co‐constitutive political projects that link particular imaginaries with political ambitions and policy strategies. Embracing recent calls for comparative ethnographic urban research at the local‐global interface, it explores currently dominant spatial imaginaries across the four Australasian cities of Auckland, Sydney, Melbourne, and Perth. Based on multiple qualitative methods, this study claims that a considerable number of actor's spatial associations and reference points can be related to particular city‐specific governmental projects; Auckland's Super‐City, Sydney's Global and Green City, Melbourne's Liveable City, and Perth's Vibrant City. It is demonstrated how discursive governance techniques such as ‘story‐telling’, benchmarking, and policy transfer have been pivotal in the activation, circulation, and performance of those spatial imaginaries and their transformation into temporarily dominant visions for strategic urban interventions aimed at repositioning urban actors, spaces, and activities. While spatial imaginaries can be related to differently framed global aspirations, the effects of spatial political projects on urban governance and investment trajectories differ significantly across space. Theoretically, the paper stresses the importance of particular conceptions of territorial relations and time‐ and place‐specific institutional mediation in shaping context‐dependent discursive material governance alignments.  相似文献

Scholarly narratives concerning China's Belt and Road Initiative (BRI) tend to contextualise this project within China's rivalry with the United States and Japan. Such interpretations often reduce and misconstrue Japan's initiatives in Asian infrastructure finance as mere reactivity to China's advances. This paper will showcase Japan's own foreign and financial policies regarding infrastructure in Asia and the New Silk Road regions since the end of the Cold War. I argue that Japan's presence in that field is underappreciated and under-researched, as Japan's infrastructural footprint in the New Silk Road significantly pre-dates the BRI. Furthermore, I stress the fact that Japan's foreign policy in Asian infrastructure finance featured important cooperative postures toward China, especially within multilateral development banks. The paper makes a contribution to emerging scholarship on the BRI—often reliant on strategic communications and projections—by highlighting Japan's role in regional infrastructure to show how our understanding of international relations and international political economy in Asia can be better informed by economic history and area studies.  相似文献

China has over the last two decades been committed to creating a strategic partnership with Latin American states by persistently extending its economic and political involvement in the continent. China's efforts in this regard reflect not only its desire to intensify its economic cooperation and political relations with nations in Latin America, but also its strategic goals of creating its own sphere of influence in the region and enhancing its ‘hard’ and ‘soft’ power in order to elevate China's status at the systemic level. With access to Latin American markets, resources and investment destinations, China may sustain its economic and social progress that bases its long cherished dream of restoring its past glory of fuqiang (wealth and power) and rise as a global power capable of reshaping the current world system. The enormous economic benefits deriving from their economic cooperation and trade may persuade Latin American nations to accept the basic premise of China's economic strategy: that China's rise is not a threat, but an opportunity to gain wealth and prosperity. This will help China gain more ‘soft’ power in and leverage over its economic partners in Latin America, and thereby help it to rise in the global power hierarchy.  相似文献

In November 2007, the heads of the ten member governments of the Association of South‐East Asian Nations (ASEAN) signed a charter that will, once ratified, give the association a legal personality. The charter, significantly, requires more of its members than a reassertion of the traditional ASEAN norm of non‐interference and the practice of consensus. The charter lists a number of novel goals among the organization's purposes: ‘to strengthen democracy, enhance good governance and the rule of law, and to promote and protect human rights and fundamental freedoms.’ In view of the wide economic and political disparities between the member states of ASEAN, this article examines whether strengthening democracy would in fact facilitate ASEAN's goal of becoming an integrated political, economic and security community. Rather than enhancing an integrated community, democratization would arguably create a faultline between the more politically mature and economically developed states and a northern tier of less developed, authoritarian single‐party dominant regimes in South‐East Asia. Moreover, given China's emerging political and economic importance to the region, such a strategy would, as if by an invisible hand, draw the more authoritarian ASEAN states into China's less than democratic embrace. This article concludes that rather than strengthening democracy, ASEAN's charter needs urgently to reinforce practices of rule governance and mechanisms of market integration to enhance both ASEAN's economic profile as well as the region's autonomy.  相似文献

The special issue this article opens engages with an apparent conundrum that has often puzzled observers of East Asian politics—why, despite the region's considerable economic integration, multilateral economic governance institutions remain largely underdeveloped. The authors argue that this ‘regionalism problématique’ has led to the neglect of prior and more important questions pertaining to how patterns of economic governance, beyond the national scale, are emerging in East Asia and why. In this special issue, the contributors shift analytic focus onto social and political struggles over the scale and instruments of economic governance in East Asia. The contributions identify and explain the emergence of a wide variety of regional modes of economic governance often neglected by the scholarship or erroneously viewed as stepping stones towards ‘deeper’ multilateralism.  相似文献

Japan and China's ability to manage their bilateral relationship is crucial for the stability of the East Asian region. It also has a global impact on the security and economic development of other regions. For just as China's rise has inevitably involved an expansion of its global reach, so Japan's responses to the challenges posed by China have increasingly taken a global form, seeking to incorporate new partners and frameworks outside East Asia. Japan's preferred response to China's regional and global rise in the post‐Cold War period has remained one of default engagement. Japan is intent on promoting China's external engagement with the East Asia region and its internal domestic reform, through upgrading extant bilateral and Japan–China–US trilateral frameworks for dialogue and cooperation, and by emphasizing the importance of economic power to influence China. Japan is deliberately seeking to proliferate regional frameworks for cooperation in East Asia in order to dilute, constrain and ultimately engage China's rising power. However, Japan's engagement strategy also contains the potential to tilt towards default containment. Japan's domestic political basis for engagement is becoming increasingly precarious as China's rise stimulates Japanese revisionism and nationalism. Japan also appears increasingly to be looking to contain China on a global scale by forging new strategic links in Russia and Central Asia, with a ‘concert of democracies’ involving India, Australia and the US, by competing for resources with China in Africa and the Middle East, and by attempting to articulate a values‐based diplomacy to check the so‐called ‘Beijing consensus’. Nevertheless, Japan's perceived inability to channel China's rise either through regional engagement or through global containment carries a further risk of pushing Japan to resort to the strengthening of its military power in an attempt to guarantee its essential national interests. It is in this instance that Japan and China run the danger of a military collision.  相似文献

In 2011, the concept of the Indo-Pacific began to appear in India's foreign policy discourse. This article argues that rather than signalling a dramatic shift in India's foreign policy, however, the way in which the Indo-Pacific has been interpreted by the Indian leadership suggests significant continuity as well as change, which is contrary to the goals of the concept's most fervent proponents in India. The article seeks to develop a framework for understanding ideational change and continuity in foreign policy by theorising the interplay between ideas, political and economic flux, and social expectations related to effective and legitimate state-building. It is argued that the Indo-Pacific concept has instigated a new emphasis on regional architecture-building to manage the ongoing regionalisation in the area between the Indian and Pacific Oceans as a result of heightened trade flows and production and investment linkages. Yet, the Indo-Pacific concept, like the new policy ideas on regional engagement that preceded it—the Look East policy and the ‘extended neighbourhood’—has been articulated in ways that are also compatible with long-standing ideas—such as non-alignment—about what constitutes appropriate international behaviour. This reflects the nature of the broader state project that has emerged since 1990, which, while encompassing a new focus on economic growth and competitiveness as being essential to effective state-building, continues to prioritise older ideas about what constitutes effective and legitimate state-building.  相似文献
