This paper aims at disentangling the role played by different explanations on the urban wage premium along the wage distribution. We analyze the wage dynamics of migrants from lower to higher density areas in Italy, using quantile regressions and individual data. The results show that unskilled workers benefit more from a wage premium accruing over time, while skilled workers enjoy a wage premium when they migrate as well as a wage increase over time. Further, we find that for unskilled workers the wage growth over time is mainly due to human capital accumulation in line with the “learning” hypothesis, while for skilled workers the wage growth is mainly explained by the “coordination” hypothesis, i.e., cities enhance the probability of better matches between workers and firms.

Recent studies on urban poverty in Canadian cities suggest a growing spatial concentration of poor populations within metropolitan regions. This article assesses trends in the intra‐urban distribution of the poor population from 1986 to 2006 in eight of Canada's largest cities. We consider five well‐known dimensions of segregation, as identified by Massey and Denton (1988) , in order to examine changes in the spatial distribution of poor populations within metropolitan areas: evenness, exposure, concentration, clustering, and centralization. These indices were calculated for low‐income populations at the census tract level using data from five Canadian censuses. Although each metropolitan area has distinctive characteristics, we were able to identify some general trends. The results suggest that, in 2006 compared to 1986, low‐income populations lived in more spatially concentrated areas, which were, at the same time, socioeconomically more homogeneous and more dispersed throughout the metropolitan area. In addition, we observed that over the last twenty years areas of poverty have been located, for the most part, in neighbourhoods adjacent to downtown cores. Nevertheless, we found that poverty has mostly increased in suburban areas located outside inner‐city neighbourhoods. Growing socioeconomic homogeneity and dispersion of low income areas in metropolitan areas reveal new spatial patterns of urban poverty distribution. These findings should be cause for concern as social isolation in the most disadvantaged neighbourhoods could affect the life chances and opportunities for the residents of those areas.

This article explores the peri‐urban dynamics in developing cities using a theoretical examination of the metropolis as the new urban condition. Although a western conceptualization, the notion of the metropolis, and particularly metropolitan planning, was exported to the developing world to address its urbanization problems. Metropolitan development authorities were established for wider city regions and accorded legislative powers to prepare master plans for the metropolitan areas. However, in most instances, their planning strategies resulted in a conflation of the urban–rural interface into a more complex peri‐urban condition, marked by heterogeneity and fragmentation. The article illustrates this through an empirical investigation in the Indian city of Chennai, where socio‐spatial transformations of two borderland neighbourhoods on its southern periphery are assessed mainly in terms of metropolitan planning decisions over the decades. In outlining their metamorphosis, the study is careful not to perceive such conflicts as simple forms of polarization between the rich and the poor. Rather, it sets the class conflicts against the politico‐economic dynamics yielding newer forms of polarization in the peri‐urban spaces.

High-skilled groups are regarded as a key asset for economic growth and urban development and are thus increasingly targeted by cities. Within this context, the paper analyses the effects of urban decline and intra-national migration trends on cities. The impact of both processes on population development varies considerably between cities and regions and calls for micro- and macro-level policy responses. The contribution focuses on the local impact of the (out-)migration of higher-skilled groups and addresses the research questions: how do local stakeholders and decision-makers evaluate the consequences of the out-migration of highly qualified residents and how are they responding? Our analysis combines the findings of two research projects and draws mainly on qualitative data. The case studies are located in Germany and comprise three medium-sized cities outside of major agglomerations and three large cities within metropolitan areas. The six cities share the common characteristic of urban decline as a result of structural change and have been experiencing population decline. While medium-sized cities lose the highly skilled after they complete schooling, larger old industrial cities lose them after they complete higher education degrees. The paper discusses the implications of intra-national migration for these cities.

ABSTRACT This paper asks whether worker utility levels—composed of wages, rents, and amenities—are being equalized among American cities. Using microdata on U.S. urban workers in 1980 and 2000, little evidence of equalization is found. Comparable workers earn higher real wages in large cities, where amenities are also concentrated. Moreover, population growth between 1980 and 2000 has not been significantly different in low‐ and high‐utility cities, suggesting that other forces are at work shaping the sorting processes that match workers and firms. We outline an alternative view of the drivers of change in the American urban system, and urban development more generally, by applying theory from economic geography.

Over the last few decades, the term urban shrinkage has come to be accepted as a valid concept in international academic circles, and has gradually gained importance, with its causes the subject of well-documented discussion. While previous discussions of urban shrinkage have directed attention to cities shrinking as a whole, recent research started to recognize the case of shrinkage in growing cities and regions. As such, recent discussions of urban shrinkage indicate that patterns of shrinkage vary considerably from city to city, and from sub-region to sub-region, with the importance of local dynamics in responding to changing economic pressures given much consideration. Recent studies have tended to disregard the role of government policies and strategies put in place to facilitate the adaptation of the urban economies to the new conditions. Taking Izmir as an example, being a fast-growing metropolitan region in Turkey, this paper presents evidence of government policies and strategies aimed at enhancing the development of peripheral areas that have led to shrinkage of the metropolitan core. This paper focuses on this experience and discusses its implications.

There are several hypotheses why urban scale affects wages. Most focus on agglomeration economies that increase labor demand, especially for high‐skilled workers (e.g., dynamic externalities stress knowledge transfers, and imply the urban wage gap favors skilled workers). Others stress urban amenities that increase labor supply and decrease wages. Amenities should have a stronger influence on affluent households if they are normal goods. By examining whether urban‐scale affects net returns to education, it can be determined whether skilled workers are influenced more by urban productivity or amenities. Empirical results suggest net returns to education decline with urban scale, implying a key role for urban amenities in affecting skilled workers.

ABSTRACT We estimate a model of urban productivity in which the agglomeration effect of density is enhanced by a metropolitan area's stock of human capital. Estimation accounts for potential biases due to the endogeneity of density and industrial composition effects. Using new information on output per worker for U.S. metropolitan areas along with a measure of density that accounts for the spatial distribution of population, we find that a doubling of density increases productivity by 2–4 percent. Consistent with theories of learning and knowledge spillovers in cities, we demonstrate that the elasticity of average labor productivity with respect to density increases with human capital. Metropolitan areas with a human capital stock one standard deviation below the mean realize no productivity gain, while doubling density in metropolitan areas with a human capital stock one standard deviation above the mean yields productivity benefits that are about twice the average. These patterns are particularly pronounced in industries where the exchange of information and sharing of ideas are important parts of the production process.

This paper documents the changing geography of the Canadian manufacturing sector over a 22‐year period (1976–1997). It does so by looking at the shifts in employment and differences in production worker wages across different levels of the rural/urban hierarchy—central cities, adjacent suburbs, medium and small cities and rural areas. The analysis demonstrates that the most dramatic shifts in manufacturing employment were from the central cities of large metropolitan regions to their suburbs. Paralleling trends in the United States, rural regions of Canada have increased their share of manufacturing employment. Rising rural employment shares were due to declining employment shares of small cities and, to a lesser degree, large urban regions. Increasing rural employment was particularly prominent in Quebec, where employment shifted away from the Montreal region. The changing fortunes of rural and urban areas were not the result of across‐the‐board shifts in manufacturing employment, but were the net outcome of differing locational patterns across industries. In contrast to the situation in the United States, wages in Canada do not consistently decline, moving down the rural/urban hierarchy from the largest cities to the most rural parts of the country. Only after controlling for the types of manufacturing industries found in rural and urban regions is it apparent that wages decline with the size of place .

Commuting is defined as journeys to work or study that cross the administrative boundaries of minor civil divisions. This poses problems in the statistical analysis of some metropolitan areas, such as Baku, where large suburban territories are administratively under the jurisdiction of the central city government. Time series on commuting exist for trips from rural to urban areas, and help distinguish oblasts and major economic regions of varying levels of rural population mobility. This mobility is highest around large cities that exert a strong pull (Moscow, Leningrad, Kiev, Minsk, Khar'kov, L'vov). Rural population mobility is low in Siberia and Kazakhstan, which have a sparse network of industrial centers and low rural population density, and in Central Asia, where the indigenous population is distinguished by low social mobility. Census data for commuting in 1970 yield a typology of cities in terms of the character of commuting. Commuting distances and means of transportation are analyzed for different city size classes.

Franklin J. James spent much of his career working to understand and improve our metropolitan communities. His interests were varied, ranging from impacts of fiscal and economic distress on urban areas to understanding socioeconomic forces reviving our central cities. During the last several years, Professor James had turned his attention to examining the positive economic impacts immigrants and ethnic communities have for reinvigorating our central cities-and beginning to investigate how non-native American's will impact America's suburbs in metropolitan settings
This preliminary exploration examines destination choices of immigrants, the characteristics of immigrant labor markets, and the determinants of immigrant earnings. The article begins to explore indirect evidence on the economic efficiency with which immigrants and native workers distribute themselves within and among labor markets as well as the assimilation process facing new immigrants. Evidence is presented to explain how the earnings of recent immigrants are affected by their human capital characteristics, their race, and ethnicity, and other factors. We reject the hypothesis that immigrants participate in a tertiary sector of urban labor markets and conclude that the determinants of immigrant earnings are similar enough to those of U.S. natives that it makes sense to assume that they work in the same primary labor market in which most native White Americans work. We find that urban labor markets for immigrants are surprisingly efficient, thus enabling immigrants to take advantage of economic opportunities. A major exception concerns what appears to be a powerful effect of discrimination on the economic progress of Black immigrants.

Toronto is conventionally considered quite unlike “American cities.” This article does not fundamentally challenge this convention, but does suggest that differences between Toronto and American cities may be overdrawn and that Toronto may have more American elements than is generally recognized. The evidence presented in this study comes from three episodes in Toronto’s postwar planning history: creation of an ambitious postwar master plan in 1943–44, formation of metropolitan government and planning in the mid-1950s, and the design and construction of the iconic suburban neighborhood of Don Mills also in the 1950s. All three show strong American planning connections. The article then offers some reasons why these American planning ideas did not produce an “American city,” and concludes by challenging the view that it is due to Canada having a fundamentally different urban culture.

This paper focuses on the problem of overloading experienced by larger cities. This arises from the continued attractiveness of cities for work by increasing numbers despite environmental degradation and traffic congestion. The paper offers an analysis of ways out of the problem via a general strategy based on what the author calls the creation of alternative centralities in the case of the larger metropolitan areas, and the development of ‘urban networks’ in the case of the least intense urban areas.

Population, household, and housing data of twelve cities in industrialized countries are compared with respect to different rates of growth or decline in the inner and outer parts of the urban area. The study shows that in nearly all metropolitan areas the core declines in terms of population, but less in terms of households, and is stable or grows in terms of dwellings. This phenomenon can be characterized as a process of “spatial substitution” from core to periphery which is fast in terms of population, but slow in terms of dwellings because of the inherent inertia of the physical stock of the city. Following Batten (1985), a logistic substitution model is used to compare the speed and duration of spatial substitution in the urban areas studied. It is found that the process is similar in most urban areas, but that the cities have reached different points along its course. The conclusion is that the residential deconcentration observed in most urban areas in industrial countries is mainly a consequence of overall population growth or decline, decreasing household size, increasing per capita consumption of floor space, and lack of land in the core.

DISTANCE FROM URBAN AGGLOMERATION ECONOMIES AND RURAL POVERTY*
ABSTRACT Despite strong national economic growth and significant poverty reduction during the late 1990s, high poverty persisted in remote rural areas. This study uses a geographical information system county database to examine the nexus between rural U.S. poverty and remoteness. We find that poverty rates increase with greater rural distances from successively larger metropolitan areas (MAs). We explain this outcome as arising from the attenuation of urban agglomeration effects at greater distances and incomplete commuting and migration responses to lower labor demand in rural areas. One implication is that remote areas may particularly experience greater reductions in poverty from place‐based economic development policies.

This paper investigates the post-census growth of metropolitan areas and large cities in the USSR from 1979 to 1985. The Soviet population continues to be increasingly concentrated in large metropolitan areas and large cities, and although suburbanization occurs within metropolitan areas, a striking feature is that all central cities continue to grow and typically contain the vast majority of the metropolitan population. This reflects the fact that individual large cities continue to loom large, despite policies to limit their growth. Although the growth rates of large cities have slowed, so have those of smaller towns, and a merging of growth rates by size class is occurring.
