In recent years, China's tourism researchers have started to pay attention to the empowerment of rural communities. Current theoretical research and social practices reflect that tourism needs to seek localized empowerment with respect to different types of tourism destinations. This paper, taking Furong Historical Village in Zhejiang Province as a case study, examines a special kind of Chinese historical village community in which the villagers’ consciousness of their rights is weak and tourism development is only in its initial stages. Based on the field surveys, this paper points out four roots of such a community's disempowerment: (1) the failure of political institutions to ensure the community's public interest; (2) accusations of historical villages ‘damaging protection’; (3) information asymmetry in the relationship between rural leaders and villagers; and (4) a sense of powerlessness in the daily lives of rural residents. Based on these findings, this paper suggests several empowerment paths: (1) placing the enhancement of psychological power as the core of community empowerment; (2) addressing villager empowerment needs according to different types, rather than generalizing a community as a whole; and (3) including a diversity of subjects in the process of empowerment. These empowerment paths would be a moderate extension toward increasing community empowerment, based on this empirical study.  相似文献

In-depth interviews, text analysis of official documents, and a representative case study are explored to investigate the disempowerment of residents in Tiantangzhai, an emerging yet isolated alpine tourism area in Anhui Province, China. Qualitative research was conducted within the specific political and economic context of China and concludes that (1) residents suffered disempowerment in five areas, including access to productive living space, access to natural resources, access to information, travel benefits, and travel participation; and (2) the mechanisms of disempowerment included government development strategy and system design, elite community relationship networks, individual socio-economic conditions, and social support measures. The research implications suggest that smooth and successful tourism development depends on improving the performance assessment of officials, consolidating administrative supervision, the timely dissemination of information relevant to tourism development, and enhancing opportunities for local residents to participate in tourism development.  相似文献

Micro‐finance programmes are currently dominated by the ‘financial self‐sustainability paradigm’ where women’s participation in groups is promoted as a key means of increasing financial sustainability while at the same time assumed to automatically empower them. This article examines the experience of seven micro‐finance programmes in Cameroon. The evidence indicates that micro‐finance programmes which build social capital can indeed make a significant contribution to women’s empowerment. However, serious questions need to be asked about what sorts of norms, networks and associations are to be promoted, in whose interests, and how they can best contribute to empowerment, particularly for the poorest women. Where the complexities of power relations and inequality are ignored, reliance on social capital as a mechanism for reducing programme costs may undermine programme aims not only of empowerment but also of financial sustainability and poverty targeting.  相似文献

This paper begins from the understanding that women's empowerment is about the process by which those who have been denied the ability to make strategic life choices acquire such an ability. A wide gap separates this processual understanding of empowerment from the more instrumentalist forms of advocacy which have required the measurement and quantification of empowerment. The ability to exercise choice incorporates three inter-related dimensions: resources (defined broadly to include not only access, but also future claims, to both material and human and social resources); agency (including processes of decision making, as well as less measurable manifestations of agency such as negotiation, deception and manipulation); and achievements (well-being outcomes). A number of studies of women's empowerment are analysed to make some important methodological points about the measurement of empowerment. The paper argues that these three dimensions of choice are indivisible in determining the meaning of an indicator and hence its validity as a measure of empowerment. The notion of choice is further qualified by referring to the conditions of choice, its content and consequences. These qualifications represent an attempt to incorporate the structural parameters of individual choice in the analysis of women's empowerment.  相似文献

Women throughout the West are up to three times more likely to be the operator of a farm in sustainable agricultural models than in productivist models. When women assume the role of farmer they transgress traditional gender identities on farms, which dictate that women are ‘farmwives’ and men are ‘farmers’; these gender identities intersect with spaces in the agricultural community to imply appropriate behavior for women as farmwives. This research demonstrates that the sustainable agriculture community provides spaces that promote and are compatible with women's identities as farmers. Feminist analyses of space and agriculture suggest that productivist agricultural models marginalize women from spaces of knowledge, while sustainable agriculture provides spaces of empowerment for women farmers. The fieldwork for this project involved a purposive survey, in‐depth interviews and participant observation with twenty women farmers over an 18‐month period in the sustainable agriculture community of Central Pennsylvania.  相似文献

Rates of car ownership in Australia are among the highest in the world. Private cars have shaped the urban form of Australian cities and the daily routines of their residents, making it possible to fulfil geographically stretched responsibilities for work, family, and social lives. But the dominance of the private car in Australian lives and landscapes should not be confused with universality. Aggregate, population‐wide statistics of car ownership and use mask the fact that not all Australians are equally car dependent. In this paper, we report on the results of a household sustainability survey conducted in metropolitan Sydney and Wollongong. Overseas‐born persons, migrants, and (some) ethnic minority groups were found to own fewer cars – and to use them less – than their Anglo‐Australian and Australian‐born counterparts. These differences were not attributable to socio‐economic or demographic factors. Our findings, which point towards the existence of diverse cultures of transport within the Australian population, are significant for transport planning and policymaking. Given profound concerns about the environmental implications of car use, the environmentally (more) sustainable transport behaviours of ethnic minorities and migrants should be supported. A shift in research focus away from the most car‐dependent groups in Australian society may also be more widely instructive. The transport practices, experiences, and strategies of those who own and drive cars at below‐average rates may indeed contribute practical lessons to inform planning for more environmentally sustainable transport futures.  相似文献

The explosive growth of tourism in China since the 1980s has generated attendant interest in tourism research in the country, among researchers both in the mainland and outside. The dialogue between the two communities (domestic and international researchers) is also growing, but is as yet still limited, with insufficient contributions from Chinese mainland tourism researchers to the international academic world. China provides a rich field for examining the cultural, social and institutional context in which tourism develops. Recent studies of village-based community tourism development in China, with an emphasis on institutional perspectives, provide some insight on the dynamic and complex changes of rural communities along with tourism development. In general, these papers show that village participation in decision making is growing, although examples of disempowerment are as rife as those of growing empowerment. Contested resources are one of the most influential factors in this struggle, along with the rapid growth of tourism that the country has experienced since the 1980s. The papers in this special collection also demonstrate the distinct character of domestic tourism research in China, which engages the rich body of literature published in Chinese, but is generally less connected to broader international debates in the predominantly Anglo-American English publishing realm.  相似文献

Throughout the Pacific, church women's groups play an important social and spiritual role in the lives of many indigenous women. However, these groups rarely attract the interest of development practitioners or theorists concerned with the empowerment of women, largely because of their outwardly conservative stance. Preoccupied with sewing classes, pastoral care, and social work, church women's groups appear to epitomize a welfare approach to women's development. Yet, while welfare concerns remain central to the activities of many such groups, by drawing on case studies from Solomon Islands in the period leading up to the onset of political crisis in 1999, this article demonstrates that a welfare approach does not preclude women's groups from engaging in strategic activities for the empowerment of women. Such activities include support for logging protests, workshops to affirm the importance of women's roles and develop their confidence, and opportunities for them to travel and expand their knowledge basis. Furthermore, the process of coming together to engage in welfare activities which many women enjoy greatly can provide opportunities for confidence‐building, income generation, and networking.  相似文献

How is inner city space represented and by whom? Drawing from an extensive framing analysis of print media portrayals of Vancouver's Downtown Eastside between 1996 and 2008, we offer a detailed assessment of the predominately negative portrayal of the neighbourhood, and the centrality of three frames: medicalization, criminalization, and socialization. Certain social actors are given a privileged position in the media in the representation of the inner city. Outsiders are privileged over insiders, with the neighbourhood constituted as a problematic space and its residents as passive victims. The effect is to further the stigmatization of an already marginalized neighbourhood, and to accentuate the disempowerment of its residents.  相似文献

Development practitioners frequently rely on community‐based natural resource management (CBNRM) as an approach to encourage equitable and sustainable environmental resource use. Based on an analysis of the case of grassland and woodland burning in highland Madagascar, this article argues that the success of CBNRM depends upon the real empowerment of local resource users and attention to legitimacy in local institutions. Two key factors — obstructive environmental ideologies (‘received wisdoms’) and the complex political and social arena of ‘community’ governance — challenge empowerment and legitimacy and can transform outcomes. In Madagascar, persistent hesitancy among leaders over the legitimate role of fire has sidetracked a new CBNRM policy called GELOSE away from one of its original purposes — community fire management — towards other applications, such as community management of forest exploitation. In addition, complications with local governance frustrate implementation efforts. As a result, a century‐long political stalemate over fire continues.  相似文献

The concept of sustainability has become a significant consideration in planning in Europe and the US. At both the international and the national level, urban planners and policymakers have developed a package of policies designed to produce sustainable growth and development. In transport, this has been interpreted to mean that we need to increase accessibility while we reduce mobility by shifting trips from automobile to walking, bicycle or public transport modes. Using this criteria, the latest Dublin transport plan has been found to be only partially effective. Similar to many American transport plans, the DTI has opted for the infrastructure‐related sustainability policies and avoided the less popular economic disincentives.  相似文献

Drawing on the findings of an empirical study of working-class Pakistani Muslims in southern England, this article considers the links between marginalisation, the politics of identity and the position of Pakistani Muslim women. The author shows how marginalisation (emerging from a nexus of oppressions) reinforces 'group' identity, how women are made central to 'group' identity, and how this centrality serves to legitimate their disempowerment. In this way the border that is erected to contain the group is dependent on internal divisions, the existence of which contradicts the notion of group homogeneity.  相似文献

Planning for sustainable mobility is a complex and demanding task and the knowledge of how to trade off multiple, often conflicting, goals is not entirely clear. One of the most contentious and confounding issues in the context of urban planning has been, and continues to be, the place of the automobile within the evolving sustainable mobility paradigm. The recent emergence of strong policy and planning support for the introduction of electric vehicles raises thorny questions as to whether or not this development will be complementary to, or conflicting with, other sustainable mobility planning goals, such as the pursuit of compact cities, restrictions on automobiles, promotion of walking and bicycling, and support for public transport. The results of a recent pilot study conducted in the Reykjavik city region suggest that a strategy of provision for electric vehicles on a large scale may represent a continuation of the dominant transport engineering approach, drawing scarce financial and institutional resources away from path-breaking measures such as the efforts to create denser development patterns and promote non-motorized and public forms of transport.  相似文献

Gender differences in mobility patterns between women and men have long been acknowledged. This study analyses how these differences are reproduced in different urban and rural contexts. Using mobility data from a large travel survey taken in 2006 in Spain, we examine the differences between gender mobility through age, modal split and trip purposes. Special attention is paid to how territory shapes mobility and how these territorial settings differently affect gendered mobilities. The use of this data source allows the comparison of all trips made by the total population, including all means of transport. By taking a global view on mobility, the uneven relationships that men and women have with different means of transport become more visible. After disaggregating data by age and territorial settings, results show that women are using sustainable transport modes more often than men, and travelling for more diverse reasons. Gender is thus a fundamental variable in understanding modal split and, by extension, transport sustainability, in terms of energy consumption and the emission of greenhouse gases. From this point of view, we consider women's mobility knowledge and practices – typically related to the most sustainable means of transport – as factors with rising value that could effectively guide public policy in its way to promote more sustainable mobility patterns.  相似文献

Recent contributions by geographers on the relationships between states and citizens have documented the rise of rolled‐out neoliberalism. Development agendas are, it is argued, increasingly dominated by the principles of market‐driven reforms, social inequality, and a drive towards enhancing the economic competitiveness of the supply side of the economy. However, at the same time, a parallel set of discourses has emerged in the development literature which argues that it is principles of sustainable development that have, in practice, become dominant. The emphasis is, instead, on democratic empowerment, environmental conservation, and social justice. This paper examines the relationships between these ostensibly very different interpretations of contemporary development with an assessment of one of the Labour government's most ambitious planning agendas—the publication in February 2003 of the document Sustainable Communities: Building for the Future . The proposals are promoted as a "step change" in the planning system with a new emphasis on tackling shortages of housing in the South East and reviving the economy of the Thames Gateway area. The paper assesses the different ways in which such programmes can be interpreted and argues that contemporary development practices in countries such as Britain are constituted by a hybridity of approaches and rationalities and cannot be reduced to simple characterisations of rolled‐out neoliberalism or sustainable development.  相似文献

‘Black Economic Empowerment’ (BEE) has been a major policy thrust of the democratic governments in South Africa since 1994 in attempting to redress the effects of apartheid. In this article, we explore the historical precedents to BEE in South Africa, review the different steps taken in promoting it, and assess some of its outcomes to date. We argue that BEE can take only limited forms because of the economic policy constraints in which it has been incorporated. Moreover, these forms have an increasingly managerial logic that further restricts what can be achieved. Short of a major shift in conceptions of — and policy for — BEE, meaningful ‘empowerment’ is unlikely to take place.  相似文献

In this article, we criticize the bipolar polemic on globalization that tends to be limited to arguing over its desirability or destructiveness, and argue that it is necessary to probe deeper into the power relationships that are produced by the restructuring of relationships in time and space. The theoretical debate on politics of scale opens the way to investigate the reconfiguration of scalar organization in capitalism, which has complex and contradictory effects on power relations. It demonstrates that oppositional politics can ‘jump scale’ by rearticulating issues at larger scales to mobilize leverage. We criticize the debate on ‘politics of scale’ for leaving several central questions relatively unexplored: what is the actual relation between jumping scale and empowerment, and what type of empowerment are we talking about? With reference to a case study of a mining conflict in Tambogrande, Peru, we discuss the way in which local farmers were able to network with organizations at national and international scales and rearticulate their claims at these scales. The case demonstrates that globalization enabled the opposition narrative to be rescaled. Hence, globalization can be seen as a redistribution of potential for empowerment. The case also shows, however, that rescaling necessitated a rearticulation of political claims to accommodate hegemonic discourses at the national and international scales.  相似文献

本文在文献研究的基础上,提出一个包含顾客教育、顾客心理受权及消费价值的研究模型,并利用作者在旅行社收集的数据,对模型进行了实证检验。数据分析结果表明:顾客教育对顾客心理受权有显著的直接正向影响;顾客心理受权对顾客感知的风险有显著的直接负向影响,对顾客感知的消费价值有显著的直接正向影响。本次研究结果丰富了学术界在顾客教育、顾客受权的研究成果,对旅行社通过顾客教育增强顾客心理受权感,进而提高顾客感知的消费价值有一定的参考价值。  相似文献

Women's empowerment, the ability of a woman to make her own decisions and shape her own life, is a common goal for nongovernmental organizations (NGOs) operating under the gender and development framework. This article examines the way that one NGO, Topu Honis Shelter Home, in Oecussi, Timor-Leste, facilitates the empowerment of its young women members and challenges gender norms in a patriarchal society. In doing six months of participant observation research at Topu Honis and semi-structured interviews, I discerned four sources of empowerment, which are explored in this article: (1) gender equality, (2) education, (3) agency and confidence, and (4) cultural preservation. The primary finding of this research is the suggestion that cultural preservation can be an important resource for empowering women, even in a patriarchal society. At first glance, this may run counter to the dominant western notions of empowerment, but in the case of Topu Honis, key cultural practices are preserved while oppressive gender norms are simultaneously dis-embedded. Development practitioners should explore how preserving and promoting local cultural practices may contribute to development and/or empowerment.  相似文献
