The economic integration of the Comecon economies involves two kinds of problems of interest to economic geographers: (1) the way the spatial structures of national economies need to be reoriented in the course of integration; (2) the location of economic production centers that are of international significance. Two integration zones may be distinguished within the Comecon system: (a) a highly developed western zone comprising the European members of Comecon and the western part of the USSR, extending as far as the oil and gas producing areas of the Ob' basin and the Mangyshlak district of western Kazakhstan; (b) a smaller and less developed eastern zone comprising the Mongolian People's Republic and adjoining areas of Siberia.  相似文献

日本经济空洞化是一个老议题,中日两国的专家学者对于此议题的各类观点众说纷纭,相应的著作和论述也十分丰富,但是,到目前为止还没有一个相对完整的定论。本文试图在总结前人所得出的结论的基础上,去粗取精、去伪存真、理顺观念,透过现象看本质,以日本经济的整体运行为背景和依据,对于空洞化不再单纯地认为有或者没有以及一概而论地把空洞化定性为善或恶的片面认识,而是一分为二地把空洞化划分为“微观空洞化”和“宏观空洞化”以及“良性空洞化”和“恶性空洞化”,力图把一个真实而客观的日本经济空洞化较为直观地展现在人们面前。  相似文献

Economic-geographic regional studies have largely neglected manpower resources. Moreover such studies have been concerned mainly with major civil divisions, such as republics, krays and oblasts, which in the case of Siberia assume very large size. Average data for such large areas, particularly in the manpower field, obscure intra-regional differences. The author describes a methodology for determining the number of persons who are occupied with household chores and are not employed in the national economy. The determination of the number of persons not employed in the economy makes it possible to plan increases in production by shifting such manpower reserves into industry or agriculture without the need for additional in-migration.  相似文献

Abstract

Theodore Roosevelt's trust policy has been viewed as “progressive” by his contemporaries, dictated by big business by the New Left, and as a precursor to autonomous institutional development most recently. This thesis will instead analyze Roosevelt's actions through a pragmatic lens. Roosevelt's first legislative action in relation to the trusts was to create the Bureau of Corporations. Whilst seemingly ushering in transparency in business affairs through its reporting function, Roosevelt secured executive jurisdiction over publicly circulating its findings, paving the way for private, state-corporate cooperation. Obtaining sensitive information through the promise of discretion, Roosevelt held an implicit leverage over companies, allowing him to threaten to publicize illegalities if they refused to abandon them. The Bureau became a forum for closed-door agreements which achieved tangible amelioration of practice, whilst minimizing the damage entailed by a public airing of corporate America's dirty laundry. I will analyze several Bureau investigations and illustrate the learning curve by which Roosevelt and big business came to an agreement over the parameters of cooperation. Mired by mixed signals from both sides during its early investigations, the emergence of dialectical negotiations over corporate practice and the extent of government-induced public scrutiny came to embody a fledgling cooperative process. These investigations illustrate the pragmatic means by which Roosevelt pursued a conservative, yet effective, reigning in of big business power.  相似文献

The extent to which foreign direct investment (FDI) can foster the long-term economic development of lagging regions remains a highly debated issue in the literature, even in the current era of intense territorial competition for mobile investment and resources. The emergence of new industrial spaces in China that have flourished through FDI offers a good opportunity to revisit the topic. Kunshan in Suzhou, China has evolved from an impoverished area into a world-class information technology (IT) centre within 25 years. FDI, mainly from Taiwan, has enabled Kunshan to gradually upgrade its economy, following a development path that has been largely based on the transplant of entire production chains from Taiwan. Local innovative strategies for attracting and increasing the embeddedness of Taiwanese FDI are also an important element of Kunshan's success. This paper discusses the positive aspects, as well as the potential costs and negative facets, of FDI in Kunshan, with the view to draw some policy lessons regarding the impact of FDI on the economic development of lagging regions.  相似文献

This paper examines the relationship between economic reform and government restructuring in China by examining the reform in the power industry in general and the conversion of the Ministry of Electric Power to the State Power Corporation of China in particular. It shows two distinct features of this relationship. One is that political and economic reforms must proceed in tandem. That is, economic reform requires ideological shifts by the Party and changes in government policies, which in turn propel changes both in government structures and in the economic structure of industries. The other is the combination of top-led and bottom-driven reform. Changes in government policies and ideological guidelines encourage and promote economic reforms in power plants in provinces and regions. Reforms adopted and confirmed from the bottom-up demand and drive political restructuring in the central government.  相似文献

This paper examines the effects of state economic development incentives on the growth of 366 Ohio manufacturing and nonmanufacturing establishments that launched major expansions between 1993 and 1995. Growth is measured as the actual employment change that occurred in these establishments and as the employment growth announced when expansions were launched. Empirical findings indicate that incentives have very little (or even a negative) effect on actual growth and they have a substantial positive effect on announced growth. Findings also suggest that establishments that received incentives overestimated their announced employment targets more than establishments that did not receive incentives.  相似文献

In this article, I examine an Aboriginal ritual object, the secret/sacred tywerrenge which in many respects lies at the heart of Central Australian Aboriginal religious belief. Given its ritual power, the tywerrenge has always held a special place in the administrative rationalities of both colonial and post-colonial authorities. For certain missionaries, the tywerrenge was seen as an object to be eliminated as it constituted an impediment to Aboriginal “salvation”. For early anthropologists such as Baldwin Spencer, they offered material evidence supporting social evolutionist theories regarding the “staged” transformation of “primitive” religious beliefs into science. More recently, tywerrenge have been subject to an intensive regime of inspection and evaluation by government authorities, museums, and land councils. Indeed, they have come to play a significant role in the enforcement of Australian law under the Aboriginal Land Rights Act since the possession of a tywerrenge can decide the ownership of traditional lands. In short, these religious objects—and the beliefs associated with them—have been co-opted and employed by a variety of authorities in order to achieve a range of governmental ends. In this sense, tywerrenge have been transformed into instruments of colonial and post-colonial rule.  相似文献

一、日本产业结构调整的方向 众所周知,从上世纪90年代中后期开始,尤其是进入21世纪以来,曾经不可一世的日本制造业在长期的不景气下,纷纷出现企业亏损、负债经营及设备投资迟迟跟不上等现象。同时IT产业也滞后于世界发展潮流,加上社会高龄化等因素影响,使日本在国际上的竞争力开始钝化。在以信息共享和标准化为目标的IT产业方面日本甚至落后于部分亚洲新兴工业国家。总体上看,其原因应归罪于规制缓和的速度及范围调整不当、金融秩序混乱、优秀人才被局限和高新技术的应用及新型商业模式的开展不力等因素。  相似文献

本文从历代宿国地望诸说存在的诸多问题出发,结合晋侯苏钟铭文所见新线索,对宿国地望变迁及所反映的历史问题进行细致探析,指出周代曾存在南、北两宿并立的事实,其中《左传》僖公二十一年所载为北宿,故地在今山东东平东二十里之宿城镇;晋侯苏钟铭所见"宿夷"及春秋初年参与宋国会盟、后为宋人逼迁至宋境的为南宿,故地在今安徽宿州市附近。  相似文献
