Informal financial markets in developing countries, and their role in the development process itself, form a relatively neglected area when it comes to research and policy planning. It seems, however, that this may be due to inaccurate perceptions of the value and effectiveness of this sector, and of its relationship to formal sector financial institutions. This paper uses data from an extensive research project on informal financial markets in Bangladesh to examine the size of the informal market, its relationship to the formal financial sector and the part it plays in the process of development. The paper concludes that, in all these aspects, the informal financial markets are more important, more efficient and more equitable than is generally supposed. 相似文献

This article examines the role of microfinance staff and procedures in enabling microfinance's social mission. It does so primarily through studying institutional ruling relations and practices in rural Bangladesh. Attempting to move away from the linear and deterministic approaches of impact studies, it ethnographically scrutinizes the everyday practices of implementers. Findings point to the emergence of systemic practices that jeopardize microfinance institutions’ potential to perform their social mission. These include low client‐selection standards, hard selling of loans and forceful loan renewal, little follow‐up on loan use, and abusive and violent client‐retention and repayment‐collection strategies. This is conceptualized as a ‘practice drift’ as distinct from the commonly reported ‘mission drift’. Rather than stemming from planned, top‐down changes in institutional mission and strategy, practice drift emerges from a displacement of decision‐making processes to the branches. The article argues that observed changes in microfinance practice are enabled by decentralized structures and management systems that leave the choice of tactics used to achieve targets to the discretion of field staff. 相似文献

Frontline regulators are largely responsible for the implementation and ongoing compliance with environmental laws. Yet, as with other frontline worker populations, environmental regulators are routinely overlooked. Existing acknowledgment of these regulators typically only extends to the regulatory enforcement strategy their agency employs. Missing in these conversations is a focused study on regulators themselves and their perceptions of the regulated community that they interact with daily. Understanding these perceptions will provide insights into how regulators approach their interactions and how they ensure regulatory compliance. This research reports on one‐on‐one interviews and a statewide survey of Ohio Environmental Protection Agency frontline regulators and their perceptions of the regulated community. Findings from this survey reveal generally positive perceptions of the regulated community in Ohio and experiences with them. These findings call attention to a neglected population and emphasize the importance of regulators' perceptions in their regulatory approach. 相似文献

Policy scholars have noted that bureaucrats can play an important role in defining policy alternatives. Few studies, however, examine the extent of their involvement in this process. This study contributes to public policy scholarship by offering a framework for understanding the strength of bureaucratic involvement in the process of defining problems and policy alternatives. Using witness data from congressional hearings on crime between 1947 and 1998, I find that federal, state, and local criminal justice bureaucrats have come to occupy a central role in the process of defining policy alternatives. In addition, I find that the centrality of criminal justice actors comes at the expense of interest groups, community organizations, and citizens/victims. Implications for criminal justice policy and understanding bureaucratic involvement in the policy process are discussed. 相似文献

An American geographer evaluates the process of water resources planning and management in the city of St. Petersburg, Russia, based on regional government documents, interviews with local water management officials, and follow-up field observations in 2007. Many development analysts assert the importance of democratic social organizations, but few either document or analyse the actual processes of internal democracy. This study examines part of the broader problem of the ‘Iron Law of Oligarchy’ — the ebbs and flows of leadership accountability over time. Drawing on the history of a Mexican regional peasant organization since 1974, the analysis suggests that different kinds of organizational structures encourage or discourage membership action, but moments of mass direct action in turn shape the ways in which organizational structures actually distribute power. The case analysis shows how the interaction of internal and external factors shaped the balance of power between leaders and members at each critical turning point. Participatory subgroups turn out to be the crucial counterweight to concentrated leadership power, mediating relations with the membership and providing alternative sources of leadership. Whether formal or informal, multiple vertical channels and alternative horizontal linkages between membership groups are crucial complements, and sometimes substitutes, to conventional organizational structures. 相似文献

Do finite time horizons constrain a legislature's ability to control the bureaucracy? I argue that legislators subject to legislative term limits enact legislation with less statutory discretion today to ensure that their preferences are implemented by the bureaucracy tomorrow since most legislators will not be around to monitor the bureaucracy over the long term. Although past works suggest that legislative term limits decrease legislatures' rate of bureaucratic oversight, I find that term‐limited legislatures use ex ante means of bureaucratic control to a greater extent by granting less statutory discretion to the bureaucracy. 相似文献

This essay takes the Prussian prison reforms of the first halfof the nineteenth century as an example to demonstrate the emergenceof specific networks of penological experts which crossed nationalboundaries as well as the seemingly clear division between stateand non-state agencies. It is based on the actor-network approachas developed initially in the works of Bruno Latour and others.The paper tries to show that this approach can help us to understandhow state reform processes actually worked. Building on this,it argues that networks of such different groups as state administrations,monarchs, lawyers and penological experts overlapped in thepenitentiary as the central tool of the state's treatment ofprisoners. These groups claimed for themselves a monopoly ondefining the function, construction and legitimization of thereforming machine. For each of these groups, the prison meantsomething different, but no group could implement its ideaswithout the support of the others. Each group had to seek alliesin order to overcome resistance, whether from the interestsof other agents or technological faults. Reform, therefore,must not be understood as a one-way process in which one reformingparty translates its ideal type of prison into practice. Rather,it must be seen as a process of adaptation in which power relationsbetween the actors balance each other out via networks. 相似文献

In this paper we explore the intertwined issues of improvement and community relations within the context of the Colony site, a nineteenth-century informal settlement in Scotland best known through caricatures of the poor and stereotypes of rural living. Drawing on a multidisciplinary and interdisciplinary research framework, a collaborative initiative involving academics and community researchers has begun rediscovering and rethinking the history of the Colony. Our investigations have established a rich and unexpected tapestry of life that played out at multiple scales of analysis according to a variety of issues. The settlement’s rise and fall was shaped by wider improvement processes impacting parts of Europe and beyond, but it is also an example of how outside influences were adopted locally, resisted and adapted; material conditions that played directly into the way community relations were themselves constituted. The lessons learned have implications for the archaeology of improvement and the study of informal communities on a global scale. 相似文献

In recent decades the Uruk and Jemdet Nasr periods of the fourth millennium B. C. in Mesopotamia have been the subject of considerable research by scholars of the ancient Near East. Interests in and interpretations of these periods have focused on their credentials as early states, urban societies, and the immediate antecedents of Sumerian civilization. In this overview, I first present a brief historical background on the study of these periods, followed by a critical review of recent approaches that have had significant impacts on current directions of research and understanding of the fourth millennium. Finally, I suggest some research avenues currently being tentatively explored that may be especially appropriate for developing further our understandings of these periods. 相似文献

The purpose of this contribution is to identify some of the issues which need to be addressed in order to advance the organisation of workers, and in particular women workers, in informal employment. The organisation of these workers, collectively described as the "informal sector", represents an existential challenge to the trade union movement: unless and until it puts itself in a position to effectively address this challenge, it cannot halt its decline, but in order to do so it has to undergo fundamental changes in its culture, its self-awareness and the way it relates to society. Processing Complexity in Networks: A Study of Informal Collaboration and its Effect on Organizational Success 总被引:1,自引:0,他引:1

Do organizations with more collaborative partners perform better than organizations with fewer partners? And is this relationship conditional on the ability of those partners to provide nonredundant resources from their network of contact with other actors? This article answers these questions with data describing the participation of governmental and nongovernmental organizations in the Cooperative Funding Initiative (CFI), a program sponsored by the one of the five water management districts in Florida. Results show a positive relationship between the inclusion of more partners in a project and the chances of getting funded, but also that once the project becomes too inclusive; those chances decrease if the partners fill more structural holes (e.g., provide more nonredundant resources). In other words, organizations perform better by adding more partners as long as this addition does not result in excessive complexity. These results are valuable for the growing community of policy scholars seeking to understand the specific conditions under which collaborative behavior positively affects organizational performance. 相似文献

This article seeks to contribute to the emerging debates in gender–water and gender–nature literatures by looking at the ways that gendered subjectivities are simultaneously (re)produced by societal, spatial and natural/ecological factors, as well as materialities of the body and of heterogeneous waterscapes. Drawing from fieldwork conducted in Bangladesh on arsenic contamination of drinking water, the article looks at the ways that gender relations are influenced by not just direct resource use/control/access and the implications of different types of waters, but also by the ideological constructs of masculinity/femininity, which can work in iterative ways to influence how people relate to different kinds of water. Conflicts and struggles over water inflect gendered identities and sense of self, where both men and women participate in reproducing and challenging prevailing norms and practices. As a result, multiple social and ecological factors interact in complex and interlinked ways to complicate gender–water relations, whereby socio-spatial subjectivities are re/produced in water management and end up reinforcing existing inequities. The article demonstrates that gender–water relations are not just intersected by social axes, as generally argued by feminist scholars, but also by ecological change and spatial relations vis-à-vis water, where simultaneously socialized, ecologized, spatialized and embodied subjectivities are produced and negotiated in everyday practices. 相似文献
