The history of British defence reviews has been one of repeated disappointment: a cycle in which policy failure is followed by a period of inertia, giving way to an attempt at a new policy framework which is then misimplemented by the defence leadership. Each failed defence review therefore sows the seeds of its successor. With this in mind, in 2010 the new coalition government embarked upon an altogether more ambitious exercise: a strategy review comprising a National Security Strategy and a Strategic Defence and Security Review. This article suggests, nevertheless, not only that the 2010 strategy review looks likely to follow past performance, but also that it is coming unstuck at an unprecedented rate. This is a pity since the 2010 review had much to commend it, not least the adoption of a risk‐based approach to security and defence policy‐making. What is the explanation for this outcome? Is it that the British have, as some have suggested, lost the ability to ‘do strategy’, if ever they had it? The authors offer a more nuanced understanding of the policy process and argue that the coalition government in fact has a very clear and deliberate strategy—that of national economic recovery. Yet the coalition government cannot allow national defence and security to fail. The authors conclude with an assessment of the options open to the defence leadership as they seek to address the failing 2010 strategy review and suggest a variety of indicators which will demonstrate the intent and seriousness of the political, official and military leadership of the Ministry of Defence.  相似文献

The UK faces a pressing defence dilemma. The declaratory goals of defence policy are struggling to match the demands made by operational commitments and the financial and organizational capacities. The article examines how and why this situation has come about. While recognizing that existing calls for higher defence spending, reform of the Ministry of Defence, efficiency gains or a renewal of the so‐called military covenant between the military and society may address discrete elements of the defence dilemma in Britain, it argues that current problems derive from a series of deeper tensions in the nexus of British defence more widely defined. These include a transnationalization of strategic practice, in ways that both shape and constrain the national defence policy process; the institutional politics of defence itself, which encourage different interpretations of interest and priority in the wider strategic context; and finally the changing status of defence in the wider polity, which introduces powerful veto points into the defence policy process itself. It argues that while a series of shocks may have destabilized existing policy, prompted ad hoc organizational adaptation in the armed forces and led to incremental cost saving measures from the government, a ‘dominant crisis narrative’—in the form of a distinctive and generally agreed programme of change—has yet to emerge. The article concludes by looking forward to a future strategic defence review, highlighting the critical path dependencies and veto points which must be addressed if transformative change in British defence is to take place.  相似文献

The Labour government's 1998 Strategic Defence Review (SDR) marked the end of almost twenty years during which Labour had been little more than a bystander in British defence policy-making. The 'foreign policy-led' SDR marked an impressive and authoritative debut, emulated by other national governments. Ten years later, however, the SDR is a fading memory. British defence is out of balance and facing immense stress, and calls are mounting for a new strategic defence review. This article examines the difficult choices which a defence review would have to make. But a defence review also requires the governmental machinery with which to analyse and understand defence, and with which those difficult choices can be made. The article argues that this machinery is wearing out. Defence policy, planning and analysis in the United Kingdom have reached a state of organizational, bureaucratic and intellectual decay which may be irrecoverable.  相似文献

One of the first steps taken by the newly elected Conservative–Liberal Democrat coalition government was to initiate a review of the national strategy of the United Kingdom. The review culminated in October 2010 in the publication of a revised National Security Strategy as well as a new Strategic Defence and Security Review. With the benefit of over twelve months of hindsight, this article is concerned with the formulation, the implementation and the longer‐term implications of the 2010 strategy review. The first part of the article assesses the review as a national strategic plan. What were the strategic challenges addressed by the review, what decisions, judgements and misjudgements were made, and what was overlooked? In part two the authors turn to operational matters: how far was the UK's post‐review strategic experience (i.e. in Afghanistan and Libya) consistent with the decisions and promises made in 2010? Part three discusses the review as a public statement of national policy, gauging the impression it has made on the national strategic narrative since 2010: how was the review received, what reputation has it acquired and what was/is the quality of the debate surrounding it? Finally, in part four the article asks what the 2010 review and its aftermath reveal of the formulation and implementation of national strategy in the United Kingdom. Was the 2010 review simply the latest in a long series of attempts by government to find a convincing and durable compromise between security challenges and national resources? Or was the review the beginning of something different altogether? Could UK national strategy henceforth be more of an adaptive, iterative process than a compressed period of analysis and reflection followed by the publication of a policy statement with an inevitably brief shelf‐life?  相似文献

Although denial has been at the centre of Australian strategic thought for decades, it has frequently been used as a broad catch-all term. This article shows, however, that there are two distinct denial traditions in Australian strategic thought: anti-access denial and area denial. Despite the different denial strategies having significantly different implications for defence budgets, procurement and force structure, official strategic guidance and defence scholars themselves have rarely specified which variant they are referring to. This article first maps the conceptual genealogy of anti-access denial and area denial within Australian strategic thought, before showing why acknowledging the specific type of denial is critical for policy and operational considerations. In addition to the two traditional approaches to denial, this article introduces a third approach—‘dissuasion by denial’—which, notwithstanding its growing influence in deterrence research and high relevance to twenty-first-century Asia-Pacific security dynamics, has yet to be introduced into Australian denial debates. The article finally addresses the conditions under which each denial strategy would be the most appropriate for Australia.  相似文献

Drawing primarily on the experience of the UK since 2001, this article examines the increasing prevalence of risk as an organizing concept for western defence and security planning and its implications for civil–military relations and strategy‐making. It argues that there may be tensions between such approaches and the principles of good strategy‐making, which aim to link means and resources to ends in a coherent manner. Not only does risk potentially blur the relationship between means and ends in the strategy‐making process, it also exposes it to contestation, with multiple interpretations of what the risks actually are and the strategic priority (and commitment) which should be attached to them. The article examines these tensions at three levels of risk contestation for British defence: institutions, operations and military–society relations. In the case of the UK, it contends that the logic of risk has not been able to provide the same national motivation and sense of strategic purpose as the logic of threat. In this context, calls for a reinvigoration of traditional strategy‐making or a renewed conception of national interest may be missing a more fundamental dissonance between defence policy, civil–military relations and the wider security context. More widely, the strategic ennui that some western states have been accused of may not simply be a product of somehow falling out of the habit of strategy‐making or an absence of ‘political will’. Instead, it may reflect deeper social and geostrategic trends which constrain and complicate the use of military force and obscure its utility in the public imagination.  相似文献

Histories of the British Empire’s strategic outposts in the Far East have traditionally focused on their traumatic loss to the Japanese adversary during the Second World War. Only in the past decade-and-a-half have historians begun to examine the post-Second World War importance of these outposts to the continued defence and security of Britain’s empire in the Far East. In taking this line of historical enquiry still further, the article examines how Singapore and Hong Kong were used to project British military power, specifically army deployments, across the Far East, and far beyond the imperial frontier, in support of Britain’s involvement in the 1950–53 Korean War and therefore in pursuit of the empire’s foreign and defence policy objectives. It adopts an essentially operational analysis to this end, relying on operational and army ‘ground-level’ sources from the records of the Colonial, Foreign, and War Offices at the British National Archives. It uncovers the hidden workings of the mechanisms of imperial military power projection through strategic outposts, which ranged from training to logistical support to the exercise of command and control, and how these mechanisms and outposts were utilised by the British Far Eastern land forces involved in the Korean War. In so doing, the article sheds much valuable and original light on the historical importance of these strategic outposts to imperial defence.  相似文献

This article analyses the way in which Germany's participation in the international intervention in Afghanistan has shaped and transformed the country's politics of defence and deriving policies. It argues that in the wake of operational challenges posed by the insurgency in northern Afghanistan since 2007, and in particular the increasing rate of German combat fatalities, established post‐Cold War dogmas of German politics are becoming subject to erosion. Developments in the Kunduz region of northern Afghanistan, with the tanker bombing of 4 September 2009 as its apex, have had a catalyst function in this process. In particular, strategic, operational and tactical requirements for counterinsurgency operations have had significant politico‐strategic repercussions for the country's defence and security policy more generally. As a result, in recent years the Bundeswehr has begun to undergo a far‐reaching structural process of military adaptation and innovation. The article explains and analyses this phenomenon of political change and military learning in the context of political paralysis.  相似文献

This article reviews the state of the two security and defence institutions available to west Europeans: NATO and the EU's common European Security and Defence Policy (ESDP). In each case, the authors assess the political maturity and stability of the institution, and then ask what it can contribute in terms of coordinated military capability to west European's strategic readiness. NATO's Prague summit in November 2002 will address the thorny issue of the next tranche of post–Cold War enlargement. But beyond the predictable debate about which candidates to admit, and what should be offered to those unsuccessful in their bid, there will be a far more urgent and important agenda to be discussed at Prague—the military capabilities of the European allies. Given that ESDP is still far from achieving its capability goals, the authors argue that the time is right for European allies to begin thinking in terms of generating a composite, joint strike force which could be configured to be interoperable with US forces and which could salvage something useful from the disheartening lack of progress in developing a European military capability.  相似文献

The relationship between strategic culture and defence policies has not yet been much explored. Australia and New Zealand provide some evidence of the impact of strategic culture on defence policy. Australia has a dominant strategic culture which is strong enough to prompt both the major political parties to adopt realist defence policies, even though Labor has a traditionally ‘idealist’ outlook. Until the 1970s, New Zealand had a similar dominant strategic culture which influenced both major political parties, but it was always less strong than Australia's. In recent years, the Labour Party has rejected that culture, and allowed an alternative strategic culture based on its ideology to influence its defence policies. The result has been that on the last two occasions when Labour has been in government, New Zealand's defence policy has changed dramatically.  相似文献

Political and media attention in the UK is devoted to three interrelated aspects of defence: policy, the management of defence resources and military operations. This article argues that the 1998 Strategic Defence Review placed excessive reliance on anticipated improvements in the management of defence resources to render Labour's defence policies affordable. The field of attempted defence management improvements is surveyed and it is concluded that no final answers were generated on the key issues of the division of tasks among uniformed personnel, civil servants and the private sector, or on whether defence should be run largely on a capability basis or on single service lines. Given the demonstrated similarity between the government's concepts of the UK's role in the world in the Strategic Defence Review (1998) and the Strategic Defence and Security Review (SDSR) (2010), there is a clear danger that the SDSR also relies too much on efficiency savings. By reference to the inherent complications of defence management and to three strands of management thought (complexity management, wicked problems and principal–agent theory), the article argues that some inefficiency will always be present. It suggests that the Clausewitzian concept of friction, accepted as pertinent to the area of military operations, might also be applied to efforts to generate military capability. It concludes that defence reviews should not be based on assumptions about efficiency savings and that students of international security and defence need to pay attention to both the volume of resources going into defence and the mechanisms by which they are managed.  相似文献

British strategy‐making has been subject to a sustained critique in recent years, from parliamentarians, retired members of the armed forces and scholars of strategic studies. This article examines the nature of this critique and the evolving character of strategic practice in Britain. It argues that the criticisms of British strategymaking are often misplaced, for two main reasons. First, many base their critique on a reductionist notion of unitary ‘national interest’ that fails to capture systemic patterns of complexity and contestation in the wider security environment and in Britain. Second, they underestimate or ignore the extent to which the UK strategic community is itself innovating in response to these themes, particularly since the 2010 Strategic Defence and Security Review. This is not to argue that considerable challenges do not remain for strategy‐making in Britain. Most notably, these include: how to translate strategic innovation in departments and elsewhere into a coherent national strategic agenda; how to do this while maintaining institutional coordination and a shared sense of strategic purpose across government (and beyond); how to sustain and consolidate institutional expertise and experience in a rapidly changing civil service and at a time of continuing public austerity; and how to articulate and legitimate security policy decisions among a general public that is both disengaged from elite strategic discourse and sceptical of the efficacy of military force. Even so, the article concludes by arguing that it is possible to see the outline of an emergent and distinctive theory of action in contemporary British strategic practice, characterized by principles of adaptivity, anticipation, self‐organisation and nascent cross‐governmentalism.  相似文献

Preparations for the next UK defence review are under way; a struggle is imminent and the lines of battle are being drawn. There is a grave danger that in the new 'age of austerity' defence planning—and strategy generally—will be driven by tribal conflicts, either between supporters of one or other of the armed services or between contending viewpoints about the nature of conflict. And there will be others who will argue that the defence review should be driven simply by the need to reduce government expenditure, as quickly as possible. These arguments not only reduce the defence debate to a struggle between various incompatible and uncompromising tribal beliefs—'war among the fetishes', perhaps—they also miss the point. This article gauges the extent of the economic challenges which the UK defence establishment will confront over the coming decade. The authors consider how best to approach the problem of undiminished (and even expanding) commitments at a time of decreasing resources. They argue that defence planning should be driven by the notion of value (the ratio of function to cost), which in turn requires both a clear national political vision and a defence establishment which is output- rather than input-oriented. Finally, the authors assert that defence must transform itself to be able to achieve the outputs required in the most efficient and responsive manner.  相似文献

In 2010 the coalition government conducted a major review of defence and security policy. This article explores the review process from a critical perspective by examining and challenging the state‐centrism of prevailing conceptions of current policy reflected in the quest to define and perform a particular ‘national role’ in contrast to a human‐centric framework focused on the UK citizen. It argues that shifting the focus of policy to the individual makes a qualitative difference to how we think about requirements for the UK's armed forces and challenges ingrained assumptions about defence and security in relation to military operations of choice and attendant expensive, expeditionary war‐fighting capabilities. In particular, it confronts the prevailing narrative that UK national security‐as‐global risk management must be met by securing the state against pervasive multidimensional risk through military force, that military power projection capabilities are a vital source of international influence and national prestige and that the exercise of UK military power constitutes a ‘force for good’ for the long‐term human security needs of citizens in both the intervened and intervening state.  相似文献

Much of the recent Australian security studies literature has focused on contemporary challenges to Australia's role in Asia, the evolving trajectory of defence strategy, and the various factors that have shaped the nation's ‘discourse of threats’. While this body of work is important and valuable, there is a distinct lack of scholarship that discusses the types of future security threats likely to confront Australian policy makers in the twenty-first century. Indeed, there is a tendency among scholars to assume that this sort of ‘futures’ work is best left to those outside the academy. I argue, however, that it is an area which is too important to leave to the authors of defence White Papers, think tank reports, and classified strategic assessments. Australia's future security environment in a complex international system has not been subject to the sort of systematic scholarly analysis the topic merits. This article seeks to provide a stepping stone for more substantial work in the area and outlines a conceptual framework that can aid us in understanding the factors likely to impact on Australia's security environment in the early part of the twenty-first century.  相似文献

Whichever party or parties form the next UK government, a Strategic Defence and Security Review (SDSR) is expected to begin soon after the general election in May. The review might be a ‘light touch’ exercise—little more than a reaffirmation of the SDSR produced by the coalition government in 2010. It seems more likely, however, that the review will be a lengthier, more deliberate exercise and one which might even last into 2016. For those most closely engaged in the process the challenge is more complex than that confronted by their predecessors in 2010. The international security context is more confused and contradictory; the UK's financial predicament is still grave; security threats and challenges will emerge that cannot be ignored; the population's appetite for foreign military engagement appears nevertheless to be restricted; and prevailing conditions suggest that the risk‐based approach to national strategy might be proving difficult to sustain. Two key questions should be asked of the review. First, in the light of recent military experiences, what is the purpose of the United Kingdom's armed forces? Second, will SDSR 2015–16 sustain the risk‐based approach to national strategy set out in 2010, and if so how convincingly? Beginning with a review of the background against which SDSR 2015–16 will be prepared, this article examines both enduring and immediate challenges to the national strategic process in the United Kingdom and concludes by arguing for strategic latency as a conceptual device which can complement, if not reinvigorate, the risk‐based approach to national strategy and defence.  相似文献

This article investigates the deepening of the UK's security and defence arrangements with the United Arab Emirates (UAE). In recent years there has been a flurry of diplomatic activity indicating far closer engagement between London and Abu Dhabi. Rather than being an innovative initiative of the Cameron government, the interaction has deeper roots, with this article uncovering the importance of the relatively unknown Defence Cooperation Agreement (DCA) of 1996, signed by the Major government. Furthermore, the UK‐UAE defence relationship is shown to have endured beyond the infamous UK withdrawal from ‘east of Suez’ in 1971. The current engagement is, however, more intense and potentially far‐reaching than it had been in recent decades, with the defence sector being placed at the forefront of UK efforts to bolster the relationship with the oil‐rich Gulf emirate. Using official statements from London and Abu Dhabi, this article suggests that the UK‐UAE relationship has always remained intact, although it lost focus following the end of the Major government until the refocusing on the Gulf by the Cameron government. The article concludes with an assessment of the expectations of the UAE, and the strategic drivers underpinning UK policy.  相似文献

On 11 September 2010, the United States commemorated the ninth anniversary of the 9/11 attacks. In those nine years, British forces have been engaged in military operations of unexpected location, intensity, scale and duration. While the performance of British troops has been repeatedly praised on these operations, there has been growing disquiet among commentators and, indeed, among the military establishment itself about the conduct of these campaigns. Specifically, the issue of British military command has come under increasing scrutiny. This article examines command frictions at the strategic and operational levels and seeks to provide a sociological explanation of these difficulties. It claims that British commanders have failed to identify a coherent strategy over the past decade while in‐theatre operational command has often been characterized by an ad hoc‐ery, incoherence and inconsistency. The article suggests that a ‘laissez faire’ command culture has been evident at strategic and operational levels. While individual mistakes may not be irrelevant, the article explores the way in which this command culture may be a product of institutional pressures within defence and, above all, a product of inter‐service rivalry. However, the laissez faire system of command in the armed forces may also be a reflection of much deeper cultural presumptions and preferences within British professional society itself which has always had a strong tendency towards pragmatism, decentralization and shorttermism. The article concludes by offering some suggestions as to how military command might be reformed in light of its potentially profound cultural origins.  相似文献

This article presents two approaches that have dominated International Relations in their approach to the international politics of health. The statist approach, which is primarily security-focused, seeks to link health initiatives to a foreign or defence policy remit. The globalist approach, in contrast, seeks to advance health not because of its intrinsic security value but because it advances the well-being and rights of individuals. This article charts the evolution of these approaches and demonstrates why both have the potential to shape our understanding of the evolving global health agenda. It examines how the statist and globalist perspectives have helped shape contemporary initiatives in global health governance and suggests that there is evidence of an emerging convergence between the two perspectives. This convergence is particularly clear in the articulation of a number of UN initiatives in this area - especially the One World, One Health Strategic Framework and the Oslo Ministerial Declaration (2007) which inspired the first UN General Assembly resolution on global health and foreign policy in 2009 and the UN Secretary-General's note "Global health and foreign policy: strategic opportunities and challenges". What remains to be seen is whether this convergence will deliver on securing states' interest long enough to promote the interests of the individuals who require global efforts to deliver local health improvements.  相似文献
