In September 2014 the people of Scotland will vote on whether to become an independent nation, with the defence and security of Scotland proving to be one of the more vociferous areas of debate. This article argues that defence and security implications of this referendum are far more fundamental than either the ‘yes’ or ‘no’ campaigns have admitted. It makes four points. First, it suggests that the Scottish government's plans for defence and security in NATO and the EU are at odds with its proposed armed forces and that Scotland may well find itself having to make far greater commitments to defence to assure its allies. Second, it argues that a vote for independence will represent a game‐changing event for the remainder of the United Kingdom's defence and security, which will have significant consequences for the United Kingdom's partners and allies in NATO, the European Union and elsewhere. Third, the article contends that even a vote against independence will have a long‐term impact, in that the ‘West Lothian question’ and Scottish support for nuclear disarmament influence the 2015 Strategic Defence and Security Review. Finally, the article highlights how this issue has revealed weaknesses in the think‐tank and academic communities, particularly in Scotland. The independence vote does, therefore, represent ‘more than a storm in a tea cup’ and thus there needs to be far greater engagement with these issues within the United Kingdom and elsewhere.  相似文献

Recent analysis on the prospects for achieving a world free of nuclear weapons has tended to focus on a set of largely realist strategic security considerations. Such considerations will certainly underpin future decisions to relinquish nuclear weapons, but nuclear disarmament processes are likely to involve a more complex mix of actors, issues and interests. The article examines this complexity through a sociological lens using Britain as a case‐study, where relinquishing a nuclear capability has become a realistic option for a variety of strategic, political and economic reasons. The article examines the core ideational and organizational allies of the UK nuclear weapon ‘actor‐network’ by drawing upon social constructivist accounts of the relationship between identity and interest, and historical sociology of technology analysis of Large Technical Systems and the social construction of technology. It divides the UK actor‐network into three areas: the UK policy elite's collective identity that generates a ‘national interest’ in continued deployment of nuclear weapons; defence–industrial actors that support and operationalize these identities; and international nuclear weapons dynamics that reinforce the network. The article concludes by exploring how the interests and identities that constitute and reproduce the ‘actor‐network’ that makes nuclear armament possible might be transformed to make nuclear disarmament possible. The purpose is not to dismiss or supplant the importance of strategic security‐oriented analysis of the challenges of nuclear disarmament but to augment its understanding by dissecting some of the socio‐political complexities of nuclear disarmament processes.  相似文献

This article explores the policy choices and political stances that lie behind Turkey's growing isolation both from its western allies and its regional neighbours. It details Ankara's approach to a range of current issues in its region—particularly relating to Syria but also Iraq, Libya, Iran, Russia and Israel—and seeks to trace these approaches back to the world‐view of the country's ruling party and its leading figures, most notably President Erdogan and Prime Minister Davutoglu. It also assesses Turkey's reactions to the complex regional circumstances that have confronted Turkey in recent years. It considers the content and impact of some of the rhetoric emanating from Ankara, especially where it is directed towards the West. The article asks whether and why Turkish foreign policy has acquired an anti‐western tone, and also looks at the extent to which its dealings with its neighbours can be explained by sectarian considerations or by pro‐Muslim Brotherhood leanings. It then goes on to speculate about Turkey's future relationship with NATO and to a lesser degree the EU. It considers the prospects for an improvement in Ankara's relationship with its western allies, or whether Turkey–US relations in particular are now likely to be characterized by ‘strategic drift’ and a more transactional and contingent approach to alliance relationships.  相似文献

Only since the end of the Cold War, and particularly since September 2001, have questions of anticipatory action arisen in alliance deliberations concerning the use of force. In initiating their Balkan operations, it should be recalled, the allies did not face direct threats, but intervened toterminate conflicts and human rights abuses and to shape their security environment. It has been difficult for the alliance to get to grips with the new security challenges presented by terrorism and the proliferation of weapons of mass destruction because of its history, its intrinsic character, and the nature of the new security challenges. Its history includes a strictly reactive posture during the Cold War and its interventions from a position of overwhelming superiority in the Balkan conflicts. The new security challenges place under stress the alliance's intrinsic character as a permanent coalition of sovereign independent states committed to collective defence because these challenges may endanger specific allies to differing degrees (in contrast with the overarching Soviet threat during the Cold War) and revealdiff erences in interests, capabilities and strategic cultures among the allies. The allies have not yet resolved questions concerning the legality and legitimacy of the antici patory use of force, nor have they fully explored the implications of concepts such as ‘constructive abstention’ and ‘NATO in support’ with regard to preemptive or preventive operations undertaken by a group of allies.  相似文献

This paper shows that the focus of Australia's ‘declared’ defence policy has oscillated between local and regional defence, whereas its ‘operational’ policy—the views contained in internal planning and guidance documents—has taken a mid‐course, focusing on defending Australia's northern approaches. Australia's two policy domains coincided briefly in the mid‐1980s but have since diverged as we have again begun to emphasise regional defence. This shift could signal the end of ‘defence self‐reliance’. While representing a setback for the Hawke government, such a result is necessary as Australia's ‘operational’ policy is flawed and in need of replacement The danger is that, as in the past, Australian governments and their advisers will continue to adjust their rhetoric rather than their real policies to our changing circumstances.  相似文献

Recent changes to US defence strategy, plans and forces have placed the United States at greater risk of over‐promising and under‐delivering on its global security ambitions. In 2012, the Obama administration released a new defence strategic guidance document to adapt to a shifting security environment and defence budget cuts. The guidance upholds the two long‐standing American goals of global pre‐eminence and global reach, but seeks to apply this military power by using new planning and regional concepts. It revises the Department of Defense's force planning construct, an important tool used to size US military forces, and identifies the Asia–Pacific and the greater Middle East as the two regions where the US military should focus its attention and resources. There are three major risks facing this revised US strategy: emerging security threats, the role of US allies and partners, and domestic constraints in the United States. Included in these risks are the proliferation of advanced military technologies, the US response to the rise of China, the continued prevalence of state instability and failure, the capability and commitment of NATO and other US allies, additional US budget cuts, political polarization in the United States, and interservice competition within the US military. In light of these risks, the United States faces a future in which it will continue to struggle to direct its military power towards its most important geopolitical priorities, such as rebalancing towards the Asia–Pacific, as opposed simply to respond to the many security surprises that are certain to arise. If the past is any guide, American political leaders will respond to the aforementioned risks in the worst way possible: by maintaining the current US defence strategy while slashing the resources to support it.  相似文献

This paper investigates the durability of the economic underpinnings of the ‘new world order’ allegedly conceived in the Gulf war. Four substantive arguments are advanced: that the mechanism for allied burden‐sharing born in the Gulf war is inferior to its antecedents and inherently more political; that the historically acute economic vulnerability of America's allies to higher oil prices no longer exists; that the prospects for stable and low oil prices through the long run have not been enhanced; and that significant political opportunities for stability in the oil market are evaporating.  相似文献

In July 2014, Australia's new Prime Minister, Tony Abbott, and his Japanese counterpart, Shinzō Abe, elevated the status of bilateral ties to a ‘special strategic relationship'. Both sides also agreed on intensifying their defence technology cooperation, including in the submarine space. As well, Prime Minister Abbott called Australia a ‘strong ally’ of Japan. Yet, the prospect of a further strengthening of Australia–Japan defence relations has led to criticism by Australian strategic commentators. In particular, critics argue that closer strategic relations with Japan could damage Australia's ties with a rising China. In a worst-case scenario, Australia might even become ‘entrapped’ in a Sino-Japanese conflict. However, this argues that a closer defence relationship is in Australia's strategic interests in the face of China's increasing challenge to the rules-based order in the region. China's uncompromising position in the South China Sea and its more assertive behaviour have led to a greater congruence of threat and risk assessment between Australia and Japan. Indeed, Australia and Japan are increasingly facing a security dilemma vis-à-vis China, albeit to varying degrees. Therefore, for Australia, promoting Japan's ‘security normalisation’ contributes to regional stability. As well, the article points out that closer strategic ties with Japan do not automatically come at the expense of Sino-Australia relations. China's leverage to ‘punish’ Australia for unwanted strategic behaviour is limited, and concerns about ‘entrapment’ in a Sino-Japanese war are exaggerated. However, the more China exerts coercive diplomacy, the closer Australia–Japan defence relations are likely to become.  相似文献

This year NATO will celebrate its 60th anniversary. So far the world's most powerful military alliance has been a remarkable success story. However, as the first decade of the new century draws to a close there appears to be a widening strategic rift among the allies. ‘Two‐tier NATO’ is by now an established piece of shorthand in international strategic debate to indicate an ‘alliance à la carte’ divided into two or more factions of member states with divergent interests. Evidently, the alliance increasingly struggles to reach consensus on a whole range of strategic issues. So is NATO on a path to disintegration and, ultimately, to failure? This article argues that the organization has developed from a fixed ‘two‐tier’ into a rather fluid ‘multi‐tier’ alliance. On many issues the alliance is in fact divided into several different camps that are pushing in different directions. Thus, allies can be grouped into one of three tiers: a ‘reformist’, a ‘status‐quo’ and a ‘reversal’‐oriented one. While the evolution of such a multi‐tier alliance will not inevitably result in NATO's demise unmanaged, this manifestation of camps will continuously disrupt the organization's strategic agility. The article finds that if NATO is to maintain strategic vitality, it needs to develop new institutional mechanisms and establish a consensus on its strategic posture in the changing international order and to make ‘variable geometry’ work.  相似文献

The article seeks to identify a neglected dimension of the ‘crisis’ and schism of British social democracy in the 1970s from within the ranks of the parliamentary Labour ‘right’ itself. Accounts of the so‐called ‘Labour right’ and its influential revisionist social democratic tradition have emphasized its generic cohesion and uniformity over contextual analysis of its inherent intellectual, ideological and political range and diversity. The article seeks to evaluate differential responses of Labour's ‘right‐wing’ and revisionist tendency as its loosely cohesive framework of Keynesian social democracy imploded in the 1970s, as a means of demonstrating its relative incoherence and fragmentation. The ‘crisis of social democracy’ revealed much more starkly its complex, heterogeneous character, irremediably ‘divided within itself’ over a range of critical political and policy themes and the basis of social democratic political philosophy itself. The article argues that it was its own wider political fragmentation and ideological introspection in the face of the ‘crisis’ of its historic ‘belief system’ which led to the fracture of Labour's ‘dominant coalition’ and the rupture of British social democracy.  相似文献

The Iranian Green Movement emerged after the presidential election in June 2009. The paper tracks down its foundational origins through the concept of ‘fragmented collective action’, that points to the dispersion of a social movement's political energies and the fragmentation of its constitutive groups. It also addresses the significance of informal mobilizing networks and the widespread use of modern virtual space to bring together an intersubjectively constructed collective identity which was shaped by the movement’s interactions with political forces and with its interlocutors. Finally, the paper argues that the collective identity shaped the movement's strategies over the course of its evolution.  相似文献

Faced with an increasingly authoritarian and assertive China, the United States (US) under President Trump administration’s has embarked on a course toward a more openly competitive US–China relationship. However, the debate in Australia has viewed the new era of US-Sino strategic competition mostly negatively. Indeed, arguments have been made for a need to ‘radically’ rethink Australia’s defence policy in order to prepare for a ‘post-US-led’ regional order. For some analysts, Canberra has even no other choice than to adopt a strategy of ‘armed neutrality’ to deal with an emerging China-dominated regional order and a declining US, confused and unwilling to defend its allies. In contrast, this article argues that on balance Trump’s course correction on China is positive for Australia as the US is likely to maintain its robust engagement in the Indo-Pacific. While the president’s inconsistencies partly undermine US declaratory statements in regards to greater competition with China, a bipartisan consensus is likely to continue to shift US policy in this direction. While greater US-Sino competition requires Australia to assume greater responsibilities for regional security, radical changes to its defence policy and security alignment are not needed.  相似文献

This article examines how, in a global strategic context presided by the rise of Asia and the US rebalance towards that region, Europeans are contributing to transatlantic burden‐sharing—whether individually or through the EU/NATO. As Asian powers reach westward and the US shifts its strategic priorities eastward, classical geostrategic delimitations become gradually tenuous. Particularly important are the ‘middle spaces’ of the Indian Ocean, central Asia and the Arctic, in that they constitute the main avenues of communication between the Asia–Pacific and the European neighbourhood. The article seeks to understand how evolving geostrategic dynamics in Europe, the ‘middle spaces’ and the Asia–Pacific relate to each other, and how they might impinge on discussions on transatlantic burden‐sharing. It is argued that the ability of Europeans to contribute to a more equitable transatlantic burden‐sharing revolves around two main tenets. First, by engaging in the ‘middle spaces’, Europe's key powers and institutions are helping to underpin a balance of power in these regions. Second, by stepping up their diplomatic and economic role in the Asia–Pacific, strengthening their security ties to (US) regional allies and maintaining an EU‐wide arms embargo on China, Europeans are broadly complementing US efforts in that key region. There are a number of factors that stand in the way of a meaningful European engagement in the ‘middle spaces’ and the Asia–Pacific, including divergent security priorities among Europeans, the impact of budgetary austerity on European defence capabilities and a tendency to confine foreign policy to the immediate neighbourhood. The article discusses the implications of those obstacles and outlines some ways in which they might be overcome.  相似文献

The Place de la République with its monumental statue is a familiar Parisian landmark, yet smaller towns would also adorn their squares, city halls and law courts with symbolic representations of the Republic, such as in this picture. A female allegory is taken to embody the values of the Republic: liberty, equality and fraternity. Once brandished in the revolutionary struggle against the monarchy, against aristocratic and clerical privileges, these principles have retained their universal appeal. Liberté, égalité, fraternité are the common denominator that French politicians of all hues can agree on, apart from the far‐right Front National which is seen as standing outside this Republican consensus, as its policies would for instance openly deny equal treatment to residents with non‐European backgrounds. EU border policing practices show that the moral and political dilemmata epitomized in French politics have begun to affect the entire continent: How much freedom of movement are Europeans prepared to grant to those who want to partake in our relative wealth and freedom? What are the limits of liberty? How far do our feelings of fraternity extend in times of austerity? In this new Europe, with countries straining under unsustainable debt burdens, and seemingly less willing to share their remaining riches, discursive markers are shifting almost imperceptibly. Claims to freedom and equality may come from unexpected quarters, as Anne Friederike Delouis writes in her article on the French far‐right fringe. Back cover FORTRESS EUROPE Protesting asylum seekers and irregular migrants face police in Spain's North African enclave of Ceuta, August 2010. The protest erupted amid migrants’ uncertainty over the length of time they were kept in the enclave before transfer to mainland Spain, enacted here in the protesters’‘shackling’ of each other in front of the cameras. Ceuta and its sister enclave Melilla have been key outposts in the EU's swiftly evolving border regime since 2005, when sub‐Saharan migrants launched what the media called a ‘massive assault’ on the territories’ perimeter fences. The ensuing crackdowns led to a displacement of routes towards the Canary Islands and an unprecedented naval operation in response. Still, migrants kept coming – across the Greek‐Turkish border in 2010 and to Italy in 2011. As a result, the EU is fast‐tracking a ‘European external border surveillance system’ involving further investments. For the border guards and defence contractors involved, clandestine migration has become big business. The high stakes in controlling migration stoke increasing tensions, however – as seen in Ceuta's 2010 protest and the desperate mass entry attempts across Melilla's high‐tech fence in 2012. As Ruben Andersson argues in this issue, such tensions highlight larger contradictions in the EU's border regime, which conceptualizes migrants as a source of risk to the external border – while feeding on this very risk. An anthropological lens on this ‘game of risk’ reveals how the business of bordering Europe is a fraught enterprise in which border guards, defence contractors, migrants and smugglers are stuck in a feedback loop, generating ever stranger and more distressing sights at the southern frontiers of Europe.  相似文献

While the Soviet Union was a significant donor of international development aid, since the 1990s, a generation of Russians has experienced the subject position of ‘recipient’ in the global political economy. However, following its G8 presidency in 2006, Russia officially signalled its intention to (re‐)emerge as an aid donor. Should the Russian government's efforts to join the global community of donors be understood as a defence mechanism against what Mauss called the ‘wounding’ experience of being treated as a perpetual recipient? International development aid is seen here as a cultural phenomenon whose underlying assumptions are both challenged and affirmed by the arrival of ‘emerging donors’ such as Russia.  相似文献

Whether a ‘Brexit’ would threaten the United Kingdom's national security has become a central theme in the run‐up to the in/out referendum on EU membership. Although national security has been a central facet of both the ‘Remain’ and ‘Leave’ campaigns thus far, there has been little mention of the implications of a Brexit for UK defence industries or defence procurement, let alone formal debate or analysis. The article addresses this gap by analysing the potential implications of a Brexit for defence procurement and industries in the UK and the EU member states. The first section analyses the policy context for a Brexit by exploring existing levels of EU defence procurement integration in the UK's and Europe's defence industries. The second section draws on Jozef Bátora's ‘institutional logics’ framework to identify two pro‐Brexit and two pro‐Remain narratives, each employing differing assumptions on the relative benefits of national sovereignty and closer EU integration The final section analyses the way in which these ‘logics’ or narratives will be deployed by their advocates in the run‐up to the UK's EU referendum. The article concludes that the national security battleground in the 2016 referendum will be fought over competing narratives and arguments, partly because there is a dearth of data and evidence concerning UK and EU defence procurement and industries, which renders this crucial area of national security vulnerable to the politics of spin.  相似文献

After 60 years maintaining Self-Defense Forces rather than a normal military, Japan is moving towards exercising collective self-defence, long restricted by interpretations of its 1945 Peace Constitution. The merits of Prime Minister Abe Shinzo's ‘proactive pacifism’ are intensely debated by those welcoming greater international contributions from Japan and others suspicious of Japanese ‘remilitarisation’. A nation’s defence posture can theoretically be hijacked by aggressive nationalists, shift to pacifist isolationism, or rely on non-military internationalism or multilateral security cooperation. This article assesses competing explanations about the post-war trajectory of Japan’s defence posture by charting variation in military doctrine and capabilities. The analysis finds that Tokyo has made incremental policy adjustments under domestic and international constraints, and is not aggressively remilitarising.  相似文献

Women's movements, understood as variant forms of collective action in pursuit of common goals, have been analysed in both feminist political theory and development studies. This article aims to combine these two discussions to provide a theoretical account of the emergence and character of such movements through the identification of three different forms of collective action, termed ‘independent’, ‘associative’ and ‘directed’. The article considers the relation of such movements to projects of general political import, be these of an authoritarian or democratic character, and returns to the debate over the usefulness or otherwise of conceptualizing women's interests. It concludes with an assessment of the place of women's movements in the contemporary politics of citizenship.  相似文献

Using the concept of ‘constrained agency’ introduced by Neil Coe and David Jordhus‐Lier, this article attempts to evaluate the possibilities and constraints facing labour agency in the Pearl River Delta in China. By reviewing the social, economic and political background of the changing labour market and labour regulations in China, and through an intensive case study of a workers’ strike and its consequences, the author argues that Chinese migrant workers have begun to challenge the state's regulatory regime on labour, which is based on individual rights. However, the introduction of a regulatory framework based on collective rights is being impeded by the party‐state's manipulation of trade unions and the strong influence of global capital on local labour policy.  相似文献

The relationship between strategic culture and defence policies has not yet been much explored. Australia and New Zealand provide some evidence of the impact of strategic culture on defence policy. Australia has a dominant strategic culture which is strong enough to prompt both the major political parties to adopt realist defence policies, even though Labor has a traditionally ‘idealist’ outlook. Until the 1970s, New Zealand had a similar dominant strategic culture which influenced both major political parties, but it was always less strong than Australia's. In recent years, the Labour Party has rejected that culture, and allowed an alternative strategic culture based on its ideology to influence its defence policies. The result has been that on the last two occasions when Labour has been in government, New Zealand's defence policy has changed dramatically.  相似文献
