The advent of the Hawke government may not warrant the title of ‘The Revolution in Australian Politics’, but it has raised questions about organisation and power, and the way in which these are handled in political science. This paper begins by identifying what is considered problematic in the political practices which are seen as distinctive in the Hawke government. It outlines the elements of the paradigm of organisation which underlies much political science, and identifies the way in which these are challenged by ‘corporatist’ or ‘Hawkeish’ forms of political activity. It argues that this paradigm of organisation is under attack on both conceptual and empirical grounds, and outlines an alternative paradigm of organisation and the way in which it applies to government. It concludes with a consideration of the implications of this approach for theorising about the state.  相似文献

ABSTRACT

Since its founding in 2005, the anti-racist organisation Les Indigènes de la République has acquired a certain notoriety in the French public eye as a fresh voice of the anti-racist Left. The Indigènes combined postcolonial and intersectional analysis with more traditional forms of anti-racist activism. This article examines how the Indigènes engaged with LGBTQ minorities as they tried to articulate ‘intersectional’ views of the Republic. While the intersection of gender and race was central to the emergence of the organisation in 2004, the Indigènes have mostly avoided addressing issues relevant to the LGBTQ communities. The one exception to this rule occurred in the wake of the Marriage pour tous protests against the legalisation of same-sex marriage, where the organisation equated ‘homosexual identity’ with colonial oppression. Using interviews and publication material, this article explores the gestation of the Indigènes’ position on the issue of same-sex marriage, with its contradictions between a left-wing discourse that prioritised an idea of social justice through inclusion of all oppressed minorities and the desire to represent a marginalised constituency that was often unsympathetic to LGBTQ issues. Their choice highlights the difficulties of analysing the volatile political reality in contemporary France through abstract notions of social justice.  相似文献

Public authority beyond the state has often been seen as isolated from the state and/or constituting a threat to the state. Recent scholarship, however, has started to conceptualize ‘state’ and ‘non‐state’ forms of public authority as closely connected and interdependent. This article contributes to this theoretical shift by means of a qualitative case study of public authority in Palestinian refugee camps in South Lebanon. Lebanon's Palestinian camps are routinely characterized as ‘states‐within‐the‐state’, undermining the sovereignty of the Lebanese state. Yet, as this article demonstrates, both a generic state idea and the specific Lebanese state system constitute crucial benchmarks for the Popular Committees that govern informal Palestinian settlements. The article therefore conceptualizes the Popular Committees as ‘twilight institutions’ and explores the ‘languages of stateness’ that they adopt both communicatively, vis‐à‐vis Palestinian competitors, and coordinatively, vis‐à‐vis Lebanese counterparts. This reveals that the Popular Committees emulate the Lebanese state institutions they come into contact with, to bolster their own authority. They do this partly to be viable interlocutors for Lebanese state institutions; this suggests that the Popular Committees’ non‐state authority might validate rather than challenge state authority in Lebanon, and that state and non‐state authority can be mutually constitutive.  相似文献

Opposition to mining activities is an increasingly global phenomenon. A key feature of political ecology literature examining this opposition is its focus on the power of multinational corporations to gain access to resources on lands principally claimed by indigenous peoples and peasants in ‘Third World’ countries. These struggles often play out within the context of tensions between neoliberal natural resource policies and interventions by non‐governmental and civil society actors. Meanwhile, political ecology scholars of natural resource conflicts in ‘First World’ countries are documenting conflicts over environmental management that emerge from complex commodification processes and competing forms of capital investment, such as those associated with amenity migration, that privilege different characteristics of landscapes. These perspectives are rarely combined into a single framework, despite the recognition that common dimensions may intermingle in regional contexts around the world. Using the case of conflict over gold mining in the Kaz (Ida) Mountains of western Turkey, this article explores the intersection of state neoliberalism with competing forms of rural capital, which produce a regional mining conflict. Our case highlights the value of ‘locating the First and Third Worlds within’ when it comes to studies of social processes that shape environmental conflicts.  相似文献

This article considers how environmental problematics are produced and interpreted, using case material from West Africa’s humid forest zone. Examing the experiences of several countries over the long term, it is possible to identify a deforestation discourse produced through national and international institutions. This represents forest and social history in particular ways that structure forest conservation but which obscure the experience and knowledge of resource users. Using fine‐grained ethnography to explore how such discourse is experienced and interpreted in a particular locale, the article uncovers problems with ‘discourse’ perspectives which produce analytical dichotomies which confront state and villager, and scientific and ‘local’ knowledges. The authors explore the day‐to‐day encounters between villagers and administrators, and the social and historical experiences which condition these. Instances where the deforestation discourse becomes juxtaposed with villagers’ alternative ideas about landscape history prove relatively few and insignificant, while the powerful material effects of the discourse tend to be interpreted locally within other frames. These findings present departures from the ways relations between citizen sciences and expert institutions have been conceived in recent work on the sociology of science and public policy.  相似文献

At present it is widely assumed that the socio-political organisation of Maori society is made up of four structural levels: the ‘extended family’, the ‘sub-tribe’, the ‘tribe’ and the ‘super-tribe’, each of which, in turn, corresponds with a certain type of Maori leader. It is rarely realised that a consensus about this framework for understanding Maori socio-political organisation did not emerge until the 1930s, approximately 150 years after colonial contact had begun. This raises the question to what extent the standard model of Maori socio-political organisation is based on the same a-historic and objectivist assumptions that were held around the turn of the century when it was developed. The extent to which these assumptions may have influenced the ethnohistorical and ethnographic analysis of Maori society in past and present also requires examination. It is argued that an essentialist model of Maori tribal organisation hampers the understanding of the dynamics of socio-political practices in Maori society.  相似文献

ABSTRACT A pervasive assumption in the critical literature and practice of development has been that capitalism and state-building has undermined relatively autonomous village communities in which there were equalizing institutions of mutual help or gift-giving. These assumptions tend to retain the dualisms of modernization theories by reversing them. The author argues that we should instead challenge these dualisms, and look for complexity and contradictions within both the past and the present. He then draws on a study in Thailand to show how the ‘village’ was a product of state-building, and how in the past the idiom of ‘helping’ constituted relations of domination and extraction as well as more egalitarian relations of mutual help. The use of the language of the gift confers power on the giver; since the 1930s, state officials have appropriated and transformed the language of ‘helping’ to coerce villagers into working on ‘development’ projects. Until the 1970s, villagers described ‘development’ as coerced serf labour, but since then, they have struggled with mixed results to redefine development as their right to participate in the national and global product. The author finishes by arguing that, in the context of the current global crisis of accumulation, we should reclaim rural development as a democratic right, opposing neoliberal attempts to redefine it as a gift which government and development agencies can discontinue at their will.  相似文献

This article explores the role played by late‐Victorian political associations during parliamentary election campaigns. The central hypothesis is that party organisation, known popularly as the ‘caucus’, is best understood as a rhetorical device used by politicians and the press to gain legitimacy in the new context created by an expanded and quasi‐democratic electorate. The hypothesis is tested by examining the 1885 general election campaigns in Nottingham West and Sheffield Central. Both constituencies witnessed a triangular contest whereby an ‘additional’ candidate, standing on a radical platform, entered the campaign and pursued a distinctly ‘anti‐caucus’ agenda that was aimed primarily at the local Liberal Party Association. The manner in which the ‘caucus’ issue was articulated by all sides involved throws new light on the role played by party organisation during this period. While all sides described their association in a way that both defended and asserted its legitimacy, they equally used ‘anti‐caucus’ rhetoric to diminish the credibility of their opponent's organisation, even though they were emulating the deeds they were denouncing. Indeed, it was those within official Liberalism that indulged in the most virulent ‘anti‐caucus’ rhetoric. Thus, it is suggested that, with regard to the attitude of radicals towards official Liberalism, this ‘anti‐caucus’ rhetoric reflected not a real popular resistance against party organisation or ‘party’, but simply intense competition and imitation between rival ‘caucuses’.  相似文献

Masculine reactions to the ‘feminisation of Christianity’ among Protestants have been widely explored; the Catholic case is less well known. This article focuses on Catholic Action, an organisation regarded as specifically appealing to men. Through an analysis of the discourses of Catholic Action in Belgium, it examines how important masculine involvement was for Belgian Catholicism and how Catholic Action ‘christened’ masculinity. The article also analyses Catholic femininity. It examines the ways that the ideal Catholic man and woman and their corresponding gendered behaviour and role models were defined in relation to each other and the various forms that these ideals assumed.  相似文献

Despite long-standing calls to rethink the state ‘as a social relation’, reified understandings that view the state as a differentiated institutional realm separate from civil society are notably persistent in academic and political debate. By contrast, this paper focuses on the myriad ways in which everyday life is permeated by the social relations of stateness, and vice versa. The paper reviews the conceptual difficulties in defining ‘the state’ and suggests that these can be addressed in part through a focus on the mundane practices that give rise to ‘state effects’. It considers how the concept of prosaics, based on the work of Mikhail Bakhtin, might provide a fruitful approach for studying such practices, their geographies and the geographies of state effects. A case study of the governance of anti-social behaviour in the UK is used to show the potential application of this approach in empirical research. The paper concludes with some reflections on possible future avenues of research.  相似文献

Most recent treatments of Melanesian post‐contact change have presumed that objectifications of ‘culture’ and ‘tradition’ have intensified and proliferated in response to the forces of colonialism and the penetration of the nation‐state. Harrison (2000) has recently argued, however, that in pre‐colonial times too Melanesians characteristically objectified their cultural practices and identities as ‘possessions’ that could be readily exchanged or transacted. Supposedly, the key difference between the two eras has accorded with different formulations of ‘property’: ‘private property’ and the logic of ‘possessive individualism’ in the post‐contact era; and ‘trading and gift‐exchange systems’ or ‘prestige economies’ in pre‐contact times. In this article I examine Harrison's portrayal of Melanesian cultural practices as ‘possessions’ and the notions of ‘property’ that he sees as key to the cultural objectification in both pre‐ and post‐colonial settings with reference to ethnographic and historical information regarding the North Mekeo peoples of Papua New Guinea. I argue from the perspective of the New Melanesian Ethnography that Harrison's view of pre‐contact prestige economies and trade and gift exchange systems retains several misleading a priori assumptions about ‘commodity exchange’ and, illustrating the potential of the New Melanesian Ethnography for historical applications, that he overemphasizes the extent to which post‐contact changes in cultural objectification have involved individualised and commodified forms of property. Consequently, in the case of North Mekeo, both the continuities and the changes between pre‐ and post‐contact cultural objectifications may have proceeded differently from the ways Harrison has outlined for Melanesia generally.  相似文献

This essay analyses the influence of Charles Baudelaire's and Théophile Gautier's fetishist poetics on the early works of Algernon Charles Swinburne. If the crucial role played by the Victorian poet as a cultural ‘passeur’ between France and England has often been highlighted in recent criticism, his aesthetic delight in certain forms of sexual deviance such as podophilia has rarely been explored in relation to the verse of his French mentors. Swinburne, Gautier, and Baudelaire may have indeed shared this erotic fascination with feet: this is a fascination that was partly grounded in these poets' common interest in antique literary models, in particular in Sappho's poetry. Rather than extolling the Hellenic ‘sweetness and light’ which some of his contemporaries set so high, Swinburne indulged in dangerously eroticised Dionysian aesthetics which were perceived as both ‘too Hellenic’ and ‘too French’. I argue that the fetishism of the poetic foot may be read as one of the keys to the Victorian poet's subversive shift away from the serenity often associated with Victorian neoclassicism in favour of a Dionysian energy that anticipates Friedrich Nietzsche's works.  相似文献

This paper addresses Kyrgyz ‘time-telling’, exploring how Kyrgyz herders and villagers ‘tell’ of their experience of time through genealogies, family stories and epic poetry. The author takes a phenomenological approach, drawing on different forms of narrative; interweaving history, myth and story; revealing the life within the past, as genres mesh (and not always seamlessly). She argues that the lived experience of ‘time-telling’ works through narrative, memory, sound, performance, and poetics, providing a matrix through which the past is continuously brought to life for performers and audience alike. The paper is in three parts. The first sets the scene, exploring three interwoven, kin-related Kyrgyz genres – family trees, genealogies, and epic poetry. The second looks at diverse manifestations of the Kyrgyz epic Manas, and its interpenetration with social life. The third reveals how different forms of performing and remembering the epic bring the past to life through the act of performance.  相似文献

Blockchain technologies are increasingly live-tested in experiments aimed at improving governance in a growing range of activities. A key question often lost amongst these efforts is whether such projects redistribute wealth and power, and, if so, in which ways. Examining the case of blockchain-based land governance, this contribution explores the tensions between ambitious visions and their actual scales of implementation around the redistributional promises of distributed ledger technologies. Bringing together the concepts of ‘imaginaries’ and ‘infrastructures’, we analyse land governance blockchainization emerging in the Global South and the metaverse. Identifying a contrast between imaginaries ‘scaling up’ redistributive promises yet tending to materialize in ‘scaled-down’ forms, we argue for more sustained attention to pluriversal perspectives that foreground local concerns and diverse voices.  相似文献

Emergency is now a taken-for-granted part of how 21st century life is governed, being applied by states, corporations and non-governmental organisations to a wide range of events. Despite its ubiquity, there are few reflections on emergency itself in distinction from the ‘state of emergency’. In this paper we complement and extend existing work on the legal–political geographies of the ‘state of emergency’, by arguing that distinct versions of emergency are produced in apparatuses of security. We exemplify this approach to the political geographies of security through a case study of the apparatus of organisational forms and techniques through which the UK state responds to a range of events: UK Civil Contingencies. Drawing on documentary analysis, interviews and observation, we show how events are governed in UK Civil Contingencies through a number of distinct versions of emergency that open up a specific field of action: an interval after an event occurs but before that event becomes a disaster. In relation to this interval, UK Civil Contingencies revolves around a ‘state of preparing for emergencies’ and a ‘state of responding in emergency’, whilst the ability to proclaim a ‘state of emergency’ remains in potential. In conclusion we set out the implications of our approach for future work on how events and life are governed.  相似文献

The main thesis of this essay is that being recognized as traditional or indigenous requires the employment of modern means. A form of ‘Bureaucratic Orientalism’ has been devised, constructing and reaffirming ‘the Other’ through the minutiae of administrative procedures and contemporary representational processes. These procedures exist for the twin purposes of establishing the right to act as an indigenous group, and of circumscribing the obligations of the state, and possibly of other institutions of governance. The entire debate is the expression of a dilemma that has no solution but is actually an expression of modernity. The three pillars upon which indigeneity is affirmed are a national (internationally legitimized) legal system, the contemporary world of NGOs, and the institutions of local government. Thus, through the very process of being recognized as ‘indigenous’, these groups enter the realms of modernity. The Philippines provide a case study for these explorations.  相似文献

ABSTRACT. This article considers whether appeals to ‘national values’ in public discourse and political debate might be a form of nationalism. This theoretical question about the applicability of the category of nationalism faces the objections that political values cannot constitute nationality, and that this is even more so the case when the values in question are liberal, as they often are. Against these objections, it is argued that ‘the nationalisation of liberal values’ may, and in some contexts of immigration and Europeanisation probably do, exhibit ‘boundary mechanisms’ that are among the central features of nationalism. This feature of the nationalisation of liberal values carries both normative and explanatory implications, which relate to the concerns of ‘liberal nationalism’.  相似文献

Abstract: The offshoring of business processes from the global North to low‐cost countries of the global South has grown spectacularly in the current decade. Self‐evidently, transnational relocation presents considerable challenges for organised labour since it suggests both a ‘race to the bottom’ in respect of pay, conditions and workers' rights and wholesale redundancies in the developed economies. This paper examines the specific case of the migration of call centres from the UK to India and trade union responses in both geographies. Informed by theoretical developments, insights and evidence from diverse disciplines and literatures, the authors concur particularly with Herod's conviction that union strategies to counter TNCs should not be counterposed between ‘organising globally’ and ‘organising locally’and that ‘organising at both scales simultaneously may best serve their goals’. Following reflection upon the nature of the call centre and consideration of important contradictions in the offshoring process, we present evidence of UK union responses ranging from the nationalistic, even xenophobic, to the internationalsist, and conclude that membership mobilisation on a principled basis has been key to the limited successes unions have achieved. The paper also evaluates developments in India and the emergence of an embryonic organisation UNITES which is attempting to organise its call centre and business process outsourcing (BPO) workforce. We conclude by considering the gap between the potential and the reality of effective internationally co‐ordinated union activity.  相似文献

This article maps ways in which radical left‐wing politics in 1930s and Second World War Sweden were conceived in medico‐biological and eugenic terms that expressed strong dehumanizing sentiments. The article engages Agamben's and Foucault's thinking on ‘biopolitics’ and ‘biopower’, and extensively exemplifies dehumanizing discourse as deployed by leading Social Democratic politicians, leading figures of government within the police and military, as well as by editors of both right‐wing and Social Democratic press. Ways in which individuals labelled ‘Communists’ were spatially managed in terms of extensive surveillance, registration, detainment planning and forms of incarceration are addressed. I further discuss state measures that may be seen as elements of a state of exception, some measures implemented against ‘Communists’, and others against individuals deemed to have undesirable characteristics seen to be hereditary. In employing Agamben's notion of ‘inoperosity’ in a discussion of a state paradigm of social productivity, eugenic measures in the building of the Swedish welfare state are then related to the dehumanizing framing of ‘Communists’. In conclusion, conditions for regaining a place in the body politic are briefly addressed. The article's focus on ways in which the ethnic and racial same was dehumanized within a democracy on political grounds results from a conscious effort to complement studies of dehumanization as related to colonialism, dictatorial regimes as well as identity politics.  相似文献

The Northern Ireland peace process is often celebrated as a model for conflict resolution, yet our understanding of exactly what occurred is still only at a formative stage. Many details, particularly concerning the counter-terrorist operations of the British government, remain buried within official archives, available only up until 1981. Some aspects of that campaign—variously called an ‘intelligence’, ‘secret’ or ‘dirty’ war—may never be uncovered because of a lack of official documentation. Nonetheless, attempts can be made to analyse the use of ‘harder’ forms of state power. Scholars should not be shy to offer reasoned historical judgements on the basis of available evidence. In seeking to understand why the conflict followed the path it did and ultimately came to an end, ‘hard power’ cannot be written out of the story. However, some seem more inclined to a position best characterised by Basil Fawlty's famous mantra: ‘Don't mention the war!’ An exaggerated example of this was provided by Dr Paul Dixon of Kingston University in an article in a previous issue of this journal, which made a number of criticisms of our book, Talking to Terrorists; Making Peace in Northern Ireland and the Basque Country. In this article, we respond to Dixon's criticisms and offer broader reflections on what transpired in Northern Ireland. In some instances, the deployment of ‘hard power’ by the British state exacerbated the conflict and proved counter-productive. Ultimately, however, we conclude that intelligence-led counter-terrorism operations did make a significant contribution to ending the situation. This is not to advocate the use of such methods or to play down the ‘soft power’ successes which are undoubtedly part of the Northern Ireland story; it is simply to acknowledge that such tactics were deployed in the past and form part of a complex historical picture.  相似文献
