Over the last decade there has been a proliferation of discourses on Asia-Pacific regional security. An analysis of the predominant discourses of regional security suggests that a new orthodoxy is emerging. This orthodoxy is characterised by attempts to create a 'fusion' between the dominant security and strategic concepts of neo-realism, neoliberalism and an 'Asian way' of security. Yet the way in which the difference of an Asian way of security is constructed in relation to the 'West' remains essentialist. Despite its regional focus, the new orthodoxy does not disturb the sanctity of the principle of sovereign statehood, nor does it unsettle the status quo of political communities within the nationstate. As a result, significant differences between and below the level of states in the region are not recognised.  相似文献

In 2011, the concept of the Indo-Pacific began to appear in India's foreign policy discourse. This article argues that rather than signalling a dramatic shift in India's foreign policy, however, the way in which the Indo-Pacific has been interpreted by the Indian leadership suggests significant continuity as well as change, which is contrary to the goals of the concept's most fervent proponents in India. The article seeks to develop a framework for understanding ideational change and continuity in foreign policy by theorising the interplay between ideas, political and economic flux, and social expectations related to effective and legitimate state-building. It is argued that the Indo-Pacific concept has instigated a new emphasis on regional architecture-building to manage the ongoing regionalisation in the area between the Indian and Pacific Oceans as a result of heightened trade flows and production and investment linkages. Yet, the Indo-Pacific concept, like the new policy ideas on regional engagement that preceded it—the Look East policy and the ‘extended neighbourhood’—has been articulated in ways that are also compatible with long-standing ideas—such as non-alignment—about what constitutes appropriate international behaviour. This reflects the nature of the broader state project that has emerged since 1990, which, while encompassing a new focus on economic growth and competitiveness as being essential to effective state-building, continues to prioritise older ideas about what constitutes effective and legitimate state-building.  相似文献

This paper critically analyses the European Union's regional policy framework and considers its implications for Australia's multi‐level governance system. The analysis is made with reference to the ‘new regionalist’ debates in Europe and North America that have asserted the importance of regional economic development in the context of globalisation. New regionalism's advocacy of ‘economic normalisation’ as a leading regional policy aim is critically evaluated against the EU policy experience. Conclusions about the adequacy of new regionalist claims are drawn for Australian policy debates.  相似文献

For many, shifting economic and social contexts have created the conditions for a radical reappraisal of the orthodox image of the 'sustainable city'. However, in assessing such potentialities, there is insufficient knowledge about the way in which local actors construct, live out and are gripped by this signifier. This article responds to this deficit by exploring how key actors engaged in urban development actually interpret the challenges of the 'sustainable city'. In part, using a Q methodology study in Bristol and Grenoble, we discern and construct three distinctive discourses of the sustainable city, which we name progressive reformism, public localism, and moral stewardship. Our findings challenge previous critiques of sustainable urbanism. We observe no consistent support for mainstream conceptions of sustainable urban development, but neither do we find significant support for entrepreneurial or radical green localist discourses of the sustainable city. Instead, we identify a common indifference to the tenets of ecological modernization (and, by extension, entrepreneurialism), and a shared skepticism of local self-sufficiency. We thus argue that such discourses offer uncertain foundations upon which to construct new visions of the 'sustainable city'. In our view, this is because of the transformation of the 'sustainable city' from a relatively fixed idea into a floating signifier, coupled with the practices of local practitioners as policy bricoleurs. We conclude that efforts to develop new visions of 'sustainable cities' are best served by fostering an agonistic ethos of 'pragmatic adversarialism' amongst strategic leaders and stakeholders, which foregrounds politics and the right to difference.  相似文献

This paper examines a series of emerging utopian discourses that call for the creation of autonomous libertarian enclaves on land ceded by or claimed against existing states. These discourses have emerged in the aftermath of the 2008 financial crisis and can be seen as a response to the crisis on the part of free-market advocates who critique previous waves of neoliberal reform for failing to radically transform the existing structures of the state. Enclave libertarianism seeks to overcome neoliberal capitalism's contradictory relationship to the liberal democratic state by rethinking the state as a “private government service provider” and rethinking citizens as mobile consumers of government services. Citizens are thus called to “vote with their feet” by opting-in to the jurisdiction that best fits their needs and beliefs. The paper argues that these utopian imaginaries are key to understanding specific new manifestations of post-crisis neoliberalism, and calls for more research into the diversity of discourses and imaginaries that circulate through networks of neoliberal actors beyond specific policy initiatives.  相似文献

The paper examines how the localization of multinationals can be linked to the globalization of local business networks, particularly whether domestic linkages with foreign subsidiaries can facilitate the internationalization of local suppliers. Detailed interviews were held with 16 suppliers and 8 foreign investors in both the Scottish oil-gas and electronics industries. The results highlight the importance to suppliers of 'piggy-backing' multinationals into new markets, but show its greater significance in the oil-gas industry. The paper concludes that piggy-backing is dependent on the strength and value of domestic links between suppliers and subsidiaries. Industry-specific factors determine the intensity of these linkages. The implications for such developments are being absorbed by planning and economic development policy-makers at regional and national levels, as supplier and investor development is increasingly being placed within a wider policy framework of cluster development.  相似文献

In this article, I bring an ethnographic lens to untangling the influence of policy discourses on civil society-initiated projects of history education reform in the Balkans. Drawing on data from a multi-sited project conducted amongst historians, teachers, and NGO personnel, I ask: what are the dominant discourses that impact civil society-initiated efforts to promote history education reform, and how are these discourses made authoritative? How does policy act to organize the work of this cluster of actors, and what kinds of responses does it provoke? While educational policy discourses and their impacts are varied, I argue that such discourses can be profitably viewed as technologies of governance deployed in the service of post-national citizenship formation. In analysing behaviours of “complaisance”, how “competencies” emerge as a slippery signifier whose expansive meaning was exploited to multiple ends, and how the demands of post-national citizenship can, and sometimes do, detract from the goal of addressing controversial history, I map the field of possibilities in which my interlocutors found themselves, and highlight how they navigated their positions as mediators of particular, shifting, social worlds.  相似文献

This article contributes to ongoing debates animating geography today about the boundaries between 'economy' and 'culture' and their implication for policy planning. It explores the mutual embeddedness of culture and economy through an ethnographic analysis of the interrelationships between spatial practices, economic strategies and gendered symbols of status in Nepal. The fine-grained ethnographic analysis presented here is intended specifically to challenge 'best practice' approaches accompanying the recent 'discoveries' within economic geography about the significance of culture in determining and promoting regional competitiveness and in presenting alternatives to capitalism. The article draws particularly on the practice theory of Pierre Bourdieu to reveal how local 'economics of practice' in Nepal establish and maintain gendered ideologies that structure material opportunities differentially for men and women. Feminist geography, meanwhile, contributes a spatial dimension to practice theories, important for understanding the relationship between individual consciousness, action, and social change. Throughout, the article reflects on the implications of processes of cultural production considered here for the epistemological frames within which development takes place.  相似文献

During the emergence and implementation of the ALP‐ACTU Accord, commentators havé paid comparatively little attention to its industry‐policy aspect. But the Accord itself rests on important changes in Australian unionism, its new priority in employment policy and ambition to participate in policymaking in general. These changes have now crystallised in a more penetrating analysis of manufacturing decline and demands for industry‐policy reform within the framework of the Accord. The Hawke government, however, has fallen under the influence of an older, institutionalised tradition of Australian economic management that is frustrating the attempt to use industry policy to return to maintainable full employment and assert the labour movement's social priorities. The present conflict over industry policy thus represents a major threat to the Accord.  相似文献

In this article the question of interfacing, innovation policy and regional policy at the European level is addressed. Under which conditions will the new European research policy, relying on networks of centres of excellence, be compatible with 'cohesion' objectives? Since there will be no unique regional development scheme based on science and technology, how can policy-makers take into consideration the variety of local contexts? The analysis focuses on the fact that the concept of regional innovation system can be misleading for describing the territorial context. However, a cognitive approach seems possible, based on the notion of regional competence to innovate. The analyses are illustrated with empirical results concerning the French regions, and especially Alsace.  相似文献

Changes in epistemology in biosciences are generating important spatial effects. The most notable of these is the emergence of a few 'Bioscience Megacentres' for basic and applied bioscience medical and clinical research (molecular, post-genomic, proteomics, etc.), biotechnology research, training in these and related fields, academic entrepreneurship and commercial exploitation by clusters of 'drug discovery' start-up and spin-off companies, along with specialist venture capital and other innovation system support services. Large pharmaceutical firms that used to lead such knowledge generation and exploitation processes are becoming increasingly dependent upon innovative drug solutions produced in such clusters, and megacentres are now the predominant source of such commercial knowledge. 'Big pharma' is seldom at the heart of megacentres such as those the paper will argue are found in about four locations each in the USA and Europe, but remains important for some risk capital ('milestone payments'), marketing, and distribution of drugs discovered. The embedding of these processes also creates major new regional disparities, which some regional governances have recognised, causing them to develop responsibilities for regional science policy and funding to offset spatial biases intrinsic in traditional national (and in the EU, supranational) research funding regimes. Responses follow a variety of models ranging from market-following to both regionalised (decentralising by the centre) and 'regionalist' (ground-up); in each case, the role of megacentres is justified in health terms. But their role in assisting fulfilment of regional economic growth visions is also clearly perceived and pronounced in policy terms.  相似文献

That young people today reside within social worlds of unprecedented ‘risk’ is a persuasive position. While such discourses have become increasingly pervasive, there has been little interest in exploring contemporary shifts within specific socio-geographic contexts: place has been largely invisible. This paper considers Ulrich Beck's ‘risk society’ theses as a framework for exploring the experiences of 85 young residents of a regional Australian centre. These young people's stories revealed complex and often contradictory, tensions in relation to identity, uncertainty and responsibility. Socio-geographic location was found to be a significant feature in the negotiation and repercussion of these young people's lives.  相似文献

This paper explores the interconnected normative and geopolitical-economic tensions between the Washington Consensus and the Chinese state through an analysis of reform discourses and practices at the World Bank. Frequently framed as opposing visions and templates of development, the World Bank and the Chinese state have engaged in a protracted relationship of mutually-informing exchanges of economic expertise, technical assistance, and policy formulation, evolving significantly since China's ‘opening up’ in 1978. I trace these shifting relations through an interpretive strategy inspired by Nancy Fraser's concept of boundary struggles, focusing on how the World Bank has challenged, affirmed, and affected China's institutionalized division between polity and economy. Through a new periodization of the World Bank/China nexus, this paper shows how transformations in geopolitical-economic relations condition the normative construction, representation, and reception of ‘economic models’. It also challenges antipodean conceptions of the ‘free-market’ Washington Consensus and ‘state-capitalist’ China through demonstrating the qualitative character of their state/market articulations.  相似文献

Recent discussions of Australian national identity have focused on official discourses or media representations, or have involved expert readings of popular texts. We know remarkably little about how 'ordinary' Australians (we use this term with considerable reservation) think about their nation. This issue was addressed using focus group methodology with recruitment according to demographic and regional criteria. Groups were asked to identify 'Australian' people, groups, places, activities, events and values. Whilst it was predicted that there would be great variability over the groups, we found remarkable homogeneity. Participants consistently recognised and endorsed traditional, older, past-oriented symbols and images of Australia as predicted in the Australian Studies literature. Progressive, abstract and inclusive concepts of the nation, such as those recently advanced by governmental agencies, were notably absent from discussion. These findings suggest popular concepts of the Australian are robust and have a relative autonomy from the alternative models and discourses proposed by Australia's contending elites.  相似文献

This article examines the idea of the neoliberal city. Using the reform of the Detroit River international border crossing between Canada and the United States as a case study, the article explores the extent to which a small- to medium-sized Canadian municipality is capable of developing policy positions that challenge neoliberalism. The conclusion is mixed. Windsor City Council is not advancing policies that present a fundamental challenge to the economic status quo. It does not, for example, challenge the rationale that a new border crossing will facilitate freer trade. Nevertheless, neither are the municipal council's positions completely in line with arguments that municipal governments have no room to advance positions in opposition to major economic interests. The council is advancing policy positions opposed by major local, regional and international business interests. There is, therefore, some evidence of the possibility of local agency within the geography of neoliberalism.  相似文献

This article explores an example of ‘reformist’ hagiographic production in early eleventh-century Lotharingia by focusing on the Life of St Roding of Beaulieu, a small monastery in the diocese of Verdun. Until recently, this text was interpreted exclusively in terms of the scant information it provides for this institution's early medieval history and in terms of its ideological message regarding monastic discipline and leadership. By integrating the composition of this text into the then-current regional geography and political context, this article proposes a new approach to its interpretation and to the understanding of Beaulieu’s ‘monastic reform’ in general. Close analysis of the narrative reveals that its production was inspired by specific issues relating to local and regional politics in the mid-1010s, and that parts of the institution's recent history were veiled allegorically behind the portrayal of Roding. However, rapid changes in power relationships rendered those aspects of the text outdated within a few years. This raises significant questions regarding the long-term relevance of such hidden stories and the degree to which their ideological, political and other messages remained accessible to medieval audiences.  相似文献

This article considers the current debate about economic rationalism in Australia which has in large part been generated by the work of Michael Pusey. It draws on contemporary political philosophy and argues for a more encompassing approach. It argues, first, the merits of preferring discourses of prudent deliberation over discourses of rationality; second, it criticises Pusey's grounding in the thought of Habermas; third, it considers the relevance of contemporary reassessments of Machiavelli's thought; and fourth, it concludes that wise government requires a public space for lively and prudent deliberation of many policy alternatives for dealing with the endless contingencies of political life.  相似文献

This paper uses a Foucauldian governmentality framework to analyse and interrogate the discourses and strategies adopted by the state and sections of the business community in their attempts to shape and influence emerging agendas of governance in post-devolution Scotland. Much of the work on governmentality has examined the ways in which governments have developed particular techniques, rationales and mechanisms to enable the functioning of governance programmes. This paper expands upon such analyses by also looking at the ways in which particular interests may use similar procedures, discourses and practices to promote their own agendas and develop new forms of resistance, contestation and challenge to emerging policy frameworks. Using the example of business interest mobilization in post-devolution Scotland, it is argued that governments may seek to mobilize defined forms of expertise and knowledge, linking them to wider political debates. This, however, creates new opportunities for interests to shape and contest the discourses and practices of government. The governmentalization of politics can, therefore, be seen as more of a dialectical process of definition and contestation than is often apparent in existing Foucault-inspired writing.  相似文献

This article argues that populationism as a gendered narrative provides a crucial rhetorical architecture for welfare reform debates in the USA during the 1990s. Populationism, which Joni Seager defines as ‘the dogma and the rhetoric of population alarmism and population control,’ subtly legitimized efforts to control and marginalize poor women's bodies in the context of welfare reform. The populationism underlying welfare reform hinges on a deep fear of engulfing social chaos if ‘we’ do not check the fertility of poor women, and particularly women of color. This article historically situates contemporary welfare politics by tracing in some detail how Malthus' original writings on population were constitutively linked to debates about ‘poor relief’ in early nineteenth century England. Exploring the gendered linkages between Malthus and social welfare policy in the 1800s allows us to understand how Malthus continues to haunt discourses about social welfare in the 1990s and beyond, with direct consequences for poor women and particularly poor women of color.  相似文献

The current UK policy concern with children's health has led to primary school practices of sport, exercise and active play aimed, in particular, at constructing children's bodies as ‘healthy’. Qualitative explorations of children's own values and experiences however, reveal that their understandings of sport in school differ considerably from its potential to be healthy, instead emphasising emotional geographies of pleasure and enjoyment. This article aims to develop a better understanding of children's ability to modify and reconstitute discursive corporeal regimes through their own agency, thus highlighting the fluid nature of the primary school as an institution. Adult discourses and children's bodily challenges to these mingle and intersect, creating spaces of competing values and discourses that work to transform and renegotiate the primary school. Although this article focuses particularly on the UK context, the findings will be relevant for any country in which child obesity is of current concern for social and education policy.  相似文献
