The Canadian Government has committed to establishing a national network of Marine Protected Areas. Progress in the Salish Sea (Strait of Georgia) of British Columbia has been slow. Opposition by First Nations is a factor as these protected areas have the potential to impact on Aboriginal rights. This case study with the Hul’qumi’num First Nations examines their approaches to marine conservation and their perspectives on “no‐take zones” as a component of marine conservation. The study used a variety of community engagement procedures including relationship building, hiring of a Hul’qumi’num research assistant, conducting individual interviews, focus groups, and field surveys. Interviews were conducted with 41 participants contacted because of their knowledge and interest in marine resource use. The views reported provide a rich understanding of Hul’qumi’num attitudes, but cannot be generalised to the whole population. There was widespread support for efforts to involve local First Nations communities in the development of management plans for marine resources, and also for recognition of First Nation reliance on marine resources for food, social, and ceremonial needs and for economic development opportunities. The establishment of permanent no‐take zones was met with both opposition and support. The most highly endorsed statement about no‐take zones is one of principle—that they are a violation of Aboriginal rights. However, there was also strong agreement that permanent no‐take zones would help reduce over‐fishing. The National Marine Conservation Area program is in its infancy and it remains to be seen how the “strictly protected” zone of the legislation will be interpreted in relationship to Aboriginal harvesting practices. However it is clear that successful conservation will only occur with Aboriginal consent in many areas and there needs to be greater investment in understanding Aboriginal perspectives on marine conservation.  相似文献

This study examines traditional fisheries-related resource management through a case in which local communities, from a basis of customary, ‘common property’ control over the sea and its resources, handle a multitude of development issues. Presenting first some important issues relating to people's role in fisheries management and to the ‘common property’ debate, the article then describes a traditional system for management of land and sea resources in a Pacific Islands society; that of Marovo Lagoon, Solomon Islands. Emphasis is given to fisheries resources, with a view to explaining in practical terms how a system of customary marine tenure operates under the wider social, political, economic and ecological circumstances of change arising from development pressures. Against this background, assessments are made of the viability of this traditional fisheries management system under present conditions of state control and of both external and internal pressures for large-scale resource development enterprises.  相似文献

This paper reviews the evolution of land use and mangrove forest management in a coastal commune in Central Vietnam from its early period of environmentally sound management under a common property regime, through State and cooperative management, to individual household allocation under the economic reforms of the 1990s. It analyses in particular the introduction of shrimp culture and its environmental and socioeconomic consequences. The case study demonstrates that, while opening up many economic opportunities, Vietnam's economic reforms have had uneven impacts on income inequality. Like many cases in Asia and Latin America, the disruption of common property resources – through the introduction of aquaculture as a livelihood opportunity and producer of an export crop – leaves farmers indebted and natural resources polluted. But, ironically, it was the financially better‐off aquaculture farmers, who had more capacity for risk‐taking and investing, who ended up most indebted, in comparison with poorer farmers who had already sold their ponds. The latter were less integrated into the market economy and relied more on marine product collection. This paper suggests that attention to local contexts and histories can contribute to a better understanding of the causes and consequences of environment‐poverty interfaces.  相似文献

Restrictive immigration policies and the militarization of external border controls by the US and the EU have failed to significantly curb immigration from Latin America and Africa. Rather, they have led to greater reliance on increasingly risky and costly irregular migration and have paradoxically encouraged permanent settlement. A commonly presented ‘smart solution’ to curb immigration is to address the perceived root causes of migration through increasing aid or liberalizing trade with origin countries. Recently, policies to stimulate remittances and to promote temporary and circular migration have also been advocated as enhancing home country development, so that these forms of migration become a medicine against illegal and permanent migration. However, besides the limited scope and credibility of such policies, empirical and theoretical evidence strongly suggests that economic and human development increases people's capabilities and aspirations and therefore tends to coincide with an increase rather than a decrease in emigration, at least in the short to medium term. Under unfavourable conditions, trade, aid and remittances can be complements to, rather than substitutes for, migration also in the longer term. At the same time, demand for both skilled and unskilled migrant labour is likely to persist. Trade, aid, return migration and remittances are no short‐cut ‘solutions’ to migration, and sustained immigration therefore seems likely.  相似文献

Recently, a lot of attention has been paid to improving ways of assessing the effectiveness of development interventions. This is to be welcomed, especially with regard to community‐based or participatory aid projects, since considerable resources are currently being earmarked for these by almost all types of donor agencies, including large international organizations. Such projects are vulnerable to elite capture at local level, and this problem must be mitigated if most of the aid funds thus disbursed are to reach the intended beneficiaries. This article discusses several methods available to achieve that objective. In particular, it argues that the sequential and conditional release of aid funds may not be sufficient to keep elite capture well under control, making it necessary to resort to co‐ordination mechanisms among aid agencies, such as multilateral reputation mechanisms. Even these are not going to be effective enough, however. In the end, an active role will have to be played by the ultimate purveyors of aid money, whether the taxpayers or the contributors in fund‐raising campaigns.  相似文献

In northern Ghana periurban areas are encroaching on rural areas and agricultural land ends up being sold for residential purposes mainly by chiefs and “earth” priests. The changing customary land tenure systems have generated a state of uncertainty and tension as the title and responsibilities of titleholders are subject to the interpretation by those who administer custom. Increasing commodification is taking place that benefits an emerging political‐traditional and economic elite. The centralized systems restrict the benefits of the commoditization process mainly to chiefs and their collaborators, whiles acephalous systems allow more space for objections and struggles by those whose land is expropriated. Neoliberal development policies have shaped the commodification of land and entrenched existing socio‐economic inequalities that marginalize the poor who are unable to seize the opportunities of the emerging urban economy.  相似文献

This article explores the discourse of development in southern Belize, and the appropriateness of post‐development ideas to understand its effects. It investigates a prevailing notion in development texts from the region that population pressure represents an environmental threat, an odd image for a country with so few inhabitants and so many trees. It also examines the consequences of apparent attempts by the government to employ development projects to defuse local contention over plans to privatize Maya land tenure. While post‐developmentalists have opened up fruitful avenues of analysis this study suggests that some of their conclusions are overstated. In particular, it questions the de‐politicizing effect of development discourse, and the notion of grassroots movements searching for alternatives to development, amounting to a ‘rejection of the entire paradigm’.  相似文献

Ebel es‐Saqi, a village in the southern hills of Lebanon, emerged from 22 years of Israeli occupation in May 2000. In the ensuing years, several development projects took place in the region with the aim of reviving local economies through tourism, enhancing attachment to the land through employment and spreading environmental awareness. One of these projects, the Ecological Park Project of Ebel es‐Saqi, is the subject of this paper. Through examining local perceptions and reactions to the Ebel es‐Saqi project, this paper explores how local conceptions of landscape evolve in response to political, economic, and social change. The findings of the study, based on in‐depth semi‐structured interviews, suggest that the village landscape is an enabling medium through which traditional culture is preserved, local identities constructed and rural heritage acknowledged. This paper unfolds a conception of landscape based on the day‐to‐day lifestyles of the village community, inherited traditional agricultural practices, valued rural heritage and shared village identity.  相似文献

This paper documents land tenure and the effects of economic development in Kwara'ae on the island of Malaita. It uses local histories to confirm the essential flexibility of a system of cognatic inheritance, based on social and economic values which contradict the more exclusive unilineal emphasis preferred and promoted by government land and development policy in Solomon Islands. In considering the resulting problem of land disputes, the paper questions the value of reforms which undermine the tradition of communal control of natural resources.  相似文献

This article discusses theories of power and economic articulation in the framework of a community‐based forestry project among the Chiquitano communities of southeastern Bolivia. The analysis focuses on the tensions that characterize indigenous development projects, and the problems that result from competing systems of control and power. Using Norman Whitten's concept of the duality in power, and Carol Smith's elaboration of historical economic analysis, the author examines the connections between historical, political and economic institutions and norms promoting redistribution of resources and goods in Chiquitano culture, and the unique Chiquitano response to the opportunities and challenges of international development. He contends that the distribution of development funds and resources in the form of small gifts and loans by Chiquitano leaders to neighbours and kin follows economic and political models established in Jesuit missions of the seventeenth and eighteenth centuries. The article also argues that patterns of resistance and adaptation in Chiquitano political leadership follow patterns established under rubber and ranching patrons in the nineteenth and twentieth centuries.  相似文献

A large proportion of American Indian reservation lands are owned by non‐Indian entities. A Geographic Information System (GIS) is a powerful tool for visualising land tenure changes, and public participation GIS (PPGIS) is one approach for using spatial technologies to facilitate the identification and reacquisition of reservation lands by tribes. While some tribes have successfully harnessed GIS for land management and for systematically identifying lands for reacquisition, others struggle to implement land management systems such as GIS for these purposes. This paper situates PPGIS in relation to other forms of participatory action research and outlines our use of a PPGIS framework to engage undergraduate geography students in the mapping of land tenure status on ten rural Minnesota Indian reservations as part of a collaborative partnership with the Indian Land Tenure Foundation (ILTF). A PPGIS framework allowed us to collaboratively define research goals in response to tribal community needs and provided structure for student work with partner reservations to develop and implement tailored mapping and analysis techniques. Two sets of findings are significant. First, the assembly of a standardised set of maps for American Indian reservations in Minnesota provides a tremendous visual and analytical resource for ILTF and individual tribes to pursue land reacquisition within reservation boundaries. Second, from a PPGIS perspective, we found that working with a coordinating or ‘bridging’ organisation provided key benefits by enabling education of both the student–faculty partners and the individual tribes. The PPGIS model empowered both partners by allowing tribes to harness a powerful technology to assist in visualising land‐based assets and allowing students to contribute to native land reacquisition efforts through application of their GIS skills. This mapping helps facilitate economic and cultural viability in tribal communities by providing an important visual catalogue of existing land‐based assets, in support of future land acquisition and economic development planning.  相似文献

Lee Benson was one of the first American political historians to suggest a “systematic” revision of traditional political history with its emphasis on narrow economic class analysis, narrative arguments, and over‐reliance on qualitative research methodologies. This essay presents Benson's contributions to the “new political history”—an attempt to apply social‐science methods, concepts, and theories to American political history—as a social, cultural, and political narrative of Cold War‐era American history. Benson belonged to a generation of ex‐Communist American historians and political scientists whose scholarship and intellectual projects flowed—in part—out of Marxist social and political debates, agendas, and paradigmatic frameworks, even as they rejected and revised them. The main focus of the essay is the genesis of Benson's pioneering study of nineteenth‐century New York state political culture, The Concept of Jacksonian Democracy, with its emphasis on intra‐class versus inter‐class conflict, sensitivity to ethnocultural determinants of political and social behavior, and reliance on explicit social‐science theory and methodology. In what follows, I argue that The Concept of Jacksonian Democracy has its roots in Benson's Popular Front Marxist beliefs, and his decade‐long engagement and subsequent disenchantment with American left‐wing politics. Benson's growing alienation from Progressive historical paradigms and traditional Marxist analysis, and his attempts to formulate a neo‐Marxism attentive to unique American class and political realities, are linked to his involvement with 1940s radical factional politics and his disturbing encounter with internal Communist party racial and ideological tensions in the late 1940s at Cornell University in Ithaca, New York.  相似文献

Environmental Impact Assessments (EIAs) are the pre‐project standard for outlining potential environmental and social risks related to large‐scale mining. Incomplete or disingenuous EIAs mask the potential social, environmental and economic impacts of large projects. To examine the possible misrepresentation of project risks, this article analyses a set of EIAs for the proposed Niyamgiri mine and related Lanjigarh refinery and refinery expansion in Orissa, India. In contrast to their promises of development benefits, it is argued that the project assessments fail to acknowledge the substantial social impacts for project‐affected persons as some face displacement, livelihood change, marginalization and a loss of natural resources. The issues raised here are not unique to these cases, but are representative of a flawed system in which environmental clearance is granted for projects with misleading or mis‐assessed EIAs. This article questions the validation of ‘development’ projects via EIAs which do not thoroughly estimate the social risks and costs of projects.  相似文献

Private colonization is the use of companies and cooperatives to survey, demarcate and occupy land, build infrastructure, open roads, plan urban areas, and provide health services and education. Although state-directed colonization projects are strongly implicated in recent environmental and social changes in the Brazilian Amazon, areas settled by private colonization were larger than state-led settlement. The paper considers this poorly examined aspect of the region's recent settlement history by focusing upon a colonization cooperative and private company that settled smallholders from southern Brazil to eastern Mato Grosso State between 1970 and 1980. The analysis emphasizes how private colonization cooperatives successfully secured land title, setting the stage for subsequent commercial agricultural development. This study rejects prevailing interpretations of private colonization as a tool of authoritarian government in Brazil. Rather, private colonization secured land tenure and organized an economically viable production system in a frontier environment of unpredictable state bureaucracies, high transaction costs, risk, and precarious markets.  相似文献

Projects promoting community‐based management of natural resources frequently encourage local smallholders to share flora, fauna, or land forms with state agencies and/or private companies. Ideals of common property and moral economy have inspired this agenda and helped spread it globally. In Southern Africa, however, the general model of shared landscapes has collided with a bitter history of white colonization and land grabbing. This article recounts the rise and fall of one CAMPFIRE (Communal Areas Management Programme for Indigenous Resources) project in eastern Zimbabwe. There, cadastral politics — struggles over the bounding and control of land — overwhelmed negotiations for joint management and eco‐tourism. Across the border, in Mozambique, community‐based resource management has engaged with cadastral politics in a more fruitful fashion. In the midst of latter‐day Afrikaner colonization, this project mapped smallholders’ claims to land. Thus, the Zimbabwean project ignored territorial conflict and ultimately succumbed to it. The Mozambican project jumped into the fray, with some success. On past or current settler frontiers, community‐based management may learn from this lesson: dispense with an ideology of sharing and join the rough‐and‐tumble of cadastral politics.  相似文献

Neoliberal conservation schemes involving nature‐based tourism are implemented throughout the developing world to address rural poverty. Drawing on socio‐economic surveys and in‐depth interviews, this article uses the case of Uibasen Conservancy in Namibia to investigate social responses to neoliberal conservation. We find that people's aspirations for upward economic and social mobility lead them to participate in neoliberal conservation projects in an attempt to combine economic opportunities created by nature‐based tourism with traditional livelihood strategies. In this case, certain aspects of neoliberal conservation are perceived as a source of hope for non‐elites seeking to achieve economic self‐sufficiency and to ascend social hierarchies. We find that intra‐community power struggles dominate discourses of discontent and local‐level conflict which consequently masks the disruptive and anomic forces of the global tourism industry. We additionally provide insight into specific social contexts that may increase the allure of neoliberal conservation and explain why marginalized individuals may embrace some neoliberal logics despite — or, perhaps, because of — their disruptive tendencies.  相似文献

International development is in a period of transition. While the outcome of this is still unclear, this article argues that there are at least four areas in which the project of international development is changing. First, there is a debate, especially within the World Bank, about development strategy and how we think about development, particularly in terms of the balance between states and markets. This is evident in the debate over state failure and the new structural economics. Second, there is increasing evidence of a shift in lending, away from projects of ‘small’ human development, perhaps best encapsulated by the United Nations Millennium Development Goals, towards more transformative ‘big’ development projects such as infrastructure. Third, ‘non‐traditional’ aid donors and new forms of private philanthropy are playing a more significant role in development financing and this, in turn, offers developing countries a new range of choices about what kinds of development assistance they receive. Fourth, aid relations are changing as a result of the renewed agency of developing states, particularly in sub‐Saharan Africa, and shifts towards increased South–South cooperation are growing as evidenced by increased funding from regional development banks and increased trade flows. The article reviews these changes and suggests a series of questions and challenges that arise from them for analysts of international development, developing countries and traditional aid donors.  相似文献

Is there a ‘best practice’ model for the legal recognition of customary tenure? If not, is it possible to identify the circumstances in which a particular model would be most appropriate? This article considers these questions in the light of economic theories of property rights, particularly as illustrated by the World Bank's 2003 land policy report. While these theories have their flaws, the underlying concept of tenure security allows a typological framework for developing legal responses to customary tenure. In particular, this article suggests that the nature and degree of State legal intervention in a customary land system should be determined by reference to the nature and causes of any tenure insecurity. This hypothesis is discussed by reference to a wide variety of legal examples from Africa, Papua New Guinea and the South Pacific. The objective is not to suggest that law determines resource governance outcomes in pluralist normative environments, but to improve the quality of legal interventions in order to assist customary groups to negotiate better forms of tenure security and access to resources.  相似文献
