In the past few years, foreign policy tensions between China and Australia have become especially fraught. In some cases, this political situation manifests in the very diplomatic initiatives that were funded to help ease relations. This article considers a case study of a theatrical collaboration in the context of contemporary Australia–China relations to interrogate the value of our understandings of and evaluation frameworks for public diplomacy. This article argues that theories of cultural diplomacy and assessments of initiatives need to consider the multiple and competing objectives, diverse publics and controversial receptions that may be the outcomes of cultural diplomatic initiatives. It demonstrates this complexity in relation to Australia–China relations. Taking a cultural diplomatic initiative that sought to increase positive association for Chinese culture in the Australian public as a case study, it illustrates the range of differences that can be found amongst stakeholders, and the different roles that may be ascribed to cultural diplomacy. These interests, including those of different artistic and political stakeholders, as well as differences in the publics involved, are best segmented not only according to nation but also to subculture.  相似文献

Recognising that America's response to the events of 11 September would do well to maintain a sharp distinction between the ‘war on terror’ and a war ‘against Islam’, this article argues that American diplomatic rhetoric would benefit from an explicit effort to engage ‘frameworks of legitimacy’ within Islam, including the terms of Islamic jurisprudence and Islamic legal debate. The article examines the merits of such an approach in the context of several recent diplomatic dilemmas, including the Jyllens-Posten cartoon controversy. It concludes with an assessment of the American (domestic) political environment within which this approach tends to encounter its most ardent critics.  相似文献

This article draws on the perspectives of students and organizers involved in recent iterations of the Model Arctic Council (MAC), an experiential learning simulation designed to expand students’ knowledge and understanding of the Arctic and its governance. While much of the discourse related to simulations such as the MAC emphasizes its pedagogical and networking benefits, this article leverages participant-based ethnography to argue that the MAC also affects multi-track diplomatic outcomes in addition to serving as a site for diplomatic engagement. Applying an interpretive approach driven by the onset of practice-tracing in international relations, we demonstrate that the MAC both produces and constitutes diplomacy. Such a reimagination elevates the diplomacy of non-state actors and exposes false binaries between state diplomacy and non-state diplomacy.  相似文献

Mexican post-revolutionary cultural institutions excelled at implementing Mexican art and popular arts as key elements in cultural diplomacy. However, while there is abundant research regarding these arts and their inclusion in international exhibitions during the first part of the twentieth century, there is little research on their role in international cultural diplomacy during the second half of that century. In the first part of this article I present a historiographical appraisal of the 1968 Mexican Cultural Olympiad and the resolutions of the “First Latin American Seminar on Popular Arts and Crafts” sponsored by UNESCO in Mexico City in 1965. In the second, I examine the case of U.S. participation in the “Exposición Internacional de Artesanías Populares” (International Exhibition of Popular Arts), which was part of the 1968 Cultural Olympiad’s programme – largely neglected by the historiography of the XIX Olympics – to explain how popular arts were made to perform as agents of cultural diplomacy in Mexico and the U.S. during the Cold War. In addition, I argue that U.S. participation in this exhibition also reveals negotiations and redefinitions of the concepts of handcraft and arte popular, and the economic and social situation of their makers in the United States.  相似文献

This paper offers an introduction to the following papers, which represent the results of a round table at the Nordiska Historikermöte 2004 in Stockholm. It discusses the renewed interest in the study of diplomacy and international politics. This revival during the past few decades is sometimes not more than a reinvention of the old diplomatic history. However, it is also influenced by the history of ideas, as elaborated by Anglo‐American historians, and modern cultural sociology. The history of diplomacy seen from the perspective of cultural transfer offers new insights into early modern diplomacy based on a new reading of well‐known material.  相似文献

In 1974, Australia took the initiative to have an item on diplomatic asylum inscribed on the UN General Assembly's agenda for that year. Its original ambition was to procure an international treaty on the subject. This article traces the history of that initiative from its inception to the acknowledgement seven years later that it had come to nothing. It also investigates the impact that Australia's initiative at the UN had on its foreign policy practice in relation to diplomatic asylum through two administrations: the Whitlam government (5 December 1972–11 November 1975) and the Fraser government (11 November 1975–11 March 1983). It demonstrates that, while the initiative generated a great deal of bureaucratic work, it wrought no real change in Australia's practice on the ground.  相似文献

二战后,由于日本政治、军事外交的开展受到诸多因素的制约,公共外交就成为日本摆脱美军占领体制、发展与邻国关系以及谋求政治大国地位的重要途径。通过人员及文化的相互交流、加强对外宣传、推行外向型的文化教育、经济与文化援助以及动漫外交等手段,日本的公共外交取得了很大的成就。但受自身独特政治文化及国内右倾化思潮的影响,加之其受日美基轴及相关政策的掣肘,日本战后以来的公共外交并没有达到预期的效果。  相似文献

Diplomatic relations between South Korea and Israel were formed only in 1962. Furthermore, as the two countries from both ends of the continent cooperated in various areas during the 1960s and 1970s, relations were becoming more complicated and even officially rather cool in light of Korea’s evolving relations with the Arab world. Against this backdrop, and based on the reading of contemporaneous Israeli press, the study argues that culture mattered very much in the early stages of the relations. Cultural contacts between Koreans and Israelis started well before the establishment of full diplomatic relations, and cultural diplomacy played a significant role in maintaining them in the decades that followed. Like today, both parties often emphasized the cultural and historical affinities between the two peoples, and in the process, the Israeli public was exposed to early glimpses into Korean culture while images of Korea and its people were created as well.  相似文献

This paper maps how American popular culture came to terms with the 1979 Islamic Revolution in Iran through a study of Hussein Khosrow Vaziri. Vaziri, better known by his moniker, “The Iron Sheik,” was active in professional wrestling in the 1980s and remains to this day one of the most well-known Iranians in American cultural memory. Through an analysis of his character and how he has been represented in the popular media, I argue that he was chiefly utilized as a figure through whom Americans could cope with the devastating blow that the Revolution caused to American power. I argue that this reaction continues to this day, albeit focusing not on Iran but on the current political tensions involving the attacks of September 11, 2001.  相似文献

This paper explores the role of Civil War heritage in U.S. public diplomacy during the Cold War era. Especially during the celebration of the Civil War’s centennial, between 1961 and 1965, the Americans endeavoured to harness the conflict’s heritage to promote U.S. interests in Europe. How they intended to do this is demonstrated primarily through an examination of Colonel Sidney Morgan’s mission to Europe to find how the commemoration of the Civil War could be used for public diplomacy. Additionally, by exploring how Civil War heritage was spread and used in the British public sphere, the paper examines and underlines the key role saved to unofficial cultural agents, such as Civil War re-enactment clubs and private people, in heritage diplomacy. The focus on unofficial agents and networks enable this study to show how heritage diplomacy works at the un-institutionalised level and to explore the interaction between the official and unofficial level in heritage diplomacy. The historical perspective and methodology cast new light on the use of history, historical memory and heritage for diplomatic ends and introduces both historians and heritage scholars with new avenues to explore, such as the role of memory and historical consciousness in shaping international relations.  相似文献

Despite the influence of cultural policy studies and other theoretical approaches ‘after critique’, the dominant paradigm across much of the humanities remains anti-governmental especially when ‘culture’ is the other term in the equation. This paper argues instead for a positive relationship between humanities academics/intellectuals and the governmental agendas of cultural diplomacy, and for ways of accommodating critical perspectives on both the concept of ‘the national interest’ and the instrumentalisation of culture. It examines the policy objectives of the Australian government’s main cultural diplomacy agencies together with practical examples from its bilateral bodies, in particular the Australia-China Council and its program of support for Australian Studies in China.  相似文献

A growing number of scholarly works in the field of archaeology and heritage studies have been investigating the role of culture in relationship management. By assessing the use of heritage and repatriation of archaeological finds by multinational Gazprom, a natural gas company, in the Russian Federation, this paper contributes to this heritage diplomacy research by critically repositioning some of its core paradigms and its predominant emphasis on interstate diplomatic processes. As explored in this paper, archaeology and heritage are cultural technologies that have to be framed in the broader statecraft policies of the nation state, and are enmeshed with different types of power and include a plethora of agents. By exploring a case study investigating the corporate security initiatives of a resource extraction and transport giant in Russia, this paper contributes to the extensive literature on neoliberalism, corporate social responsibility and federalism in newly developing economies.  相似文献

Canada's post-war role as a middle power within the UN system and a strong advocate of negotiated settlement of international disputes focuses on Lester Pearson's role in the Suez Crisis of 1956 and dates Canada's new diplomatic stance from that time. Diplomatic history has undergone profound alterations during the last century. According to the old model built by Mattingly in 1955, diplomatic history was the analysis of international and political relations within a national context. Subsequent studies analysed how diplomacy evolved towards a more institutionalised and professional scheme (established in eighteenth-century European diplomacy). However, was this conclusion an inevitable one for Early Modern and Baroque diplomacy? This essay intends to retrace the steps that have been taken towards a new history of diplomacy, by early-modern historians in general, and by Spanish historiography in particular, as well as to assess the idea that what made a difference for Spanish Baroque diplomacy was the extent of networks that allowed cultural transference, the capacity to influence others, rather than the institutional extent of connections and practices. Which people or processes promoted the circulation of ideas, information, and culture, within and outside the Spanish monarchy, during the seventeenth century? This question will form the focus of the second part of this essay, in which the author analyses several specific cases of Spanish ambassadors in Europe: their networks of communication, their building of stereotypes, their informal diplomatic practices, and their use of ceremonial practices.  相似文献

Abstract

This article focuses on questions of rupture and continuity in European international relations around 1800, taking French revolutionary diplomatic practice in the Ottoman Empire as a case in point. Historians who have studied the conduct of French revolutionary diplomacy tend to emphasize the ruptures in revolutionary diplomatic practice. The analysis of Franco-Ottoman alliance negotiations (1792–1797) does not fully match with this assessment. Although it is certainly true that the Revolution led to great alterations in French diplomatic culture, French diplomats were often far from discarding all diplomatic conventions. The article gives a short overview over the diplomatic agents working for the French embassy and their reactions to the Revolution in France. It then presents the Ottoman reaction to the regime change in France, in particular with regards to the transition from monarchy to republic. The main focus is on the question of innovation and continuity in diplomatic practice and on the self-representation of the new French state.  相似文献
