The Ecology of Games Framework (EGF) draws attention to the intertwined nature of different forums in a given policy setting and how this affects governance outcomes. In this article, we associate the EGF with the literature on power asymmetries, in order to investigate hypotheses of actors’ perceived level of influence in a forum. Focusing on the Paraíba do Sul river basin committee in Brazil, we specifically explore actors’ participation in multiple forums, time spent participating in the basin committee, and actors’ degree of involvement in the committee as factors that might explain actors’ level of perceived influence in the forum. The findings suggest participation in multiple forums is a key driver of perceived influence and thus highlight a way to challenge traditional power asymmetries. More research, however, is needed to determine to what extent perceived influence is affecting decision‐making processes and governance outcomes in the Paraíba do Sul river basin committee.  相似文献

One of the main assumptions of the Ecology of Games Framework (EGF) is that governance processes are heavily affected by the interactions among policy actors that take place in multiple decision‐making forums, which often function interdependently. In this article, we use data collected in the Tampa Bay and California Delta water governance systems to examine how “biophysical interdependence”—the extent to which forums deal with interconnected policy problems—impacts the costs that actors face when they participate in forums, which in turn can affect their performance in them. Furthermore, we examine how the individual information exchange networks that actors have (i.e., their ego‐networks) can mediate the previous relationship. We find that actors with networks that have more closure are better able to mitigate the costs associated with participating in biophysically interdependent forums, thus leading to better in‐forum performance. Our findings shed new light on the relationship between structure and function in complex ecologies of games.  相似文献

Actors within an ecology of games in a polycentric governance system have to choose from a large number of forums they could participate in. This article analyzes why given types of forums are important to actors, as compared to other forums. It shows that functions of an ecology of games, such as cooperation, learning, and resource distribution, influence the importance that actors attribute to forums. The empirical analysis focuses on cross‐sectoral forums, a particular type of forum that is specialized in coordination among actors from different societal sectors, such as government, private interest, or science. Analysis of survey data from eight cross‐sectoral forums in Swiss habitat and land use governance and their 159 members shows that cross‐sectoral forums are comparatively important to actors that perceive their forum to contribute to learning and resource distribution.  相似文献

We examine two related questions that are key for understanding collaborative outcomes in complex governance systems. The first is the extent to which collaboration among policy actors depends upon their joint participation in policy forums. The second is how the scales at which these forums operate conditionally affect the likelihood of collaboration. We address these questions using data from a recent survey on actors’ collaborative interactions as well as their participation in climate change adaptation policy forums in the Lake Victoria region in East Africa. Exponential random graph models show that actors are more likely to collaborate if they jointly participate in policy forums. However, this effect weakens at progressively higher spatial levels at which forums operate. Similarly, collaboration is less likely among actors jointly participating in forums that sponsor decision making at the higher collective choice level rather than lower operational choice level. While policy forums may catalyze collaboration, our findings suggest that their capacity to do so may be subject to scale‐dependent transaction costs of political contracting.  相似文献

This paper contributes to two emergent areas of scholarship: first, the role of expertise within the domain of cultural heritage practice; and second, international heritage institutions and their processes of governance. It does so by exploring expertise within the context of World Heritage Committee meetings. These forums of international heritage policy formulation have undergone significant changes in recent years, with larger geopolitical forces increasingly shaping process and decisions. This paper foregrounds the idea of these annual meetings as ‘locales’ in order to explore the inflows of expertise that help constitute authoritative decision-making, how expert knowledge is crafted for and by bureaucratic structure, and how the interplay between technical knowledge and politics via an ‘aesthetics of expertise’ bears upon future directions. In offering such an analysis, the paper seeks to add nuance and conceptual depth to our understanding of international conservation policy and the regulatory, governmental practices of organisations such as UNESCO.  相似文献

This analysis of the collaborative environmental governance regime of the Florida Everglades Restudy process (1992–2000) identifies the benefits of including multiple, complementary ad hoc organizations focused on different types of knowledge (science, policy, and local) and the importance of powerful key actors to developing a multi-purpose water management plan in the politicized space of a highly contested watershed. The multiple complementary organizations enabled participation by a wide range of stakeholder groups in the collaborative environmental governance regime, which consisted of a cooperative network of specialized spaces of power for action. Actors who inhabited organizations of multiple knowledge spaces and served in a leadership role proved to be particularly powerful in shaping the process. Through this analysis that considers the roles of both actors and institutions in shaping the Restudy's policy-making process, this case contributes to understandings of how collaborative environmental governance can be deployed to achieve an agreed policy outcome for contested common-pool resources.  相似文献

The growth of collaborative approaches to governance has resulted in increasingly complex policy and management landscapes, where actors are presented with ever‐increasing numbers of decision‐making venues they can participate in and actors they can collaborate with. Given that actors face constraints on their capacity to manage actor and venue relationships in such polycentric governance systems, we assume the marginal benefit of yet another relationship should begin to diminish at some level of engagement. Furthermore, we hypothesize that such capacity limitations are not static, but decrease as actors learn, develop skills, and formulate strategies for how to navigate complex polycentric systems more effectively. Drawing on the Ecology of Games framework, this article investigates two Swedish collaborative governance initiatives where a multitude of actors came together to address a range of different, but interrelated, policy issues and management tasks. The empirical findings suggest that actors’ capacities to successfully navigate polycentric governance arrangements increase as they gain experience and develop their networking skills. Our findings imply there is a need to balance increased complexity in polycentric systems with increased capacity, otherwise the overall effect of an ever‐increasing number of venues and actors could be collaborative fatigue and decreased abilities to address diverse governance challenges.  相似文献

There are multiple theoretical accounts of how actors address problems of collective action in policy networks, but the two most prominent hypotheses are the risk and belief homophily hypotheses. The risk hypothesis claims that relational structures (e.g., bridging, bonding) depend on the benefits actors receive from uncooperative behavior, while the belief homophily hypothesis claims that relational ties form around shared policy beliefs. This study incorporates the case of autism and special education policy, a subsystem best characterized by Berardo and Scholz's (2010) conceptualization of a low-risk environment, to test hypotheses about the influence of risk, policy beliefs, and trust on the formation on relational ties in education policy networks. Utilizing data from a 2016 network survey of public and private special education stakeholders in Virginia, results from exponential random graph models provide support for the effects of bridging structures, beliefs related to the medical model of disability, and social trust on strong (collaboration) and weak (information/advice) relational ties in policy networks. The findings reinforce the importance of using policy networks to understand how actors build connections across multiple jurisdictions and policy sectors to mitigate problems of coordination in policy decision making and implementation.  相似文献

Stormwater is a complex political and geographical problem. It is at once bound to land-use decisions, tied to geographical features such as lakes and rivers, and capable of flowing across different political boundaries and jurisdictions. In this paper, I empirically focus on how disparate understandings of stormwater are forged through different institutional arrangements and the ways multiple actors interact across scales of governance in Los Angeles. The results indicate four discourses influence decisions on urban stormwater management and are articulated through different forms of knowledge and power in environmental governance. The discourses diverge over contrasting perspectives on infrastructural interventions, the role of economic approaches, and the need for new institutions and rules. I suggest that disagreement may not deter integration and collaboration across different scales of governance, but without addressing conflict over key discursive claims about how stormwater governance should proceed, broadly accepted outcomes may remain elusive. With current trends in environmental governance moving towards hybrid forms that bring together groups that transcend traditional organizational structures, this paper reveals how more sustainable outcomes are being devised through current configurations of knowledge and power.  相似文献

Success or failure of a polycentric system is a function of complex political and social processes, such as coordination between actors and venues to solve specialized policy problems. Yet there is currently no accepted method for isolating distinct processes of coordination, nor to understand how their variance affects polycentric governance performance. We develop and test a building-blocks approach that uses different patterns or “motifs” for measuring and comparing coordination longitudinally on Australia's Great Barrier Reef. Our approach confirms that polycentric governance comprises an evolving substrate of interdependent venues and actors over time. However, while issue specialization and actor participation can be improved through the mobilization of venues, such a strategy can also fragment overall polycentric capacity to resolve conflict and adapt to new problems. A building-blocks approach advances understanding and practice of polycentric governance by enabling sharper diagnosis of internal dynamics in complex environmental governance systems.  相似文献

At the European level, several strategic documents concerned with spatial and urban development have been published during the last decades. While these documents are essential to communicate European ideas and objectives, they are often regarded least influential in practice due to their abstract nature, legally non-binding status and lack of allocated resources. Though these limitations apply to the EU Urban Agenda, this recently published policy paper introduces partnerships as a new implementation tool. The partnerships can be regarded as innovative in two respects: On the one hand, they involve new actors, most importantly cities, in European policy debates. On the other hand, they ensure the anchorage of the Urban Agenda with a broad range of actors at various spatial scales without challenging its legally non-binding status. The Urban Agenda can thus be understood as another example of the move towards soft European spatial planning and urban development. This article investigates the notion of partnership as a soft planning and governance tool within the Urban Agenda. Moreover, based on expert interviews, it presents early opinions and expectations of actors involved in the development of the Urban Agenda and the partnerships on affordable housing.  相似文献

ABSTRACT

Originating from within the UNESCO, narratives on ‘heritage under threat’ tell the story of how and why intangible cultural heritage (ICH) practices are valuable, why are they disappearing, and how they can be protected from destruction. Focusing on PR China, this paper conducts a frame analysis to identify narratives on ‘heritage under threat’ as employed by the UNESCO, the Chinese party-state, and academics. The study argues that while policy narratives in any country undergo a process of congruence-building, circulation, and implementation, these processes take distinctive forms in authoritarian countries due to the states’ discursive and political monopoly: While non-state actors are involved, the state primarily steers the appropriation process. Nevertheless, once established, the policy narrative transforms across time and space, enabling local actors to use it to pursue their own interests.  相似文献

Methods for observing policy networks have not kept up with the development of new network analytic techniques required to understand governance in complex settings. We compare three unobtrusive methods for observing policy networks based on hyperlinks between policy actor web sites, on media reports, and on public policy partnerships. Observations of one complex local water policy arena with all three methods provide a comparison of the general as well as actor‐specific network characteristics in the three observed networks. The core network of actors observed by all methods has similar network level statistics, highly correlated relationships measured by Quadratic Assignment Procedures models, and the same significant network microstructures as measured by Exponential Random Graph Models. The full networks including actors observed by any method also exhibit similar actor‐level characteristics, although the correlations across networks are stronger for bridging capital measures than for bonding capital measures, and each method has different apparent biases. Once biases are accounted for, similarities suggest that these methods may provide useful proxies for each other and for other relationships that are more difficult or impossible to measure, particularly when combined to offset each method's biases. If so, they can extend the range of policy networks observable with limited resources across space and time.  相似文献

This article examines how Oromo-speaking children in Ethiopia construct social values in multiple ways through their participation in storytelling and the subsequent meaning-making discussions. By presenting children as actors in the re-contextualization of folktales, the article argues that participation in a folkloric performance is not a mere play practice for children, but is a social and artistic forum through which they acquire survival skills and grow connected to values of their society. This indicates that in the processes of storytelling and meaning-making, children draw an analogical relationship between imagined situations in folklore and living realities in their local environment. The article is based on data generated through ten months of ethnographic fieldwork with children among an Oromo-speaking society in Ethiopia.  相似文献

Frameworks that examine policy subsystems, networks, and coalitions view bureaucracies as part of the mix of policy actors that advocate policy positions in both domestic and international arenas. However, few examine bureaucracies as independent actors and how they exercise influence distinct from other pressure groups. The ways in which domestic bureaucracies engage in the international environment is woefully under examined, with only a few studies examining how domestic bureaucrats affect decision making in the international arena. However, it is not unreasonable to posit that bureaucratic engagement in the international arena may have political implications in the domestic sphere. Building on examinations of bureaucratic autonomy, this research queries the ways in which domestic bureaucracies can interact in the international arena to "change agendas and preferences" of domestic political actors. While it finds that attention to developing an international reputation can enhance political leverage at home, it may do so at a cost to domestic programs if insufficient attention is given to domestic aspects of the organization's mission. Nevertheless, as attention lurches from one arena to another, policy change is facilitated by the politically powerful resources of an international reputation in expertise, active engagement in the international policy community, and broadly based support for programmatic change.  相似文献

In Latin America and the Global South, policy-makers are adopting community-based natural resource management (CBNRM) principles for local governments. The idealized emphasis on ‘local’ collaborative approaches is known to neglect human geographic contexts and issues of capacity, power, and human drivers of change at larger scales. However, critiques lack empirical evidence of policy implementation decisions. How do local government and community actors choose to use decentralized environmental governance policies in relation to a threatened cultural and natural landscape across their jurisdictions? This question is explored in an ethnographic case of a high Andean wetland region in southern Ecuador by focusing on the context and micro-politics of two seemingly contradictory local government decisions: proposals to nationalize a local community protected area and to work with other local governments to construct a road across the wetlands that could threaten protected area status. When different sectors are devolved to different local actors without strong sub-state institutions for conflict management, decentralization may create incentives for conflict rather than conservation. Governance design depends on understanding how and why diverse local actors engage in boundary-spanning regional strategies, calling for additional contributions from political geographers.  相似文献

Collaborative governance processes seek to engage diverse policy actors in the development and implementation of consensus-oriented policy and management actions. Whether this is achieved, however, largely depends on the degree to which actors with different beliefs coordinate their actions to achieve common policy goals—a behavior known as cross-coalition coordination. Drawing on the Advocacy Coalition Framework and collaborative governance literatures, this study analyzes cross-coalition coordination in three collaborative environmental governance processes that seek to manage water in the Colorado River Basin. Through comparative analysis, it highlights the complex relationship among the institutional design of a collaborative governance process, how and why actors choose to engage in cross-coalition coordination, and the consequent policy outputs they produce. The findings advance policy scholars’ nascent understanding of cross-coalition coordination and its potential to affect policymaking dynamics.  相似文献

Climate change is unusual compared with most environmental issues in the extent to which it has become accepted among orthodox policy institutions and public-and private-sector organizations. The authors explore the conditions that have led to the establishment of an epistemic community that brings together a broad array of actors, including the various NGOs, and the operational dimensions that define the participation of NGOs within the community. An epistemic community does not imply conformity of opinion or approach but allows for differentiation in terms of how its members construct the problem, and their objectives, core beliefs and favoured responses to climate change. Three broad styles of engagement through which NGOs contribute to this debate are identified: developing creative policy solutions, knowledge construction, and lobbying or campaigning. It should be noted that the authors refer primarily to development or environmental NGOs (ENGOs), though they do discuss business NGOs at a few points.  相似文献

Land-use policies have long been recognized as important driving forces of urbanization, but little research has been conducted on the interrelationship of actors, policy decision processes and changes in the built environment. In this paper, we use the advocacy coalition framework to analyse policy decisions that affected the development of the built environment in three Swiss municipalities between 1970 and 2007. We found that all three municipalities experienced the same major policy changes, namely a new definition of the role of urban management (1970s); the adoption of an environment- and problem-oriented approach in land-use planning (1980s) as well as an increased emphasis on public participation and intra-municipal coordination (1990s). Although national laws and actors have shaped the crucial driving forces of urban change, local actors, their coalitions and the local distribution of resources crucially determined these decisions in the study period. Our findings suggest that a stronger focus on local actors, their coalitions and resources could greatly improve our understanding of spatial development processes in Switzerland. For instance, as land ownership turned out to be a crucial resource, Swiss municipalities could benefit from engaging more actively in the land market.  相似文献

Growing bodies of research in the social sciences point to politicians, bureaucratic officials, interest groups, and other actors who serve as policy entrepreneurs. In this paper, we argue that private citizens can also serve a primary role as policy entrepreneurs. To analyze this phenomenon, we investigate the behavior of private citizens and their role in changing state policies surrounding insurance mandates for autism coverage. Using a thematic analysis of focus groups and interviews conducted with individuals active in the push for autism policy change, we demonstrate that private citizens meet all of the requirements identified for policy entrepreneurs in the existing literature. We then investigate when, why, and how these private citizens step forward into the policy process as entrepreneurs. We show that entrepreneurship occurs when private citizens have needed resources, a sense of duty to fix a policy status quo they see as unjust, and a stake in policy change. We conclude by discussing the importance of our findings to the study of public policy and their generalizability beyond autism policy.  相似文献
