Global energy policies embracing a transition to unconventional oil and gas development are hallmarks of many developed nations. Among these, the United Kingdom has framed the development of shale gas as one means to transition from high-carbon fossil-fuel consumption to low-carbon alternatives. Yet the introduction of this industry and recent legislation associated with it have not been without controversy. Communities throughout the United Kingdom are engaged in sustained debates concerning climate change, health, the scale of extraction footprints, securitisation, and governance. Places such as Kirby Misperton, the focus of this article, are representative of many villages where questions abound about the role of justice at all stages and scales of governmental decision-making. Using a legal geographic lens, this article examines narratives among local residents who are actively resisting the arrival of unconventional gas. I consider how the relationships between and among energy transition, policy, and justice have been interpreted by communities and argue for inequity and risk to be addressed in more transparent ways. I contend that highlighting counter-narratives remains essential if powerful arguments by governments and others are to be negated. Fundamentally, true justice can only prevail when all stakeholders are considered legitimate and their opinions valid.  相似文献

Analyses and interpretations of the human behavioral significance of frequencies of cut-marked mammal bones have been ongoing for at least 50 years. Many of these studies focus on determining the so-called “butchering pattern.” Few analysts comment on the tremendous range of variation in frequencies and anatomical distributions of cut marks across multiple assemblages of remains of a taxon. Such variation is evident even when faunal remains are associated with technologically, temporally, and environmentally similar cultures. This kind of variation is illustrated with frequencies of cut marked bone specimens comprising major limb joints of two artiodactyl genera from two sites in the northwestern United States. Three hypotheses are tested. The first and second hypotheses (one per genus) predict that the frequencies of cut-marked remains of a taxon from one site will match those frequencies evident on the remains of the same taxon at the other site. Both hypotheses are falsified. The third hypothesis is that remains of the larger taxon at each site will display more cut marks than the remains of the smaller taxon at each site. This hypothesis is statistically falsified at one site but not the other. Refutation of the hypotheses suggests that well-founded interpretations of frequencies of cut-marked remains may require unique kinds of contextual data.  相似文献

Abstract

The following paper presents the results from two surveys of zooarchaeologists involved with commercial work in the United Kingdom. The surveys had a number of aims: they investigated the demographic of commercial zooarchaeologists; their relationship with organisations; the information they produce; how the current recession is affecting their work and what their priorities for help would be. The main survey was carried out during March–April 2009 with a further follow-up survey conducted during August. The surveys indicate that the demographic of zooarchaeologists varies from that of archaeologists in the United Kingdom as a whole. It also shows that the economic recession is affecting commercial zooarchaeologists in a number of ways. The paper also discusses the general structure and nature of the profession.  相似文献

In the United Kingdom (UK) the centenary commemoration of the First World War has been driven by a combination of central government direction (and funding) with a multitude of local and community initiatives, with a particular focus on 4 August 2014; 1 July 2016 (the beginning of the Battle of the Somme) and 11 November 2018. ‘National’ ceremonies on these dates have been and will be supplemented with projects commemorating micro-stories and government-funded opportunities for schoolchildren to visit Great War battlefields, the latter clearly aimed to reinforce a contemporary sense of civic and national obligation and service. This article explores the problematic nature of this approach, together with the issues raised by the multi-national nature of the UK state itself.

With a strategic defence review expected to begin in 2010, this article reflects upon the history of the review in British defence policy and planning. The authors argue that for decades successive defence reviews have followed a process in which policy development moves through four phases: failure, inertia, formulation and misimplementation. This has resulted in a cycle of defence reviews that have proved to be incomplete and unsustainable: a cycle in which each review leaves so much unfinished business that another radical reappraisal of defence policy is soon thought necessary, and a cycle from which a succession of governments have so far proved unable or unwilling to escape. The article suggests that the strategic defence (and security) review promised for the next parliament is in danger of continuing this pattern of policy deficiency. The authors contest that this need not be the case. With a close understanding of the pattern of past reviews it should be possible for the 2010 review finally to break the mould and produce a coherent and above all sustainable defence policy and strategy.  相似文献

This document arose out of discussions between Council for British Archaeology (Committee for Nautical Archaeology) and the Nautical Archaeology Society in the summer of 1987. Officials of the Nutional Maritime Museum were brought into the discussions in the autumn, as was the Institute of Field Archaeologists (Maritime Affairs Group). Between 1938 and 1956, an estimated 1,147 children were sent from the United Kingdom to Australia through child migration initiatives delivered by Catholic organisations. Whilst experiences of child migrants varied, there has been a growing public recognition over the past thirty years of the trauma experienced by many. Although the suffering of child migrants occurred in the context of wider policy failures, this article argues that there was a particular pattern of systemic failures characteristic of these Catholic schemes. After providing an overview of the complex organisational structure through which Catholic child migration operated, the article identifies six systemic failures in this work relating both to organisational processes and the institutional conditions to which child migrants were sent. It goes on to argue that these occurred in a framework of religious legitimation which emphasised the unique role of the church as a mediator of salvation, the need to safeguard children's faith, the child as a member of a corporate body more than as an individual and the relative moral authority of the church over secular institutions. Within this framework, these systemic failures were either unrecognised or seen as tolerable in the context of wider organisational and theological priorities.  相似文献

Britain has been a nuclear-weapon state since the 1950s, mostly in extensive cooperation with the United States in equipment procurement, though (contrary to the aims of anti-nuclear campaigners) full freedom of operational action has been kept. The current force of four nuclear-powered submarines armed with Trident D.5 missiles is not expected to be dependably sustainable beyond the early or middle 2020s in key respects, and lead times mean that initial decisions on whether and if so how to maintain capability thereafter need to be taken by about 2010. The open debate for which the government has called will have to consider international obligations and likely repercussions, strategic and ethical arguments, options for renewal (including at reduced scale), the amount and incidence of costs, and opportunity costs. The government has not yet published enough information to underpin firm conclusions about continuance other than for 'true believers' either pro or con.  相似文献

In this article I examine how foreign nationals in the United Kingdom (UK) envisage the possibility of a forced return to their countries of origin. Drawing on ethnographic data collected in London among foreign national offenders appealing their deportation at the Immigration Tribunal, I show how preparations for an eventual return were seldom made by those appealing deportation, even if the prospect of their forced removal and its implications for the family left behind was constantly on their minds. Appealing deportation can be a long process; living with the risk of being deported strongly impacts on the plans the migrants had devised and hoped for before deportation intruded into their lives. In this sense, and in the course of the deportation process, migrants have to reshape their sense of possible futures to include family separation and possible departures – deportation being only one of these. Generational differences and sustained transnational connections were influential in the reshaping of these possible futures. The data presented shows how for most research participants deportation means ‘leaving the UK’ and not ‘returning home’.  相似文献
