Central to this article is the suggestion that modern planning and development frameworks in England are currently at a potentially productive, although problematic turning point. Whilst on the one hand the UK is attempting to make the legislative and institutional changes necessary to facilitate the process of regionalization and devolution, it is at the same time facing the challenge of ensuring the necessary levels of inter-agency cohesion and integration required for the delivery of the meta-objectives at the heart of sustainable development. Of particular concern for the English regions is the increasing complexity of organizational relations, the fragmentary nature of provisions, the potential mismatch between the need to preserve environmental welfare and at the same time ensure regional economic competitiveness, and more fundamentally, the failure to provide an appropriate mechanism for the evaluation of sustainable development goals. In the light of these challenges, the authors highlight the value of Strategic Environmental Assessment (SEA) as a mechanism for improving the environmental quality of decision-making and make recommendations as to how the regional level of decision-making can provide an effective platform for the development of an SEA system which is capable of reconciling the sustainability conflicts derived from different tiers of decision-making. Within this discussion, suggestions are made as to the manner in which current ideas for introducing sustainability appraisal for Regional Planning Guidance should be amended.  相似文献

Environmental policies in agriculture have now been fully incorporated into policy throughout Europe both within and outside of the European Union. One of the cornerstones to the successful implementation of these policies is both the willingness and ability of farmers to implement them. Many actors influence both the formulation and implementation of such policies, from governments, through pressure groups and the agricultural knowledge networks (AKNs) in various countries, to farmers themselves. In assessing the principal objectives of all of these actors, it can be seen that none has environmental goals as their principal objective, and the development of policies is thus both difficult and a residual priority. This situation is likely to be ameliorated not through a focus on more effective policy instruments for agri-environmental polices, but through adjustments of administrative structures for both their development and in carrying them out.  相似文献

It is often believed that industrial districts result from an entirely spontaneous process of economic development. On the basis of in-depth study of several Italian industrial districts, in this paper it is argued that the competitiveness and the dynamism of industrial districts' firms are dependent from social integration. Social integration, however, is usually the result of a conscious co-ordination among the local institutions: i.e. the 'high road' to competitiveness is not the outcome of market mechanism, but of a combination of market and concerted collective action among the representatives of the principal district categories and the local establishment.  相似文献

自2003年《保护非物质文化遗产公约》(以下简称"《公约》")于2006年生效以来,在非物质文化遗产(以下简称"非遗")的框架内,开始出现谨慎利用非遗保护来促进当地经济和社会发展的举措。保护非物质文化遗产政府间委员会(以下简称"委员会")一直在审慎对待此问题。最初,委员会主要关注非遗保护中商业化的负面影响;后来,讨论发展为承认对非遗的经济利用可以对其可持续性、振兴以及相关社区的经济、社会发展作出贡献。通过回顾历届委员会会议和《公约》缔约国大会会议的辩论,可以洞见有关该主题的讨论是如何发展的。在日本的遗产发展实践中,注重将遗产保护与地方发展相结合并逐步修订了文化遗产相关法律。根据修订后的法律,遗产政策的实施权力下放到地方行政部门,遗产保护行动的主要目标是促进各地区和当地社区的经济、社会发展。  相似文献

The extent to which foreign direct investment (FDI) can foster the long-term economic development of lagging regions remains a highly debated issue in the literature, even in the current era of intense territorial competition for mobile investment and resources. The emergence of new industrial spaces in China that have flourished through FDI offers a good opportunity to revisit the topic. Kunshan in Suzhou, China has evolved from an impoverished area into a world-class information technology (IT) centre within 25 years. FDI, mainly from Taiwan, has enabled Kunshan to gradually upgrade its economy, following a development path that has been largely based on the transplant of entire production chains from Taiwan. Local innovative strategies for attracting and increasing the embeddedness of Taiwanese FDI are also an important element of Kunshan's success. This paper discusses the positive aspects, as well as the potential costs and negative facets, of FDI in Kunshan, with the view to draw some policy lessons regarding the impact of FDI on the economic development of lagging regions.  相似文献

The paper, based in part on field surveys in 2006, examines the role played by large Russian companies in local development, focusing on the operations of SUAL and Severstal' in Northwest Russia. The two companies provide examples of different models of corporate behavior (transnational and paternalist) in the current Russian business environment, reflecting a choice more broadly between neoliberal and corporate-nationalistic versions of Russia's participation in globalization. The author investigates the implications of the different models for the local jurisdictions in which these companies operate. This paper attempts to understand the regionalization of national firms from Singapore within the methodological construct of the regulationist perspective. It aims to demonstrate the usefulness of some concepts in the regulationist perspective for explaining restructuring processes in developing countries, and to evaluate critically the role of some of these concepts—such as regimes of accumulation and modes of social regulation—in illuminating the internationalization of capital through transnational corporations and their associated foreign direct investment. In particular, the paper argues that Singapore's export-led regime of accumulation manifests inherent contradictions in its dependence on foreign capital, the domination of the domestic economy by state-owned enterprises, and the relative underdevelopment of indigenous entrepreneurship. While this accumulation process was embedded in an earlier set of social and institutional mechanisms, its contradictions and tensions were not appropriately regulated and contained. When Singapore experienced two major external economic crises in the mid-1970s and 1985, these shocks and their internal tensions triggered a continuous process of economic restructuring regulated by a distinct combination of social and institutional mechanisms, or "fixes." One such institutional fix in recent years has been the promotion of the regionalization of Singaporean firms through the social regulation of local labor markets and the state-led establishment of institutions to facilitate the regionalization drive.  相似文献

In examining local economic development incentives, scholars have found it useful to employ typologies of development practices. Such typologies have been based on assumptions that techniques reflect functional categories, such as marketing and financial incentives, or can be organized by the nature of costs and benefits, or by the nature of incentive goals. While useful heuristic devices, little effort has been made to test these typologies empirically. This research note provides an empirically based typology of local economic development incentives, using data from 967 cities collected by the International City Management Association.  相似文献

The paper discusses the development of peripheral cities and regions in a world where economic integration is growing. The paper argues that the development of peripheral cities and regions depends on their development potential and accessibility to markets. Their sustainable development, however, lies in the functioning of the forces of development: the organization of the productive system, the diffusion of innovation, the territory's urban development and the change and adaptation of the institutional system. These are forces that govern the economic growth process, generate externalities, and reduce production costs through reciprocal interaction. The paper's discussion is based on the analysis of the dynamics of the city of Vigo in Galicia, a peripheral region of the European Union.  相似文献

During the emergence of Chinese archaeology, the legislative system of cultural heritage in China included archaeological excavations and investigations as being the ‘exclusive right of state’. This mode of state archaeology has proved its worth by increasing the authority and quality of archaeological research and excavations, as well as enhancing the social values and benefits at the state level. The local communities, however, have hardly been embedded into the archaeological projects, nor have the archaeological projects been employed to improve local and regional economic development. This paper considers private museums as embodying regional values and beneficial to projects under the mode of state archaeology. With a case study outlining collaborations between archaeologists and local agents under the excavation and conservation of ancient kiln sites at the town of Zichuan, I argue that private museums could be relatively prominent platforms for public engagement in activities of state archaeology. It might contribute to a reconsideration of the following: indirect archaeological concerns, local economic benefits, identities and alternative interpretations of locality.  相似文献
