REGIONAL AIR CARRIERS IN CANADA: NETWORK EVOLUTION AND GOVERNMENT POLICY

Regional air carriers have grown from localized, smallscale operations in the early 1960s to national operations in the 1980s. Their expansion results from an interplay of technology, route networks, and regulation policy. Government policy on regulation first assigned regions in the 1960s and then, in the 1970s, promoted entry to trunk transcontinental routes. The initial concept of the air transport region must therefore be revised, as the role of the regional carriers now approaches that of the trunk carriers. Regulation remains a key determinant of market share, and deregulation could accelerate the convergence of regional and trunk carriers.
Dans les années soixantes, les lignes aériennes régionales n'entreprenaient que des activités locales, à petite échelle. Présentement, ces měmes lignes fonctionnent, de plus en plus, comme sociétes nationales. L'élargissement de ces lignes provient de l'interaction de plusieurs facteurs, en particulier la technologie, les réseaux aériens et la politique du gouvernement. Cette dernière a permis aux lignes régionales de passer, en 1970, d'un rle local à une présence nationale. Par conséquent, le concept original d'une région aérienne doit ětre revisé, puisque le rle de la ligne régionale s'approche de plus en plus de celui de la société nationale. La part du marché de chaque type de société se détermine par la réglementation imposée par le gouvernement, et la déréglementation pourrait accelerer la convergence des rles des sociétés régionales et nationales.     

APPROACHES TO THE USE AND CONTROL OF FORCE THE ART OF POSING STRATEGIC PROBLEMS

There is a risk that the threat of nuclear war will be exaggerated in ways injurious to arms control and will deliver to the Soviet leadership the political returns it may be seeking. This undesirable outcome is the result of logical tricks we play on ourselves in trying to be very precise about factors like the accuracy of missiles. It is also the result of the peculiar assymmetry of the discussion of strategic matters, as all of the publicity work for Soviet weapons accomplishments is done by the press and governments of the West. Proposals for remedy would be to watch our own habits of logic, so that we do not persuade ourselves that our weapons capability or our political resolve are weak, and to force the Soviets to produce more information about their strategic capabilities.

THE COMPARATIVE STATIC RESPONSE OF RENTAL HOUSING TO A PRICE CHANGE: INFLATION AND GOVERNMENT POLICY*

ABSTRACT. A two period consumer choice model is presented in which housing is treated as a quality differentiated good. The short-run comparative static response of rental housing to a price change is examined via an example, an exogenous increase in the inflation rate. Two stylized facts are alternately used; interest income is taxed, and interest rate ceilings are imposed on small savings deposits. The partial equilibrium distributional impact of inflation, in the context of rental housing markets, is also discussed.     

DEVELOPMENT OF THE SETTLEMENT SYSTEM IN THE LITHUANIAN SSR: RESULTS,PROBLEMS, AND PROSPECTS

The authors analyze the factors, results, problems, and prospects of the development of a system of settlement in the Lithuanian SSR, a laboratory of sorts for settlement policy in the Soviet Union. Particular attention is devoted to the formation of an inter-rayon settlement system integrating urban and rural settlements. Several methodological and conceptual approaches to the study of settlement systems are examined in this context. (Translated by Andrew R. Bond.)

THE SOURCES OF PUBLIC POLICY: WELFARE POLICY IN THE AMERICAN STATES

The conceptualization of political and economic determinants of public policy as interactive rather than sufficient causes is subjected here to a comparative state analysis. An examination of interactive effects of culture, wealth, and gubernatorial power on AFDC grants and Medicaid benefits offers empirical illustration of Stonecash's reconceptualization of the classic politics-process-policy model. The results indicate that political dispositions become more potent in combination with increasing concentrations of wealth and executive power.     

CONSUMER PERCEPTIONS OF SPONSORSHIP IN THE ARTS

This article investigates consumers’ perceptions of three types of sponsors that play a role in backing financially Canadian artistic and cultural organisations: government ministries (or departments), Crown corporations and private companies. In addition to the type of sponsor and the nature of the sponsorship (philanthropic or commercial), the perceived congruence between the sponsor and the sponsored event (strong as opposed to weak), and the form of arts and cultural events (high art versus popular art and performing arts versus heritage arts) are explored in an experimental setting combining within‐subjects and between‐subjects factors. The main hypothesis of this research was that consumers’ perceptions are not the same when it comes to the different kinds of sponsors that evolve in the cultural and art fields. As the researchers explored this issue, they observed that significant differences do exist. It is believed that the rich findings of this study will be useful to civil servants.
