Constructing the ‘Neighborhood Sphere’: Gender and Community organizing [1]

This article examines organizing styles and issues in neighborhood activism to illustrate how activists seek to constitute a neighborhood community. It identifies the ways in which community organizing is gendered in both style and content, often separating 'women's' and 'men's' issues along an artificial public-private divide. This research illustrates, however, how neighborhood activists can use and challenge gendered forms of activism to integrate both public and private into an ideal of a neighborhood community. Using a case study of the Thomas-Dale Block Clubs in St Paul, Minnesota, the article examines how residents use gender-essentializing discourses of safety and parenting to insert household and family issues into a broader community arena. Further, it identifies how these discourses overlay cultural tensions in a diverse neighborhood. The activism in the block club organization studied here reflects a wide variety of community organizing strategies and concerns, focusing on defining and creating a neighborhood public sphere, to which, as the organization argued, every resident ought to be responsible and accountable.     

Consumer Practices and the Visibility of Identity in Antebellum St. Louis: A 1,200-Vessel Archaeological Sample from an Irish and German Neighborhood, 1845–65

This study examines a large sample of ceramic and glass artifacts from ten privy-vault features in downtown St. Louis, Missouri, dating circa 1845–65. The features were associated with a neighborhood populated primarily by recently-arrived Irish and German immigrants. Minimum vessel counts from the samples are employed to establish the basic consumer patterning of a number of products, ranging from ceramic tablewares to bottled foods. Also examined is the frequency and character of more “folk” associated artifacts, such as regionally made crockery and smoking pipes. The visibility of cultural identity is considered in the context of large samples of domestic debris, retrieved from rarified social settings but also dominated by mass produced and mass marketed goods.     

Who are the People in my Neighborhood?: The “Contextual Fallacy” of Measuring Individual Context with Census Geographies

Scholars frequently use counts of populations aggregated into geographic units like census tracts to represent measures of neighborhood context. Decades of research confirm that variation in how individuals are aggregated into geographic units can dramatically alter analyses conducted with these units. While most researchers are aware of the problem, they have lacked the tools to determine its magnitude or its capacity to affect analytical results obtained using these contextual measures. Using confidential access to the complete 2010 U.S. Decennial Census, we can construct—for all persons in the U.S.—individual-specific contexts, which we group according to Census-assigned block, block group, and tract. We compare these individual-specific measures to the published statistics at each scale, and we then determine the degree to which published measures could be affected by how boundaries are drawn using a simple statistic, the standard deviation of individual context (SDIC). For three key measures (percent Black, percent Hispanic, and Entropy—a measure of ethno-racial diversity), we find that block-level Census statistics frequently contain a high degree of uncertainty meaning that they may not capture the actual context of individuals within them. More problematic, we uncover systematic spatial patterns in the uncertainty associated with contextual variables at all three scales.     

What's a School Worth to a Neighborhood? A Spatial Hedonic Analysis of Property Prices in the Context of Accommodation Reviews in Ontario

Due to a change in capital funding formula, many school boards across the Province of Ontario engaged in Accommodation Reviews to rationalize the supply of school capacity. This process led to numerous school closures and raised important policy questions regarding the economic value of a school in terms of its capitalization into property values and, by extension, how the closure of a school might affect local neighborhoods. To explore these questions, this research uses spatial hedonic methods to estimate the implicit value of accessibility to schools in the City of Hamilton, Ontario. Spatial Durbin model results provide evidence of a significant negative correlation between distance to schools and housing prices in the Canadian context. This suggests that accessibility to schools is capitalized into property values and that the closure of a neighborhood school may result in potentially significant losses of economic value in communities.

‘Profits,Savings, Health,Peace, Order’: Prostitution,Urban Planning and Imperial Identity in Halifax,Nova Scotia, 1898–1912

In the early years of the twentieth century, city administrators in Halifax, Nova Scotia articulated a new, modern identity for the former imperial garrison town by identifying the local red light district as both a moral and a spatial problem. Between the twilight of Victoria’s reign and Britain’s entry into the First World War, middle-class toleration of a local sex district as a means of managing the city’s populations of imperial servicemen virtually evaporated. Haligonians were inspired instead by North American urban modernisation initiatives to eradicate this visible and physical space for the world’s oldest profession. This paper examines shifting responses to the imperial sexual and political ideologies underpinning collective toleration of Halifax’s racially mixed sex district, offers a case study of this crucial moment of civic refashioning.
