Evaluations of the effects of microfinance programmes on women's empowerment generate mixed results. While some are supportive of microfinance's ability to induce a process of economic, social and political empowerment, others are more sceptical and even point to a deterioration of women's overall well‐being. Against this background, development scholars and practitioners have sought to distil some of the ingredients that might increase the likelihood of empowerment or at least reduce adverse effects. This article formally tests the impact of some of the suggested changes in programme features on one particular dimension of empowerment: decision‐making agency. Using household survey data from South India, the author explores the importance of the borrower's gender and the lending technology for intra‐household decision‐making processes. It is shown that direct bank–borrower credit delivery does not challenge the existing decision‐making patterns, regardless of whether men or women receive the credit. These findings change when credit is combined with financial and social group intermediation. Women's group membership seriously shifts overall decision‐making patterns from norm‐guided behaviour and male decision‐making to more joint and female decision‐making. Longer‐term group membership and more intensive training and group meetings strengthen these patterns.  相似文献

There is growing realisation among environmental and social studies researchers that people's decision‐making about water use conforms to their internal norms and beliefs, which are developed in social and cultural contexts. Little research, however, has addressed the possible impacts that ethnic and cultural diversity may have on domestic water use and management. This paper presents the results of a study conducted in Sydney, with specific reference to questionnaire findings. Among respondents from different ethnic and cultural backgrounds, significant differences were observed in terms of perceptions, specific knowledge, attitudes, and self‐reported behaviours in relation to water use and conservation. The disparities identified were not masking socio‐demographic and economic characteristics but were the result of a series of constructs closely tied to ethnicity, including cultural value, environmental experience, language preference, and information access. As a factor explaining variation in the engagement of pro‐conservation behaviour, ethnic status was found to be more useful than some socio‐economic factors. The study highlights the importance of including ethnicity and cultural sensitivity issues in the decision‐making process of environmental management.  相似文献

Recent research suggests that regions can be characterized according to their (more or less) financial literacy. One implication is that there may be regional ecologies of finance nested within national institutions and global markets. This article begins by situating behaviour in time and space, linking behaviour to the interaction between cognition and the environment. This is followed by a substantive account of the geographical scale of the “environment” working from the global to the local and in return from the local to the global. By implication, maps of financial literacy reflect the skills and expertise of resident populations, affecting how they sort amongst the relevant information to make effective decisions (which have a material effect on their long‐term welfare). Explaining how and why this is the case is one goal of the article. It is also acknowledged that representing the relationship between behaviour and the environment is conceptually and empirically challenging. Reference is made to new findings about the ways in which people “sample” the world around them, suggesting that cognition and the environment are intertwined in ways that may reinforce existing urban and regional inequalities. In conclusion, implications are drawn for the design and implementation of pension and retirement saving policies.  相似文献

Dealing with differing and sometimes conflicting criteria for priority‐setting is an essential part of sustainable natural resource management. However, all too often, these ethical and political considerations are neglected within a planning regime based upon apparently ‘objective’ biophysical assessment techniques. Input into associated decision‐making processes is also frequently restricted to a narrow range of ‘stakes’ based upon historical and geographic circumstances. This paper reports on the findings of interviews and discussion groups in the Hunter Valley, New South Wales, which aimed to canvass the diversity of perceptions of distributive and procedural justice in river rehabilitation. A range of biophysical and social criteria for setting priorities in rehabilitation work was identified. Participants also had differing ideas on the composition of decision‐making bodies and on decision‐making processes. The key implications of these findings are that sustainable river management policy needs to openly address differing conceptions of justice and that rehabilitation practice should be holistic, transdisciplinary and concerned with both outcome and process.  相似文献

The first World Forum on Natural Capital (WFNC) was an important moment in the production of “valued” nature. It brought together bankers, CEOs, and business elites to promote financialized environmental accounting as a solution to ecosystem degradation. Anti‐capitalist activists, however, opposed the further intrusion of economic logic to environmental decision‐making and resisted its progression. While WFNC organizers were able to advance the concept of “natural capital” through traditional (print and web 1.0) media, they struggled to control the social media narrative. Digital activists were able to challenge the official narrative on Twitter and compel organizers to address the associated social and environmental justice concerns. As such, social media produced the conditions for both abstracting nature into value‐bearing commodities and, simultaneously, resisting such abstraction. Drawing on theories of counterpublic organization, public spheres of deliberation, and agonistic confrontation, this paper explores the discursive co‐production of nature in a new digitally mediated world.  相似文献

This article considers the role of public arts policy in producing societal definitions for “art” and “artists”. It examines administrative definitions generated and used by the Nordic system of state support for artists and reflected in its administrative categories and structures of decision‐making. Using the concepts of “artistic field” and “artistic classification system” as starting points, the article focuses on the regulated and institutionalized interaction of the state and artistic fields in decision making, and on the administrative categories emerging from this interaction. Through this interaction, professional and administrative definitions of “art” and “artist” are closely intertwined in the four countries discussed. The administrative categories examined show considerable variation between the countries related to differences in the nature of this interaction. The definition power involved in state support for artists is related to the nature of this interaction, as well as to such factors as the legitimating arguments, objectives and criteria for the support.  相似文献

The past thirty years have seen development agencies, non‐governmental organizations and their funders embrace ‘participatory’ development strategies. These strategies require the poor to take part in decision‐making about, and the implementation of, development projects and programmes. Underlying enthusiasm for participation is the recognition that centralized, top‐down systems and methods have not delivered development, and the assumption that the poor are eager and able to ‘participate’. Using ethnographic research on witch beliefs and their impact on social relations in a South African village, this article argues that such assumptions are not always justified. It shows that witch beliefs and related conflicts have long‐term negative consequences for intra‐community relations and examines what this implies for development policy and practice.  相似文献

The role of private market agents in global monetary and financial governance has increased as globalization has proceeded. This shift in both markets and patterns of governance has often been encouraged by states themselves in pursuit of liberalization policies. Much of the literature views these developments in a positive light, yet there are other aspects of these developments that also merit attention. This article supports its central propositions with two cases of emerging global financial governance processes: the Basel II capital adequacy standards for international banking supervision and the International Organization of Securities Commissions‐based transnational regulatory processes underpinning the functioning of cross‐border securities markets. Based on the case findings, the article argues first that private sector self‐regulation and/or public‐private partnership in governance processes can leave public authorities vulnerable to dependence on the information and expertise provided by private agents in a fast‐moving market environment. Policy in the vital domain of financial regulation has been increasingly aligned to private sector preferences to a degree that should raise fears of bureaucratic capture. Second, the article contends that the overall outcome in terms of global financial system efficiency and stability has been mixed, bringing a range of important benefits but also instability and crisis for many societies to a degree that has led to challenges to global governance itself. The case material indicates that the input, output and accountability phases of legitimacy in global monetary and financial governance are highly problematic, and much of the problem relates to the way in which private market agents are integrated into the decision‐making process. Third, the article posits that a better consideration of these three ‘phases’ of legitimacy and their interrelationships is likely to enhance the political underpinnings and legitimacy of global financial and monetary order.  相似文献

This article examines the relationship between the EBRD's project portfolio in the Western Balkan energy sector, and the region's main energy and environment problems. It argues in favour of geographically centred appraisals of the environmental sustainability of multilateral energy investment. Empirical analyses have been placed within the context of this bank's broader policy mandate to support the reconstruction and development of, among other aspects, energy operations in the post‐socialist states of Eastern Europe and Central Asia, while promoting environmental sustainability. The article categorizes the Western Balkans' energy and environment problems into two main groups: the failure to shift away from carbon‐emitting sources of energy, and the inability to introduce efficient technologies in the generation, transmission, distribution and consumption of energy. It investigates the level to which these issues have been represented in the Bank's energy investment activities in the region. The EBRD's ability to fund energy and environment projects has been affected by, among other factors, the decision‐making process within the relevant governments and the Bank itself. These processes are related to the structural legacies of central planning and the organizational cultures embedded within the EBRD at its inception.  相似文献

The current discourse and practice of natural resource management rest on the assumption that participatory decision‐making mechanisms offer efficient and equitable policy solutions. There is increasing recognition, however, that such mechanisms might fail in ensuring effective participation of all stakeholders and, consequently, be prone to (re)producing inequalities and remaining ineffective in environmental protection. Taking this observation as a backdrop, this study addresses the under‐investigated implications of state–society relationships on the operation of participatory processes. By employing a unique combination of data provided by focus groups, in‐depth interviews, and a survey administered to 377 individuals, it analyses the ‘failure’ of participatory decision making within the context of an internationally‐funded environmental conservation project in Sultan Sazl???, Turkey. The article argues that the specific manifestations of state–society relationships and the political economy dynamics at the local level account for this failure. It shows that local materializations of state behaviour, interacting with local inequalities and perceptions of the decision‐making process, impinge on effective participation. In emphasizing that the capability of different groups to participate is shaped by the state in important ways, this article calls for more research on the political economy of state–society relationships and community‐based resource management.  相似文献

Urban food security is a significant development challenge in sub‐Saharan Africa. However, the field is currently under ‐researched and under‐theorized. Urban food insecurity, where it is considered, has been viewed through a development studies lens that views food insecurity as a household‐scale problem. There has been significant focus on food deserts in developed countries as one way of engaging with such insecurity. The food deserts research views food insecurity through a social exclusion and food justice lens. This article introduces the food desert concept to provide a conceptual tool to begin to understand the spatial determinants of urban food insecurity, which are not well captured by the existing framings of food security in the region. Using data from a 2008 household food security survey conducted in Cape Town, the paper highlights gaps in the food deserts approach, most significantly its neglect of non‐market sources of food and of household decision‐making processes. The paper therefore concludes by suggesting a new approach which takes the household's assets, abilities and decision‐making as the starting point and overlays this with the market and non‐market foodscapes accessed by these households.  相似文献

In his thought‐provoking book, Alex Mesoudi argues for an evolutionary, unifying framework for the social sciences, which is based on the principles of Darwinian theory. Mesoudi maintains that cultural change can be illuminated by using the genotype‐phenotype distinction, and that it is sufficiently similar to biological change to warrant a theory of culture‐change based on evolutionary models. He describes examples of cultural microevolution, within‐population changes, and the biologically inspired population genetics models used to study them. He also shows that some aspects of large‐scale (macro‐evolutionary) cultural transformation can be studied by using ecological models and phylogenetic comparative techniques. We argue that although Mesoudi's evolution‐based perspective offers many useful insights, his ambition—the unification of the social sciences within a Darwinian framework through the use of the methods and models he describes—suffers from a major theoretical limitation. His reductive approach leads to overlooking culture as a system with emergent processes and features. Mesoudi therefore does not engage with any of the central past and present theories in sociology and anthropology for which the systems view of culture is central, and he does not analyze the emergent, high‐level properties of human cultural‐social systems. We suggest that a systems perspective, using some analogies and metaphors from developmental biology, can complement the evolutionary approach and is more in tune with a systems view of society. Such an approach, which stresses feedback and self‐sustaining interactions within social networks, and engages with the insights of sociological and anthropological theories, can contribute to the understanding of cultural systems by highlighting the evolution of processes of social cohesion, and by making use of the mathematical approaches of complexity theory.  相似文献

Cleantech has emerged in the last decade as a major new investment sector at the forefront of the green economy. It responds to the need for innovative technologies to combat the impact of global environmental, climate and resource trends. Focusing on the cleantech sector, this article explores the central importance of relationality within the financial domain of the green economy. The central aim of this article is to deepen understandings of the operation of cleantech investment by examining the decision‐making processes of cleantech actors, how these are influenced by (and influence) cleantech investment networks, and the relationships between these factors and the macro‐level drivers and discourses focused on the cleantech sector. A relational economic geography approach is used in conjunction with other frameworks (spanning the cultural, structural and actor‐network dimensions of cleantech investment) to investigate: how cleantech investors define the sector; the macro‐ and micro‐level drivers of cleantech investment; and how cleantech networks form and operate to create and disseminate cleantech discourses and to generate the mutual trust and information sharing needed to secure cleantech investments. In so doing, the article seeks to shed greater light on the micro‐level processes contributing to the creation and growth of cleantech investment markets as an essential catalyst and component of the green economy.  相似文献

This paper explores the everyday life experiences of boys and girls who beg on the streets in Addis Ababa. Based on seven months of child-focused research, it discusses begging as an often overlooked but crucial aspect of social reproduction in which children earn resources in order to contribute towards their household livelihoods. It is argued that child beggars are not passive victims of their circumstances, but are aware of the fact that begging is not a perpetual predicament in their lives. Moreover, the activity of begging is complex and fluid, and is based on the changing nature of the children's experiences, livelihoods and socio-economic conditions. Age, gender, social maturity and availability (or lack) of alternative income-generating strategies are important variables shaping both their spatio-temporal participation in and withdrawal from the activity. The perception of the public towards the children's involvement in begging and the children's own perceptions and reactions to it differ. The findings suggest that, as opposed to most children who construct their engagement as shikella , or simply business, the public has an ambivalent attitude, associating children with aspects of the culture of poverty, and considering them either 'at' risk or 'as' risks. The study concludes that interventions to improve these children's lives need to take more seriously their transient experiences, resources and social skills.  相似文献

All of the communist party‐ruled states of Eastern Europe, from the elder brother of the ‘socialist family’, the Soviet Union, to non‐aligned, sui generis Yugoslavia, are in some degree of economic crisis. Gone are the once loudly trumpeted assurances that the socialist ‘economic formation’ by its very nature — its centrally planned and directed economy, its leadership by a communist party armed with the ‘scientific’ social and economic theory of Marxism‐Leninism and its foundation on the principles of proletarian social justice — excluded the possibility of economic ailments such as sluggish growth rates, inflation, social inequality and unemployment. It is now admitted that precisely these problems currently threaten virtually all communist systems. The principal issue for the political elites in these countries (with the perhaps temporary exception of relatively prosperous East Germany and Czechoslovakia and perennially contrary Romania) is not whether radical reform is necessary, but how to implement the requisite economic, social and quasi‐political reforms without undermining the foundations of ‘socialism’ and of the communist party's domination that they identify with it Yugoslavia is a valuable test case of the general project of reform in communist systems, since it consciously undertook to dismantle the of Stalinist system it had been establishing under Soviet tutelage at the end of World War II in response to Stalin's ostracism of Tito in June 1948. From its inception the Yugoslav reform process was informed by a commitment to return to the sources of Marxian social and economic theory in order to build an authentic socialist system untrammeled by the structures and immoral practices of Stalinist ‘etatism’. Worker self‐management, ‘market socialism’, the decentralisation of political and economic decision‐making, periodic rotation in office, and a number of other formally democratic, participatory socio‐political processes, most of which Gorbachev and his supporters have been discussing under the rubric of perestroika, glasnost’ and demokratizatsiia, have all been tried in one form or another in Yugoslavia during the past four decades.  相似文献

Markets for ecosystem services are being promoted across the developing world, amidst claims that the provision of economic incentives is vital to bring about resource conservation. This article argues that equity and legitimacy are also critical dimensions in the design and implementation of such markets, if social development goals beyond economic gains are to be achieved. The article examines this issue by focusing on two communities involved in a project for carbon sequestration services of forests in the state of Chiapas, Mexico. The perceived legitimacy of the activities and the distribution of economic outcomes and project‐related information are found to be mediated by organizational allegiances and the history of social relations regarding access to property and forest resources. Political affiliation determines the project's legitimacy, while the poorest farmers and women have been excluded from project design and implementation. The authors argue that pitfalls such as these contribute to reinforcing existing power structures, inequities and vulnerabilities, and suggest that this is a product of the nature of emerging markets. Markets for ecosystem services are, in effect, limited in promoting more legitimate forms of decision making and a more equitable distribution of their outcomes.  相似文献

The spatial interaction between rural and urban areas is intense in the Global South. While research into how this interaction influences livelihood opportunities is extensive, longitudinal identification and analysis of rural people's long‐distance mobility is rudimentary. This is problematic given the possible repercussions of a greater flow of people for transport system management (congestion, emissions, investments, social exclusion, etc.). Based on longitudinal survey data from 1990 to 2008/2009, this article addresses this gap by exploring how the long‐distance mobility behaviour of households and individuals has changed over a period of intensified rural–urban interaction in a rural Philippine area. The article furthermore addresses the individuals' mobility desires and restrictions related to long‐distance travel. The results indicate that both accessibility effects and effects related to information and communication technology (ICT), concentration of activities and opportunities towards major cities, age, labour market, and economic situation. Over time, particularly since improved accessibility conditions have enabled much faster travelling, more people have come to travel more frequently (although a suppressed demand is still present and inequalities are considerable) to more distant destinations, major cities in particular, for mainly social motives. A recent countertrend is evident, partly arising from mobile phones replacing physical movement. The increase in private vehicle ownership has so far been slow, so modal choice is still highly sustainable. Overall, the findings support core ideas derived from the new economic geography, but also notes, with earlier studies in transport geography, that travel time is a prime consideration.  相似文献

This essay takes its point of departure from the emergence of the concept of presence in the field of history and theory. The essay suggests that the emergence of presence is related to the events of September 11 and signals a weariness of the postmodern condition and a longing for the real. Advocates of presence, the essay argues, have stressed how the material traces of the past move us in the present, and in doing so have played down the problematic relationship between past experience and historical representation, which was a concern of the linguistic turn. The essay argues that this interest in the trace points to a shift away from the meaning‐making of symbolic practices and toward the moment when the master signifier enables (symbolic) meaning to occur. This indicates that there is a desire for the real at play in the move toward presence. Through an analysis of Eelco Runia's concept of presence, the essay argues that this desire for the real is related to a repression of Darwin's evolutionary framework, which has been considered bad taste in the social sciences and humanities since the end of the Second World War.  相似文献
