Actors within an ecology of games in a polycentric governance system have to choose from a large number of forums they could participate in. This article analyzes why given types of forums are important to actors, as compared to other forums. It shows that functions of an ecology of games, such as cooperation, learning, and resource distribution, influence the importance that actors attribute to forums. The empirical analysis focuses on cross‐sectoral forums, a particular type of forum that is specialized in coordination among actors from different societal sectors, such as government, private interest, or science. Analysis of survey data from eight cross‐sectoral forums in Swiss habitat and land use governance and their 159 members shows that cross‐sectoral forums are comparatively important to actors that perceive their forum to contribute to learning and resource distribution.  相似文献

The Ecology of Games Framework (EGF) draws attention to the intertwined nature of different forums in a given policy setting and how this affects governance outcomes. In this article, we associate the EGF with the literature on power asymmetries, in order to investigate hypotheses of actors’ perceived level of influence in a forum. Focusing on the Paraíba do Sul river basin committee in Brazil, we specifically explore actors’ participation in multiple forums, time spent participating in the basin committee, and actors’ degree of involvement in the committee as factors that might explain actors’ level of perceived influence in the forum. The findings suggest participation in multiple forums is a key driver of perceived influence and thus highlight a way to challenge traditional power asymmetries. More research, however, is needed to determine to what extent perceived influence is affecting decision‐making processes and governance outcomes in the Paraíba do Sul river basin committee.  相似文献

Public policy generally emerges from interactions among actors embedded within complex governance systems, composed of multiple actors and forums (issue‐based arenas where stakeholders repeatedly interact to resolve collective action problems). Such systems allow actors multiple forums wherein they can influence policy decisions. But actors do not value the decisions made in each forum equally, and it remains unclear how actors allocate resources across forums. This article links actor strategy to their influence within the forums the actors identify as most important (their primary forum). There is theoretical ambiguity about how actors invest their limited resources across the forums that affect their interests to maximize primary forum influence. Do they concentrate all their effort within the primary forum or participate more broadly? To answer this question, we offer two competing theories. First, broad participation may allow actors to develop political capital necessary to influence other actors and thus influence primary forum policies. The second approach notes the opportunity costs of broad participation—actors have fewer resources to invest in their primary forum. An analysis of stakeholder participation in the Sacramento–San Joaquin River Delta and Tampa Bay Watershed governance systems demonstrates that broader participation is associated with greater primary forum influence.  相似文献

We examine two related questions that are key for understanding collaborative outcomes in complex governance systems. The first is the extent to which collaboration among policy actors depends upon their joint participation in policy forums. The second is how the scales at which these forums operate conditionally affect the likelihood of collaboration. We address these questions using data from a recent survey on actors’ collaborative interactions as well as their participation in climate change adaptation policy forums in the Lake Victoria region in East Africa. Exponential random graph models show that actors are more likely to collaborate if they jointly participate in policy forums. However, this effect weakens at progressively higher spatial levels at which forums operate. Similarly, collaboration is less likely among actors jointly participating in forums that sponsor decision making at the higher collective choice level rather than lower operational choice level. While policy forums may catalyze collaboration, our findings suggest that their capacity to do so may be subject to scale‐dependent transaction costs of political contracting.  相似文献

Integrated coastal zone management is characterized as a complex management situation, demanding integration across geographical borders, different policy sectors and levels of government. In Norway, the county municipalities are encouraged to take responsibility for achieving integration through regional coastal zone planning. Inspired by literature on network governance, the authors elaborate on how integration capacity might depend on an open and inclusive planning process and on the importance of conditions influencing the actors' perceived payoffs from participation. The result indicates that central actors benefiting from cooperation are more important in explaining the integration capacity, than the characteristics of the planning process itself. This illustrates the importance of the distribution of power and interdependencies among the actors in such processes.  相似文献

One of the main assumptions of the Ecology of Games Framework (EGF) is that governance processes are heavily affected by the interactions among policy actors that take place in multiple decision‐making forums, which often function interdependently. In this article, we use data collected in the Tampa Bay and California Delta water governance systems to examine how “biophysical interdependence”—the extent to which forums deal with interconnected policy problems—impacts the costs that actors face when they participate in forums, which in turn can affect their performance in them. Furthermore, we examine how the individual information exchange networks that actors have (i.e., their ego‐networks) can mediate the previous relationship. We find that actors with networks that have more closure are better able to mitigate the costs associated with participating in biophysically interdependent forums, thus leading to better in‐forum performance. Our findings shed new light on the relationship between structure and function in complex ecologies of games.  相似文献

This article focuses on how common property resource (CPR) institutions managing forest resources in Latin America have responded to change, a subject relatively ignored in the English-language literature. It examines in particular the evidence surrounding the popular view that CPR institutions must inevitably break down in the face of economic and demographic pressures—an extension of the `tragedy of the commons' thesis. The evidence shows that there have been a number of both positive and negative experiences. The negative experiences include the obvious vulnerability of Amerindian informal institutions to the individualistic incentive structures of market forces. The apparent incompatibility between the market and `gift' economy leads to a questioning of the current donor emphasis on market-orientated natural forest management among indigenous groups that have received little exposure to market forces, and alternative approaches are suggested. However, many indigenous and other groups have responded positively to market pressures and there is ample evidence that, given an appropriate policy environment, community-based natural forest management can still be regarded as a `great white hope' for forest conservation, especially considering the largely negative environmental and equity impacts of individualized resource privatization, as in the Brazilian Amazon. However, CPR institutions have generally faced an unsupportive policy environment; it is therefore over-simplistic for those in favour of privatization of property rights to ascribe their erosion to commercial or demographic pressures per se.  相似文献

Innovative and effective responses to climate change require that we move beyond reliance on government to include organisations spanning different sectors, such as not‐for‐profit, private, and community groups. Interactions among these organisations in collaborative networks—or “forums”—may provide important mechanisms to successfully address climate change impacts. This paper investigates the relationships between organisational participation and involvement in forums and responses to climate change. Survey data show that people from many organisations are participating in forums and using these meeting points to discuss climate change, even when forums are intended to serve other purposes. The data suggest that participation in any type of forum is related to organisational responses to climate change. Attributes such as type of organisation and knowledge of climate change issues were also found to be related to organisational responses to climate change but these became less important when climate change was discussed in forums. The results of the research suggest that a practical way to increase the volume and variety of organisational responses to climate change may be to encourage participation in forums and/or to influence existing networks to incorporate more discussions of climate change issues.  相似文献

Dominica is a small island nation in the eastern Caribbean Sea that has long struggled with issues of poverty and development. To improve these conditions, the government formed a preliminary agreement with Venezuela to build a multimillion dollar oil refinery on the island. Some discussion about this proposal took place in local forums, such as radio talk shows, but additional discussion took place online. Internet-based media, including online reproductions of traditional media and new types of media such as interactive discussion forums and weblogs, were used not only to continue the discussion but also to raise awareness among a wider audience. The framework for appealing to such a disparate set of interests both locally and abroad was already in place: the island's ‘nature island’ identity. The project was perceived as a threat to quality and aesthetic appearance of the nature island as well as a threat to the concept of Dominica as the ‘nature island’. This paper examines the role of Dominica's identity at the heart of this perceived threat in the construction of environmental discourses through internet-based media, such as online newspapers with associated discussion forums and blogs.  相似文献

The mid- to late tenth century has been seen as a period in which the kings of León saw their ability to project their power throughout their regnum challenged by the emergence of a magnate class increasingly disinclined to co-operate with public authority. This article aims to re-examine this premise via the following approach: first, a discussion of common problems and misconceptions related to notions of public power and government as these terms are used in an early medieval Spanish historiographical context; second, a case study which examines the roles of political actors in one relatively well-documented region of the kingdom. It argues that structures designed to deliver justice and maintain order in the region depended much more on the participation of local actors than they did on the king's official agents; the wider implications for our understanding of public authority are then considered anew.  相似文献

One of the original objectives of the advocacy coalition framework (ACF) was to shed light on the role of science in policymaking. The ACF depicts subsystem scientists as political actors just like any other. Unfortunately, science has never become a major theme of research within the framework and, as a consequence, its role in policymaking remains under‐theorized, leaving ample room for interpretation. This article seeks to explore the validity of three propositions about the role of science in policy. The first two are derived from the ACF: (i) the capacity of scientists to provide credible advice is affected by the harshness of the political debates dividing the policy subsystem; and (ii) agreement among scientists is just as common as among other groupings of policy actors. The third is derived from an “error costs” argument: (iii) Disagreements among scientists are even more pronounced than disagreements among other policy actors. Using the results of a survey of policy actors in 17 biotechnology subsystems, this article finds support for the first and third propositions. Indeed, scientists' participation in political divisions might even be underestimated by the ACF. The article concludes with attempts to clarify the role of scientists within the ACF, including discussions of ambiguity regarding the role of professional forums and of scientists in between‐coalition learning within policy subsystems.  相似文献

ABSTRACT. This article focuses on the recent Mexican controversy about the legal status of the indigenous population and the nature of nationalism, which is linked to recent constitutional amendments and new policy strategies. Changes in legislation and policy are examined in the context of a widespread economic and political crisis of the populist regime after 1982, which radically affected the previous indigenist discourse; but they are also seen as having been motivated by Indian demands and mobilisations against the official vision of citizenship as a function of cultural homogeneity and mestizaje. The article analyses the implications of the new constitutional amendments and the heated debates that they have provoked among different political actors, including indigenous organisations. In particular, it examines two areas of disagreement. The first concerns the multiple meanings of multiculturalism – as a threat of fragmentation and fundamentalism, a new form of state control or a strategy for indigenous national participation and empowerment. The second concerns the definition and levels of implementation of indigenous political autonomy. Negotiation over such disagreements, leading to inclusive citizenship, constitute a great challenge for ethnic intellectuals and theoreticians of Mexican nationalism.  相似文献

Using a comparative case study on the closure of the research and development facilities of a pharmaceutical company in two regions in Sweden, this paper investigates the emergence of regional economic resilience from an agency perspective. Findings include a networked region engendering agency from non-state actors whilst substantial state intervention is needed to facilitate agency from a less networked region. The paper finds broad confirmation that interactions of actors are due to how a region is organized and the contingencies of its institutional context. Collective agency depends on the ability of actors to align interests and coalesce agendas which, as shown by the two cases, can be based on shared regional affinity as in the case of Södertälje or innovation strategies as in the case of Lund. Regional economic crises bring forth conditions and impetus for temporary modes of cooperation that mobilize resources to launch adaptive resilience strategies. Conflicts in resource distributions or operational complexity make developing agency-based resilience challenging. Emergent regional outcomes from agency-based resilience from these two cases exhibit adaptation with the potential for adaptability in Lund, and adaptability with degrees of adaptation in Södertälje.  相似文献

This article extends the Institutional Analysis and Development Framework's seminal research on common pool resource (CPR) management in new directions by exploring how the design principles of robust and enduring CPR management, initially proposed by Elinor Ostrom in 1990, can be used to measure and assess cross‐scale institutional linkages. This study examines data from 14 interstate river basin compacts in the western United States to identify the types of linkages established in these interstate settings, the factors that contribute to the emergence of diverse types of linkages around these shared resources, and how different types of linkages perform. Using Ostrom's CPR design principles to operationalize and measure linkages, the study shows that diverse types of cross‐scale linkages were created under the 14 interstate compacts, with linkages related to monitoring found to be particularly prevalent. The types and diversity of linkages can largely be explained by the conditions under which compacts emerged and the water management issues states jointly face. In applying the evaluative criteria operationalized by the CPR design principles, this research further shows that the monitoring and collective choice linkages created by compacts tend to be of higher quality, while enforcement and conflict resolution linkages appeared to be of the lowest quality. In addition to developing the IAD literature on CPR management, these findings offer critical insights for assessing the capacity of interstate river basin compacts in the western United States to manage shared resources successfully, as well as insights for what types of institutional investments may be needed for enhanced resource governance.  相似文献

ABSTRACT

Originating from within the UNESCO, narratives on ‘heritage under threat’ tell the story of how and why intangible cultural heritage (ICH) practices are valuable, why are they disappearing, and how they can be protected from destruction. Focusing on PR China, this paper conducts a frame analysis to identify narratives on ‘heritage under threat’ as employed by the UNESCO, the Chinese party-state, and academics. The study argues that while policy narratives in any country undergo a process of congruence-building, circulation, and implementation, these processes take distinctive forms in authoritarian countries due to the states’ discursive and political monopoly: While non-state actors are involved, the state primarily steers the appropriation process. Nevertheless, once established, the policy narrative transforms across time and space, enabling local actors to use it to pursue their own interests.  相似文献

Land-use policies have long been recognized as important driving forces of urbanization, but little research has been conducted on the interrelationship of actors, policy decision processes and changes in the built environment. In this paper, we use the advocacy coalition framework to analyse policy decisions that affected the development of the built environment in three Swiss municipalities between 1970 and 2007. We found that all three municipalities experienced the same major policy changes, namely a new definition of the role of urban management (1970s); the adoption of an environment- and problem-oriented approach in land-use planning (1980s) as well as an increased emphasis on public participation and intra-municipal coordination (1990s). Although national laws and actors have shaped the crucial driving forces of urban change, local actors, their coalitions and the local distribution of resources crucially determined these decisions in the study period. Our findings suggest that a stronger focus on local actors, their coalitions and resources could greatly improve our understanding of spatial development processes in Switzerland. For instance, as land ownership turned out to be a crucial resource, Swiss municipalities could benefit from engaging more actively in the land market.  相似文献

ABSTRACT

Policy and actions for the safeguarding of Intangible Cultural Heritage (ICH) are laced with politics of representation and meaning-making of expressive culture within and outside communities. This article explores how ICH experts, practitioners, activists, and other actors negotiate and re-construct ideas of racial identity and authenticity in one such initiative. Sponsored by CRESPIAL in 2012, the album Cantos y Música Afrodescendientes de América Latina is a compilation of music of Afro-descendant communities in Latin America. Conceived as a project for safeguarding the musical ICH of these communities, it involved participation from thirteen Latin American governments. This paper, centered on the Peruvian participation in this project, studies the bureaucratic intricacies of this project, exploring how ideas on racial identity and authenticity overlap with political agendas and administrative requirements in order to produce a unified representation of ‘Afro-Latin American’ music. My analysis highlights 1) the local knowledge systems that inform the ideas of racial identity and authenticity advanced by the project’s actors; 2) their adopted strategies within Peru’s bureaucratic network of heritage management; and 3) the positionality, capacity and agency of each actor for achieving their particular goals in this collaborative project.  相似文献

Abstract

China, Japan and Korea’s international relations are shaped by the fact that all three are significant importers of resources. This Introduction proposes two conceptual frameworks for understanding the politics that is taken up in the papers of this Special Issue. The first is to consider the extent to which there is an East Asian model of resource procurement. We find that there are some similarities in the approaches taken by all three countries; for example, their development assistance shares a focus on infrastructure building and a reticence to purposefully influence domestic politics. There are, however, also significant differences due in large part to the individual nature of the states as international actors. The second conceptual framework is the broad contemporary theme of the end of Western dominance of the world order. The main way this affects the international politics of resources in Northeast Asia is through the belief that the activities of those countries are threatening in some way. In some cases Northeast Asian approaches to resources are seen as a problem because they are not sufficiently liberal, whereas in others the problem is that Northeast Asian powers are seen as replacing Western powers in exploiting resource-rich developing countries.  相似文献

This paper focuses on “cooperation networks” for the provision of public goods and services as a specific form of governance in late imperial China. While concentrating on differing forms of local self‐regulation at the end of the Qing dynasty, the article pinpoints several actors involved in the cooperation networks and (re)classifies them along the continuum of “public” and “private.” In addition to state and non‐state actors, the players included semi‐state or hybrid actors with profound network advantages who played a crucial role in the provision of governance services, as well as colonial and transnational actors who occasionally took part in this cooperation. To contextualize these actors and illustrate their modes of interaction, this paper will describe cooperation networks established for the provision of disaster relief and education in local society in late Qing China. In so doing, this paper also will question participants' motives and describe their personal gains, as well as the accumulation of symbolic capital as major incentives.  相似文献
