The Obama administration's controversial use of drones in Afghanistan, Pakistan and Yemen has made the subject a hot topic of political and academic discourse. While most of this debate has focused so far on the legal, ethical and prudential use of large armed aerial vehicles, this article seeks to address the potential wider impact of this new technological innovation. The article argues that drones constitute a new and disruptive technology not just in the way that they have been used to enable a new form of counterterrorism. Instead, it argues that drones pose a new form of terrorist threat against the West which is at present under‐analysed, unarticulated and underestimated. Part of the reason for this underestimation is the failure to appreciate the scale and scope of drone use for commercial purposes which is about to unfold. Technological innovation now means that drones will be capable of many jobs currently performed by small planes and helicopters, but more cheaply and easily—in addition to many other new applications. The proliferation of this cheap and easily available technology will make its application for terrorist use easy to achieve and difficult to counter. The ability of drones to penetrate traditional defences and established conceptions of what constitutes a plausible threat is a challenge which so far has gone unheeded. This article considers the moral limits to national security policies. While it may seem self-evident that there are, and ought to be, limits to counterterrorism policies, there is an increasingly widespread public opinion that political leaders can, and must, do everything they can to protect against terrorist acts. Liberal-democratic societies are facing the threat of domestic terrorism, and for a political leader to say that ‘we cannot stop all terrorist acts and, indeed, neither should we’ would sound the death knell for their career. This article seeks to specify the limiting conditions around counterterrorism policy by reference to policymakers’ public justifications offered for counterterrorism policy. This article presents three normative elements that underpin counterterrorism policy to show that there are important reasons to limit counterterrorism policy, and to suggest that these limits ought to be recognised by political leaders and citizens alike in liberal-democratic societies. Having set out three limiting factors on counterterrorism policy, the article then shows that these factors do indeed play a role in UK counterterrorism policy development—that is, in recognising the justificatory apparatus for national security policies, limiting conditions ought to be found that are sensible to, and accepted by, the proponents of such policies.  相似文献

This article argues that there has been an increasing convergence of the discourses of terrorism, radicalization and, more lately, extremism in the UK and that this has caused counterterrorism to lose its focus. This is particularly evident in the counterterrorism emphasis on non‐violent but extremist ideology that is said to be ‘conducive’ to terrorism. Yet, terrorism is ineluctably about violence or the threat of violence; hence, if a non‐violent ideology is in and of itself culpable for terrorism in some way then it ceases to be non‐violent. The article argues that there should be a clearer distinction made between (non‐violent) extremism of thought and extremism of method because it is surely violence and the threat of violence (integral to terrorism) that should be the focus of counterterrorism. The concern is that counterterrorism has gone beyond its remit of countering terrorism and has ventured into the broader realm of tackling ideological threats to the state.  相似文献

Recognizing the critique of sexual essentialism in the Women, Peace and Security (WPS) agenda, this article moves beyond this familiar narrative to address the narrowness of conflict frames that have to date been engaged by the WPS agenda. The events of 11 September 2001 brought new urgency and vibrancy to state action in the realm of counterterrorism. This momentum was illustrated both by the response of national legal systems and by more concerted efforts to achieve multilateral and multilevel counterterrorism cooperation on the international level. Notably, terrorism and counterterrorism have long been of only marginal interest to mainstream feminist legal theorists. Until recently concerted analytical feminist scrutiny has been missing in the assessment of terrorism, radicalism and counterterrorism discourses. This article addresses the lack of attention to terrorism, counterterrorism and countering violent extremism (CVE) initiatives in the WPS mandate and its consequences for mainstreaming gender interests in foundational aspects of peace and security practice. Recent normative augmentations including UNSCR 2242 and the amplified mandate of the Counter‐Terrorism Committee to include gender considerations are assessed. The article argues that these moves to include gender come late, and on the terms set by security‐minded states. The late attention to gender in counterterrorism leaves little capacity to produce an inclusive and reimagined feminist agenda addressing the causes conducive to the production of terrorism and the costs to women of counterterrorism strategies. This pessimistic assessment warns of the pitfalls of exclusion and inclusion in the new security regimes that have been fashioned post 9/11 by states.  相似文献

One of the distinctive elements of President Barack Obama's approach to counterterrorism has been his embrace of Unmanned Aerial Vehicles (UAVs), or drones, to target terrorist operatives abroad. The Obama administration has used drones in active theatres of war, such as Afghanistan, but it has also dramatically increased the number of drone attacks launched by the CIA in other countries, such as Pakistan, Yemen and Somalia. The conventional wisdom on drone warfare holds that these weapons are highly effective in killing terrorist operatives and disabling terrorist organizations, while killing fewer civilians than other means of attack. This article argues that much of the existing debate on drones operates with an attenuated notion of effectiveness that discounts the political and strategic dynamics—such as the corrosion of the perceptions of competence and legitimacy of governments where drone strikes take place, growing anti‐Americanism and fresh recruitment of militant networks—that reveal the costs of drone warfare. Focusing particularly on drone use in Pakistan, Yemen and Somalia, the article suggests that the Obama administration's counterterrorism policy operates at cross‐purposes because it provides a steady flow of arms and financial resources to build up governments whose legitimacy it systematically undermines by conducting unilateral strikes on their territory. It concludes that the US embrace of drone technology is a losing proposition over the long term as it will usher in a new arms race and lay the foundations for an international system that is increasingly violent, destabilized and polarized between those who have drones and those who are victims of them.  相似文献

This article explores the development of community engagement within the UK's strategy to tackle international terrorism linked to and inspired by Al‐Qaeda, commonly known as CONTEST. It focuses mostly on the ‘Prevent’ strand of the strategy which seeks to prevent radicalization towards violence, reduce tacit support for violence, and increase the resilience of communities to tackle radicalization and extremist messages themselves. Community engagement for counterterrorism also relates to certain aspects of the ‘Pursue’ strand of CONTEST, and these are highlighted. The article outlines the case for a community‐based approach to counterterrorism and outlines a number of the key developments in its emergence from 2005 onwards. It analyses the performance of this aspect of the counterterrorism strategy, pointing to a number of shortcomings in relation to the establishment of partnerships, the integration of the approach, capacity shortfalls at the local level, and the wider challenges of a hostile political and media environment. Written as the new UK coalition government announces a review of the ‘Prevent’ strategy, it offers a number of recommendations for the future direction of this area of policy. It calls for an overhaul in working styles, a focus on people rather than projects, and the need to draw a much clearer line between downstream and targeted ‘Prevent’ work and the broader and longer‐term community development work, with the latter encapsulated within the government's Big Society Programme and aimed at all fragile communities, not just Muslims.  相似文献

Ten years after the terrorist attacks on New York and Washington DC on September 11, 2001, the United States remains embroiled in a long‐term struggle with what George W. Bush termed the existential threat of international terrorism. On the campaign trail, his successor as US President, Barack Obama, promised to reboot the ‘war on terror’. He claimed that his new administration would step back from the rhetoric and much of the Bush administration policy, conducting a counterterrorism campaign that would be more morally acceptable, more focused and more effective—smarter, better, nimbler, stronger. This article demonstrates, however, that those expecting wholesale changes to US counterterrorism policy misread Obama's intentions. It argues that Obama always intended to deepen Bush's commitment to counterterrorism while at the same time ending the ‘distraction’ of the Iraq War. Rather than being trapped by Bush's institutionalized construction of a global war on terror, the continuities in counterterrorism can be explained by Obama's shared conception of the imperative of reducing the terrorist threat to the US. The article assesses whether Obama has pursued a more effective counterterrorism policy than his predecessor and explores how his rhetoric has been reconstituted as the actions of his policy have unfolded. By addressing his policies toward Afghanistan and Pakistan, Guantánamo Bay and torture, the uses of unmanned drone attacks and domestic wire‐tapping, this article argues that Obama's ‘war’ against terrorism is not only in keeping with the assumptions and priorities of the last ten years but also that it is just as problematic as that of his predecessor.  相似文献

This article questions the utility of the term ‘radicalization’ as a focus for counter‐terrorism response in the UK. It argues that the lack of clarity as to who the radicalized are has helped to facilitate a ‘Prevent’ strand of counterterrorism strategy that has confusingly oscillated between tackling violent extremism, in particular, to promoting community cohesion and ‘shared values’ more broadly. The article suggests that the focus of counterterrorism strategy should be on countering terrorism and not on the broader remit implied by wider conceptions of radical‐ization. This is not to diminish the importance of contextual or ‘root cause’ factors behind terrorism, but, if it is terrorism that is to be understood and countered, then such factors should be viewed within the terrorism‐counterterrorism discourse and not a radicalization‐counter‐radicalization one. The article goes on to consider the characterization of those presenting a terrorist threat to the UK as being ‘vulnerable’ to violent extremism. While it argues that the notion of vulnerable individuals and communities also lends itself to a wider ‘Prevent’ remit, it cautions that the impetus towards viewing terrorism as the product of vulnerability should not deflect us from what has generally been agreed in terrorism studies—that terrorism involves the perpetration of rational and calculated acts of violence.  相似文献

In 929, King Henry I of Germany (919–36) launched an exceptionally successful offensive against the Slav polities along the length of his eastern frontier. This campaign, which is recorded in contemporary written accounts, has long been known to historians, and its importance in the political history of the German kingdom is undisputed. However, to date, there is no book‐length or article‐length study devoted to Henry's military successes in 929. This article fills that striking lacuna by drawing on the vast body of information provided through excavations, which sheds considerable new light on the scale and sophistication of Henry I's undertaking.  相似文献

The events of September 11 2001 in New York and Washington, and of July 7 2005 in London, have ushered in a new era in protective counterterrorist planning within UK urban areas. With the mode of terrorist attack now encompassing the possibility of no‐warning suicide attacks, and target selection now often being seen as related to crowd density, a variety of public places such as sports stadiums, shopping centres, light rail systems, and nightclubs now have to consider ‘designed‐in’ counterterrorism measures. As such the UK has developed a national counterterrorist strategy (CONTEST) which is constantly revised, and one strand of which focuses on protective security measures. In the context of this ‘Protect’ strand of policy, and the increased targeting of crowded places by international terrorist groups, this article outlines the recent attempts to design‐in counterterrorism features to the urban landscape while paying attention not just to their effectiveness and robustness, but also to their acceptability to the general public and impact upon the everyday experience of the city. The article also addresses how the need to consider counterterrorism has affected the practices of built‐environment professionals such as spatial planners. Reflections upon how this aspect of counterterrorism policy might develop in the future are also offered.  相似文献

Drawing primarily on the experience of the UK since 2001, this article examines the increasing prevalence of risk as an organizing concept for western defence and security planning and its implications for civil–military relations and strategy‐making. It argues that there may be tensions between such approaches and the principles of good strategy‐making, which aim to link means and resources to ends in a coherent manner. Not only does risk potentially blur the relationship between means and ends in the strategy‐making process, it also exposes it to contestation, with multiple interpretations of what the risks actually are and the strategic priority (and commitment) which should be attached to them. The article examines these tensions at three levels of risk contestation for British defence: institutions, operations and military–society relations. In the case of the UK, it contends that the logic of risk has not been able to provide the same national motivation and sense of strategic purpose as the logic of threat. In this context, calls for a reinvigoration of traditional strategy‐making or a renewed conception of national interest may be missing a more fundamental dissonance between defence policy, civil–military relations and the wider security context. More widely, the strategic ennui that some western states have been accused of may not simply be a product of somehow falling out of the habit of strategy‐making or an absence of ‘political will’. Instead, it may reflect deeper social and geostrategic trends which constrain and complicate the use of military force and obscure its utility in the public imagination.  相似文献

Although some politics and international relations discourses continue to maintain that there is a causal link between secularism and political modernity, religious studies, anthropology, and history research over the past decade has been rather merciless in debunking this idea as one of the tropes of Western imperialism. This article considers at how Japanese political thinkers of the eighteenth and nineteenth centuries engaged this trope, and how that engagement contributed to the particular relationship between religion and governance that emerged in the modern Japanese empire (1868–1945). The article argues that developments in the Confucian political thought of the Tokugawa shogunate (1603–1868), particularly in the works of Ogyū Sorai (1666–1728) and Aizawa Seishisai (1792–1863), contributed significantly to the capacity of Japanese thinkers and politicians to creatively engage the role of religion in Western imperialism during the nineteenth and twentieth centuries.  相似文献

The World Bank was an important supporter of science and technology during the period 1968–83. President Robert McNamara’s poverty oriented strategy created challenges that led to technological research, technology assessment and technological innovation in agriculture, forestry, civil works construction, sanitation, and many other fields of development. The Bank also pioneered in financing governmental mechanisms to stimulate industrial innovation. On the other hand, its support to science and technology was limited by lack of an overall policy and systematic support from top management, as well as by cumbersome procedures designed for large infrastructural projects. Even so, its financial independence, its strong leadership, its experienced and non‐political technical staff, and its ability to scale up successful innovations through its project lending, made it an important promoter of appropriate technology in the developing world.  相似文献

This article examines Wang Jingwei's ideas on nation and race before the 1911 Revolution. It has often been agreed by scholars that there was a strong current of anti-Manchuism among the revolutionaries and as a result, on the eve of the 1911 Revolution, the revolutionaries remained divided as to whether the new Republic should inherit all the territories ruled by the Manchu dynasty and whether it should include the Manchus into the nation. It was only in the reformist camp led by Kang Youwei and Liang Qichao that the Manchus were unambiguously regarded as part of the Chinese nation. This article suggests that in the revolutionary camp before the 1911 Revolution, it was Wang Jingwei who broke new ground in mapping out a place for the Manchus after the revolution. He stood out among the revolutionaries in the clear formulation of the idea that the new Chinese nation should be composed of different nationalities including the Manchus. This article also suggests that although Sun Yat-sen had an influence upon Wang Jingwei's political thinking during the Tongmenghui (Revolutionary Alliance) times, Wang's intellectual talents and resources enabled him to outgrow Sun's framework and develop his own ideas. His concepts on race and nation and perceptions of Han–Manchu relations owed a considerable debt to the Swiss legal scholar, Johann Kaspar Bluntschli. Wang Jingwei has been a much reviled political figure in twentieth century Chinese history. His contribution to the formulation of a racial identity for the new Chinese nation has long been underrated, and this article attempts to throw light upon this aspect of his political thought.  相似文献

A long‐standing debate in archaeology concerns the sources of technological diversification among prehistoric hunter‐gatherers. This includes the study of the emergence and spread of pressure blade technology in Northern Europe during the Early Holocene. Until now, there has been little technological study of lithic collections from the East Baltic region, and our knowledge of the development and spread of this technology in the area is inadequate. This article presents for the first time a technological analysis of lithic assemblages from seven Early and Middle Mesolithic sites in the territory of present‐day Latvia, offering new possibilities for discussing pressure blade technology and research objectives connected with it. Furthermore, variation in elements of this technology is explored in relation to raw‐material characteristics through experimental flint knapping. Finally, the factors influencing diversity in craft traditions, as well as large‐scale communication and shifting spheres of interaction within Northern Europe during the Mesolithic, are discussed.  相似文献

Following the Munich Olympics massacre of September 1972, the British government conducted a series of contingency plans to ensure that Whitehall, police constabularies and the armed forces were prepared for similar crises affecting the UK and its citizens. This article examines the evolution of British counterterrorist planning during the 1970s, which still shapes Whitehall's crisis management procedures for responding to international terrorism, and also procedures for calling for military support in response to hijackings, hostage‐taking and similar incidents both domestically and overseas. It demonstrates that while there are differences in the character of the terrorist threat 40 years ago and today, there are also parallels between the practical and political challenges of counterterrorism in the era of the Baader–Meinhof group and Carlos the Jackal, and the struggle against al‐Qaeda and its affiliates today.  相似文献

Andalucia is a southern European LFR (less‐favoured region) with a high degree of self‐government that has allowed it to design its own R&D policies that complement those implemented throughout Spain and the European Union (EU). Recently the Regional Government passed the Third Andalucian Research Plan 2000–2003, an R&D planning instrument that, as has become customary in previous Plans, attributes considerable budgetary weight to the scientific aspects of the science–technology–industry system (Andalucia allocates more of its own resources to promoting research than any other region in Spain). This paper provides deeper insight into the role played by science in driving the technological development of Andalucia, one of the LFRs of the EU. The aim was to answer five fundamental questions: How is basic science utilized by industry in Andalucia? Which sectors are the most dynamic in the employment of scientific know‐how? Which scientific fields are most in demand by industry? Which types of institution utilize scientific knowledge most profusely? What delay is there in incorporating science into technology? The methodology that has been applied for investigating the links between science and technology is based on scientific citations in patent documents (NPC). The results in this article provide relevant information about the interconnection of scientific and technological systems and thus constitute a good point of reference for the development of future R&D plans.  相似文献

The Rwandan government — widely lauded for its political commitment to development — has refocused its efforts on reviving growth in the manufacturing sector. This article examines how pressures from different levels — international, regional and domestic — have shaped the evolving political economy of two priority sectors (apparel and cement). To achieve its goals of manufacturing sector growth, the Rwandan government aims to access foreign markets (on preferential terms) and larger regional markets while developing effective state–business relationships with locally based firms. Despite the government's political commitment to reviving its manufacturing sector, its strategy has been both shaped and impeded by shifting pressures at the international level (through Rwanda's recent suspension from the African Growth and Opportunity Act), the regional level (through competition from regional firms) and the domestic level (through over‐reliance on single firms). Within the current industrial policy literature, there is limited reflection on how developing countries are dealing with the multi‐scalar challenges of enacting industrial policy in a much‐changed global trading environment. This article contributes to the industrial policy literature by addressing this lacuna.  相似文献

Media has always been a critical dimension of politics and of political violence. Information about violence and conflict is disseminated through the media. Media is also a mechanism through which the politics of violence is monitored, represented and interpreted. While the historical relationship between old media and political violence has long been the subject of research and debate, how this relationship is affected by the emergence of digital new media technology warrants further consideration. This development raises several important issues and questions for students of international relations, in particular with respect to how the reconfiguration of the role of media in conflict impacts more broadly on configurations of world politics. This article identifies four critical dimensions of world politics through which to explore this impact: the constitution of power, the configuration of agency, the nature and politics of representation, and the constitution of legitimacy. It argues that the concepts of power, agency, representation and legitimacy provide critical interfaces between media, conflict and world politics. In so doing, the article elucidates the conceptual framework that animates this special issue. Finally, it reflects on how these concepts are engaged in the articles to follow.  相似文献

As questions of technology and world government are returning to the agenda of International Relations (IR), there is a risk that technology is approached in a simple, instrumentalist manner. Beginning from an overview of the overwhelmingly instrumental approaches to technology lodged in the dominant traditions of IR, the article revisits the post-war decades when scholars thought profoundly about the impact of technology on global politics. Combining the history of (international) political thought, IR theory, and Science and Technology Studies (STS) the article examines the relationship between technology and politics, authority, and liberty in the thought of Bertrand Russell (1872–1970) and John H. Herz (1908–2005), which leads to the unearthing of a sophisticated and complex set of ideas. Particularly during the nuclear revolution, these figures developed global visions in which the interrelations among technology, security, democracy, sustainability, and freedom were critical. Russell and Herz's approaches to technology and (global) politics are insightful and relevant for IR's attempt to re-engage with technology: by anticipating contemporary critical and reflexive approaches to technology, they can help bridge the fields of IR and STS and open new avenues for research. The Large Technical Systems (LTS) approach within STS is used to exemplify this possibility.  相似文献
