Utilizing a new theory for examining critical junctures, we seek to better understand the nature of industrial policy change in Ireland during the 1950s and macroeconomic policy change in Sweden in the 1980s. Did these policy changes constitute critical junctures, or something less, and if so why? The theory consists of three elements—economic crisis, ideational change, and the nature of the policy change—that must be identified for us to be able to declare with some certainty if a policy change constitutes a critical juncture. Herein, we will be examining the roles of a variety of change agents including the media, central banks, and politicians. Our findings will help explain why Irish industrial policy was transformed in the late 1950s, while Swedish macroeconomic policy underwent only minor change in the early 1980s.  相似文献

What factors account for local government land use practices and their choices among specific growth management policy instruments? We apply the political market framework to examine how land use policy choices in Florida are shaped by institutional features of county governments and the demands of organizations and interests in a community. Local policy decisions reflect a balance of the conflicting interests and responses to economic and political pressures. The results demonstrate that county government structure and election rules play critical roles in the adoption of urban service boundaries, incentive zoning, and transfer of development rights programs. We report evidence consistent with the argument that these “second‐generation” growth management policies are motivated by exclusionary goals.  相似文献

Abstract. This article is based on research conducted between 1987 and 1994. It argues that the Conservative government has increasingly used the Welsh language as an instrument of political accommodation within Wales which has served to highlight the complexity of the relationship between the aims of the language movement and the aspirations of nationalists. The comparative perspective explores the situation in Canada and the Republic of Ireland and considers the proposition that the ‘depoliticisation’ of language in the context of the politics of nationalism is beneficial to a minority language.  相似文献

This paper examines experiences of five industrialized capitalist countries in using effluent charges, tradable permits, and subsidies as tools of environmental regulation and compares their programs to economists'models of the market approach. Observed disparity between theory and practice suggests that advantages of the market approach are not as significant as proponents contend. Reasons are identified, and differences in national characteristics of public administration are considered toward explaining differences in how countries have applied market instruments.  相似文献

Comparative policy studies face a number of methodological challenges where conceptualization of the object of comparison—policy output—is the most fundamental. On the basis of three common approaches of the study of policy output, we reconsider this widely applied concept and propose a refined measure as a function of both density (number of policy instruments) and intensity (content of policy instruments). We theoretically derive six policy‐intensity measures (objectives, scope, integration, budget, implementation, and monitoring), which are used for weighting national policy instruments on an Index of Climate Policy Activity. The article presents an empirical application of this measurement approach. Focusing on national climate policy instruments in the energy production sector in Austria, Germany, and the United Kingdom, we investigate changes in the countries' policy portfolios from 1998 to 2010. The article demonstrates that our Index of Climate Policy Activity provides a reliable and valid measurement for national policy output that can be applied for comparative analyses of policy output.  相似文献

Do local policymakers strategically use delay in permitting development to forestall the growth machine? The mantras of smart growth and sustainable development assume local governments can balance the competing values of economic development, ecology, and equity interests in a community. We employ a political market framework to explain differences in local government land use decisions. This framework conceptualizes policy choices as resulting from the interplay between the aggregate policy demand by residents, developers, and environmental interests and the aggregate supply by government authorities. Delays can be imposed strategically through processes of development approval by city governments where industry strength and form of government vary within county‐level service‐delivery fragmentation. We utilize novel Bayesian multilevel modelling of data collected from 2007 and 2015 surveys of Florida city planners and find strong institutional effects and multilevel relationships.  相似文献

The Indigenous Land Corporation was established to acquire lands for Indigenous peoples who were unlikely to benefit from recognition of native title. The Corporation is also charged with assisting Indigenous peoples manage their lands. The First Land Management Policy of the Indigenous Land Corporation is examined, and the strengths as well as the omissions and flaws of this initial policy approach to land management are noted. Ways to improve the assistance that the Corporation provides to Indigenous landowners in the management of their lands are proposed. The paper suggests that the Corporation's approach to land management needs to resolve the demands of a national policy mandate with the contingencies of local context.  相似文献

Over recent decades. "community" has been a powerful theme in social policy development not only in the United States but elsewhere in North America and Europe as well. Existing analyses of the concept, however, tended to approach it more from philosophical and sociological perspectives than from the standpoint of policy analysis. This article examines the uses of community as a policy instrument, considering its diverse applications us policy objective, policy means, and policy rhetoric. A cross-section of major community-oriented policies in the United States and Quebec is analyzed, providing a basis file policy-level, regime-level, and political culture comparison. Identifying the key components that community policies may incorporate, we propose a schema for systematically describing deferent types of interventions. Finally. we review the difficulties encountered in implementing policies with a community orientation and the need to avoid simplistic judgments of success and failure.  相似文献

The personal names of the Pentateuch (the first 11 chapters excluded) have not very often been under systematic scientific investigations. The topic is interesting from the points of view of linguistics, onomastics, theology and ethnohistory. The anthroponyms of the Pentateuch are compared with personal names found from the 2nd millennium BCE (from Amorite, Ugaritic and Amarna Canaanite sources) and with anthroponyms from extrabiblical and biblical Hebrew sources, as well as with Phoenician sources of the first half of the 1st millennium. The conclusion is that the anthroponyms of the Pentateuch reflect the onomasticon of the second millennium, having slightly modified typological and lexical roots in the same Northwest Semitic entity as Amorite, Amarna Canaanite and Ugaritic personal names.  相似文献

Industrial policy would appear to be fertile ground for the application of evaluative comparison, that is, the use of comparative methods to elicit principles for policy improvement. Comparative methods have been used, although often on a highly selective basis, to support or rebut arguments about targeted government intervention in industry. This paper argues that it is only when industrial policy is reconceptualised as a system of incentives rather than as a set of allocative decisions that evaluative comparison comes into its own. By developing and applying the 'most different' method of comparison, it is possible to discern the key elements of successful industrial policy in a form which can be used to bring about practical improvement in any given country.  相似文献
